STIRRAT & ASSOCIATES TO PROVIDE AN ENVIRONMENTAL ASSESSMENT AND GEOTECHNICAL EVALUATION FOR THE SOUTHEAST RESERVOIR SITE THIS AMENDMENT is made and entered into the day of ZIA 4 , 200 3 , by and between the CITY OF HUNTINGTON BEACH, a California mun' ipal corporation, hereinafter referred to as "CITY", and BRYAN A. STIRRAT & ASSOCIATES, a California corporation hereinafter referred to as "CONSULTANT." WHEREAS, CITY and CONSULTANT are parties to that certain agreement, dated January 7, 2002 entitled "Professional Services Contract Between the City of Huntington Beach and Bryan A. Stirrat & Associates to Provide an Environmental Assessment and Geotechnical Evaluation for the Southeast Reservoir Site" which agreement shall hereinafter be referred to as the "Original Agreement," and Since the execution of the Original Agreement, CITY has requested additional work from CONSULTANT and CONSULTANT has agreed to perform such work; and CITY and CONSULTANT wish to amend the Original Agreement to reflect the additional work to be performed by CONSULTANT and the additional compensation to be paid in consideration thereof, NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows: 1. ADDITIONAL WORK CONSULTANT shall provide such additional services as required by CITY, as described in CONSULTANT's proposal to CITY dated December 11, 2002, a copy of which is attached hereto as Exhibit "A," and incorporated by this reference as though fully set forth herein. 2. ADDITIONAL COMPENSATION In consideration of the additional services to be performed hereunder as described in Section I above, CITY agrees to pay as full payment for services rendered, an additional sum not to exceed Eighteen Thousand Five Hundred Fifty Dollars ($18,550.00). 02agree/stirrat amend/]2/16/02 3. The Option Agreement with AES is expressly understood to be in an "As Is" condition. Professional services are required to evaluate each of the sites for hazardous materials, estimate the cost of demolition and remediation, perform geotechnical evaluations, determine encumbrances and restrictions on the property, and estimate the cost risk for the City to purchase either of the sites. Funding Source: Sufficient funds ($106,000) were authorized for this project through the Water Master Plan Fund, Account No. 50791040.82100. Recommended Action: Motion to: Approve the Professional Consulting Services Contract with Bryan A. Stirrat & Associates (BAS) for Southeast Reservoir Site Acquisition Environmental Assessment and Preliminary Geotechnical Evaluation; and authorize execution by the Mayor and City Clerk. 2. This action will prevent the City from comprehensively evaluating the properties before the Option Agreement with AES expires on August 14, 2002. Analysis: The City of Huntington Beach entered into an Option Agreement with AES to purchase one of two parcels, each with an area of 4.5 acres, located within the AES generating facility property. The sites are presently occupied by abandoned fuel storage tanks and above ground piping. The Option Agreement with AES is expressly understood to be in an "As Is' condition. Before making a decision to purchase either of the sites, it is prudent for the City, in its due diligence, to obtain a thorough physical investigation and analysis of the properties. The proposed services will determine actual site conditions, costs for demolition and remediation, and research of encumbrances including easements and other restrictions on the property, and overall risk to the City. On September 20, 2001, a Request for Proposals (RFP) was sent to the following engineering and environmental consultants: 1. Bryan A. Stirrat & Associates 2. Converse Consultants 3. CH21VI Hill 4. England Geosystem 5. Frey Environmental 6. Kleinfelder 7. Parsons Engineering Science A pre -proposal meeting was held on October 19, and five of the firms submitted formal proposals. A City staff selection committee evaluated the proposals and the top -three - ranked proposers were .invited to an interview. Upon review of the written proposals and subsequent interviews, and in accordance with the Qualifications Based Selection process, the selection committee recommends the firm of Bryan A. Stirrat & Associates (BAS). Based on its qualifications and technical approach, BAS best fits the City's needs for this project. The fee proposals for the top three firms were within approximately 20 percent of each other, with the differences generally due to the proposed number of field tests and detailed analyses. This selection process is consistent with the City's policy of Qualifications -Based Selection for professional services. The BAS proposal and negotiated scope of work consists of an extensive environmental assessment including site reconnaissance and records review, soil and groundwater testing, sampling and characterization of surface and subsurface hazardous materials, cost estimates for clearing the sites, and determination of any required surface or subsurface remediation. BAS will also provide a preliminary title report and American Land and Title Association (ALTA) survey to determine if any easements or other conditions restrict development of the property. Since a water storage reservoir presents structural challenges, BAS will provide a preliminary geotechnical evaluation for a 10-MG reservoir and booster pumping station to address seismic risk, liquefaction, settlement, and other seismic hazard potential. Borings and cone penetration tests will be performed to determine subsurface soil conditions and the underlying structures to determine the suitability of constructing a water reservoir. Cost estimates for the demolition and disposal of the existing fuel storage tanks, site clearance, remediation, and extraordinary costs associated with the foundation for a 10-MG water reservoir based on the results of the geotechnical investigation will be developed by BAS. Based on the results of these investigations and studies, BAS will provide the City with a recommendation on whether or not to proceed with the purchase of either of the optional sites from AES. The estimated schedule for BAS to complete all tasks is three months for records review, safety and work plan, utility clearance, surveys, field exploration and testing, and final reports. STIR -RAT & ASSOCIATES TO PROVIDE AN ENVIRONMENTAL ASSESSMENT AND GEOTECHNICAL EVALUATION FOR THE SOUTHEAST RESERVOIR SITE THIS Agreement is made and entered into this 7th day of January 200 2 , by and between the City of Huntington Beach, a municipal corporation of the State of California, hereinafter referred to as "CITY," and BRYAN A. STIRRAT & ASSOCIATES, a California corporation, hereinafter referred to as "CONSULTANT." WHEREAS, CITY desires.to engage the services of a consultant to provide an environmental assessment and geotechnical evaluation for the Southeast Reservoir Site; and Pursuant to documentation on file in the office of the City Clerk, the provisions of the Huntington Beach Municipal Code, Chapter 3.03, relating to procurement of professional service contracts have been complied with; and CONSULTANT has been selected to perform said services, NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows: SCOPE OF SERVICES Recitals The CITY of Huntington Beach (CITY) has an Option Agreement with AES Huntington Beach Development, Inc. to purchase one (1) of two (2) possible parcels, each comprising approximately 4.5 acres for the purpose of constructing a 10 million gallon (I0-MG)water storage reservoir and booster pumping station. These two sites are located immediately north of the AES Generating Station. CONSULTANT services are needed by the CITY to evaluate the sites for hazardous materials and provide expert opinions to determine the cost for demolition and remediation of each of the sites to a developable condition. CONSULTANT services are also needed to perform field and laboratory testing and perform a preliminary Geotechnical evaluation of each of the sites to determine their suitability for construction of a 10-MG water reservoir and booster pumping station. 01agree/geo eval/12/18/01 Based on the results of the CONSULTANT'S investigations and evaluations, CONSULTANT shall provide a recommendation as to whether or not the CITY should proceed with the purchase of either of the parcels. CONSULTANT shall provide the services in accordance with this Agreement including the following general areas of work: Environmental Assessment: ♦ Historical Aerial photographs review ♦ Past use and regulatory records review ♦ Site survey to include surface modeling ♦ Site soil and groundwater testing, borings, and sampling ♦ Analysis for hydrocarbons, or other contamination including lead and asbestos ♦ Determination of action levels and recommended remediation alternatives ♦ Review all available structural information on the existing fuel oil tanks and appurtenances, reports, and investigations ♦ Perform independent investigations, testing, and analysis to determine if surface and subsurface hazardous material conditions exist that would require remediation ♦ Evaluate the impact of hazardous materials that are encountered on the costs for cleaning, demolition and disposal of the existing fuel oil tank(s) and appurtenances CONSULTANT work shall comply with all local, state, and federal regulatory standards for sampling, characterization, and treatment of hazardous materials. The type of tests and investigations shall include the following for each site: ♦ Topographic survey to determine location of structures and visible hardscape features showing distances to nearest parcel lines with the surface model of the existing ground surface extending approximately 50 feet beyond site boundaries to determine drainage conditions as they now exist ♦ Sampling surface soil ♦ Soil borings to a minimum depth of five feet (5) into native soil ♦ Soil boring into groundwater to allow for a hydro punch groundwater sample and/or a temporary groundwater monitoring well ♦ Sampling tank(s) and appurtenance interior, external coatings, and insulation for hazardous materials The sampling plan shall be approved by the Fire Department. CONSULTANT shall be responsible for the proper disposal of all generated waste, including soil cuttings and purged water. All disturbances to the site by CONSULTANT'S activities shall be properly restored. Preliminary Geotechnical Evaluation for 10-MG Reservoir and Booster Pumping Station Desist ♦ Surface and subsurface soil conditions, classification, and moisture content 01agree/geo eval/12/18/01 2 ♦ Groundwater conditions ♦ Liquefaction potential ♦ Compressibility and settlement potential ♦ Corrosivity ♦ Seismic hazards including a probabilistic analysis ♦ Preliminary foundation design concept The type of tests and investigations required shall, as a minimum, include the following for each site: ♦ Exploratory borings and sampling ♦ Cone penetration tests to a minimum depth of 80 feet below ground surface ♦ Field in situ tests 4 Laboratory tests ♦ Chemical analysis (in addition to hazardous materials investigation) ♦ Soil gradation Cost Estimates ♦ Demolition and disposal of fuel storage tanks and site clearance. ♦ Remediation and site restoration. ♦ Preliminary foundation design for a 10 MG reservoir and booster pumping station. Appropriate field and laboratory investigations, tests and other studies shall be conducted to develop refined budget level cost estimates. Conclusions and Recommendations CONSULTANT shall confer with CITY staff and discuss the findings and then prepare final reports. Reports shall include necessary schematic drawings and other visual elements needed for clarity to convey the information to staff and management. Deliverables shall include the Environmental Assessment, Preliminary Geotechnical Study, Cost Estimates, and recommendations to the CITY whether or not to proceed with the purchase of either of the optional sites. CONSULTANT'S conclusions and recommendations shall be fully supported and documented by the analysis and steps undertaken previously. Safety, Site Access, and Approvals CONSULTANT shall be responsible and must obtain all necessary permits, approvals, and comply with all regulatory requirements regarding test boring, sampling, and restoration of the site. CONSULTANT shall comply with access restrictions and safety requirements as required by the AES Huntington Beach Development, Inc. for all field investigation activities. 01agree/geo eval/12/18/01 3 CONSULTANT the shall obtain written permission from AES to proceed with sampling and testing of the fuel storage tanks and surrounding property prior to commencing any field activities. CONSULTANT and its investigators shall comply with all AES emergency procedures. CONSULTANT shall restore the sites after completion of all testing and CONSULTANT shall disturbed by its activities shall be approved by AES Huntington Beach Development, Inc. 2. DESIGNATED CONTACTS CITY shall assign a staff coordinator to work directly with CONSULTANT in the performance of this Agreement. CONSULTANT hereby designates Rudy Coto who shall represent CONSULTANT and shall be CONSULTANT's primary contract person with CITY. TIME OF PERFORMANCE Time is of the essence of this Agreement. The services of CONSULTANT are to commence as soon as practicable after the execution of this Agreement and all tasks specified in Section 1 shall be completed no later than twelve (12) calendar months from the date of this Agreement. These times may be extended with the written permission of CITY. The time for performance of the tasks identified in Section 1 are generally to be shown in the Scope of Services on the Work Program/Project Schedule. This schedule may be amended to benefit the PROJECT if mutually agreed by CITY and CONSULTANT. 4. COMPENSATION In consideration of the performance of the services described herein, CITY agrees to pay CONSULTANT a fee not to exceed Ninety Four Thousand Dollars ($94,000.00). EXTRA WORK In the event CITY requires additional services not included in Section 1, or changes in the scope of services described in Section 1, CONSULTANT will undertake such 01agree/geo eval/12/18/01 4 • • work only after receiving written authorization from CITY. Additional compensation for such extra work shall be allowed only if the prior written approval of CITY is obtained. 6. METHOD OF PAYMENT A. CONSULTANT shall be entitled to progress payments toward the fixed fee set forth herein in accordance with the progress and payment schedules set forth in Section 1. B. Delivery of work product: A copy of every memorandum, letter, report, calculation and other documentation prepared by CONSULTANT shall be submitted to CITY to demonstrate progress toward completion of tasks. In the event CITY rejects or has comments on any such product, CITY shall identify specific requirements for satisfactory completion. Any such product which has not been formally accepted or rejected by CITY shall be deemed accepted. C. CONSULTANT shall submit to CITY an invoice for each progress payment due. Such invoice shall: 1) Reference this Agreement; 2) Describe the services performed; 3) Show the total amount of the payment due; 4) Include a certification by a principal member of CONSULTANT's firm that the work has been performed in accordance with the provisions of this Agreement; and 5) For all payments include an estimate of the percentage of work completed. Upon submission of any such invoice, if CITY is satisfied that CONSULTANT is making satisfactory progress toward completion of tasks in accordance with this Agreement, 01agree/geo eval/12/18/01 5 CITY shall promptly approve the invoice, in which event payment shall be made within thirty (30) days of receipt of the invoice by CITY. Such approval shall not be unreasonably withheld. If CITY does not approve an invoice, CITY shall notify CONSULTANT in writing of the reasons for non -approval within seven (7) calendar days of receipt of the invoice, and the schedule of performance set forth in Section 1 shall be suspended until the parties agree that past performance by CONSULTANT is in, or has been brought into compliance, or until this Agreement is terminated as provided herein. D. Any billings for extra work or additional services authorized by CITY shall be invoiced separately to CITY. Such invoice shall contain all of the information required above, and in addition shall list the hours expended and hourly rate charged for such time. Such invoices shall be approved by CITY if the work performed is in accordance with the extra work or additional services requested, and if CITY is satisfied that the statement of hours worked and costs incurred is accurate. Such approval shall not be unreasonably withheld. Any dispute between the parties concerning payment of such an invoice shall be treated 'as separate and apart from the ongoing performance of the remainder of this Agreement. 7. DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS CONSULTANT agrees that all materials prepared hereunder, including all original drawings, designs, reports, both field and office notices, calculations, maps, memoranda, letters and other documents, shall be turned over to CITY upon termination of this Agreement or upon PROJECT completion, whichever shall occur first. In the event this Agreement is terminated, said materials may be used by CITY in the completion of the PROJECT or as it otherwise sees fit. Title to said materials shall pass to CITY upon payment of fees determined to be earned by CONSULTANT to the point of termination or completion of the PROJECT, 01 agree/geo eval/ 12/ 18/01 6 • • whichever is applicable. CONSULTANT shall be entitled to retain copies of all data prepared hereunder. 8. HOLD HARMLESS CONSULTANT shall protect, defend, indemnify, and save and hold harmless CITY, its officers, officials, employees, and agents from and against any and all liability, loss, damage, expenses, costs (including without limitation, costs and fees of litigation of every nature) arising out of or in connection with CONSULTANT's performance of this Agreement or its failure to comply with any of its obligations contained in this Agreement by CONSULTANT, its officers, agents or employees except such loss or damage which was caused by the sole negligence or willful misconduct of CITY. CITY shall be reimbursed by CONSULTANT for all costs and attorney's fees incurred by CITY in enforcing this obligation. 9. WORKERS' COMPENSATION INSURANCE Pursuant to California Labor Code Section 1861, CONSULTANT acknowledges awareness of Section 3700 et seq. of said Code, which requires every employer to be insured against liability for workers' compensation; CONSULTANT covenants that it will comply with such provisions prior to commencing performance of the work hereunder; and shall indemnify, defend and hold harmless CITY from and against all claims, demands, payments, suit, actions, proceedings, and judgments of every nature and description, including attorney's fees and costs presented, brought or recovered against the CITY, for or on account of any liability under any of said acts which may be incurred by reason of any work to be performed by CONSULTANT under this Agreement. CONSULTANT shall maintain workers' compensation insurance in an amount of not less than One Hundred Thousand Dollars ($100,000) bodily injury by accident, each 01 agree/geo eval/ 12/ 18/01 7 • • occurrence, One Hundred Thousand Dollars ($100,000) bodily injury by disease, each employee, Two Hundred Fifty Thousand Dollars ($250,000) bodily injury by disease, policy limit. CONSULTANT shall require all subcontractors to provide such workers' compensation insurance for all of the subcontractors' employees. CONSULTANT shall furnish to CITY a certificate of waiver of subrogation under the terms of the workers' compensation insurance and CONSULTANT shall similarly require all subcontractors to waive subrogation. 10. GENERAL LIABILITY INSURANCE In addition to the workers' compensation insurance and CONSULTANT's covenant to indemnify CITY, CONSULTANT shall obtain and furnish to CITY, a policy of general public liability insurance, including motor vehicle coverage covering the PROJECT. The policy shall indemnify CONSULTANT, its officers, agents and employees, while acting within the scope of their duties, against any and all claims arising out of or in connection with the PROJECT, and shall provide coverage in not less than the following amount: combined single limit bodily injury and property damage, including products/completed operations liability and blanket contractual liability, of $1,000,000 per occurrence. If coverage is provided under a form which includes a designated general aggregate limit, the aggregate limit must be no less than $1,000,000 for this PROJECT. The policy shall name CITY, its agents, its officers, employees and volunteers as Additional Insureds, and shall specifically provide that any other insurance coverage which may be applicable to the PROJECT shall be deemed excess coverage and that CONSULTANT's insurance shall be primary. The policy must also name AES Huntington Beach Development, Inc. as an additional insured, but only insofar as liability arises out of the operations of the named insured. 01agree/geo eval/12/18/01 • Under no circumstances shall the above -mentioned insurance contain a self - insured retention, or a "deductible" or any other similar form of limitation on the required coverage. 11. PROFESSIONAL LIABILITY INSURANCE CONSULTANT shall furnish a professional liability insurance policy covering the work performed by it hereunder. Said policy shall provide coverage for CONSULTANT's professional liability in an amount not less than $1,000,000 per occurrence and in the aggregate. A claims -made policy shall be acceptable if the policy further provides that: A. The policy retroactive date coincides with or precedes the initiation of the scope of work (including subsequent policies purchased as renewals or replacements). B. CONSULTANT shall notify CITY of the reporting of any circumstances or incidents that might give rise to future claims. CONSULTANT will make every effort to maintain similar insurance during the required extended period of coverage following project completion, including the requirement of adding all additional insureds. If insurance is terminated for any reason, CONSULTANT agrees to purchase an extended reporting provision of at least two (2) years to report claims arising from work performed in connection with this Agreement. 12. CERTIFICATES OF INSURANCE Prior to commencing performance of the work hereunder, CONSULTANT shall furnish to CITY certificates of insurance subject to approval of the City Attorney evidencing the foregoing insurance coverages as required by this Agreement; the certificates shall: 01agree/geo eval/12/18/01 9 A. provide the name and policy number of each carrier and policy; B. shall state that the policy is currently in force; and C. shall promise that such policies shall not be suspended, voided or canceled by either party, reduced in coverage or in limits except after thirty (30) days' prior written notice; however, ten (10) days' prior written notice in the event of cancellation for nonpayment of premium. CONSULTANT shall maintain the foregoing insurance coverages in force until the work under this Agreement is fully completed and accepted by CITY. The requirement for carrying the foregoing insurance coverages shall not derogate from the provisions for indemnification of CITY by CONSULTANT under the Agreement. CITY or its representative shall at all times have the right to demand the original or a copy of all said policies of insurance. CONSULTANT shall pay, in a prompt and timely manner, the premiums on all insurance hereinabove required. 13. INDEPENDENT CONTRACTOR CONSULTANT is, and shall be, acting at all times in the performance of this Agreement as an independent contractor herein and not as an employee of the CITY. CONSULTANT shall secure at its expense, and be responsible for any and all payment of all taxes, social security, state disability insurance compensation, unemployment compensation and other payroll deductions for CONSULTANT and its officers, agents and employees and all business licenses, if any, in connection with the services to be performed hereunder. 14. TERMINATION OF AGREEMENT All work required hereunder shall be performed in a good and workmanlike manner. CITY may terminate CONSULTANT's services hereunder at any time with or without 01 agree/geo eval/12/18/01 10 cause, and whether or not PROJECT is fully complete. Any termination of this Agreement by CITY shall be made in writing, notice of which shall be delivered to CONSULTANT as provided herein. In the event of termination, all finished and unfinished documents, exhibits, report, and evidence shall, at the option of the CITY, become its property and shall be delivered to it by CONSULTANT. 15. ASSIGNMENT AND SUBCONTRACTING This Agreement is a personal service contract and the supervisory work hereunder shall not be delegated by CONSULTANT to any other person or entity without the express written consent of CITY. 16. COPYRIGHTS/PATENTS CITY shall own all rights to any patent or copyright on any work, item or material produced as a result of this Agreement. 17. CITY EMPLOYEES AND OFFICIALS CONSULTANT shall employ no CITY official nor any regular CITY employee in the work performed pursuant to this Agreement. No officer or employee of CITY shall have any financial interest in this Agreement in violation of the applicable provisions of the California Government Code. 18. INTERPRETATION OF THIS AGREEMENT The language of all parts of this Agreement shall in all cases be construed as a whole, according to its fair meaning, and not strictly for or against any of the parties. If any provision of this Agreement is held by an arbitrator or court of competent jurisdiction to be unenforceable, void, illegal or invalid, such holding shall not invalidate or affect the remaining covenants and provisions of this Agreement. No covenant or provision shall be deemed dependent upon any other unless so expressly provided here. As used in this Agreement, the masculine or neuter gender and singular or plural number shall be deemed to include the other whenever the context so indicates or requires. DUPLICATE ORIGINAL The original of this Agreement and one or more copies hereto have been prepared and signed in counterparts as duplicate originals, each of which so executed shall, irrespective of the date of its execution and delivery, be deemed an original. Each of the parties hereto shall retain an originally signed copy hereof. Each duplicate original shall be deemed an original instrument as against any party who has signed it. 23. IMMIGRATION CONSULTANT shall be responsible for full compliance with the immigration and naturalization laws of the United States and shall, in particular, comply with the provisions of the United States Code regarding employment verification. 24. LEGAL SERVICES SUBCONTRACTING PROHIBITED CONSULTANT and CITY agree that CITY is not liable for payment of any subcontractor work involving legal services, and that such legal services are expressly outside the scope of services contemplated hereunder. To meet the technical requirements of this project, BAS has assembled a team of geotechnical, engineering, environmental, and construction support specialists (the BAS Team) who will provide the qualifications and resources to meet the County's objectives for this project. Brief introductions of the individual members of the BAS Team are presented below. Bryan A. Stirrat & Associates (BAS): BAS is a civil and environmental engineering firm and an affiliate of GLA. BAS has performed a broad range of projects in public works engineering with special expertise in drainage and flood control projects, water and wastewater systems, and street and highway improvements. BAS features a staff of 60 civil, environmental, and chemical, engineers; geologists; regulatory compliance specialists; environmental assessment specialists, and technical support personnel. BAS experience also includes the conduct of multiple -site audits to document and identify facilities posing a liability risk to clients. This work has included environmental site assessments, complex soil and groundwater investigations, remedial investigation and feasibility studies, remedial action planning, site closure assistance, construction management. Geologic Associates: GLA has successfully completed over 300 geotechnical and environmental projects in the Inland Empire and Southern California. This broad experience includes projects as diverse as sedimentary and fractured rock hydrogeologic characterizations, soil and bedrock engineering studies, slope stability and landslide evaluations, debris basin design, geologic/fault mapping, seismic hazard analysis, geophysical surveys and interpretation, and construction quality assurance. GLA also provides construction management services from initial development of plans and specifications through construction quality assurance testing and certification. Insurance: BAS carries professional liability; contractor, operator and professional services environmental insurance; workers' compensation; and comprehensive general liability and automobile liability insurance with policy limits which meet the requirements described in the RFP. If requested, BAS can provide up to $5,000,000 of professional liability insurance coverage. 2.0 Approach to Project 2.1 Project Understanding Based on information provided in the Request For Proposal (RFP) for Professional Consulting Services for Southeast Reservoir Site Acquisition Environmental Assessment and Preliminary Geotechnical Evaluation CC- 1175 (September 20, 2001), discussion with the City during the pre -proposal meeting (October 19, 2001), Addendum No. 1 and No. 2, and subsequent correspondence (October22, 2001), it is our understanding that the City is interested in evaluating two parcels the City has the option to purchase. The City has an Option Agreement with AES Huntington Beach Development, Inc. to purchase one of two parcels, each comprising about 4.5 acres for the purpose of siting and constructing a new 10-million gallon (I0-MG)water storage reservoir and booster pumping station. The proposed sites are located within the boundaries of the AES Generating Station in Huntington Beach. L:\Huntington Beach/P0i-760 GeoLogic Associates ■ Page 2 0 PROPOSAL FOR SOUAT RESERVOIR SITE ACQUISITION The City is interested in evaluating the sites for hazardous materials and obtaining preliminary geotechnical information to evaluate the suitability of constructing the 10-MG tank and booster station. Based on the field investigation efforts, laboratory analysis, and evaluations the City desires the Consultant to provide conclusions and recommendations as to whether the City should purchase either of the sites. In addition, the City is requesting that the Consultant prepare refined costs estimates for demolition and remediation, if any, of each of the sites. 2.2 Technical Approach Based on review of the RFP and discussions with City staff, BAS presents the following Technical Approach to accomplish the objectives of the environmental assessment and geotechnical evaluation. The acquisition of either of the two sites represents an attractive financially viable option to the City for siting the new 10-MG tank. This is providing that hazardous materials, groundwater contamination, or geologic constraints have not significantly impaired the sites and make the construction of the tank and ancillary facilities costs prohibitive. The City has indicated that it is prepared to fund the demolition of the existing inactive fuel tanks and engage in some measure of site remediation, if required. Based on this commitment it is our understanding that, not withstanding any "fatal -flaws", the City would probably purchase one of the two sites. Therefore, our Technical Approach to the site evaluation studies is to conduct a balanced level of effort, consisting of sufficient field exploration and data collection to identify the potential constraints, develop costs estimates for mitigation, and provide preliminary design information. We propose to advance geotechnical borings, collect subsurface samples, and conduct laboratory testing to provide engineering data to assess potential for liquefaction of subsurface soils, conduct seismicity evaluations, and develop foundation design recommendations. The environmental investigation effort will consist of collecting samples from the geotechnical borings; wherever possible; obtaining separate discreet soil and groundwater samples, from environmental borings; and conducting laboratory analysis to ascertain soil characteristics and water quality. The environmental study will be supported by conducting an Asbestos Containing Materials (ACM) and Lead -Based Paint (LBP) survey of the existing on -site inactive fuel tanks to quantify any ACM and LBP that should be abated prior to demolition. In addition, a Preliminary Title Report will be obtained for each site and used to prepare an American Land and Title Association (ALTA) survey. We are confident that the proposed level of effort is a balanced one, providing sufficient data to evaluate the existing conditions, provide conclusions and recommendations, and generate representative cost estimates for demolition of the tanks, site restoration, and remediation, if any. 2.3 Scope of Work The objective of the geotechnical scope is evaluate existing site conditions and identify geologic constraints to construction of the new tank. The objective of the environmental scope is to evaluate the presence of hazardous substances, soil contamination, or groundwater impact within and adjacent to the proposed sites. To accomplish the objectives of the site acquisition study, we propose the following scope of work: 2.3.1 Site Safety Plan Upon authorization to proceed, a Project Specific Site Safety Plan (SSP) addressing potential work hazards during this project will be prepared. This plan will detail methods and procedures to protect workers from existing and potential hazards during field operations. The SSP will take into account site -specific conditions, and will follow CAL -OSHA regulations and EPA Standard Operating Safety Guides. At a minimum, the SSP will address the following: ■ Site locations and anticipated conditions • Location of nearby hospital and emergency control agencies ■ Site and office support contacts L:\Huntington Beach/p01-760 Bryan A. Based on a coordinated schedule and subsequent to receiving a Notice -to -Proceed (NTP) BAS and subcontractor,personnel will participate in the required AES safety -training program. 2.3.2_ Utility Clearance And Permitting Prior to initiation of field activities the necessary permits will be obtained and notifications performed (i.e., utilities, AES, City Project Staff, City Fire). Groundwater in the area is anticipated to be shallow (approximately 4 to 10 feet.below ground surface). Therefore, it is anticipated that the proposed borings and CPTs will encounter groundwater and will require permits. In addition, prior to any drilling, a geophysical survey consisting of Ground Penetrating Radar (GPR) will be conducted to locate potential utilities in the vicinity of the boring and test locations. The GPR Survey will consist of subsurface reconnaissance using a 'state of the art' pulse EKKO 100 system. The system sensors and software produce a continuous subsurface profile in -situ and recover spatial data from the subsurface. GPR is a correlation and imaging tool used to profile the subsurface, and to determine where underground structures may exist. BAS will locate the borings and work closely with AES to delineate any known or recorded underground utilities. 2.3.3 Preliminary Title Report And Alta Survey A Preliminary Title Report will be obtained and an ALTA Survey will be conducted for each site. The proposed services include an aerial topographic map,'in digital format, to cover both properties (1 "=40'), obtaining a Preliminary Report of Title for both properties, and prepare an ALTA for each of the two properties (2 separate documents). The scope of work is outlined below:. r • Data collection and research of recorded documents • Establish horizontal and vertical control/target setup • Establish survey controls • Set 5 aerial targets • Aerial Mapping (I "=40') w/1' contours • Flight & Model Setup • Digital Mapping • Obtain and review title report for two parcels • Prepare two complete A.L.T.A.s (Parcels 1 & 2) to minimum standards • Provide commentary of parcel encumbrances and clearance requirements 2.3.4 Site Reconnaissance And Records Review This task will include a reconnaissance and observation of the proposed sites planned for acquisition, public access areas, private properties (to the extent that access is made available), in order to visually assess the existing conditions and observe evidence of potential contamination from hazardous wastes or toxic substances. As a complement to the site reconnaissance, a site history review will be undertaken. This will consist of a review of historic land use including a review of available aerial photographs and maps of the L:\Huntington Beach/pot-760 Bryan A. Stirrat & Associates ■ Page 4 PROPOSAL FOR SOUTI*T RESERVOIR SITE ACQUISITION project area. This review will be made to the extent possible based on availability of such records from local sources and AES. In addition a geologic records review will be conducted in order to review available geologic and hydrogeologic data relevant to the proposed project and adjacent area. This review will be made of relevant information from geotechnical reports to the extent made available. The information sources will include reports prepared by the USGS and California Division of Mines and Geology as well as other State and Federal agencies. 2.3.5 Geotechnical Study Task 1- Seismicity Evaluation of the Sites: Geologic conditions at the sites will be evaluated, especially as they relate to its seismic setting and potential impacts associated with earthquake events and potential surface faulting. Earthquakes occurring within 100 kilometers of the site can generate ground accelerations -capable of damaging structures and inducing ground liquefaction. Using the California Division of Mines and Geology (CDMG) Open File Report (OFR) 96-08 (an extensive list of all known active faults in the State of California), both deterministic and probabilistic analyses of potential seismic hazards at the site will be completed. The deterministic evaluation will be based on the available information about the nature and historic seismicity for the recognized active faults within 100 kilometers from the sites. Probabilistic evaluation will be based on the nature of the' recognized faults and information about recurrence rates of earthquakes on these faults. Estimates of the maximum considered earthquake (MCE), with a probability of occurrence of 2 percent in 50 years, and the maximum probable earthquake (MPE), with a probability of occurrence of 10 percent in 50 years will be made. Using this information and appropriate attenuation relationships, an estimate of the peak horizontal ground acceleration that might occur at the site will be developed. Site response spectra for the MCE and MPE will be developed for 0.5 and 5 percent spectral damping values. Computer programs, such as EQSEARCH, EQFAULT, and FRISK developed by Blake (1992 to 1998), will be used for these evaluations. Faults will be assessed at the regional reconnaissance, and site specific levels. Any faulting at the site -specific level will be characterized in terms of age and potential for ground surface rupture. - Task 2 - Cone Penetration Tests (CPTs) and.Geotechnical Borings ■ CPTs -.Four CPTs are proposed, two at each of the two sites under consideration, to a depth of about 80 feet below ground surface to quickly evaluate the soil conditions underlying the project area. The test will be done in accordance with ASTM standard procedure No. 3441-70. In this procedure a standard electric -cone is pushed into the ground at a rate of 2 cm/sec. Both tip and sleeve resistance is recorded continuously and automatically as the cone penetrates the various soil layers. These records are then interpreted to determine the soil types and their likely properties. Cone penetration data, including interpretation will be included in the report. Borings - Two (2) deep borings are proposed one at each parcel, at or near 'locations of CPT tests. The purpose of these borings will be to determine the subsurface soil conditions underlying the structures, determine depth to groundwater, to establish correlation with the CPT results, and to obtain bulk and intact samples for laboratory testing. The borings will be drilled to a depth of about 50 feet below existing ground using a rotoray wash drilling procedure. Standard Penetration Tests (SPTs) will be conducted at an interval of 5 feet to assess the consistency of the soil layers encountered during drilling. Intact samples of soils encountered will be recovered at an interval of about 10 feet, using a Modified California Sampler lined with brass rings. These samples will be prepared and transported to a certified laboratory for testing. Task 3- Laboratory Testing: Subsurface material will be sampled and tested as appropriate to evaluate the in - situ characteristics of the soils supporting the proposed structures. The frequency of certain tests will be, dependent upon the lithologies encountered. Testing may include but may not be limited to the following: • Grain -Size Distribution (ASTM D422) - The grain -size distribution for representative lithologies will be determined using the U.S. Standard Sieve Size Series and following procedures set forth in ASTM D422 (including hydrometer analysis). Results will be graphically plotted showing the percent (by weight) passing and will be presented in the final report. L:\Huntington Beach/pol-760 Bryan A. Stirrat & Associates 0 Page 5 • PROPOSAL FOR SOUTH* RESERVOIR SITE ACQUISITION ■ Atterberg Limits (ASTM D4318) - Atterberg Limit testing will be performed on representative fine-grained lithologies in accordance with ASTM D4318. ■ Specific Gravity (ASTM D854-83) - Specific gravity tests will be conducted on representative samples of clayey and sandy soils for use in evaluating soil moisture/density relationships. ■ in -Situ Moisture Content and Dry Density - Representative samples from each borehole will be tested to determine in -situ moisture content and dry density in accordance with ASTM D2216 and ASTM D2937. ■ Maximum Density and Optimum Moisture Content (ASTM D1557-70) Representative samples of subsurface materials will be tested in accordance with ASTM D1 55 7 to determine the Maximum Density and Optimum Moisture Content. This information will be used in combination with other laboratory test data to calculate both cut volumes and unit weight to be considered for evaluation of any engineered fills that might be necessary. ■ Direct Shear Testing (ASTM D3080) - Direct shear testing will be performed on representative undisturbed samples in accordance with ASTM D3080. Results of the direct shear tests will be used to. determine material strength parameters for the different lithologies that are encountered. ■ Consolidation Tests (ASTM D2435) - One-dimensional consolidation tests will be performed on select soil samples to determine the magnitude of settlement that may be expected if structures are constructed on site soils. The evaluation takes into account the highest groundwater level anticipated (from hydrogeologic assessment), nature of subsurface soils (grain -size distribution, plasticity, and density), and the intensity of dynamic stress to which the sites will be subjected during postulated 'earthquakes. The current state-of-the-art procedures are based on correlation with the consistency of soils (indicated by STPs or CPTs) and the estimated.dynamic stresses during earthquake events for which liquefaction was observed. These procedures, described by 1998 NCEER/NSF Workshop on Evaluation of Liquefaction, wilLbe used to assess the potential for liquefaction at the project sites.. Results of the evaluation will be expressed in terms of a factor of safety for liquefaction resistance defined as: L:\Huntington Beach/pot-760 Bryan A. In addition to the liquefaction potential the seismic hazard assessment will include the following: — Ground shaking, including local -site amplification effects. Response spectra using UBC 1997 spectral shapes for 0.5% and 5.0% damping and periods up to 8 seconds will be developed — fault rupture potential — Seismic induced settlement — Potential for landslide and Potential exposure to tsunamis/seiches Preliminary foundation Design - Based on the results of evaluation of subsurface soil conditions described above, preliminary foundation design recommendations, including allowable bearing capacity, estimated potential total and differential settlements, and need for overexcavation and compacted backfill, will be provided. Recommendations will include lateral earth pressures and corrosion mitigation,,if required. Task 5- Preliminary Geotechnical Report: Based on soils evaluations from the field study and engineering analyses of laboratory and field data, a written report will be prepared. The report will summarize the physical . data acquired during the study in a convenient form for reference and will present conclusions and recommendation with regard to liquefaction potential and other seismic hazards at the sites and foundation design recommendations. The following items will be addressed in the report: ■ Types, locations, and engineering characteristics of subsurface materials. ■ An evaluation of engineering seismology including a probabilistic evaluation of peak ground accelerations for the Maximum Credible Earthquake and for earthquakes with 2 percent and 5 percent probability of occurrence in 50 years. • Site response spectra using UBC 1997 spectral shapes for the earthquakes described above. • Evaluation of the liquefaction potential for various earthquakes ■ Estimate of liquefaction -induced settlement (if applicable) ■ Potential for seismic -induced landslides at the sites ■ Potential exposure to tsunamis/seiches at the site A State of California Professional Engineer and a State of California Certified Engineering Geologist will sign the report. Six Draft and Final Reports will be submitted to the City. All field data, laboratory tests and calculations will be included in the report. 2.16 Environmental Study Site Investigation (SI): We propose to advance 20 exploratory borings with a Direct Push drill rig to a maximum depth of 10-feet below ground surface (BGS), or until refusal or ground water is encountered. The SI will be focused in the areas of potential excavation and within the tank construction zone. The sampling effort will be limited to assess if contamination will be encountered during grading activities and the excavation of footings, foundations, utilities, storm drains, drainage features, and other subsurface construction. The number of soil and groundwater samples is based on acquiring sufficient data to determine the costs associated with any potential groundwater remediation or dewatering systems. Alternatively, this data can also be used to present to the Regional Board should it be determined that no impact.to groundwater has occurred. Sampling Plan: Samples will be obtained at the surface and depths of 1.5 feet, 3 feet, 5 feet, and 10 feet BGS..Sample containers will be sealed, labeled, and placed on ice for transportation to the laboratory. Ground water samples will be obtained from each boring, to the extent possible. Sampling equipment will be t_:\Huntington Beach/poi-760 Bryan A. All field personnel will be OSHA 40-hour trained with the ability to upgrade to Level C personal protective equipment (PPE), if necessary. At least two (2) soil samples from each boring and all groundwater samples obtained will be selected for chemical analysis, based on field monitoring with a Photo -Ionization Detector (PID) and/or an Organic Vapor Analyzer (OVA), in addition to visual and olfactory observations. After completion of each boring and collection of the samples, the boreholes will be backfilled with hydrated bentonite chips. One of the advantages of using a direct -push unit for this project is that it minimizes the generation of drill cuttings. If evidence of contamination is encountered, investigation -derived wastes (IDW) will be containerized. IDW include drilling spoils,'rinse wastewater, and PPE. Surface paving will be repaired with cold mix upon completion of the borings, and the boring location will be left in a clean and orderly condition. Analytical Laboratory Testing: Chemical analyses will be conducted at a Laboratory Certified by the State of California. The soil and groundwater samples will be tracked following Chain of Custody (COC) procedures. Selected samples will be analyzed for the following: ■ Total Petroleum Hydrocarbons (TPH) - 8015; • BTEX, including MTBE - (8020) • Volatile Organic Compounds - (8260) ■ Selected Heavy Metals Site 'Investigation (SI) Report: BAS will prepare a SI Report to present the results of the field exploration and laboratory testing, to provide documentation of field activities, and to present conclusions. The report will include a summary of the field activities performed and methods used, a discussion of the laboratory results; and appendices containing appropriate backup material. The SI Report will consist of the following sections: ■ Executive Summary ■ introduction Objectives and Scope of Work Boring Locations and Description ■ Site History ■ Site Reconnaissance and Sampling Results ■ Conclusions and Recommendations Six copies of the Draft SI Report will be submitted to the City for review and comment. Six copies of the Final . Report will be prepared, following receipt of review comments. 2.3,7 ACM and LBP Survey Based on the visual reconnaissance during the site walk and discussions with City staff, the following is the proposed scope of work for the ACM and LBP Survey. Current federal, state and local regulations require that property owners prior to renovation and/or demolition work on existing structures, conduct surveys to locate "and identify hazardous or.potentially hazardous materials. The findings of such surveys should be made available to contractors and subcontractors providing services. It is our understanding that the findings of these surveys will be utilized to develop cost estimates for abatement prior to demolition of the existing tanks. BAS proposes to conduct the surveys to include the following tasks: ■ Collection of up to 80 samples (40 per tank) for suspect ACM for laboratory analysis using Polarized Light Microscopy (PLM) L:\Huntington Beach/pOl-760 Bryan A. Description of the asbestos and paint survey findings and ■ Preparation of a report that will summarize the findings, present conclusions and recommendations and address regulatory requirements. 2.3.8 Cost Estimates BAS will use,the data collected and obtained from laboratory analysis, ACM and LBP surveys, and other sources to generate representative cost estimates for demolition of the tanks, site restoration, abatement costs, and remediation, if any. 2.4 Assumptions Assumptions related to the proposed Scope of Work include the following: It is the responsibility of the City to provide support and assistance in obtaining any necessary right -of - entry for work on public or private property. ■ It is the responsibility of the client to notify appropriate regulatory agencies (State and local health agencies, state and regional water boards, and air quality agencies) of findings if contamination exceeds action levels. It is assumed that there will be no unusual constraints for access to the boringlocations selected. Access of drilling equipment will involve no unusual constraints. None of the following will be performed in conjunction with the assessment proposed herein: wetlands assessment; radon testing. ■ BAS anticipates that the ACM and LBP surveys will be limited to accessible materials. BAS has estimated the quantity of ACM and LBP samples included in this proposal based upon past experience on surveys that are similar in scope. ■ BAS personnel will use roof patch tar to temporarily patch roof sample locations. ■ No allowance has been made for the costs associated with the hazard abatement project design, construction or demolition specifications, abatement project management, and air monitoring services. 2.5 Schedule Exhibit 1 presents the BAS Team's estimated schedule to complete the scope of work described above in Section 3.2. 3.0 Personnel Proposed Project Manager: Mr. Rudy Coto will act as Project Manager of the BAS Team. Mr. Coto has more than 20.years experience managing environmental site investigation and remediation programs throughout Southern California. He has been responsible for screening and selection of remedial technologies, involving consideration of technical, institutional, environmental and community factors. His responsibilities have included supervision, planning, and conduct of environmental site assessments and underground storage tank, (UST) removals. In addition, he has been Project Manager for geotechnical investigations in support of commercial development projects throughout Southern California. The overall project involves the clean-up, demolition, and removal of an aboveground 4-million gallon, fixed roof, welded steel, fuel oil storage tank (approximately' 1284eet in diameter by 484eet high). BAS is responsible for providing environmental support consisting of conducting a Geophysical Survey; providing Tank Certification and performing a Confirmation Sampling Program for the entire Tank site. The objective of the work scope is identify, to the extent possible, the underground utilities around the Tank area prior to excavation and drilling; Conduct confirmation sampling below the Tank and piping runs; and certify the Tank 'clean' prior to demolition and removal of the Tank. FORMER OIL STORAGE FACILITY - N_ORWALK, CALIFORNIA Client: Law Offices of Dan Romano 11661 San Vicente Blvd., Suite 802 Los Angeles, California 90049 Contact: Mr. Dan Romano - (310) 207-0411 BAS was contracted to certify the site characterization and prepare and implement the Remedial Action Plan for this former crude oil storage and limited refining facility. Previous investigations at the site indicated a variety of contaminants in site soils including crude oil and other associated petroleum hydrocarbon constituents (benzene, toluene, ethylbenzene, and total xylenes). The site remediation program included excavation and disposal of contaminated soils, design and permitting of a soil vapor extraction system, preparation of construction plans and specifications, construction management; operation and maintenance of the treatment system; quarterly groundwater sampling; and preparation of the site closure reports. This.is a Brownfields project, and following remediation, the property will be developed beneficially. STATEWIDE ABANDONED DISPOSAL SITE CLOSURE CONTRACT Client: California Integrated Waste Management Board 8800 Cal Centre Drive, Sacramento, California 95826 Contact: Mr. Wes Minderman - (916) 255-1193 The California Integrated Waste Management Board (CIWMB) contracted BAS to provide services in support of the state solid waste disposal and codisposal site cleanup program. Under the contract, BAS is providing investigation, engineering, design, and construction management services at closed and abandoned landfills and illegal dump sites throughout California. The scope of services includes managing the classification, handling, packaging, hauling and disposal of hazardous materials. BAS is also performing field characterization of waste, geotechnical investigations, sampling and analysis of materials, and development of workplans for site clean-ups. The contract also involves construction management during closure activities, and preparation of daily work logs and construction reports. Over the last three years of the contract, the Team has had to rapidly mobilize staff and resources to support clean-up operations at more than 25 disposal sites in 15 California counties. In a recent project, the BAS Team provided site investigation and construction support during the closure of the 38th Street Disposal Site in San Diego, California. DETENTION BASIN B - BREA, CALIFORNIA Client: County of Orange Contact: Mr. Dennis Carpenter - 714/834-4000 The BAS Team provided design, geologic and geotechnical services to support the development of Detention Basin B and the Phase 1 Storm Drain at the site. This involved siting the basin in a restricted area between two major faults adjacent to the active Whittier Fault Zone. In addition to the faults, other adverse geologic conditions in the are were evaluated and remediation was designed. A geotechnical investigation was also performed to characterize the geologic conditions and soils engineering properties along two storm drain alignments, and design and construction recommendations were developed for the drainage channels and ancillary structures. The channels totaled approximately 2,300 feet in length and varied between trapezoidal sections and 60-inch diameter RCP, and involved the excavation of significant cuts and the placement of compacted fills. PROPOSED SCREENING AND GRIT DEWATERING BUILDING - IOINT WATER -POLLUTION CONTROL PLANT, CARSON, CA: Client: Los Angeles County Sanitation Districts Contact: Mr. David Bachtel - (310) 699-7411 Evaluated surface Soil Conditions at the sit eof proposed building, and developed geotechnical design recommendations. The proposed building was approximately 45 feet long and35 feet wide, straddling an existing subterranean tunnel, approximately 12 feet below the existing ground surface. Subsurface soil conditions were assessed using available information from previous investigations in the vicinity of the project, additional drilling on one boring to 500foot depth, and laboratory testing of soils samples. The scope of work included an assessment of exposure to seismic hazards. Also made recommendations for the design of pile foundations and shoring design. ADDITIONAL TEAM EXPERIENCE BAS project team member Dr. Jagdish Mathur, Ph.D., P.E., G.E. performed a seismic assessment and evaluation for seismic retrofitting of Chlorination and Chemical Buildings at two LA County Sanitation water treatment facilities. The investigation consisted of conventional drilling borehole, conducting Cone Penetration Tests, Laboratory testing, and engineering analysis. Included analysis of historical groundwater, foundation conditions, earthquake and ground motion parameters, liquefaction potential and seismic induced settlement. 6.0 References SAN TIMOTEO CREEK MASTER DRAINAGE PLAN - REDLANDS, CALIFORNIA Client: County of San Bernardino Contact: Mr. Art Rivera - 909/386-8735 The BAS Team designed'a Master Drainage Plan for a watershed in the.City of Redlands that was being impacted by the expansion of an adjacent landfill facility. The project involved development of a cost -benefit analysis of alternative design concepts, survey services; potential soil loss analysis, and analysis of the feasibility of enlarging desalting basin to serve as a detention basin to reduce peak runoff. The Team performed a 100-year hydrology study of existing and developed conditions utilizing the latest criteria in the San Bernardino County Hydrology Manual (SBCHM). The information obtained from these analyses was used to determine the sizes of the proposed storm drain conduits and the size(s).of the proposed retarding facilities required to reduce introduced runoff peaks. M01 CHANNEL - ORANGE COUNTY, CALIFORNIA Client: County of Orange Contact: Mr. Raymond Douglass - 714-742-9590 The BAS Team prepared a study to evaluate the feasibility of addressing deficiencies in a portion of a storm drain in the City of San Juan Capistrano, so that the City can transfer maintenance responsibilities for the channel to the County of Orange. This feasibility study included an analysis of flows from the watershed tributary to the MO1 channel, and an evaluation of drainage improvements to address deficiencies. The watershed tributary upstream of the storm drain includes the Prima Deshecha Landfill. Ongoing development activities at the landfill will increase 100-year storm event flows, and will require improvement of the existing storm drain system. BAS designed a detention basin to convey 100-year design storm flows generated downstream of the landfill. Additional improvements evaluated by BAS included installation of reinforced concrete box structures. BAS also performed hydrology and hydraulic analysis of proposed improvements. BAS also provided regulatory liaison services with the U.S. Army Corps of Engineers, San Diego Regional Water Quality Control Board, and California Department of Fish and Game. SANTA ANA RIVER EMBANKMENT PROIECT - COLTON, CALIFORNIA Client: County of San Bernardino Contact: Mr. Art Rivera - 909/386-8735 The BAS Team designed over one mile of embankment protection measures for protection of the Santa Ana River adjacent to the Colton Landfill, utilizing hydraulic criteria set by the San Bernardino County Flood Control District and the U.S. Army Corps of Engineers. The project involved a HEC-2 study and backup hydrology and hydraulics. The Team developed preliminary construction drawings and calculations; final construction design drawings, and a final design report. Construction specifications were also prepared, including CQA plans, construction bid schedule, demolition and protection measures for existing revetment. The firm also designed approximately 2,000 feet of storm drain facilities at the site. The system consists of trapezoidal channels, transition structures, and reinforced concrete boxes. Construction Services: The BAS Team provided construction management services and bidding assistance for the installation of a slurry trench and riverbank protection measures at the site. Major elements of the project include construction of a bentonite cement slurry trench wall, miscellaneous earthwork; installation of 16- ounce geotextile; construction of riprap/gabions embankment protection; and wetlands mitigation along the border of the site which adjoins the Santa Ana River.
