Statement of Issue: Should the City Council approve Amendment #2 to the Agreement
with Bucknam & Associates, Inc., to provide administrative staff support for development
engineering services?
Funding Source: Funds in the amount of $90,000 are budgeted in the General Fund,
Public Works Development Services, Professional Services, Account No. 10085251.69365.
Recommended Action: Approve and authorize the Mayor and City Clerk to execute
Amendment No. 2 to the Agreement between the City of Huntington Beach and Bucknam &
Associates, Inc. to provide administrative support staff to Public Works.
Alternative Action(s): Do not approve the amendment. This action will result in a delay in
development processing.
Analysis: The Public Works Department is responsible for design, construction, inspection
and project management for an approved capital project budget of over $50 million. With the
strong emphasis on projects, the Deputy City Engineer has been reassigned from
development processing to capital projects. As the reassignment does not reduce the duties
of development processing, the City has retained the firm of Bucknam & Associates, Inc., to
assist in managing the section.

Management functions in development processing include administrative supervision and
technical oversight. The team, Stephen Bucknam, P.E. and Gail Pickart, P.E., serve as
professional level liaisons to the Planning Department relative to the establishment,
negotiation and monitoring of conditions of approval for residential, commercial and industrial
development within the city. Both are experienced engineers with excellent backgrounds in
development and planning processes. With significant staffing changes occurring in the
Engineering Division, the continuation of support services is critical to the operation.
A principal engineer position has been included in the proposed 2001/02 budget. This
position will be responsible for the tasks now being performed by Bucknam and Associates,
resulting in an annual cost savings of approximately $75,000.

AMENDMENT NO. 2 TO AGREEMENT BETWEEN THE
CITY OF HUNTINGTON BEACH AND BUCKNAM & ASSOCIATES, INC.
TO PROVIDE ADMINISTRATIVE SUPPORT STAFF TO PUBLIC WORKS
THIS AMENDMENT is made and entered into the jj thday of June , 2001, by and
between the CITY OF HUNTINGTON BEACH, a California municipal corporation, hereinafter
referred to as "City", and BUCKNAM & ASSOCIATES, a California corporation, hereinafter referred
to as CONSULTANT.
WHEREAS, CITY and CONSULTANT are parties to that certain agreement, dated February 7,
2001, entitled "Professional Services Contract Between the City of Huntington Beach and Bucknam &
Associates, Inc. to Provide Administrative Support Staff to Public Works" which agreement shall
hereinafter be referred to as the "Original Agreement," and
Since the execution of the Original Agreement, CITY has requested additional work from
CONSULTANT and CONSULTANT has agreed to perform such work; and
CITY and CONSULTANT wish to amend the Original Agreement to reflect the additional work
to be performed by CONSULTANT and the additional compensation to be paid in consideration thereof
by CITY to CONSULTANT.
NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows:
ADDITIONAL WORK
CONSULTANT shall provide to CITY such additional services as required by CITY as follow:
a. Provide administrative supervision and technical oversight, reporting to the City
Engineer, to the Engineering Services section of the Engineering Division of the Department of
Public Works.
b. Provide professional level liaison to the CITY's Planning Department relative to
the establishment, negotiation and monitoring of conditions of approval for residential,
commercial and industrial development within the CITY.
C. Provide day-to-day supervision of the Engineering Services section to assure
compliance with the provisions of the Subdivision Map Act, CEQA and the CITY's Municipal
Code requirements.
d. Serve as the Engineering Division representative on the Development Advisory
Committee.
e. Represent the Public Works Department as required at Planning Commission
and City Council.
f. Perform special assignments, assist with advanced planning and grant programs
and prepare reports for the City Engineer and Deputy City Engineer upon request.
Glhuckamend'S 15:01
The services described above can be provided on a time and materials basis with an
estimated maximum level of service at the CITY's offices, of five half days per week on Monday
through Friday provided by our Program Manager. Additionally the Program Director would be
available for a maximum of two hours per day on Mondays, Tuesdays and Thursdays upon
request. Services can be provided on a month -to -month basis as required by CITY. Additional
hours related to review of various reports, documents, maps, plans, specifications and estimates
related to CITY's Development Engineering program will also be provided when required. Fees
for service will be in accordance with CONSULTANT's Standard Hourly Rate Schedule which
is attached hereto and incorporated herein by this reference. An estimated monthly budget
allocation for these services is in the range of $15,000. It is anticipated that these services will
be provided for a period of six months at the CITY's discretion.
2. ADDITIONAL COMPENSATION
In consideration of the additional services to be performed hereunder as described in Section 1
above, CITY agrees to pay CONSULTANT, and CONSULTANT agrees to accept from CITY as full
payment for services rendered, an additional sum not to exceed Ninety Thousand Dollars (590,000).
REAFFIRMATION
Except as specifically modified herein, all other terms and conditions of the Original Agreement
shall remain in full force and effect.

Dear Dave:.
Thank you for the opportunity to present this proposal to provide ongoing contract Development
Engineering services to the City. Based upon our recent discussions it is our understanding that
the City desires to continue our services to provide interim Development Engineering Consulting
Services to the Public Works Department. The anticipated services include the following:
Provide administrative supervision and technical oversight, reporting to the City Engineer,
to the Engineering Services Section -of the Engineering Division of the Department of
Public Works.
2. Provide professional level liaison to the City's Planning Department relative to- the
establishment, negotiation and monitoring of conditions of approval. for residential,
commercial and industrial development within the city.

Analysis: The Public Works Department is responsible for design, construction, inspection
and project management for an approved capital project budget of over $50 million. With the
strong emphasis on projects, the Deputy City Engineer has been reassigned from
development processing to capital projects. As the reassignment does not reduce the duties
of development processing, the City has retained the firm of Bucknam & Associates, Inc., to
assist in managing the section.
Management functions in development processing include administrative supervision and
technical oversight. The team, Stephen Bucknam, P.E. and Gail Pickart, P.E., serve as
professional level liaisons to the Planning Department relative to the establishment,
negotiation and monitoring of conditions of approval for residential, commercial and industrial
development within the city. Both are experienced engineers with excellent backgrounds in
development and planning processes. With significant staffing changes occurring in the

AMENDMENT NO. 1 TO AGREEMENT BETWEEN THE
CITY OF HUNTINGTON BEACH AND BUCKNAM & ASSOCIATES, INC.
TO PROVIDE ADMINISTRATIVE SUPPORT STAFF TO PUBLIC WORKS
THIS AMENDMENT is made and entered into the 6th day of November ,
2000, by and between the CITY OF HUNTINGTON BEACH, a California municipal
corporation, hereinafter referred to as "City", and BUCKNAM & ASSOCIATES a California
corporation hereinafter referred to as CONSULTANT.
WHEREAS, CITY and CONSULTANT are parties to that certain agreement, dated
February 7, 2000 entitled Professional Services Contract Between the City of Huntington
Beach and Bucknam & Associates, Inc. to Provide Administrative Support Staff to Public
Works which agreement shall hereinafter be referred to as the "Original Agreement," and
Since the execution of the Original Agreement, CITY has requested additional work
from CONSULTANT and CONSULTANT has agreed to perform such work; and
CITY and CONSULTANT wish to amend the Original Agreement to reflect the
additional work to be performed by and the additional compensation to be paid in
consideration thereof by CITY to CONSULTANT
NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows:
I. ADDITIONAL WORK
CONSULTANT shall provide to CITY such additional services as required by
CITY, as described in CONSULTANT's letter to CITY dated September 27, 2000, a copy of
which is attached hereto as Exhibit "A," and incorporated by this reference as though fully set
forth herein.
2. ADDITIONAL COMPENSATION
In consideration of the additional services to be performed hereunder as
described in Section I above, CITY agrees to pay CONSULTANT and CONSULTANT
agrees to accept from CITY as full payment for services rendered, an additional sum not to
exceed Eighty One Thousand Dollars (S81,000.00).
3. REAFFIRMATION
Except as specifically modified herein, all other terms and conditions of the
Original Agreement shall remain in full force and effect.

Dear Bob:
Thank you for the opportunity to present this proposal to provide ongoing contract Development
Engineering services to the City. Based upon our recent discussions it is our understanding that the City
desires to continue our services to provide interim Development Engineering Services to the Public Works
Department. The anticipated services include the following:
Provide administrative supervision and technical oversight, reporting to the Deputy City Engineer,
to the Engineering Services Section of the Engineering Division of the Public Works Department.
2. Provide professional level liaison to the City's Planning Department relative to the establishment,
negotiation and monitoring of conditions of approval for residential, commercial and industrial
development within the city.
3. Provide day -today supervision of the Engineering Services Section to assure compliance with the
provisions of the Subdivision Map Act, CEQA and the City's Municipal Code requirements.
4. Serve as the Engineering Division representative on the Development Advisory Committee.
5. Represent the Public Works Department as required at Planning Commission and City Council. An
assumption of two meetings per month is made as a part of this proposal.
fi. Perform special assignments and prepare reports for the City Engineer and Deputy City Engineer
upon request.
The services described above can be provided on a time and materials basis with an estimated maximum
level of service at the City's offices, of five (5) half days per week on Monday through Friday provided by a
Program Manager. Additionally, a maximum of two (2) hours per day on Mondays, Tuesdays and
Thursdays will also be provided by the Program Director. Services can be provided on a month -to -month
basis as required by the City. Additional hours related to review of various reports, documents maps, plan,
specifications and estimates related to the City's Development Engineering program will also be provided
when required.

The estimated fee for services will be in accordance with our Standard Hourly Rate Schedule attached. An
estimated monthly budget allocation for these services is in the range of $14,000. We anticipate that these
services will be provided for a period of six (6) months to one (1) year at the City's discretion.
I will serve as Program Director and Gail Pickart; P.E. will serve as Program Manager. Support from
Bucknam' & Associates administrative and technical staff and subconsultants will also be available subject
to City approval. We look forward to having this opportunity to be of service to the City. The fees quoted

Statement of Issue: With an unprecedented workload, eight unfilled staff positions and the
resignation of the Principal Civil Engineer in charge of Design, operational changes in the
Public Works Engineering Division are necessary until positions are filled. Such workload
and changes necessitate the hiring of a firm to provide administrative staff support.
Fundin4 Source: The total amount, not to exceed $81,000, for a staff support contract that
will be funded by salary savings and increased development processing revenue.
Recommended Action: Motion to:
Approve and authorize the Mayor and City Clerk to execute a Professional Services Contract
with Bucknam & Associates, Inc. to provide Administrative Support Staff for the Public Works
Department/Engineering Division, for a maximum period of six months and a fee not to
exceed $81,000.
Alternative Action(s): Forego hiring contractual support staff. This would result in slower
private development processing and the possibility of missing critical deadlines for capital
projects.
Analysis: Due to Engineering Division workload and eight staff vacancies within the
Engineering Division, major operational changes within the Division have been necessitated.

The Public Works Department is responsible for design, construction, inspection and project
management for an approved capital project budget of $47 million. A listing of the current
projects is attached. The Deputy City Engineer has taken over daily supervision of all design
functions within the Division, e.g., water supply engineering, flood control, sewer, street and
other City funded capital projects.
With the Deputy City Engineer concentrating on design development, it is necessary to
reassign his subdivision -related activities. Staff is proposing to retain a contract team to
perform management functions in the development processing area. Engineering Resources,
Inc. is under contract for plan check and related technical activities; however, they are not
staffed to provide needed management functions.
Finding a consulting firm with staff members who have the qualifications and the available
time to perform such high-level functions is difficult. Considering this emergency situation,
the normal RFP process would have been too lengthy to secure competitive proposals.
However, a well -qualified consultant, Bucknam & Associates, Inc., is currently under contract
with the City on several other assignments. The firm is exceptionally familiar with the City of
Huntington Beach development staff and processes.
The firm will provide the team of C. Stephen Bucknam, Jr. and Gail P. Pickart for such
services. As Deputy City Manager for Public Works for the City of Norwalk, Mr. Bucknam
reorganized and streamlined all private development permitting processes in the Public
Works, Planning and Building Departments. He was in charge of Subdivision for the City of
Santa Ana for several years; City Engineer for the City of Pacifica; Public Improvements
Manager for the Mission Viejo Company; Chief of Design for the City of Newport Beach,
among several other assignments in the public and private sectors.
Among his many private development -related assignments, Mr. Pickart was Chief of
Subdivisions for the City of Newport Beach for over 14 years.

PROFESSIONAL SERVICES CONTRACT BETWEEN

BUCKMAN & ASSOCIATES, INC. TO PROVIDE
ADMINISTRATIVE SUPPORT STAFF TO PUBLIC WORKS
THIS AGREEMENT is made and entered into this 7tri day of February
2000, by and between the City of Huntington Beach, a municipal corporation of the State of
California, hereinafter referred to as "CITY," and BUCKNAM & ASSOCIATES, a California
corporation, hereinafter referred to as "CONSULTANT."
WHEREAS, CITY desires to engage the services of a consultant to provide
administrative support staff to CITY's Department of Public Works; and
Pursuant to documentation on file in the office of the City Clerk, the provisions of
the Huntington Beach Municipal Code, Chapter 3.03, relating to procurement of professional
service contracts have been complied with; and
CONSULTANT has been selected to perform said services,
NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows:
WORK STATEMENT
CONSULTANT shall provide all services as described in the Request for
Proposal ("RFP"), and CONSULTANT's Proposal dated December 14, 1999, (both of which are
hereinafter referred to as Exhibit "A"), which are attached hereto and incorporated into this
AGREEMENT by this reference. These services shall sometimes hereinafter be referred to as
the "PROJECT."
CONSULTANT hereby designates C. Stephen Bucknam, Jr. who shall represent
it and be its sole contact and agent in all consultations with CITY during the performance of this
AGREEMENT.

2. CITY STAFF ASSISTANCE
CITY shall assign a staff coordinator to work directly with CONSULTANT in the
performance of this. AGREEMENT.
3. TIME OF PERFORMANCE
Time is of the essence of this AGREEMENT. The services of CONSULTANT
are to commence as soon as practicable after the execution of this AGREEMENT and all tasks
specified in Exhibit "A" shall be completed no later than six (6) months from the date of this
AGREEMENT. These times may be extended with the written permission of CITY. The time
for performance of the tasks identified in Exhibit "A" are generally to be shown in the Scope of
Services on the Work Program/Project Schedule. This schedule may be amended to benefit the
PROJECT if mutually agreed by CITY and CONSULTANT.
4. ' COMPENSATION
In consideration of the performance of the services described herein, CITY agrees
to pay CONSULTANT a fee not to exceed Eighty One Thousand Dollars (581,000).
5. PRIORITIES
In the event there are any conflicts or inconsistencies between this
AGREEMENT, the CITY's RFP, or the CONSULTANT's Proposal, the following order of
precedence shall govern: 1) AGREEMENT, 2) the CONSULTANT's Proposal, and 3) the
CITY's RFP.
6. EXTRA WORK
In the event CITY requires additional services not included in Exhibit "A," or
changes in the scope of services described in Exhibit "A," CONSULTANT will undertake such

work only after receiving written authorization from CITY. Additional compensation for such
extra work shall be allowed only if the prior written approval of CITY is obtained.
7. METHOD OF PAYMENT
A. CONSULTANT shall be entitled to progress payments toward the fixed
fee set forth herein in accordance with the progress and payment schedules set forth in
Exhibit "A."
B. Delivery of work product: A copy of every memorandum, letter, report,
calculation and other documentation prepared by CONSULTANT shall be submitted to CITY to
demonstrate progress toward completion of tasks. In the event CITY rejects or has comments on
any such product, CITY shall identify specific requirements for satisfactory completion. Any
such product which has not been formally accepted or rejected by CITY shall be deemed
accepted.
C. CONSULTANT shall submit to CITY an invoice for each progress
payment due. Such invoice shall:
1) Reference this AGREEMENT;
2) Describe the services performed;
3) Show the total amount of the payment due;
4) Include a certification by a principal member of CONSULTANT's
firm that the work has been performed in accordance with the
provisions of this AGREEMENT; and
5) For all payments include an estimate of the percentage of work
completed.

Upon submission of any such invoice, if CITY is satisfied that CONSULTANT is
making satisfactory progress toward completion of tasks in accordance with this AGREEMENT,
CITY shall promptly approve the invoice, in which event payment shall be made within thirty
(30) days of receipt of the invoice by CITY. Such approval shall not be unreasonably withheld.
If CITY does not approve an invoice, CITY shall notify CONSULTANT in writing of the
reasons for non -approval within seven (7) calendar days of receipt of the invoice, and the
schedule of performance set forth in Exhibit "A" shall be suspended until the parties agree that
past performance by CONSULTANT is in, or has been brought into compliance, or until this
AGREEMENT is terminated as provided herein.
D. Any billings for extra work or additional services authorized by CITY
shall be invoiced separately to CITY. Such invoice shall contain all of the information required
above, and in addition shall list the hours expended and hourly rate charged for such time. ' Such
invoices shall be approved by CITY if the work performed is in accordance with the extra work
or additional services requested, and if CITY is satisfied that the statement of hours worked and
costs incurred is accurate. Such approval shall not be unreasonably withheld. Any dispute
between the parties concerning payment of such an invoice shall be treated as separate and apart
from the ongoing performance of the remainder of this AGREEMENT.
8. DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS
CONSULTANT agrees that all materials prepared hereunder, including all
original drawings, designs, reports, both field and office notices, calculations, maps, memoranda,
letters and other documents, shall be turned over to CITY upon termination of this
AGREEMENT or upon PROJECT completion, whichever shall occur first. In the event this
AGREEMENT is terminated, said materials may be used by CITY in the completion of the

PROJECT or as it otherwise sees fit. Title to said materials shall pass to CITY upon payment of
fees determined to be earned by CONSULTANT to the point of termination or completion of the
PROJECT, whichever is applicable. CONSULTANT shall be entitled to retain copies of all data
prepared hereunder.
9. HOLD HARMLESS
CONSULTANT shall protect, defend, indemnify and hold harmless CITY, its
officers, officials, employees, and agents from and against any and all liability, loss, damage,
expenses, costs (including without limitation, costs and fees of litigation of every nature) arising
out of or in connection with performance of this AGREEMENT or its failure to comply with any
of its obligations contained in this AGREEMENT except such loss or damage which was caused
by the sole negligence or willful misconduct of CITY.
10.. WORKERS' COMPENSATION INSURANCE
Pursuant to California Labor Code Section 1861, CONSULTANT acknowledges
awareness of Section 3700 et seq. of said Code, which requires every employer to be insured
against liability for workers' compensation; CONSULTANT covenants that it will comply with
such provisions prior to commencing performance of the work hereunder.
CONSULTANT shall maintain workers' compensation insurance in an amount of
not less than One Hundred Thousand Dollars (S100,000) bodily injury by accident, each
occurrence, One Hundred Thousand Dollars (S100,000) bodily injury by disease, each -employee,
Two Hundred Fifty Thousand Dollars ($250,000) bodily injury by disease, policy limit.
CONSULTANT shall require all subcontractors to provide such workers'
compensation insurance for all of the subcontractors' employees. CONSULTANT shall furnish

to CITY a certificate of waiver of subrogation under the terms of the workers' compensation
insurance and CONSULTANT shall similarly require all subcontractors to waive subrogation.
11. GENERAL LIABILITY INSURANCE
In addition to the workers' compensation insurance and CONSULTANT's
covenant to indemnify CITY, CONSULTANT shall obtain and furnish to CITY, a policy of
general public liability insurance, including motor vehicle coverage covering the PROJECT.
Said policy shall indemnify CONSULTANT, its officers, agents and employees, while acting
within the scope of their duties, against any and all claims arising out of or in connection with
the PROJECT, and shall provide coverage in not less than the following amount: combined
single limit bodily injury and property damage, including products/completed operations liability
and blanket contractual liability, of $1,000,000 per occurrence. If coverage is provided under a
form which includes a designated general aggregate limit, the aggregate limit must be no less
than $1,000,000 for this PROJECT. Said policy shall name CITY, its agents, its officers,
employees and volunteers as Additional Insureds, and shall specifically provide that any other
insurance coverage which may be applicable to the PROJECT shall be deemed excess coverage
and that CONSULTANT's insurance shall be primary.
Under no circumstances shall the above -mentioned insurance contain a self -
insured retention, or a "deductible" or any other similar form of limitation on the required
coverage.
12. PROFESSINAL LIABILITY INSURANCE
CONSULTANT shall furnish a professional liability insurance policy covering
the work performed by it hereunder. Said policy shall provide coverage for CONSULTANT's

professional liability in an amount not less than $1,000,000 per occurrence and in the aggregate.
A claims -made policy shall be acceptable if the policy further provides that:
A. The policy retroactive date coincides with or precedes the professional
services contractor's start of work (including subsequent policies
purchased as renewals or replacements).
B. CONSULTANT will make every effort to maintain similar insurance
during the required extended period of coverage following project
completion, including the requirement of adding all additional insureds.
C. If insurance is terminated for any reason, CONSULTANT agrees to
purchase an extended reporting provision of at least two (2) years to report
claims arising from work performed in connection with this
AGREEMENT.
D. The reporting of circumstances or incidents that might give rise to future
claims.
13. CERTIFICATES OF INSURANCE
Prior to commencing performance of the work hereunder, CONSULTANT shall
furnish to CITY certificates of insurance subject to approval of the City Attorney evidencing the
foregoing insurance coverages as required by this AGREEMENT; said certificates shall:
A. provide the name and policy number of each -carrier and policy;
B. shall state that the policy is currently in force; and
C. shall promise that such policies shall not be suspended, voided or canceled
by either party, reduced in coverage or in limits except after thirty (30)

days prior written notice; however, ten (10) days prior written notice in the
event of cancellation for nonpayment of premium.
CONSULTANT shall maintain the foregoing insurance coverages in force until
the work under this AGREEMENT is fully completed and accepted by CITY.
The requirement for carrying the foregoing insurance coverages shall not derogate
from the provisions for indemnification of CITY by CONSULTANT under the AGREEMENT.
CITY or its representative shall at all times have the right to demand the original or a copy of all
said policies of insurance. CONSULTANT shall pay, in a prompt and timely manner, the
premiums on all insurance hereinabove required.
14. INDEPENDENT CONTRACTOR
CONSULTANT is, and shall be, acting at all times in the performance of this
AGREEMENT as an independent contractor. CONSULTANT shall secure at its expense, and
be responsible for any and all payment of all taxes, social security, state disability insurance
compensation, unemployment compensation and other payroll deductions for CONSULTANT
and its officers, agents and employees and all business licenses, if any, in connection with the
services to be performed hereunder.
15. TERMINATION OF AGREEMENT
All work required hereunder shall be performed in a good and workmanlike
manner. CITY may terminate CONSULTANT's services hereunder at any time with or without
cause, and whether or not PROJECT is fully complete. Any termination of this AGREEMENT
by CITY shall be made in writing, notice of which shall be delivered to CONSULTANT as
provided herein.

16. ASSIGNMENT AND SUBCONTRACTING
This AGREEMENT is a personal service contract and the supervisory work
hereunder shall not be delegated by CONSULTANT to any other person or entity without the
consent of CITY.
17. COPYRIGHTS/PATENTS
CITY shall own all rights to any patent or copyright on any work, item or material
produced as a result of this AGREEMENT.
18. CITY EMPLOYEES AND OFFICIALS
CONSULTANT shall employ no CITY official nor any regular CITY employee
in the work performed pursuant to this AGREEMENT. No officer or employee of CITY shall
have any financial interest in this AGREEMENT in violation of the applicable provisions of the
California Government Code.
19. NOTICES
Any notice or special instructions required to be given in writing under this
AGREEMENT shall be given either by personal delivery to CONSULTANT's agent (as
designated in Section 1 hereinabove) or to CITY's Director of Public Works as the situation shall
warrant, or by enclosing the same in a sealed envelope, postage prepaid, and depositing the same
in the United States Postal Service, addressed as follows:

20. IMMIGRATION
CONSULTANT shall be responsible for full compliance with the immigration
and naturalization laws of the United States and shall, in particular, comply with the provisions
of the United States Code regarding employment verification.
21. LEGAL SERVICES SUBCONTRACTING PROHIBITED
CONSULTANT and CITY agree that CITY is not liable for payment of any
subcontractor work involving legal services, and that such legal services are expressly outside
the scope of services contemplated hereunder. CONSULTANT understands that pursuant to
Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for
CITY; and CITY shall not be liable for payment of any legal services expenses incurred by
CONSULTANT.
22.- ATTORNEYS FEES
In the event suit is brought by either party to enforce the terms and provisions of
this AGREEMENT or to secure the performance hereof, each party shall bear its own attorney's
fees.

Subject: Proposal for Professional Services .- Development Engineering Services
Thank you for the opportunity to present this proposal to provide ongoing contract City Engineer
services to the City. Based upon our recent discussions it Is our understanding that the City
desires to retain services to. provide interim Development Engineering Services to the Public
Works Department. The anticipated services include the following:
1. Provide administrative supervision and technical oversight, reporting to the Deputy City
Engineer, to the Engineering Services Section of the Engineering Division of the Public
Works Department.
2. Provide professional level liaison to the Cites Planning Department relative to the
establishment, negotiation and monitoring of conditions of approval for residential,
commercial and industrial development within the city.
3. Provide day to day supervision of the Engineering Services Section to assure compliance
with the provisions of the Subdivision Map Act, CEQA and the City's Municipal Code
requirements.
4. Serve as a the Engineering Division representative on the Development Advisory
Committee.
5. Represent the Public Works Department as required at Planning Commission and City
Council. An assumption of two meetings per month is made as a part of this proposal.
6. Perform special assignments and prepare reports for the City Engineer upon request.

The services described above can be provided on a time and materials basis with an estimated
maximum level of service at the City's offices, of five (5) half days per week on Monday through
Friday provided by a Program Manager. Additionally, a maximum of two (2) hours per day on
Monday through Thursday and on alternate Fridays will also be provided by the Program
Director. Services can be provided on. a month to month basis as required by the City. Additional
Hours related to' review of various reports, documents maps; plan, specifications and estimates
related to the'CiWs Development Engineering program will also be provided -when' required.
The estimated fee for services will be In accordance with our Standard - Hourly Rate Schedule
attached. An estimated monthly budget allocation for these services is in the range of $13,500
maximum. It is suggested that a trial period of one -month duration be initiated to determine the
precise level of service required.
I will serve as Program Director and Gail Pickart, P.E. will serve as Program Manager. Support
from Bucknam & Associates administrative and technical staff and subconsultants will also be

PROGRAM MANAGEMENT
Prepared a comprehensive programmatic review of the Development Services fmctions of the City of Cypress, California.
This work involved a research and assessment of all development related functions within the Planning, Building and Public
Works operations of the City related to entitlement, plan check and inspection of private development projects. Over 40
interviews were conducted with City Council, City administration, department heads , developers, builders, residents and
business persons from a customer service focus. A program planning workshop was conducted to develop a "Business Plan
approach to providing development services to the commercial, industrial and residential customers of the City. The plan is
ongoing directed by an in-house Development Services Team and is updated annually.
While serving ar, Deputy City Manager/City Engineer in Norwalk, was responsible to the City Manager for the overall
management of the Public Works Department, Engineering and Field Operations, as well as the Transportation Department.
Served as Chair of the Interstate 5 Consortium of Cities Joint Powers Technical Advisory Committee. Directed the activities
of the Engineering Division in reviewing and processing all development projects within the City. Also a member of the City's
Redevelopment Team, working closely with the Community Development Department and its- Redevelopment Director on
several major redevelopment projects.
Conducted a management review of the City of Rancho Cucmnonga's Community Development Department Engineering
Division. This work involved a research and assessment of the division's program from a customer service perspective_ Upon
completion of some 45 interviews with City Council, City Manger City Administrators regional agencies, developers and
community leaders as strategic business plan was develop to improve division operations. A complete functional modification
for project delivery was developed changing from a discipline oriented to a project manager based organization. A series of
workshops to train division personnel were conducted over a four month period to establish the system now in operation.
Currently directs a City Engineering Support contract to the City ofArcadia. Work involves oversight of all planning, design
and construction management activities for public improvement within the City. Also a member of the City's Development
services team and co-char®anship of the GIS Program Committee.

Provides program management service to several agencies in Southern California to assist in obtaining federal grants for
infrastructure system reliability from the federal government under the Water Resources Development act. Assistance in
scoping legislative grant language coordinated with each agency's legislative advocates is provided along with program
management of studies and design efforts through the US Army Corps of Engineers. Over the last four years over $3,000,000
in federal appropriated dollars along with local matches of over $300,000 have been distributed to the Cities of Norwalk,
Arcadia, Sierra Madre, Huntington Beach, Santa Monica and the Twentynine Palms Water District_ He is. currently co-chairing
a statewide task force to work with the'Corps of Engineers, the California Water Commission, Department of Emergency
Services and thecurrent program participants to developed standards and protocols from the program and its future
application statewide.
Prepared Program Plan audits for the Cities of Newpon Beach and Arcadia, relative to the reorganization of their Public
Works Department operations. Each Program Plan included a Research and Assessment of departmental functions, a
customer services analysis of both internal and external customers, a Strategic Planning Workshop to build a team approach to
Departmental goals and objectives focused on customer service perceptions and expectations. Each phase of the work was
summarized in Summary Report documents which identify Key Result Areas for Program development and implementation
under the new organizational structures.
While Deputy City Manager at the City of Norwalk, provided direction for Americans with Disabilities Act (ADA)Title H
compliance program, building, infrastructure programs, and park projects, several environmental studies dealing with a major
transportation center, City petroleum franchise pipeline facilities and ground water quality programs.
Conducted an institutional and financial analysis of the proposed dowucoast annexation of the Newport Coast into the City of
Newport Beach. Working with the City Manager's office a detailed analysis of the potential impacts -to the Citys budget from
assurning the infrastructure already built under the County of Orange along with future construction based on established
entitlement and the Local Coastal Plan for the area was completed.
Conducted a Community -Development Program Plan for the City of Newport Beach involving a review of their Building and
Planing Divisions. The wort: focused on developing a program plan of strategic goals and objectives aimed -at enhancing
economic development in this coastal community of 75,000.
Directed the implementation of a Development Process Streamlining Program for the City of Huntington Beach. This effort
involved identifying external and internal client service requirements relative to market rate and redevelopment projects within
the City of 180,000. A Strategic Planning process was employed to identify a Mission for the City's Development Services
team comprised of Community Development, Public Works, Fire and Water Departments. An overall Development Process
Flowchart was prepared and computerized for future integration into a proposed interactive information system database. A
three -tiered Development Services Team was permanently established to provide pro -active and responsive service to the
City's Redevelopment Agency and to the Development Community. Comprised of a Development Review Committee, a Mid -
Management Development Team and an Executive Level Team, it is currently in operation and working toward future
implementation of several other process improvement programs identified during Strategic Planning efforts.
As Deputy City Manager/Public Works for the City of Norwalk, played a key role in planning and implementing a new
development processing system in conjunction with the City's Community Development Department. The system identified
bottlenecks in the development review process, shortened lure -around times for CUP, Parcel and Tract Map -review periods,
and established a Development Review Committee to work with developers at early stages of the entitlement process.
Served as Chairperson of Santa Ana's Mid -Management Team involved in the review of all major developments within the
City, established interdepartmental liaison procedures, development of a Development Processing Center Concept and
Implementation, Geo-Based Mapping Program review and study approval, and establishment of methodologies to improve
inter -agency cooperation within the City.
Managed efforts to provide ongoing input to the City's General Plan Update and directed environmental and infrastructure
studies related to Specific Plan development for the City of Norwalk's Central Area and City Centre study areas.
Directed the development of a 5-year Capital Improvement Program for the City of Norwalk and the planning, design and
construction of several arterial highways, signaiization and theme landscaping projects throughout the City. Also involved in

Acted as Principal -in -Charge for site development projects for commercial office buildings in the City of Mission Viejo,
including plan processing and permitting for on -site and off -site facilities_ As Assistant Executive Director/Chief Engineer of
the Utilities Agency for the City of Santa Ana, directed the Engineering and Planning Departments of the Agency. These
departments were responsible for development review relative to water and sewer systems in the City and for the planning,
design and construction management of major water and wastewater projects. Responsibilities included directing subdivision
review, permit issuance, responsible charge of design and construction activities.
Negotiated the acquisition of eight square miles of sewer service area from the Garden Grove Sanitary District. Based on
recommendations from the Orange County Grand Jury, the City was requested to acquire the District's system within the City
of Santa Ana's corporate boundaries. Was directly involved in negotiations with the District, County CAO's Office, LAFCO
and neighboring cities and successful in recommending acquisition to Council and in implementing the takeover upon their
approval.
Former Manager of Off -Site Engineering for the Mission Viejo Company involved in engineering management of planning,
design and construction of all infrastructure projects (streets, storm drains, sewers, bridges, site improvements, water systems
and dry -utility systems) for the Mission Viejo and Aliso Viejo communities. Other activities included construction program
planning and budgeting, utility coordination and agreements and report preparation.
Served as Senior Engineer in charge of the Design Division of the City of Newport Beach's Public Works Department.
Responsibilities included project management of major public works projects of various types, contract administration,
construction management, capital improvement program planning and budgeting, permit processing with State and Federal
Agencies, directing consultant contracts, preparation of Council Reports, Environmental Impact Studies, Negative

Served as Assistant City Engineer and City Engineer for the City of Pacifica, responsible for the overall direction and

Served as Contract City Engineer for the City of Arcadia responsible for long range advanced planning of the City's
transportation engineering program. Directed The preparation of the City's Transportation Master Plan which identified,
consistent with the City's General Plan the transportation related needs under these requirements so of AB 1600 nexus
constraints.
Acted as Principal in charge over a Pacific Coast Mghway.(SR-1)/Newport Boulevard (SR-55) interchange,_ City,of Newport
Beach. Project involves a study of various alternatives, conventional and unconventional, for improvements, to the existing
interchange. Restraints include limited right-of-way, environmental challenges (e.g., Newport channel bridge widening,
"Arches" liquor store and restaurant property acquisition, and existing bridge aesthetics), and potential hazardous waste issues.
Alternatives were evaluated and selected to include in the PSR Included project coordination with various agencies and
subconsultants, and oversight of concept geometries, cost estimating, and report preparation.
Conceptual study, Project Study Report, and Project Report for I-710/Firestone Boulevard interchange modification and
Firestone Boulevard improvements for City of South Gate. Also involved a feasibility study which included preparation of a
traffic study, conceptual plans for several types of interchanges, construction cost estimates, and preliminary Caltrans Project
Study Report Prepared ISTEA National Highway System funding application for authorization and appropriation.
Coordination with Caltrans District 7.
Served for several years as Chairman of the Interstate 5 Consortium of Cities Technical Advisory Committee. This Joint
Powers Agency with member cities comprised of Norwalk, Downey, Santa Fe Springs, La Mirada, Commerce and Buena
Park with ad hoc representation from Caltrans Districts 7 and 12, MTA (formerly LACTC) and OCTA is working toward the
development of a 20+ mile long project on Interstate 5 to increase its capacity utilizing innovative, TSM, HOV, rail and other
multi -modal systems along the corridor. Assisted in obtaining an ISTEA project for the development of preliminary
engineering and environmental documents of nearly $$M for the initial stage of the project development.
Directed preparation of the I-5 Widening Study for the City of Norwalk, California. This comprehensive conceptual level
analysis identified several interchange projects for arterial highway connections to the 1-5 freeway passing through the City.
Specific geometric configurations were presented along with traffic count data along the corridor.
Directed the planning, design and construction of several arterial highway reconstruction projects for the City of Norwalk,
California. These projects, funded under a combination of Federal, State, Regional and local sources involved pavement
analysis and design of structural sections, R/W engineering, traffic control plans and channelization of roadway geometries.

Acted as Principal -in -Charge for the reconstruction of Citrus Avenue in the City of Covina from Badillo Street to San
Bernardino Road as part of the City's downtown redevelopment project streetscape enhancement program. The work entailed
complete reconstruction of pavement widening, drainage improvements, decorative pavement and sidewalk treatment,
landscaping and street trees, decorative street lighting and- traffic signal modifications. Involved in the project from the
planning through design and construction management.
Served as Project Principal on the McFadden Square Redevelopment project in the City of Newport Beach, California. This
shoreline project involved major street reconstruction on several collector and local streets, drainage improvements, parking
lot reconstruction, street light system replacement, traffic signal modification, decorative sidewalk and theme landscaping
under an assessment district procedure.
Directed the planning and design of the realignment of San Antonio Drive from Orange Street to Pioneer Boulevard in the City
of Norwalk. This project, performed in conjunction with a major redevelopment project, involved development of an
alignment analysis and preliminary engineering for a project which included traffic signal modifications at the Orange Avenue
intersection and at Pioneer Avenue. Associated with the work was R/W engineering, including maps and legal descriptions for
remnant parcels and environmental audits on acquired parcels.

Directed the planning for and the development of a Preliminary Analysis for the Norwalk Transportation Center. This major
rail station, situated on the Santa Fe Tracks at Imperial Highway, will eventually be a Metrolink Stop for commuter rail
service. The study also analyzed the potential extension of the MTA Greenline light rail system to the station site. Also
directed preparation of a mitigated Negative Declaration for the project.
Former Manager of Engineering for the Mission Viejo Company, involved in engineering management of planning, design and
construction of all infimtructure projects (arterial streets, collector and local ' streets, storm drains; sewers, bridges, site
improvements and utility systems) ,for the Mission Viejo and Aliso Viejo communities in southern Orange County. Other
activities involved construction program planning and budgeting, utility coordination and agreements and report preparation.
Projects included the following:
• Moulton Parkway Widening from Alicia Parkway to Leisure World - 1.2 miles including major bridge structure, utility
relocation and channel improvements.
• Portola Parkway Construction, Phase I construction of 2.5 miles of Portola Parkway (Rancho Santa Margarita Road) from

• La Paz Road Widening from Oso Parkway (Pacific Park Drive) to San Joaquin Hills Transportation Corridor. Included

• Marguerite Parkway from Rancho Santa Margarita Road to Los Alisos Blvd., including drainage, lighting and traffic

• Felipe Road from Retiro to Oso Parkway including utility systems, drainage and lighting.

Prepared preliminary geometrics for the widening of Coast Highway in the City of Newport Beach from MacArthur Boulevard
to Bayside Drive.
Prepared preliminary geometrics for the extension of University Drive from Irvine Boulevard to MacArthur Boulevard in the
City of Newport Beach.
Served as Senior Engineer in charge of the Design Division of the City of Nmj t Beach, California's Public Works
Department. Responsibilities included project management of major street and highway projects including direction of all
design activities, contract administration and construction management, capital improvement program planning and budgeting,
permit processing with State and Federal agencies, directing the work of consultants, preparation of reports to State and
Federal agencies, City Council, and CEQA processing.
Served as Project Manager for the widening of Ford Road from Jamboree Road to MacArthur Boulevard.- This major highway

Directed the development of a study to establish standards for roadway design to create unique roadway design applications

Directed development of a five-year Capital Improvement Program for the City of Norwalk street and highways system, in
conjunction with the CMP Program for Los Angeles County.
Directed a major traffic signal replacement program under the HES program for several arterial intersections in the City of
Norwalk, California.

Drainage
Provided consultation on the preparation of the 1999-Drainage Master Plan for the City of Newport Beach California
involving the development of a 20 System improvement Plan for the City. This work done in collaboration with the prime
consultant and the City identified several categories of drainage deficiencies and recommend the establishment of repair and
replacement programs. A conceptual level costs estimate for the improvements was projected for all program elements.
Managed the initiation and establishment of the NPDES Program for the City of Norwalk, California. This work involved over
three years of close cooperation with the Los Angeles Regional Water Quality Control Board and the County of Los Angeles,
Department of Public Works, who was the Master Permittee for this area of southeast Los Angeles County. As a Category 3
City, the work entailed planning for an initial inventory of storm drain facilities under City jurisdiction. An Industrial Permit
for the City's Corporation Yard was applied for, granted, and a monitoring and reporting system established to collect runoff
samples and to set forth Best Management Practices for compliance. A system was developed to work with the Regional
Board for compliance with Construction Permit requirements on developments over 5 acres in size.
Managed the preparation of preliminary design for an 8-mule reach of the Greenville -Banning .Channel for the County of
Orange Envirouniental Management Agency. This analysis and design involved the use of the Water Surface Profile Gradient
computer model to develop 100-year design flows for the facility. The work involved utility investigations, cooperation with
the US Army Corps of Engineers, Caltrans and two cities to develop design constraints and criteria for channel confluence,
crossing of the 405 Freeway and several major and primary arterials. A sequenced construction program was identified for
the $85 million project. ,
Directed the preparation of a constraints analysis for the Hawthorne Multi -Use project which included recommendations for
the relocation of a major flood control facility owned by the Los Angeles County Flood Control District. This study reviewed
various alternatives for the relocation due to the proposed construction of residential and commercial units as a part of a
redevelopment project in the City of Hawthorne, California. The work included coordination of the proposal with Flood
Control staff, the City and the developer and assessed conceptual level costs for the new facility.
Directed a drainage system study for the City -of Mission Viejo, California- This study included a complete field inventory of
the drainage and flood control system for this newly incorporated city of 76,000 in southern Orange County. A complete and
thorough review Was made of the County of Orange records and those of the developer, The Mission Viejo Company, in order
to assure that all facilities under City jurisdiction were identified, as opposed to those remaining the responsibility of the
Master and Neighborhood Homeowners Associations.
Directed the preparation of a study of methodologies to finance a storm drain construction program for the City of Santa Ana,
California. The study involved interviews with jurisdictions in the States of Colorado and Washington which had successfully
established drainage utilities for the purpose of financing the cost of storm drain system operations, regulatory compliance and
construction. Options reviewed as a part of the analysis included: assessment districts, acreage fees, bonding and formation of
a drainage utility.
Managed value engineering, budgeting and scheduling of a major storm drain construction program associated with the new
town development of Mission Viejo, California. Projects included storm drain collection, lateral and inlet systems, major
drainage channel construction, drop structures and erosion control_
Managed the design of the Fernleaf Avenue Storm Drain for the City of Newport Beach, California. The project involved
tunneling under an existing residential area to construct a 42" bypass storm drain system to replace a failed facility. This
project was accomplished in two phases over a three-year period.
Managed the preparation of a drainage analysis of a major flood occurrence in the City of Pacifica, California. This study
identified the deficiencies in the local drainage system and nearby San Pedro Creek, a Corps facility. The work involved
establishment and coordination with a citizens advisory committee.
Served as Project Manager for the planning, design and construction of the Bayside Drive Storm Drain for the City of Newport
Beach, California. The project drained a 300-acre drainage basin located in a residential and commercial area- The 60" dram
replaced a deteriorated 42" facility and eliminated a serious flood threat in the Corona del Mar section of the City. The project
was cooperatively financed with -the County of Orange through its CEFCAC Program.

Directed the development of the City of Newport Beach's first Storm Drain Atlas. This effort involved extensive records'and
field research to locate and identify the sizing of all elements of the City's system.
Managed a comprehensive hydrologic analysis and design study on Balboa island, California to determine alternate
methodologies for reducing the number of storm drain outlets entering Newport Bay. Recommendations included major storm
drain system construction and installation of manual and automatic tidal gates.
Conducted a comprehensive hydrological analysis.of the Finley Tract area of Newport Beach, California., The analysis lead to
the design and construction of a primary storm drain system, tidal structures and bulkheads to avoid flooding of this residential
area.
Managed an Inundation Study for a hypothetical failure of the 600 acre-foot Big Canyon Reservoir in Newport Beach,
California. The study identified potential areas which would be subject to flooding due to a catastrophic failure of the facility
due to a major seismic event.
Designed the Shorechffs Storm Drain in Corona del Mar, California. This facility, which discharged flow into a coastal
canyon area, required considerations for energy dissipation at its outlet to avoid adverse channel erosion. The drain, which was
constructed in a narrow easement through two residential properties, required special design considerations to allow for the use
of small construction equipment to gain access.
Designed a slope subdrain system in the Dover Shores area of Newport Beach, California. This project was required due to
extensive underground seepage through a residential tract and was successfid in alleviating the problem of damage to several
hundred feet of a local collector road
Designed several street end storm drains and tidal structures in the West Newport, Balboa and Central Newport areas of the
City of Newport Beach. These facilities requiredstructural modifications to bulkheads and special considerations for the
catchment of street runoff surface debris.
Gave depositions relating to several court cases involving drainage systems in the City of Newport Beach and San Clemente,
California.
Designed a downdrain and open channel drainage facility through the Corona del Mar Beach State Park in Newport Beach,
California. This project was designed to alleviate severe flooding of a highly used parking lot for the State beach and involved
the construction of a downdrain from Ocean Drive, an energy dimdpator and several hundred feet of open channel which
discharged into the Pacific Ocean adjacent to the East Jetty entrance to
Designed a unique storm drain system for the Balboa Parking lot area in Balboa, California_ This system, involving the use of
large leaching vaults and leach lines under the beach areas adjacent to the parking lot, was designed to handle 10-year storm
flows in the 10-& range.
Water & Wastewater
Directed the preparation of the City of Westminster California's Water Resources - Program Plan. This comprehensive
management analysis involved a review of the operational, budgetary and organizational aspects of the water utility'for the City
of 85,000. The WRPP recommend organizational modifications to the existing utility group and involved the establishment o f
a business plan approach to the delivery of water services to the city. Collateral work involved the development of a 30
maintenance repair and replacement program involving a multimillion dollar program of betterments and upgrades to the
City's water system infrastructure.
A new Water Rate Program was developed for the City of Inglewood California converting a declining tier rate structure to an
increasing tier rate structure over a three year transition period. A new computer program for the rates was developed and
implemented on a Microsoft Access base keyed to the City's NT network. The work involved coordination with the City's IS
department and development of reporting formats and database platforms.
Directed the preparation of a Joint Consolidation Study for water and wastewater systems for the Monte Vista Water District
in association with four cities id San Bernardino County, California, Chino, Chino Hills, Montclair and Claremont (Southern

California Water Company). This comprehensive analysis involved the assessment of financial, engineering, operational and
institutional issues related to several alternatives to consolidate services in these communities. A Strategic Planning process
was employed which identified several goals and objectives including, joint water supply and pipeline facilities, service
contracts, operational contracts as well as the potential to privatize various functions within the participants responsibility.
Provides ongoing program management of water & wastewater system reliability studies and design of major infrastructure
programs funded through the Water Resources Development Act in conjunction with the U.S. Army Corps of Engineers.
These comprehensive studies include water system restoration programs for. the cities of Norwalk, Arcadia, Sierra Madre,
Santa Monica, and the Twentynine Palms Water District Wastewater and drainage system reliability studies are being
conducted in the city of Huntington Beach. The work involved developing program and project scopes, representing the cities
and program manager and providing technical direction and consultation to the Corps consultants and in-house staff.. _ .
Served as Program Manager for the City of Arcadia's comprehensive Water Master Plan which involved a major update to the
City's water resources program in conjunction with an update of the City's General Plan. The WMP included a complete
hydraulic analysis of the City's transmission and distribution system utilizing current and projected land use data at a 20-year
planning horizon. The plan also included an energy study, an update of the City Urban Water Management Plan, and a Water
Quality Issues Paper. The Program identified over S60M in capital improvements. A Water System Financial Plan was also
prepared to outline funding alternatives for the program through a proposed water rate structure which will allow a pay-as-
you- go program for implementation over the 20-year planning period.
Directed the preparation of a Water System Operations Plan for the City of Arcadia, which encompassed a complete overview
of water system production, operations, distribution, engineering and administration division functions. The WSOP was
developed in cooperation with division and section level managers who participated in writing portions of this comprehensive
policy and procedures manual. Also developed was a 20-year Water System Betterment Program of maintenance and repair
which recommended operational improvements to all system elements including: transmission system, distribution system,
water production (wells and MWD), water quality, buildings and grounds. The WSOP is set up as a 'Business Plan" overview
of the water enterprise iu the City and was developed for ongoing modification and enhancement to suit the customer service
needs of the community.
Developed a comprehensive Infrastructure Analysis involving planning, engineering and operational issues for the potential
annexation of the Newport Coast area to the City of Newport Beach, California. This study identified capital costs, operational
costs and other financial and institutional constraints relative to the proposed annexation and its potential effect on the City's
budget. The study addressed water, wastewater drainage, street, lighting, and parks and open space systems in this newly
developing area of the community.
Directed the development of the 1987 Water System Master Plan Update for the City of Santa Ana. The analysis involved
utilization of a calibrated water system model to project water supply needs and correlated system betterments through the
year 2020. Over S100 million in projects were identified including reservoirs, wells, pump stations, transmission mains,
distribution mains and small hydroelectric facilities.
Directed the preparation of the 1991 Water Master Plan for the City of Norwalk. This assignment included an inventory of
existing facilities and generation of a capital improvement program for water distribution throughout the City. Additionally, the
potential hazards due to contaminated groundwater from potential sources within and outside the City were analyzed. Phase II
evaluated the City's municipal system water supply for fire flow sufficiency. Negotiations were conducted to provide joint use
water supply, transmission and storage through the collective financial participation of all purveyors, public and private.
Water Master Plan Update for the City of Newport Beach. For this planning effort, data was collected from existing studies
and reports and facility operations and maintenance records. Interviews were held with Utilities Department personnel to
obtain information. The computer model FAAST was used for modeling the distribution system, and field tests were
conducted to verify pressure and flow conditions and to calibrate the model.
Managed a water main replacement project for the Mesa Consolidated Water District in Orange County. The design involved
replacement of undercapacity mains located in several alleys under very confined conditions involving coordination with
several other conflicting utilities.
Prepared an Alternative Siting Study for the relocation of the City of Arcadias 9 MG, St Joseph Reservoir complex in
conjunction with a planned redevelopment project The project would provide for the replacement of two existing reinforced

concrete reservoirs at an alternate location in a city park Also included provisions for a new 8000 gpm booster pump station, a
new high capacity water weU, transmission pipelines and pressure zone modifications.
Served as Project Manager during the preliminary engineering stage of the initial Las Posas Basin Groundwater Storage
Project for the Calleguas Municipal Water District. The project will include the installation of five 1000-gpm injection -
extraction water wells, treatment facilities, and wellfield collection and transmission pipeline facilities.
Preparation of the Phase I Water System improvements Report .for the City of Norwalk which proposed an $8 million. water
revenue bond 'issue to fund. the construction of .a 2.5 MG buried reservoir, a boaster pump station, transmission and
distribution main improvements, pressure regulators and a metered turnout from a high pressure delivery system. The work
included coordination of a financial plan with the City budget staff and Underwriter, conducting several community meetings
and Water Advisory Board sessions as well as Council presentations.
Managed an Annual Water Main Replacement Program for the City of Newport Beach which replaced several miles of
deteriorated cast iron water mains in the Corona del Mar, Newport Heights, West Newport, Balboa Peninsula and Balboa
Island sections of this coastal community.
Managed Water Main Relining Program for the City of Newport Beach. This annual program was involved the rehabilitation
of thousands of feet of severely tuberculated cast iron water mains throughout the City. Substantial cost savings accrued
compared to the alternative of replacement with new parallel mains.
Managed the design and construction of an 18" NMC Steel Transmission Main to serve the downcoast area of Newport Beach.
Design of this main, located in East Coast Highway in Corona del Mar, was complicated by the presence of major utilities, and
involved significant constraints on traffic control and hours of construction due to its presence in SR- 1:
Water Main Replacement for the City of Tustin. This assignment involved the design of several thousand feet of replacement
water main ranging from 6" to 8" in diameter. The project which was accelerated to meet client budget and schedule
requirements involved extensive coordination with other utilities and jurisdictional agencies.
Directed the plamiing,- design and construction of the City of Santa Ana's annual Water Main Replacement Program. This
program involved the construction of water distribution mains ranging in size from 6 to 20 inches in diameter, totaling over 6
miles per year.
Provides ongoing Program Management services to the City of Arcadia's Water Engineering Division of the Public Works
Department. The work involves consultation and advice regarding operational, design, construction and planning issues related
to water system operations.
Development of a comprehensive planning study relative to the consideration of a major reclaimed water system expansion
for the City of Norwalk. The report addressed project feasibility, cost and revenue pricing issues as well as negotiations and
coordination with the Central Basin Municipal Water District, the wholesale purveyor.
Chaired the Technical Advisory Committee of the 15-member JPA, the Southeast Water Coalition (SEWC), located in
Southeast Los Angeles County. Over a four-year period, technical oversight and advisory services were provided to the JPA.
The Coalition was successful in working with USEPA in developing a revised Record of Decision (ROD) addressing a
stepped approach to mitigating significant VOC contamination passing through the Whittier Narrows fxom the Upper San
Gabriel to the Central Groundwater Basin. Legislative development strategy was provided to the SEWC Legislative Consultant
in developing legislation directing the U.S. Corps of Engineers to perform investigative studies complementary to the EPA
program as a part of the Water Resources Development Act.
Administrative direction was provided as Deputy City Manager/City Engineer for the City of Norwalk over the Public Services
Department which provided engineering services and operations and maintenance of the City's municipal water system.
Capital planning, operations control, work management, water quality, regulatory compliance and NPDES implementation
were under his purview.
Comprehensive Water Quality overview study for the City of Norwalk. This study included a review of various water quality
tests to ensure compliance with MCL's under the Safe Drinking Water Act. Also included was it conceptual review of the
feasibility of purchasing reclaimed water from an adjacent municipality. In addition, it involved interagency coordination with

the Central Basin Municipal Water District and other cities in the area to examine alternatives for developing a regional
reclaimed water system.

Reclaimed Water Study for the Irvine Ranch Water District. This report included a comprehensive cost and feasibility study of
alternatives for obtaining and utilizing reclaimed water with the Irvine Coast area. In addition, coordinated data acquisition was
provided on potential use within the City of Newport Beach to ensure compatibility with regional demands.
Plans, specifications and consultation during construction for the rehabilitation of two pump and motor units at Pumping Plant
No. 2 in the City of Whittier. This assignment required complete design services for the development of a 5400 gpm booster
pump station including motor controls, new meters and I&C equipment.
Prepared an Engineer's Bond Report for the City of Santa Ana in conjunction with the 1987 Water System Master Plan
Update. The report addressed a three-phase construction program over a 15 year period to build $89 million worth of projects
to enable the City to meet its increasing water demands.
Directed the preparation of a comprehensive Reclaimed Water Study for the City of Santa Ana. The report addressed the
potential expansion of the Orange County Water District's Green Acres project into central, west and northeast sectors of the
City. The report involved definition of project elements and cost estimates and development of a marketing plan for sale of the
reclaimed water to major industrial, commercial and institutional customers.
Directed feasibility study for the development of the Tri-Agency Wellfield Project, a cooperative venture of the City of
Newport Beach, the Mesa Consolidated Water District and the City of Santa Ana. The wellfield, proposed to produce 35 cfs
of new wellwater supply, was estimated to cost 57,500,00. Work also involved negotiating a cooperative agreement to
construct and operate the wellfield.
Directed a study for the City of Santa Ana to acquire 500 acre-feet of capacity in the San Joaquin Reservoir, a regional facility
under the joint ownership of several water agencies. Acquisition would have provided the City with emergency storage
capability and would facilitate peaking on the Orange County Feeder operated by the Metropolitan Water District of Southern
California.
Directed preparation of a seismic analysis of the City of Santa Ana's I MG elevated tank, constructed in 1928. The study
identified the need for structural reinforcement of the tank's superstructure and for the construction of a continuous ring footing
to bring the tank up to current UBC and AWWA requirements.
Design and consultation during construction for a Booster Pump Station for the La Habra Heights County Water District. The
project involved the rehabilitation of an existing booster station to upgrade its capacity from 3000 to 5000 gpm.
Managed a comprehensive infrastructure planning, design and construction management program for the Mission Viejo
Company. Provided oversight of domestic and reclaimed water system installations in conjunction with the development of
new residential communities of Mission Viejo and Aliso Viejo. The Project Management and Construction Engineering group
oversaw the installation of systems serving over 1200 new homes per year.

Performed an economic analysis to evaluate cost sharing in a joint trench operation for the Mission Viejo Company. The study
involved allocations of costs to the Southern California Edison Company, Pacific Bell, the Southern California Gas Company

Directed the preparation of a final design package including plans, specifications and estimate for the installation of a state-of-
the-art Supervisory Control and Data Acquisition System for the City of Santa Ana. The estimated system cost was $11
million_ The system involved the use of i Remote Terminal Units for 50 monitoring elements.
Directed the planning, design and construction of four high capacity wells, No.'s 31, 32, 33 and 36, for the City of Santa Ana_
These wells were built over a four-year period and were needed to enable the City to meet peak summer demands. The well
houses and sites were designed to meld with their environs (i.e., a 1920's bungalow and an underground vault in a City park).
Directed the construction management of the equipping of Well No. 30 for the City of Santa Ana, California. This I I00-foot
deep high capacity well was constructed on a lot which was a part of a new single family residential development The wellsite
was screened and a noise study conducted to assure that ambient noise level standards were not exceeded.
Directed the development of a 140 KW small hydroelectric power plant at the City of Santa Ana's SA] MWD turnout The
facility was constructed at a cost of S360,000 and produces power for use onsite at the Bristol Pumping Station. Power costs
saved amount to $90,0001year, resulting in a 4-year payback period for the facility.
Directed studies and the design for the City of Santa Ana's 25 MG Bristol Reservoir replacement project This project,
keystone in the City's plan to add an additional 90 MG of surface storage facilities over 20 years, will replace a 50 year old
gunite lined, 6-MG facility with an aesthetically pleasing reinforced concrete structure constructed 28 feet below and 12 feet
above grade adjacent to Santiago Creek.
Directed preparation of the City of Santa Ana's Urban Water Management Plan. This plan outlines the City's proposed water
conservation program over a 5-year period and was required by State Legislation in 1985. Programs included in the plan are
public information, conservation house, xeriscape garden, seasonal water pricing and a school education program.
Performed a water rate analysis for the City of Santa Ana. This analysis provided for administrative, engineering, Operational,
maintenance and capital improvement costs to be integrated into the City's. new water rate structure.
Directed the Water Quality Monitoring Program for the City of Santa Ana, including compliance with Federal and State
Drinking Water Standards, coordination with the State Department of Health Services and oversight of the City's Backflow
Prevention Program.
Directed the preparation of an appraisal for the acquisition of a portion of the Tustin Waterworks system within the City's
service area. This acquisition, involving some 90 services -and the appurtenant distribution system, was 'subsequently acquired
by the City.
Performed water distribution system hydraulic analysis for the Newport Heights and Corona del Mar sections of the City of
Newport Beach's water system. The results of these analyses were used to subsequently design system betterments and
upgrade in fire protection in those areas.
Directed the design of Phase II of the expansion of the City of Newport Beach's Utility Yard complex. This project involved
the addition of a storage and machine shop building, expansion of the parking and open storage area, construction of materials
bins and a drainage system, as well as screen wails and landscaping improvements at the site.
Acted as Assistant to the Resident Engineer on a 26-mile section of the Second Los Angeles Aqueduct This assignment
involved the inspection of grading, concrete placement and finishing placement of reinforcing steel and laboratory testing of
soils and concrete for compliance with plans and specifications.

Provided coordination for the relocation of major water system facilities for the City Los Angeles, Department of Water and
Power, throughout the San Fernando Valley, and the Central and Harbor Districts of the City. Also involved in coordinating
with the Community Redevelopment Agency's projects, specifically the Bunker Hill, Convention Center and Hoover
Redevelopment Projects.
Served as Program Manager for the City of Arcadia's Sower Master Plan Update. This comprehensive planning document
developed in conjunction with an update of the City's General Plan identified through an.operational and hydraulic analysis a
capital improvement program for some S5M in improvements over.a 10-year period
Directed the design of two sewer pump stations located in residential areas of the City of Norwalk. These stations, utilizing
non -clog impeller design, replaced two 35-year old deteriorated facilities. The designs included projections of wastewater
flows based upon current and projected land uses in the tributary areas. Special design considerations were given to influent
conditions to improve hydraulics. The designs included new pump and motor assemblies in a dry pit configuration along with
new motor controls centers and safety upgrading to OSHA standards.
Planned and directed a study to replace two existing sewer lift stations in the City of Santa Ana which had reached optimal
design capacity. These stations, which were critical to the City's collection system, provided service to residential and
commercial segments of the community.
Managed design of the main sewer pump station for the City of San Clemente. The station, initially rated at 6 MGD capacity,
was expandable to 11 MGD. Variable frequency drive motors were utilized for system efficiency. The facility was the primary
pump station providing influent to the City's treatment plant and considerations to provide continuous service throughout
construction were developed. A 550kv emergency generator was also designed into the facility to provide back power supply
in the event of an electrical system outage.
Directed construction management of a 6 MGD primary treatment plant for the City of Pacifica_ The plant replaced two
smaller plants and served a community of 40,000 people. Also included the construction of a 2,500-foot ocean outfali, 1,500
feet of which was suspended on anew ocean pier structure which was a part of the project. The project was funded by grants
from the EPA Clean Water Program and the State Department of Fish and Game as well as local fiords.
Sewer Main Replacement Program, City of Norwalk Directed the planning and design of a $4 million sewer main
replacement project. The project provided for the replacement of several thousand feet of collector sewers in order to increase
system capacity.
Directed the planning, design and construction management of the City of Santa Ana's Annual Sewer Main Replacement
Program. This program involved the replacement of collector and local sewers, as well as the construction of larger relief and
trunk connector sewers.
Directed preparation of the City of NorwaWs 1991 Sewer Master Plan. This comprehensive study, based on land use
parameters of the City's General Plan Update, developed a computer model of the City's 180-mile sewer system. A sewer
main capital improvement program, identifying over a $4 million program in hydraulically deficient sewers, was developed

Developed a 5-year Sewer Capital Construction Program for the City of Santa Ana involving the expenditure of 5600,000 to
$700,000 per year in sewer projects to keep pace with the City's growing population and redevelopment

report developed preliminary drawings and detailed cost estimates for the system and involved a marketing study to determine
the feasibility of establishing a viable revenue base for the system construction, maintenance and operation.
Directed the Annual Sewer Service Charge Study for the City of Santa Ana which established sewer service charges for capital
construction based on new development projects. .
Managed an Infrastructure. Construction -EngineeringTrogram'for the Mission Vic, J, CompatEy as their Maaager of Offsite
Engineering. The program included the construction of sewer collector and local systems to serve new tract developments
involving up to 1200 dwelling units per year.
Managed preparation of a comprehensive Sewer Master Plan for the City of Alhambra. The computer program used identified
major system deficiencies and was utilized to analyze alternative system improvements and developed cost estimates for
construction of new sewerage facilities.
Managed the annual Sewer Main Replacement Program for the City of Newport Beach.- This program replaced deteriorated
systems on the Balboa Peninsula and involved construction in high groundwater conditions which required special wellpoint
systems for trench dewatering.

industrial project in Lake Forest, Orange County, California. Land development consisted of grading, street
and utility construction, and landscaping culminating with improved lots for sale. Project involved a
Development Agreement, Communities Facilities District, and Reimbursement through Public Agency
Acquisition of Facilities. Coordination and negotiation with adjoining property owners was a significant
element of the project.

The Public Works Department is responsible for design, construction, inspection and project
management for an approved capital project budget of $47 million. A listing of the current
projects is attached. The Deputy City Engineer has taken over daily supervision of all design
functions within the Division, e.g., water supply engineering, flood control, sewer, street and
other City funded capital projects.
With the Deputy City Engineer concentrating on design development, it is necessary to
reassign his subdivision -related activities. Staff is proposing to retain a contract team to
perform management functions in the development processing area. Engineering Resources,
Inc. is under contract for plan check and related technical activities; however, they are not
staffed to provide needed management functions.
Firstling a consulting firm with staff members who have the qualifications and the available
time to perform such high-level functions is difficult. Considering this emergency situation,
the normal RFP- process would have been too lengthy to secure competitive proposals.
However, a well -qualified consultant, Bucknam & Associates, Inc., is currently under contract
with the City on several other assignments. The firm is exceptionally familiar with the City of
Huntington Beach development staff and processes.
The firm will provide the team of C. Stephen Bucknam, Jr. and Gail P. Pickart for such
services. As Deputy City Manager for Public Works for the City of Norwalk, Mr. Bucknam
reorganized and streamlined all private development permitting processes in the Public
Works, Planning and Building Departments. He was in charge of Subdivision for the City of
Santa Ana for several years; City Engineer for the City of Pacifica; Public Improvements
Manager for the Mission Viejo Company; Chief of Design for the City of Newport Beach,
among several other assignments in the public and private sectors.
Among his many private development -related assignments, Mr. Pickart was Chief of
Subdivisions for the City of Newport Beach for over 14 years.
It is hereby proposed that the City retain Bucknam & Associates, Inc., for a period not to
exceed six months, to perform interim administrative engineering services.
