Hopkins, PE, Director of Public Works SUBJECT: Approve and authorize execution of Amendment No. 1 to Professional Services Contract with Bucknam & Associates, Inc. for Pavement Management Program (PMP) Update Statement of Issue: In order to remain eligible for Measure "M2" funding, the Orange County Transportation Authority requires cities to maintain and periodically update a Pavement Management Program. To meet this requirement, additional professional services are required necessitating an amendment to the original contract with Bucknam & Associates, Inc. Financial Impact: Funding in the amount of $50,000 is available and currently budgeted in Measure M funds in Account No. 21390019.82300. Recommended Action: Motion to: Approve and authorize the Mayor and City Clerk to execute "Amendment No. 1 Agreement Between the City of Huntington Beach and Bucknam & Associates, Inc. for Pavement Management Program Engineering Services." Alternative Action(s): Do not approve Amendment No. 1 and direct staff on how to proceed. This action would jeopardize future allocations of Measure "M2" funding. xB -85- Item 13. - 1 REQUEST FOR COUNCIL ACTION MEETING DATE: 2/21/2012 DEPARTMENT ID NUMBER: PW12-009 Analysis: The Orange County Transportation Authority (OCTA) administers and distributes revenue generated from Measure "M2" to Orange County cities. One of the requirements for receipt of this allocation is the preparation of a Pavement Management Program (PMP). The PMP assesses the condition of the pavement for each arterial and local street and projects a seven-year maintenance program. In 2009 and in conformance with Municipal Code 3.03.06, the City initiated a Request for Professional Services to assist in the preparation of the PMP. Through this Qualifications Based Selection process, a number of consultants were evaluated and Bucknam & Associates, Inc. was determined to be the most qualified. In February of 2010, a contract was executed with Bucknam & Associates, Inc. in the amount of $80,000, for preparation of the PMP. The PMP was completed and submitted to OCTA in June of 2010 to meet our obligation of eligibility. OCTA requires that the PMP be updated every two years to reflect the condition of arterial streets. For Huntington Beach, this update is due to OCTA by June of this year. The original contract with Bucknam & Associates, Inc. did not encompass this additional scope. As the current contract does not expire until February of 2013, staff is recommending the contract amount be revised through the subject Amendment in the amount of $50,000. Bucknam & Associates' work has been very good and their familiarity with our pavement system has resulted in a cost-effective fee. Environmental Status: Not applicable for this action. FOR PAVEMENT MANAGEMENT PROGRAM ENGINEERING SERVICES THIS AMENDMENT is made and entered into by and between the CITY OF HUNTINGTON BEACH, a California municipal corporation, hereinafter referred to as "City", and BUCKNAM & ASSOCIATES, INC., a California corporation, hereinafter referred to as "Consultant." WHEREAS, City and Consultant are parties to that certain agreement, dated February 23, 2010, entitled "Professional Services Contract Between the City of Huntington Beach and Bucknam & Associates, Inc. for Pavement Management Program Engineering Services," which agreement shall hereinafter be referred to as the "Original Agreement," and City and Consultant wish to amend the Original Agreement to increase Consultant's compensation to insure eligibility for Measure M2 funding, NOW, THEREFORE, it is agreed by City and Consultant as follows: ADDITIONAL COMPENSATION Paragraph 4 of the Original Agreement is hereby amended to read as follows: In consideration of the performance of the services described herein, City agrees to pay Consultant on a time and materials basis at the rates specified pursuant to the Original Agreement, an additional sum, including all costs and expenses, not to exceed Fifty Thousand Dollars ($50,000.00). FOR PAVEMENT MANAGEMENT PROGRAM ENGINEERING SERVICES THIS AGREEMENT ("Agreement") is made and entered into by and between the City of Huntington Beach, a municipal corporation of the State of California, hereinafter referred to as "CITY, and BUCKNAM & ASSOCIATES I a CALIFORNIA CORPORATION hereinafter referred to as "CONSULTANT." WHEREAS, CITY desires to engage the services of a consultant to PROVIDE A PAVEMENT MANAGEMENT PROGRAM :and Pursuant to documentation on file in the office of the City Clerk, the provisions of the Huntington Beach Municipal Code, Chapter 3.03, relating to procurement of professional service contracts have been complied with; and CONSULTANT has been selected to perform these services, NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows: 1. SCOPE OF SERVICES CONSULTANT shall provide all services as described in Exhibit "A," which is attached hereto and incorporated into this Agreement by this reference. These services shall sometimes hereinafter be referred to as the "PROJECT." CONSULTANT hereby designates PETER BUCKNAM who shall represent it and be its sole contact and agent in all consultations with CITY during the performance of this Agreement. agree/surfnet/professional svcs 50 to 100 12-07 1 of 11 2. CITY STAFF ASSISTANCE CITY shall assign a staff coordinator to work directly with CONSULTANT in the performance of this Agreement. 3. TERM; TIME OF PERFORMANCE Time is of the essence of this Agreement. The services of CONSULTANT are to commence on � , 2010 (the "Commencement Date"). This Agreement shall automatically terminate three (3) years from the Commencement Date, unless extended or sooner terminated as provided herein. All tasks specified in Exhibit "A" shall be completed no later than 3 years from the Commencement Date. The time for performance of the tasks identified in Exhibit "A" are generally to be shown in Exhibit "A." This schedule may be amended to benefit the PROJECT if mutually agreed to in writing by CITY and CONSULTANT. In the event the Commencement Date precedes the Effective Date, CONSULTANT shall be bound by all terms and conditions as provided herein. 4. COMPENSATION In consideration of the performance of the services described herein, CITY agrees to pay CONSULTANT on a time and materials basis at the rates specified in Exhibit "B," which is attached hereto and incorporated by reference into this Agreement, a fee, including all costs and expenses, not to exceed Dollars ($ 8 0, 0 0 0. 0 0 5. EXTRA WORK EIGHTY THOUSAND In the event CITY requires additional services not included in Exhibit "A" or changes in the scope of services described in Exhibit "A," CONSULTANT will undertake such work only after receiving written authorization from CITY. Additional agree/ surfnet/professional svcs 50 to 100 12-07 2 of 11 compensation for such extra work shall be allowed only if the prior written approval of CITY is obtained. 6. METHOD OF PAYMENT CONSULTANT shall be paid pursuant to the terms of Exhibit "B." 7. DISPOSITION OF PLANS. ESTIMATES AND OTHER DOCUMENTS CONSULTANT agrees that title to all materials prepared hereunder, including, without limitation, all original drawings, designs, reports, both field and office notices, calculations, computer code, language, data or programs, maps, memoranda, letters and other documents, shall belong to CITY, and CONSULTANT shall turn these materials over to CITY upon expiration or termination of this Agreement or upon PROJECT completion, whichever shall occur first. These materials may be used by CITY as it sees fit. 8. HOLD HARMLESS CONSULTANT hereby agrees to protect, defend, indemnify and hold harmless CITY, its officers, elected or appointed officials, employees, agents and volunteers from and against any and all claims, damages, losses, expenses, judgments, demands and defense costs (including, without limitation, costs and fees of litigation of every nature or liability of any kind or nature) arising out of or in connection with CONSULTANT's (or CONSULTANT's subcontractors, if any) negligent (or alleged negligent) performance of this Agreement or its failure to comply with any of its obligations contained in this Agreement by CONSULTANT, its officers, agents or employees except such loss or damage which was caused by the sole negligence or willful misconduct of CITY. CONSULTANT will conduct all defense at its sole cost and expense and CITY shall approve selection of CONSULTANT's counsel. This indemnity shall agree/ surfnet/professional svcs 50 to 100 12-07 3 of 11 apply to all claims and liability regardless of whether any insurance policies are applicable. The policy limits do not act as limitation upon the amount of indemnification to be provided by CONSULTANT. 9. PROFESSIONAL LIABILITY INSURANCE CONSULTANT shall obtain and furnish to CITY a professional liability insurance policy covering the work performed by it hereunder. This policy shall provide coverage for CONSULTANT's professional liability in an amount not less than One Million Dollars ($1,000,000.00) per occurrence and in the aggregate. The above - mentioned insurance shall not contain a self -insured retention without the express written consent of CITY; however an insurance policy "deductible" of Ten Thousand Dollars ($10,000.00) or less is permitted. A claims -made policy shall be acceptable if the policy further provides that: A. The policy retroactive date coincides with or precedes the initiation of the scope of work (including subsequent policies purchased as renewals or replacements). B. CONSULTANT shall notify CITY of circumstances or incidents that might give rise to future claims. CONSULTANT will make every effort to maintain similar insurance during the required extended period of coverage following PROJECT completion. If insurance is terminated for any reason, CONSULTANT agrees to purchase an extended reporting provision of at least two (2) years to report claims arising from work performed in connection with this Agreement. If CONSULTANT fails or refuses to produce or maintain the insurance required by this section or fails or refuses to furnish the CITY with required proof that agree/ surfnet/professional svcs 50 to 100 12-07 4 of 11 insurance has been procured and is in force and paid for, the CITY shall have the right, at the CITY's election, to forthwith terminate this Agreement. Such termination shall not effect Consultant's right to be paid for its time and materials expended prior to notification of termination. CONSULTANT waives the right to receive compensation and agrees to indemnify the CITY for any work performed prior to approval of insurance by the CITY. 10. CERTIFICATE OF INSURANCE Prior to commencing performance of the work hereunder, CONSULTANT shall furnish to CITY a certificate of insurance subject to approval of the City Attorney evidencing the foregoing insurance coverage as required by this Agreement; the certificate shall: A. provide the name and policy number of each carrier and policy; B. state that the policy is currently in force; and C. shall promise that such policy shall not be suspended, voided or canceled by either party, reduced in coverage or in limits except after thirty (30) days' prior written notice; however, ten (10) days' prior written notice in the event of cancellation for nonpayment of premium. CONSULTANT shall maintain the foregoing insurance coverage in force until the work under this Agreement is fully completed and accepted by CITY. The requirement for carrying the foregoing insurance coverage shall not derogate from CONSULTANT's defense, hold harmless and indemnification obligations as set forth in this Agreement. CITY or its representative shall at all times have the right to demand the original or a copy of the policy of insurance. CONSULTANT shall pay, in a prompt and timely manner, the premiums on the insurance hereinabove required. agree/ surfnet/professional svcs 50 to 100 12-07 5 of 11 11. INDEPENDENT CONTRACTOR CONSULTANT is, and shall be, acting at all times in the performance of this Agreement as an independent contractor herein and not as an employee of CITY. CONSULTANT shall secure at its own cost and expense, and be responsible for any and all payment of all taxes, social security, state disability insurance compensation, unemployment compensation and other payroll deductions for CONSULTANT and its officers, agents and employees and all business licenses, if any, in connection with the PROJECT and/or the services to be performed hereunder. 12. TERMINATION OF AGREEMENT All work required hereunder shall be performed in a good and workmanlike manner. CITY may terminate CONSULTANT's services hereunder at any time with or without cause, and whether or not the PROJECT is fully complete. Any termination of this Agreement by CITY shall be made in writing, notice of which shall be delivered to CONSULTANT as provided herein. In the event of termination, all finished and unfinished documents, exhibits, report, and evidence shall, at the option of CITY, become its property and shall be promptly delivered to it by CONSULTANT. 13, ASSIGNMENT AND DELEGATION This Agreement is a personal service contract and the work hereunder shall not be assigned, delegated or subcontracted by CONSULTANT to any other person or entity without the prior express written consent of CITY. If an assignment, delegation or subcontract is approved, all approved assignees, delegates and subconsultants must satisfy the insurance requirements as set forth in Sections 9 and 10 hereinabove. agree/ surfnet/professional svcs 50 to 100 12-07 6 of 11 14. COPYRIGHTS/PATENTS CITY shall own all rights to any patent or copyright on any work, item or material produced as a result of this Agreement. 15. CITY EMPLOYEES AND OFFICIALS CONSULTANT shall employ no CITY official nor any regular CITY employee in the work performed pursuant to this Agreement. No officer or employee of CITY shall have any financial interest in this Agreement in violation of the applicable provisions of the California Government Code. 16. NOTICES Any notices, certificates, or other communications hereunder shall be given either by personal delivery to CONSULTANT's agent (as designated in Section 1 hereinabove) or to CITY as the situation shall warrant, or by enclosing the same in a sealed envelope, postage prepaid, and depositing the same in the United States Postal Service, to the addresses specified below. CITY and CONSULTANT may designate different addresses to which subsequent notices, certificates or other communications will be sent by notifying the other party via personal delivery, a reputable overnight carrier or U. CONSENT When CITY's consent/approval is required under this Agreement, its consent/approval for one transaction or event shall not be deemed to be a consent/approval to any subsequent occurrence of the same or any other transaction or event. 18. MODIFICATION No waiver or modification of any language in this Agreement shall be valid unless in writing and duly executed by both parties. 19. SECTION HEADINGS The titles, captions, section, paragraph and subject headings, and descriptive phrases at the beginning of the various sections in this Agreement are merely descriptive and are included solely for convenience of reference only and are not representative of matters included or excluded from such provisions, and do not interpret, define, limit or describe, or construe the intent of the parties or affect the construction or interpretation of any provision of this Agreement. 20. INTERPRETATION OF THIS AGREEMENT The language of all parts of this Agreement shall in all cases be construed as a whole, according to its fair meaning, and not strictly for or against any of the parties. If any provision of this Agreement is held by an arbitrator or court of competent jurisdiction to be unenforceable, void, illegal or invalid, such holding shall not invalidate or affect the remaining covenants and provisions of this Agreement. No covenant or provision shall be deemed dependent upon any other unless so expressly provided here. As used in this Agreement, the masculine or neuter gender and singular or plural number shall be deemed to include the other whenever the context so indicates or requires. Nothing contained herein shall be construed so as to require the commission of any act agree/ surfnet/professional sves 50 to 100 12-07 8 of 11 contrary to law, and wherever there is any conflict between any provision contained herein and any present or future statute, law, ordinance or regulation contrary to which the parties have no right to contract, then the latter shall prevail, and the provision of this Agreement which is hereby affected shall be curtailed and limited only to the extent necessary to bring it within the requirements of the law. 21. DUPLICATE ORIGINAL The original of this Agreement and one or more copies hereto have been prepared and signed in counterparts as duplicate originals, each of which so executed shall, irrespective of the date of its execution and delivery, be deemed an original. Each duplicate original shall be deemed an original instrument as against any party who has signed it. 22. IMMIGRATION CONSULTANT shall be responsible for full compliance with the immigration and naturalization laws of the United States and shall, in particular, comply with the provisions of the United States Code regarding employment verification. 23. LEGAL SERVICES SUBCONTRACTING PROHIBITED CONSULTANT and CITY agree that CITY is not liable for payment of any subcontractor work involving legal services, and that such legal services are expressly outside the scope of services contemplated hereunder. CONSULTANT understands that pursuant to Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for CITY; and CITY shall not be liable for payment of any legal services expenses incurred by CONSULTANT. agree/ surfnet/professional svcs 50 to 100 12-07 9 of 11 24. ATTORNEY'S FEES In the event suit is brought by either party to construe, interpret and/or enforce the terms and/or provisions of this Agreement or to secure the performance hereof, each party shall bear its own attorney's fees, such that the prevailing party shall not be entitled to recover its attorney's fees from the nonprevailing party. 25. SURVIVAL Terms and conditions of this Agreement, which by their sense and context survive the expiration or termination of this Agreement, shall so survive. 26. GOVERNING LAW This Agreement shall be governed and construed in accordance with the laws of the State of California. 27. SIGNATORIES Each undersigned represents and warrants that its signature hereinbelow has the power, authority and right to bind their respective parties to each of the terms of this Agreement, and shall indemnify CITY fully for any injuries or damages to CITY in the event that such authority or power is not in fact, held by the signatory or is withdrawn. CONSULTANT's Initial 28. ENTIRETY The parties acknowledge and agree that they are entering into this Agreement freely and voluntarily following extensive arm's length negotiation, and that each has had the opportunity to consult with legal counsel prior to executing this Agreement. The parties also acknowledge and agree that no representations, inducements, promises, agreements or warranties, oral or otherwise, have been made by that party or anyone acting on that party's behalf, which are not embodied in this Agreement, and that agree/ surfnet/professional svcs 50 to 100 12-07 10 of 11 that party has not executed this Agreement in reliance on any representation, inducement, promise, agreement, warranty, fact or circumstance not expressly set forth in this Agreement. This Agreement, and the attached exhibits, contain the entire agreement between the parties respecting the subject matter of this Agreement, and supersede all prior understandings and agreements whether oral or in writing between the parties respecting the subject matter hereof. 29. EFFECTIVE DATE IN WITNESS WHEREOF, the parties hereto have caused this Agreement to be executed by and through their authorized officers. STATEMENT OF WORK: (Narrative of work to be performed) Perform a comprehensive study of the City's entire pavement network with respect to on -going and future maintenance, rehabilitation, and reconstruction needs. This study will result in the development of a 7-Year Citywide Pavement Management Program (PMP) with GIS Integration based on MicroPAVER'' software. The Citywide PMP shall have two components to reflect two separate segments of responsibilities: 1) an ARTERIAL PROGRAM and 2) a RESIDENTIAL PROGRAM. B. CONSULTANT'S DUTIES AND RESPONSIBILITIES: 1. The Consultant shall perform all work listed the Scope of Work Section, which is attached as Exhibit "A.1" 2. This will be based on the information obtained from the City and act as an initial quality control for standard street naming conventions. The Consultant will be able to review the existing program at City Hall alongside City staff in order to gain a full understanding of the existing program. The Consultant will develop the most cost-effective preventative maintenance, repair, and rehabilitation strategies possible and optimize the City's pavement maintenance program by meeting with the City to discuss current strategies on maintenance activities. Based on the City's current maintenance and rehabilitation strategies, the Consultant will conduct an historical and prospective analysis on the conditional and financial impact these practices have on the pavement network and then present essential building blocks for the 2010-2017 maintenance program to City staff. The Consultant will establish a maintenance "decision tree" that will be used to generate pavement recommendations that will optimize the City's maintenance practices. The pavement software will generate a deterioration curve based on functional classification and age. The Consultant will review the City's deterioration curves that have been developed based on historical pavement condition, inspection, surface type, and functional class. The curves are to be modified based on local pavement conditions present at the time of the Consultant's survey. The pavement rehabilitation strategies of 1) removal and reconstruction (R&R), 2) full -depth reclamation, 3) grinding and overlay, 4) localized dig -outs, and 5) slurry seal shall be analyzed considering the expected improvement in pavement condition, the life -cycle extension that would result, and the unit costs associated with the respective pavement rehabilitation method. Once the repair/rehabilitation strategies have been defined, use the software to identify the recommended maintenance and rehabilitation projects for each street over a given period, to assist the City in preparing a 7-year capital improvement program schedule. Bucknam Director of Infrastructure Management-GIS / Vice President "Authorized Binding Signature" Background and Project Summary Project Understanding As the City of Huntington Beach's infrastructure matures, the City's staff is striving to update the City's Pavement Management Program (PMP) through cost effective citywide condition surveys, proactive management and Capital Improvement Program reporting. Additionally, the City is looking to build a strong and proactive ARTERIAL - RESIDENTIAL maintenance program that will garner a positive return on future investments while being cost-effective with available funding. The underlying need to comply with current and future OCTA MicroPAVER survey and reporting requirements will be one of our major deliverables on this project. Through our staffs project level management of the Huntington Beach PMP since 2002 our team has a detailed working knowledge of the City's network and ongoing needs. Our staff converted the City's CarteGraph PMP to MicroPAVER in 2006; from there we have performed annual inspections for the City and as recent as nine (9) months ago. At this time the City is looking to perform a citywide segmentation and survey effort. With our staff surveying 100% of the arterial network in 2007 and 60% of the residential network and alley network over the past two years we bring a unique approach to this project. As required by OCTA, arterial and collector streets need to be assessed every two years in order to comply with Measure M; residential surveys do not have a requirement for biennial assessment. Huntington Beach is currently on a four (4) year cycle for surveying all residential streets. As stated above, our staff has surveyed 175 miles of the 314 residential miles since 2008. Additionally, these assessments and surveys were performed through the use of MicroPAVER methodologies which are in line with the OCTA MicroPAVER guidelines. With the City's MicroPAVER database in -hand (currently version 6.1.4), there will be no need for converting any portion of the database, this was performed in 2006. At this time, we are recommending two approaches to your PMP project: 1. As requested by the City's RFP; performance of a citywide survey (446 miles) 2. Based on our recent MicroPAVER Army Corps of Engineering surveys; perform a 100% survey on the Arterial network (OCTA compliance) and survey the remaining 40% of the residential network (139 centerline miles) Based on the City's goals of developing a PMP that monitors ongoing and future maintenance, rehabilitation, and reconstruction needs both approaches will be achieved. Our second approach would be a tremendous cost savings to the City due to our ongoing work with the City. Survey Approach and Understanding The City requires a team that will not only resurvey the pavement network using cost- conscious methodologies and technologies but will assist in the creation of a comprehensive seven year CIP, stewardship, GIS links, and the knowledge of the inner City of Huntington Beach B-1 Pavement Management Program Services Background and Project Summary workings of MicroPAVER. The City has recognized the need to continually improve the approach used for managing its pavement network. This effort will build consensus between the Street Maintenance and Engineering departments as well as build stronger ARTERIAL and RESIDENTIAL maintenance programs The first key topics to be discussed will include the review and assessment of the existing MicroPAVER pavement plan/data, OCTA compliance, and survey areas based on recent maintenance work and schedules, new construction, data quality and condition, current pavement procedures, historical expenditure levels, and desired service levels. Deliverable: Meeting minutes, revised project schedule (if necessary) TASK 1.2: Project Status Meetings - Quality Control Program Status Meetings and Progress Reports ® Minimum of three meetings during the project (kickoff, field, and status meetings) • Field review meetings • Monthly progress status reports will be delivered to City project manager Quality Control (QC) We will use a statistical sampling approach for measuring the quality of our field technician's work. In this manner, 10 percent (46 miles) of the original surveys will be City of Huntington Beach C-1 Pavement Management Program Services Methodology re -surveyed by a independent survey crew, supervised by a field supervisor, and the results will be compared to the original surveys. Our QC process involves checking the field crews' work in a "blind study" fashion. Quality control checks will be performed at the end of each survey week. This will ensure that all field personnel are properly collecting distresses and pavement quantities for all street segments. Since we are collecting distress information on our field Tablets with the Huntington Beach MicroPAVER database live, our staff will perform several quality control tests within the pavement management software using a sample set of the City of Huntington Beach's street distress data. This will ensure that all system and analysis settings as well as City recommendations and standards are being followed. Registered Engineer Mr. Steve Bucknam, P.E. will supervise all operations, review all completed data and prepare and sign a final report incorporating the results of our pavement evaluation and conditions. We will provide engineered recommendations for pavement rehabilitation and replacement design based upon field data and analysis. Deliverable: Monthly Project Status reports, field review and project status meetings TASK 1.3: Update Maintenance and Rehabilitation Activities Based on the pavement maintenance that has been performed by in-house staff as well as contractual maintenance, our staff will review all street and alley activities that have been performed since the last update. This data will be entered into MicroPAVER to enhance the recommendations for the upcoming budgetary analysis and CIP reporting. Deliverable: Citywide Work History Report 2) Client Satisfaction TASK 2.1: Project Deliverables Shown throughout our Scope of Work, each Task is summarized with project deliverables. Client satisfaction will derive from frequent communication with the Project Manager and key staff members from the Engineering and Street Maintenance departments. Potential reduction in survey to 271 miles may occur due to recent Bucknam and Associates inspections (2007-2009). As discussed with City staff over the past few months our survey methodologies will include one of the following approaches based on the City's cost and benefit analysis: 1. Windshield based MicroPAVER survey (performed on Tablets live in the field); this methodology was used by Bucknam & Associates in our prior survey effort for Huntington Beach. MicroPAVER sampling method used 2. Automated Digital Roadway Imaging survey (see Optional Task 5.1); Bucknam & Associates has recently performed this service for the cities of Fountain Valley, Cypress, RSM, Santa Ana, Palmdale and Palm Desert for PMP and ROW inspections. MicroPAVER sampling method used. If windshield inspections are required, distress types will be collected based upon actual surface conditions and physical characteristics of the segment. Surveying methods will be conducted by remaining consistent with MicroPAVER & the Army Corp of Engineers sampling guidelines while being flexible to current City practices. Through our windshield surveys, we use a mixture of windshield and walking surveys based on the functional classification of the roadway and the street conditions found. By using the City's high -resolution aerial (approx. 3") and field efforts, we will verify street measurements; thus reducing survey times and project schedules. Our first priority will be pavement condition analysis on the City's Arterial and Collectors to ensure that we satisfy the Orange County Transportation Authority (OCTA) Measure M Turnback PMP requirements. We will use the OCTA Master Plan of Arterial Highways to assist in our survey the HB Arterial and Collector streets. Residential and alleys streets will be analyzed in a similar fashion. Our use of MicroPAVER-Tablet units allows our staff to collect pavement data with the City of Huntington Beach's MicroPAVER database live in the field. At the end of the day all electronic data is transferred to our office for quality control and management. Our Tablet methodology sets us apart from the competition since we are using a paper -less inventory process to enter data; this in turn generates cost savings to enhance other portions of the project such as CIP reporting, MicroPAVER training, and on -call services. Roadway Verification Survey - A listing of the field attribute data that is updated/verified during the survey for the pavement management database is listed below: City of Huntington Beach CA Pavement Management Program Services Methodology 1. Field Attribute Data (updated and/or verified) ❖ From/to, indicating the assigned limits of the section, sample test areas, street name, a street codification ❖ Street ranking indicating local, alley, arterial, collector, # of lanes, surface type ❖ Historical PCI tracking from previous inspections and 2010 PCI inspections s• Segment quantities, indicating the length, width, and total true area of the section ❖ ADT volumes (if available from previous reports or City documents) 2. Conditional data will be evaluated for all street segments and will include: ❖ MicroPAVER 19 AC & PCC distresses by type, severity and sample area •3 PCI ratings (0-100), taking into account the surface condition, level of distress. Other known or found environmental issues (standing water, site condition, etc.) We welcome staff members from the City of Huntington Beach to join our surveys. All pavement data will be entered into the City's most current licensed software (version 6.1.4, in -hand now). All items listed above will be maintained by our staff for the duration of this project. Data management will be performed in-house at our Laguna Niguel office. At the completion of the project, the MicroPAVER database will be placed within your information services/communication network. 3. Section Distress and PCI Reporting Once inspections are completed, we will generate a draft Pavement Condition Index (PCI) Report for City staff to review. The City and our staff will review these reports to ensure that all inventory data is correct and the project is running smoothly. PCI reports will include: •�� Identification of all street segments in a continuous manner (W to E and S to N); •�� Citywide PCI values for each street sorted by rank, name and PCI (best to worst); •�� Other key PCI data development tied to CIP reporting is shown in Task 4 below. Deliverable: Citywide draft PCI report, quality control reports DEVELOP RECOMMENDED IMPROVEMENT PROGRAM TASK 4.2: Maintenance & CIP/Budgetary Analysis We will assist the City in developing the most cost-effective preventative maintenance, repair and rehabilitation strategies possible. This will be accomplished by meeting with the City to discuss and strategize maintenance activities that are currently being used by the City. Based on the City's current AC & PCC applications and other maintenance practices used we will conduct an historical and prospective analysis on the conditional and financial impact these practices have on the pavement network. Based on our fiscal and City of Huntington Beach C-5 Pavement Management Program Services Methodology deterioration analysis, we will present our results and recommendations to City staff. This analysis will become an essential building block for the 2010-2017 maintenance programs. We will establish a maintenance "decision tree" that will be used to generate pavement recommendations that match current 2010 maintenance approaches. The pavement software will generate a deterioration curve based on functional class (arterial, residential, industrial) and age. Our staff will review the Huntington Beach's deterioration curves that have been developed based on historical pavement condition, inspection, surface type, and road class. The curves will be modified based on 2010 pavement conditions. The strategies that are typically reviewed are rehabilitation and reconstruction (R&R), localized maintenance, grinding, slurry seals, AC on PCC and overlay, the expected improvement in pavement condition, the life -cycle extension that would result and the unit costs for maintenance. All maintenance practices/unit costs will be integrated into PMS and will be derived from the most recent construction bids for pavement rehabilitation. We will account for inflation rates when long-term revenues projections are made. Our staff will also: review and recommend an updated residential Reporting District approach _(for the City's, consideration) _ that will allow us to proactively schedule localized maintenance efforts -throughout the 7-year CIP. Our Project Manager and Principal will work closely with City in defining repair and rehabilitation strategies during each fiscal year (i.e. 2010-2017). Once the repair/rehabilitation strategies have been defined, the identification of a seven year Forecasted Maintenance schedule will be generated. The recommended budget scenarios will be identified on the basis of several criteria: Present pavement conditions; Desired levels of service and available resources •+4, Cost benefit of individual strategies (e.g. reach a PCI of 80 in 7-years, etc.) •:R Scheduling with the City's RD's and other capital projects (water, sewer, etc.) Accrued backlog levels and stabilization of maintenance backlog Future routine maintenance needs based on projected deterioration rates •� Future OCTA and AHRP objectives and improving citywide weighted PCI The primary emphasis of this task is to maximize the programming of street maintenance projects using the most cost-effective strategies available and taking into account a life - cycle cost analysis. A working "draft" Final Report will be generated for City staff to review. This report will include an executive summary, the Pavement Condition Report as well as draft budgetary findings and recommendations. It will include: Priority listings (PCI's from 100-0) •� 7-Year CIP identifying arterial and residential maintenance (per section) recommendations (slurry, overlay, recon, etc.) associated with a construction cost City of Huntington Beach C-6 Pavement Management Program Services Methodology °,0, Recommendations for RD residential maintenance in "groupings" or zones. °-*® Executive Summary and Methodologies used Deliverable: Four copies of the Draft Pavement Management Program Report TASK 4.3: OCTA Compliance Reports / Citywide CIP Report We will deliver the Final Report to the City which will be essential for staff reference and presented in a way that is beneficial for elected officials/upper management. This report will assist the City in complying with OCTA and its most recent requirements. The report will be prepared in a format that uses the information delivered by MicroPAVER in conjunction with the information and analysis performed by our team. The report will also provide the City with information on: •3 Current inventory and pavement conditions indices (PCI) for all road classes Projected annual rehabilitation programs for street maintenance for a 7-yr period (ARTERIAL and RESIDENTIAL Forecast Maintenance Reports) that show the largest return on investment and acceptable levels of service ❖ Modeling and comparison of budget scenarios typically include: ■ Maintenance required to complete all streets within 10-years ® Current / Actual budget projection (citywide approach) ® 6-year CIP projection budget for OCTA submittal requirements Strategies and recommendations for the City's AHRP, Prop 42 and maintenance programs and procedures, including a preventative maintenance schedule Supporting documentation required by OCTA • A detailed breakdown of deferred maintenance (backlog) Deliverable: Three (3) copies of the Final Pavement PMP Report (plus one original signed by our Registered Engineer, CA No. 20903), in binder and electronic form (.pdf), will be sent to the City. Final PMP database will be installed at City. TASK 4.4: Mapping and GIS Update As an enhancement and proactive approach to this project, our staff will update the existing Pavement-GIS link between MicroPAVER and the City's GIS system. Our staff established this link in 2006. The City's centerline will be used as the platform for updating a unique pavement-GIS layer. The maps described below will be incorporated into the City's Final PMP report: • PCI values for every section • Work History identifications 7-yr Arterial / Residential Rehabilitation and Slurry Seal Programs City of Huntington Beach C-7 Pavement Management Program Services Methodology Functional classification maps Once the City has approved the Pavement Condition Report, we will develop the necessary MicroPAVER-GIS linkages. By using the unique ID's within the PMP and the City's ESRI street shapefile ID's, we will create a one-to-one match for each pavement section in the GIS. As new pavement inspections and edits are entered into the PMP the link that we have created will display the most current PMP data through the City's GIS. Deliverable: Complete GIS files/themes based on list above (shapefiles). TASK 4.5: Pavement Field & Software Training We will provide City staff with the quality, certified training and necessary skills needed to steward and maintain the PMP. This will include operation manuals for both field data collection and software use. Peter Bucknam, who is certified in the use of MicroPAVER, will conduct comprehensive multi -day training sessions covering segmentation management, reporting, and editing/updating the database. This is estimated to consist of a minimum of 12 hours of training. There is no minimum or maximum amount of people that can be trained under this methodology. Bucknam & Associates will provide training in the AC and PCC pavement field survey techniques. Engineering, Street Maintenance and GIS staff will have a clear understanding of how the system is developed and data recorded. City staff will be versed in the proper procedures for field data collection, thereby ensuring the ability of the City to repeat the pavement survey on its own when the need arises. At the completion of the training, the City will be able to update each individual portions of the dataset as maintenance and future inspection are completed. The training will include: ❖ General MicroPAVER use ❖ Annual data entry needs, reporting requests and deterioration modeling ❖ Annual budget projection reports — PCI report generation ❖ Update of maintenance costs, strategy assignments, engineering data, and deterioration curves; interpretation and utilization of management reports) Querying, managing and plotting from PMP — GIS mapping Deliverable: 'Training materials used in workshops, field survey forms TASK 4.6: Presentation of Huntington Beach PMP Per the City's request, we will work closely with City staff in the preparation and presentation of our Final Report (PowerPoint format) to City Council and/or upper management. This will include a study session to City staff and a general presentation for City Council. City of Huntington Beach C-8 Pavement Management Program Services Methodology TASK 4.7: On -Call Services Pavement Management Program Support Bucknam & Associates will provide annual support for a period of two years where we will provide quality and accurate use of the in-house operation of MicroPAVER software. Once the City has approved the Pavement Condition Index Report under this years work effort, this service will become active. The agreement will continue to include the provision of onsite and telephone support for the City staff. 5) Optional Tasks TASK 5.1: Automated Digital Roadway Imaging Through our understanding, City staff has been introduced to automated pavement survey methodologies. As an alternative survey methodology, our staff will implement an pavement survey methodology that will support Task 4.1 efforts as well as implement a proactive and cost efficient GPS survey methodology that will allow for the collection of numerous GPS locations using "one" imagery (e.g. five citywide infrastructure surveys for the cost of one). set of digital Beyond the pavement survey capabilities, the City will be able to collect other infrastructure assets in the future such as signs, driveways, catch basins and other ROW features; a tremendous costs savings that reaches $400,000 over the next 3 years. With verification of street segmentation, the inspection of approximately 446 centerline miles will be surveyed. MicroPAVER - Army Corp of Engineers AC and PCC distress types will be collected based upon actual surface conditions and physical characteristics of the segment while being flexible to current City practices. Our automated digital imaging allows technician to collect the following: City of Huntington Beach C-9 Pavement Management Program Services Methodology • Continuous pavement imaging (images taken every 5 meters, competition typically surveys at every 8 meters/25 feet intervals) • MicroPAVER AC and PCC distresses (e.g. linear/transverse cracking, alligator, patching, bleeding, block cracking, etc. • Surface roughness ratings (1RI) • Rutting depth (full width of lane or street) • Imaging captures 100% of each pavement segment (not just one lane) • Data transfers seamlessly to MicroPAVER • Optional Ground Penetrating Radar (GPR) for arterials and collectors • 2mm pixel images allows for centimeter horizontal and vertical accuracy The first survey process will involve the mobile GPS vehicle taking approximately three -week's time to survey the Huntington Beach's street network; additionally, the vehicles drive the posted speed limits. The images that are collected are taken by using Sony digital stereographic cameras (6 cameras) positioned on the vehicle. The images have a resolution of 1600x1200 and are geo-referenced by means of inertial GPS equipment contained within the van; images are taken every 4 to 6 meters, 15 ft intervals. The quality of the imagery and its G1S / record collecting capabilities within the software provided allows the technician to accurately identify the required pavement distresses defined by the pavement software and the project (distresses are collected in-house). All pavement GIS data associated with each pavement section will be entered into the City's working software. Survey vehicles are equipped with digital measuring instrumentation (DMI) that will be used to verify all pavement section lengths and widths. Our vehicles can be equipped with road roughness rating equipment, strip mapping cameras and are set to record 360 degree street imaging. The survey will be performed by the Bucknam & Associates team that is experienced and trained in pavement condition assessment using LambdaTech's "Feature Extraction" software. Bucknam & Associates will measure specific distress types from the digital image set. A listing of the field attributes that will be collected during the survey is listed above in Task 4.1. He brings his expertise to cities through converting, implementing, updating, and enhancing pavement management programs. Mr. Bucknam has spoken at numerous conferences pertaining to pavement practices, surveying, management and GIS integration as well as conducted numerous City Council pavement studies. As the City moves into the "program management" phase for its pavement program, Mr. Bucknam brings his experience of working with individual cities for numerous years, where he has assisted cities from the onset (turn -key, data conversion) to high -end pavement management and GIS integration and County compliance. Our staff is proud of the numerous long-term, on -call PMP support contracts we continue to serve with local agencies (e.g. Irvine, Fountain Valley, Huntington Beach, Newport Beach, Rancho Santa Margarita). Mr. Bucknam will bring new, fresh and proactive recommendations to this project and will identify realistic program management and financial goals to assist the City City of Huntington Beach D-1 Pavement Management Program Services Staffing in its upcoming CIP. The City will receive a PMP that is one of the best in the County and has the potential through this phase of management. STEVE BUCKNAM, PE, Principal -in -Charge, will be responsible for the overall performance of the project and provide quality assurance review. Mr. Steve Bucknam is a licensed Civil Engineer (LIC #20903) and will oversee all tasks for this project. Mr. Bucknam is a former Deputy City Manager for Public Works and City Engineer of Norwalk, and City Engineer in Arcadia and Pacifica, California. He has over 40 years of professional experience and has managed street maintenance, reconstruction and improvement programs. He has developed and administered Street maintenance and improvement programs in those cities as well as the City of Newport Beach where he served as Design Division head. He has extensive experience in capital program planning, pavement construction and budgeting for street improvement programs. JAMES CRANDALL, Assistant Planner, will oversee all field surveyors for this project. His responsibilities will include surveying, quality control, maintaining the survey schedule and working with our Senior Field Technician in inputting data into the City's pavement software. Mr. Crandall has been involved with over 40 pavement management projects within San Diego, LA and Orange counties. CHRIS VICTORIO, Senior Field Technician, will be the lead surveyor for this project. His responsibilities will include surveying, quality control, maintaining the survey schedule and data transfer into the City's selected pavement software. He brings a tremendous knowledge of pavement survey, construction, maintenance and support to this project. Mr. Victorio has been involved with over 45 pavement management projects in the past ten years and brings his wealth of CarteGraph, MicroPAVER, GIS and inspection experience to this project. KASEY RETHERFORD, Field Technician, will be a supportive field surveyor for this project. His responsibilities will include surveying, quality control, maintaining the survey schedule and working with our Senior Field Technician in transferring data into the City's pavement software. Mr. Retherford has been involved with over 60 pavement management projects and brings his wealth of MicroPAVER, GIS and inspection experience to this project. PJ STAVER, Field Technician, will be a supportive field surveyor for this project. His responsibilities will include surveying, quality control, maintaining the survey schedule and working with our Senior Field Technician in inputting data into the City's pavement software. City of Huntington Beach D-2 Pavement Management Program Services Staffing JIM SHEA, PMP-SQL Programmer, his responsibilities will include assessment of the existing local agency pavement management datasets and methodology conversion procedures for converting the data into the desired software program. Mr. Shea has over20 years of database management, conversion, cost analysis, data structuring and implementation experience that will brought to this project. Mr. Shea is well versed with Pavement Management software's, Oracle, SQL, Visual C++, MS Access and other database software's; he is instrumental in our ability and management of Tablet/PDA handheld inspections forms and quality control. With four technicians on this project that are trained in the Army Corps of Engineers survey methodology and available to begin work immediately; our survey schedule will be expedited. Our teamwill`be able, 'to:"survey the entire 446 miles of pavement within eight weeks time due to our experience,"'availability and man -power. "`Final Report to City by June 25, 2010. Key personnel will be available to the extent proposed project. No "key" staff indicated above shall be removed or replaced without the prior written concurrence of the City of Huntington Beach. LambdaTech International (Optional Services) DARWIN DAHLGREN, Digital Roadway Imaging Manager — Mr. Dahlgren has over 22 years experience with automated data collection for pavement and right of way features. He is responsible for the new development of all mobile data collection platforms for Lambda Tech. Mr. Dahlgren has directed the overall design and maintenance of wide range of data collection systems. He has implemented computerized roadway and infrastructure condition data collection systems and integrated optical and infrared imaging, mechanical and laser rut depth and roughness measurement systems and other sensor technology. Darwin will direct all automated digital roadway imaging surveys under the management of Mr. Peter Bucknam. Darwin and Peter have worked on numerous automated pavement and right-of-way survey projects since 2001 (Cypress, Fountain Valley, Santa Ana, Rancho Santa Margarita, Palmdale, and Palm Desert).
