Brown and Caldwell has extensive experience in the sale of water systems or portions thereof, under eminent domain, and as negotiated,..; sales. It is understood both cities wish to use -he services of an independent expert to determine a fair market value for the facilities. Arriving at an opinion of fair market value is different for seater utility facilities than for heal propert-, since there usually are insufficient numbers of comparable sales. As a result, an appraiser of such property is usually a registered engineer, - knowledgeable concerning water system construction costs and practices, and intimately familiar with utility e,::ono:^ics and Management practices. This background is required because the appraiser must first Zook at various indicators of value, and then make an informed judgement of fair market value, based on these indicators. It.licaters of value consist of the following factors: 1. Comparable sales (when available). 2.. Depreciated reproduction cost. � 3. pepreciatctd original cost. I ! 4. Capitalized earnings itne press-t worth of the cash flow stream to be lost, i.e., -ne difference between incremental revenues and expenses associated with suisplying water to the Surfsid`e Colony).
