Statement of Issue: The State Department of Boating and Waterways approved a grant of
$23,000 for the replacement of the existing boat pumpout/dump station facility at the Warner
Public Dock in Huntington Harbour. At this time, the grant award must be accepted and the
funds appropriated.
Funding Source: New grant revenue not anticipated in the original budget.
Recommended Actions: Motions to:
1. Accept the grant award of $23,000 from the Department of Boating and Waterways for
replacement of the boat pumpout/dump station facility in Huntington Harbour; and
2. Authorize transfer of $23,000 from the designated grant fund into Beach Maintenance
Account No. 10045206.64570 after said funds have been reimbursed by the State
Department of Boating and Waterways.
Alternative Action: Do not approve acceptance of the grant award, and direct staff
accordingly.
Analysis: On April 18, 2005, City Council approved Resolution No. 2005-30 requesting a
grant for $23,000 from the California Department of Boating and Waterways for the
replacement of the boat pumpout/dump station facility at the Warner Public Dock in
Huntington Harbour. The Community Services Department has been notified that the state
approved this grant on June 9, 2005.

In order to meet critical California Regional Water Quality Control Board timeframes, the
replacement pumpoutldump station was installed on June 22, 2005. Staff utilized the Beach
Maintenance Section operating account for this purpose. The funds used for the
pumpout/dump station need to be replaced in order to cover summer maintenance expenses.
Staff is requesting an allocation from the appropriate grant account to reimburse the beach
maintenance operating budget after the city has received the funds from the state. No
matching funds were required for this grant.
City Council Adopted Policy re Mid Year Appropriation Reguests from the General
Fund: As adopted by City Council in March 1998, all requests for appropriation of General
Funds must meet one of the following criteria: 1) unanticipated emergency; 2) required to
implement labor negotiations; or 3) a new expense offset by related new revenues. This
request meets criterion No. 3 because the expense will be offset by grant revenue.
