DESCRIPTION OF WORK The work to be done cons-sts, in general, of the construction of a storm drain pipe line and appurtenances consisting of, but not limited to, the following items: Tae removal, salvage, disposal, relocation, and/or protection of existing facilities, both public and private; excavation, backfill, compaction, and disposal of surplus material; the installation of reinforced ocncrete pipe of various sizes by open trench laying; the construction of reinforced concrete structures and appurtenances; 0 and the performance of all other work necessary for the construction of a complete storm drain system:. - SECTION II. EARTHWORK A. Description of Work Furnish all labor, equipment, and services necessary to perform the required earthwork in conjunction with the construction of various reinforced concrete junction structures( and the rein- forced concrete pipe line, consisting of, but not limited to, the followings !® All clearing and grubbing, excavation, de"watering, shoring, removal and disposal of objectionable materials, backfill, compaction, and loading, hauling, and disposal of surplus earth materials. B. Specifications The work hereunder described shah conform to Sections 7, 10, 15, 16, 17, and 19 of the State Standard Specifications, and to these Special Provisions. C. Construction Details 1. Clearing and Grubbing Areas where construction is to be performed shall be cleared of all buildings, fences, lumber, walls, stumps, brush, weeds, trees, shrubs, rubbish and other objectionable material of any kind which, if left .in place, would inter- fere with the proper performance or completion of the contemplated work, would impair its subsequent use or foun obstructions therein. Trees and other natural growth-= outside the actual lines of construction operations shall not be destroyed and such measures as are necessary shall be taken by the contractor for the protection thereof. Organic material from clearing and grubbing operations shall not ® be incorporated in excavation backfill. c7 SS-17 The contractor Lhall make his own arrangements for disposal sites at his own expense, at which said material. may be lawfully wasted. 2. Excavation The contractor shall submit for the acceptance by the engineer, in advance of all excavation of depth in excess of five (5) feet, a detail plan showing the design of shoring, bracing, sloping, or other provisions to be made for worker protection from the hazard of caving ground during the excavation. If such plan varies from the shoring system standards established by the construc- tion safety orders, the plan shall be prepared by a California Registered Civil or Structural Engineer. Nothing in this section shall be deemed to allow the use of shoring, sloping, or protective system less effective than that required by the construction safety order of the Division of Industrial Safety and the Occupational Safety and Health Act. Ail excavations shall be performed, protected and supported as required for safety and in the manner set forth in the operations rules, orders and regulations prescribed by the Division of Industrial Safety of the State of California. Barriers shall be placed at each end of all excavations and at such places as may be necessary along excavations to warn all pedestrial and vehicular traffic of such e)^avations. Lights shall also be placed along excavations from sunset each day to sunrise of the next day until such excavation is entirely refilled, compacted and paved. All excavations shall be fenced in such a manner as to prevent persons from falling, walking, or otherwise entering any excavation in any area, public or private. The location and grade for the structures will be established by the Director of Public Works. Excavation of every description and of whatever substance encountered shall b- made to the depth and grade shown on the plans. Care shall be taken to restrict all excavation to the lines and grades shown on the plans, with adequate allowance for clearance around concrete structures and pipe lines. Pipe trenches shall be sufficiently straight to permit the pipe to be laid true to line in try- center of the trench. The trench width shall be such as to provide a free working space on each side of the pipe as laid. Material through which the trench is fi f:L:avated shall be de --watered by means of well point system, or other pumping facilities acceptable to the Director of Public Works, to a minimum depth below subgrade to 18 inches. The trenches and other excavations shall be kept entirely free of water while the concrete is being placed and the pipe is being SS--18 • a Ci u 0 4 4 0 le laid, and until the concrete or mortar has had its final set, or the pipe joints have been completed. Water shall be disposed of in such a manner as not to cause injury to public or private property nor to be a menace to public health. Excavation for all structures and pipes shall be to the grades shown on the plans and shall be sufficient in size to leave at least 6 inches in the clear between the outer surfaces and the embankment or timbering which may be used to protect them. Free access must be provided to all fire hydrants, and means shall be provided whereby all storm and waste water can flow uninterrupted. Where necessary, trenches and other excavations shall be properly sheeted and braced to furnish acceptable working conditions. The bracing shall be so arranged as not to place any stress on portions of the completed work until the general construction thereof has proceeded far enough to provide ample strenght. Any damage to structures occurring through settlements, water or earth pressures, slides, caves, or other causes, due to failure or lack of sheeting or bracing, or to improper bracing, or through negligence or fault of the contractor in any other manner, shall be repaired by the contractor at his own expense. Sheet piling and other timbers shall be withdrawn in such a manner as to prevent caving of the walls of the excava- tion. « If extra excavation is ordered in writing by the Director of Public Works to obtain suitable foundation conditions for structures, such excavation and the materials used to refill the excavation will be paid for at the unit bid price per ton on bedding and shall be considered to be full compensation for the excavation, disposal, furnishing and placement of No. 3 rock bedding, backfill, and com- paction. Over excavations due to contractors negiligence shall be refilled with well tamped sand and gravel at the contractor's expense. Materials excavated in streets and roadways shall be laid alongside the trench and kept neatly piled so as to cause as little inconvenience as possible to public travel. 0 0 SS-19 n Pavement removals shall be kept separated from dirt removals intended for b:.kfill. All. materials excavated from streets and roadways, not required for backfilling and objectionable materials shall be immediately removed and disposed of by the Contractor. 3. Backf ill 11 trench :ackfilling shall conform to the pipe bedding detail as shown on the plans. All backfill shall be done in such a manner as not to move or otherwise i,ijure the structure and/or the pipe line. No backfill shall be placed against or around the struc- ture or pipe line until said has been inspected and approved by the Director of Public Works. All backfill shall be :Wade with suitable material which is clean and free from organic or other objectionable substance:, Large rock fragments, stones, boulders, or broken concrete pavement shall not be used. 4. Beading Bedding shall conform to the pipe bedding detail as shown on the plans. A minimum thickness of 12 inches of Class A bedding shall be laid under the structures. Class A bedding shall be composed of sand or No. 4 (maximum) crushed rock or gravel and shall be laid to a thickness of that specified on the plans. Class B bedding shall be composed of clean sand with a sand equivalent �f at least 30. Class B bedding shall be laid to a height of that specified on the plans, and shall be completed prior to placement of the balance of backfill. 5. Compaction Above the bedding material, native soil may be used for backfill, except for peaty or fat clay materials. Backfill shall be made in layers not exceeding eight inches in thickness. Each 'ayer to be compacted by moistening and tamping by equipment, machines, or hand tools. s.g--20 0 0 0 0 A C, C] 0 0 0 Trench backfi.11 shall be compacted in accordance with ® Section 19 of the State Standard Specifications to at least 90% of maximum density in the upper four (4) feet and 0% maximum density below four (4) feet. The maximum density shall be determined in accordance with ASTM Method D-1557-70. 49 The contractor is hereby made aware of the minimum testing which will be performed at the direction of the Director of Public Works. Trenches will be tested in horizontal increment spacing not to exceed two (2) feet commencing one (1) foot above top of bedding material. Testing in the vertical increment will not ne--essarily be at the same locations, i.e., the tests may be straggerad at the option of the inspector. Slurry Dackfill At all sewer line undercrossings, a one sack slurry mix ® shall be used as backfi,ll above the storm drain line bedding material. Slurry shall be poured to top of sewer line pipe. Attention is directed to the improvement plans for locations and profiles. ® SECTION III. REINFORCED CONCRETE PIPE A. Descri ti.oi. of Work Furnish all labor, materials, equipment and services necessary for the construction and installation of a reinforced concrete pipe storm drain line by means of open trench laying., B . Specifications The work hereunder described shall conform to Sections 10, 16, 17, 19, and 65 of the State Standard Specifications. C. Construction Details 1. Pipe All piping shall be in accordance with Section 65 of the State Standard Specifications and in accordance with the D-Loads indicated on the Improvement Plans and/or proposal. ® The interior of the pipe shall be kept free from dirt and other foreign material as the pipe laying progresses. :are shall be taken to make certain that pipe after proper cleaning Aremains clean. Open ends shall be plugged or covered when work is stopped at night or for any other reason left unattended. • • SS --21 Any pipe which is not in true alignment or develops heaving or settlement after laying, shall be taken up and relaid at the contractor's expense. No pipe shall be laid which is damaged, cracked, checked, or spalled or has any other defect beyond the specifications tolerances, and all such sections shall be permanently removed from the site. The given pipe lengths are approximate being based on the horizontal distance from pipe end to pipe end. Actual installation length may, therefore, vary slightly. 2. Joints a. Cement mortar -- The cement mortar shall be composed of ,ine part Portland cement and two parts of clean sand. The consistency of the point mortar shall be such that it will adhere readily to the pipe and can easily be squeezed out at the joints. All mortar shall be used within 30 minutes after mixing with water and all parts of the pipe to be in contact with mortar shall be washed clean and thoroughly wetted to insure proper bond. b. Tongue and Groove Self --Centering Joints -- Complete circumferential mortaring of outside joints will be required. Use of pouring diapers and bands shall be done in such a manner s) as to prevent air locks and to insure complete annular filling with mortar. In a.�l cases the entire depth of the finished inside joint shall. be filled with mortar in such a manner as to insure a strong water tight joint. SECTION IV. CAST IN PLACE CONCRETE PIPE (Alternate) A. Description of Work Each bidder is herein notified that cast in place will be an allowable alternate in whole or part in accordance with the proposal listings and, the hereunder provisions. The work consists in general of furnishing all labor, materials, equipment, and services necessary for the construction and installation of a cast in place concrete pipe storm drain line. B. Specifications The work hereunder described shall conform to Section 63 and 90-8 of the State Standard Specifications, the attached Standard Specifications for caste in place pipe dated tiarch 1974 and to these Special Provisions. Description of Work Furnish all labor, materials, equipment, and services necessary for the construction of various concrete junction structures as indicated on the plans and hereunder described. B . Specifications The concrete work, hereunder described shall conform to Section 19, 51, 52, and 90 of the State Standard Specifications. C. Construction Details 1. SCHEDULE D MISCELLANEOUS IMPROVEMENTS SECTION I. DESCRIPTION OF WORK Furnish all labor, material, and equipment necessary for the con- struction of the following: fire alarm box relocation; Ciro hydrant relocation, and installation; traffic signal modification; street light trenching and conduit installation; together with related work. SECTION Il. SPECIFICATIONS The work hereunder described shall conform to S,-:ctions 4, 7, 10, 15, 17, 19, 86 and 90 of the State Standard Specifications, and to these Special Provisions. SECTION III. CONSTRUCTION DETAILS 4'1 A. Fire Alarm Box Relocation The existing fire alarm box at the northeast quadrant of the intersection of Talbert Ave. and Gothard St. shall be relocated. The contractor shall contact the City of Huntington Beach Fire Department at least 49 hours pi-ior to construction within the immediate area. The City will then contact the General Telephone Co. to perform the necessary disconnection. The box and conduit can then be removee, and relocated. Installation shall adhere to the standard requirements set forth by the Fire Department. Work is subject to inspection by both Fire personnel and the project inspector. Cooperation between contractor, Fire Depart40 - ment, and General Telephone Co. is essential. B . Fire Hydrant The existing fire hydrant at they southeast quadrant of Slater Ave. and Gothard St. shall be relocated, and a hydrant shall be installed at approximately Station 44+20. All work and materials shall conform to the City of Huntington Beach Water Department General Specification dated July 1, 1975. A minimum 48 hour notice shall be given to Water Department personnel prior to any water construction . C. Street Lightia in connection with the street lighting system the contractor shall perform the following: 1. Trenching Trenches shall he excavated to the width and depth spacified by the Southern California Edison Co. Locations are shown or specified on the improvement plans. 2. Conduit The contractor shall lay 2-1/2" diameter conduit at the locations and per requirements as specified by the Southern Californian Edison Co. Material shall. be PVC C^_hedule 40 type or approved equal according to Southern California Edison Co. SS-26 SCHEDULE D - SECTION IV. D. AND STREET LIGIITIN6 SYSTLMS 2.1 - General Requirements 2.1.0 - Ayj)lication of Standard Specifications Unless specifically modified or deleted by these Special Provi- Of sions, all portions of Section 86, "Signals and Lighting,: of the Standard Specifications, which are relative to the work to be done, shall apply. All references of the type "Section 86- it refer to the specified section of State Ftandard Sp--.ificanions, dated January, 1975. 2.1 1 Description The description of the work shall conform to Section 86-1.01 of State Standard Specifications and these Special Previsions. The work to be done consists in general of the construction of traffic signal and street lighting systems at the following inter- section: 1. Gothard Street at Warner Avenue The Contractor shall request a pro -job conference to be held not later than five (5) working days Prior to commencing the project for the purpose of :-eviewing the work to be done with members of the Public Works Department staff. During construction. of the project, the Contractor shall give five (5) working days notice of the readiness of any portion of the work for inspection, and shall not proceed with related work without approval of the Inspector. 2.1.2 - Regulations and Code All electrical equipment shall conform to Section 86-1.02 of the State Standard Specifications and these Special Provisions. 2.1.3 - Equipment List and Drawings Equipment list and drawings of electrical equipment and material shall conform to the provisions in Section 86-1.03, "Equipment List and Drawings," of the Standard Specifications and these Special Provisions. The Contractor shall maintain all necessary notes, records, sketches, drawings, or other material necessary to prepare, and shall I E 0 • E • • • prepare, as built" drawings indicating the locations, incl.ud i.n,,r, depth and sizes of conduits installed, locations of pull boxes and standards, and other work completed by the Contractor. Contractor shall deliver "as -built" drawings to the inspector prior to final inspection of the work done, and final inspection will not be clone until such "as -built" draWi.ngs are delivered to and approved by the inspector, "As -built" drawings shall consist of blueprint copies of the contract drawings (provided by City) upon which Contractor shall mark the information required to locate the improvements. Z.1.4. - Warranties, Guarantees, and Instruction Sheets Manufacturers' warranties and guarantees furnished for materials used in the work and instruction sheets and parts lists supplied with materials shall be delivered to the Engineer prior to acceptance of the project. The Contractor shall include, as part of the equipment list to be provided under Section 2.1.3 of these Special Provisions, informa- tion setting forth the warranty or guarantee period associated with 0 each item to be supplied as part of the work to be done under this Schedule. Maintaining Ex3_3ting and Temporary Electrical Systems Maintenance of existing and temporary electrical systems shall • conform to Section 86-1..05 of the State Standard Specifications and these Special Provisions. Installation of temporary facilities or wiring for the con- venience of the Contractor in the prosecution of the work to be done shall be approved in writing by the Engineer prior to installa- tion, and the cost of installation and removal of such temporary ® facilities or wiring shall be borne by the Contractor. 2.1.6 - Scheduling of Work Work shall be scheduled in conformance with Section 86-1.06 of State Standard Specifications and these Special Provisions. 2.3.7 -__Safety Precautions Safety precautions shall coriform to Section 86.1.07 of State Standard Specifications and these Special Provisions. Applicable sections of California Administrative Code, Tile 8, concerning electrical and construction safety standards and practices, shall be adhered to and enforced by the Contractor. 2.1.8 - Definitions The definitions contained in Section 86-1.08 of State Standard Specifications shall apply only to work to be done under this Schedule. 0 SS--29 2.2 - MATERIALS AND INSTALLATION 2. 2.1 2 2.2. - Foundations Foundations shall conform to Section 86-2.03, "Foundations," and these Special Pro1ri.sio;1s. Exposed concrete surfaces in sidewalk areas shall be finished as directed by the Engineer. The first sentence of the last paragraph of Section 86-2.03, "Foundations," is amended to read: "When a foundation is to be abandoned, it shall be removed completely, unless otherwise noted on the plans." 2.2.4 2. 2 . S - Conduit Conduit shall conform to Section 86-2-.05, "Conduit," and these Special Provisions. Conduit shall be the size shown on the plans, and shall be the rigid metallic type, unless otherwise specified. Ground jumper shall be visible after cap has been poured on • foundation. 2.2.11 2.2.12 SS-»30 0 0 0 0 0 0 A • 2.2.13 2.2.14 - Testing Testing shall conform to Section 86-2.14, "Testing',' and these Special Provisions. Testing will be performed by test facility designated by the City. The seventh paragraph of Section 86-2.14C, "Functional Testing is amended to read: "Functional tests shall start on any working day except Monday or Friday, or the day preceding or following a legal Holiday." 2.3-Traffic Signals and Fittings Traffic signals and fittings shall conform to Section 86-4, "Traffic Signals and Fittings," and these Special Provisions, Pedestrian signals shall be of the type specified on the plans. 2.4 - Detectors Vehicle detectors shall conform to Section 86-5, "Detectors," and these Special Provisions. Lead-in cables shall be continuous from pull box where splice to road wises is made to controller te-nninals. Loop location approval shall be requested by the Contractor 48 hours prior to need. Loop locations must be approved by City personnel prior to sawcutti.ng. Loops cut by the Contractor without approval or location by City will be at Contractor's risk, and re- installation of imporperly located loops shall be at Contractor's expense. Pedestrian push buttons shall be the type shown on the improve- ment plans. 2.5 - installation of Temporary Traffic Signals Contractor shall provide temporary signals during the time the existing equipment is out of service. 'Temporary signal for Gothard Avenue shall be a 3 section, 12 inch R-A-G. Pedestrian signal and pedestrian pushbutton for both Gothard Street and Warner Avenue shall be provided by the Contractor. 2.6 - Existing Electrical Equipment Contractor shall salvage, reinstall, or stockpile existing elec- trical equipment as shown on the plans and as specified in Section 86-7, "Salvaging and Reinstalling or Stockpiling Electrical Equip- ment," and these Special Provisions. Section 86-7.03, "Stockpiling Salvaged Electrical Equipment" is amended to read: 0 SS-31 u "Existing equipment removed and not reused shall be salvaged and shall be delivered by the Contractor to the City Corporation Yard." 2.7 - Payment it Payment for the wort; described in this Schedule, "Special Pro- visions for the Installation of 'Traff:ic Signals and Street Lighting," shall be made as described in Section 86-8, "Payment," and these If Special Provisions. GENERAL The work or procedures covered under this schedule consist, in general, of the project work schedules, phasing of work area, and traffic control within or near the ;roject. SECTION 1I. PROJECT SCHEDULES ® A. General The contractor shall prepare a detailed schedule of his proposed prosecution of the several locations and varied items of work on this project. This schedule shall be written or prepared in chart form and shall be furnished, within seven days after the contract execution, to the Director of Public Yorks in triplicate for approval. The schedule shall be expected to have estimated completion dates for each related group of items. The contractor shall prepare the schedule in such a manner so as to basically conform to the phasing require- ments described in Section III, hereinafter Following: i B. Pre -job Conference A project pre -job conference will be scheduled and notification of which shall be sent to the contractor from the Director of Public Works. The meeting will be threefold in purpose as outlined below: 1. Open discussion to clarify any area of the work. existing in the field, detailed on the plans, or specified therefor within these special provisions, including, if desirable to the parties present, a walk or drive through the project. 2. A briefing of the basic schedules of progress required and a reading and/or explanation of the approved detail schedules as submitted by the successful prime or general contractor to whom the contract ;.s awarded. 3. Introductions and acquaintance of the key project personnel: a. The City will furnish the contractor a list of the various City inspectors, and any other personnel who will have direct responsibilities with the project. s b. The contractor is expected to be represented at the meeting by his assigned superintendent and foremen, and attendance by the representatives of the various major sub -trade phases of this project will also be appreciated. SS--33 SECTION 11I. PROJECT PHASING A. General Procedural phasing of this project is expected to be in the normal order of the various trades involved. However, in order to complete the project within the contract allotted time, it will be required to proceed with several schedules of work simultaneously. The contractor shall make provisions for the furnishing of that material, labor, and equipment to pursue such operations without additional com- pensation to the contract bid. B. S2eci.fic Phasing The work shall be scheduled in such a mariner so as to have the '.east possible interruptions to access and to utility services -o general publ-4c and the specific users along the project route. The owners shall be given advance notice of any neces- sary break in service and an expected time or date of reconnec- tion. The items concerned are electrical, loater, sewer., telephone, and gas services, together with traffic movements. SECTION IV.. TRAFFIC CONTROL AND PROJECT SAFETY The work shall consist in general of maintai;irg traffic control and safety throughout the limits of the project, including affected adjacent areas utilized by construction traffic. This work shall conform to -these specifications, general orders of the State Department of Industrial Safety, Sections 7, 8, and 10 of the State Standard Specifications, and directives or instruction from the Director of Public Works. the contractor shall adhere to the following: A. Talbert Ave. to Ellis Ave. 1. No full closures will be permitted. Daylight lane closures will be permitted with prioi approval of the inspector provided flagmen are available for control of vehicle move- ments. 2. Two minimum width lanes of 12' must be provided at all times. Traffic shall not be routed over dirt shoulder areas. No additional compensation will be allowed for the installation, removal, and disposal of temporary paving. 3. Residence and business entrances and exits along the project route shFil not be completely off. In the event new drive- ways are being constructed or adjacent work affects the entry or exit, the contractor shall prepare: an adjacent area for temporary use, which shall be suitable fcr the safe passage of all types of traffic including pedestrian. The temporary areas shall be maintained in satisfactory condition for the entire time of its use. Upon cessation of the need for any temporary travel areas, the contractor shall remove and dispose of all facilities. Closure shall provide access to City Yard, business and residence entrances and exits alone this portion of the route, so as to minimize inconveniences. The contractor shall adhere to the directives of the City Traffic Engineer. SECTION V. SURPLUS EXCAVATION MATERIALS The contractor shall, by submission of a bid, acknowledge the following: 1. All asphalt concrete, Portland cement concrete, debris, and other unsuitable materials shall be re-Poved from the .job site and disposed of in accordance with Sections 15 and 7-1.13 of the State Standard Specifications. 2. Upon completion of all compactions, roadway subgrade, and embankmo;:4 preparations, the contractor shall assume ownetship of all surpl'-as Excavated soil and shall remove and dispose of same in accordance with Section 15 and 7-1.13 of the State Standard Specifications. SECTION VI. COOPERATION WITH OTHERS The contractor is hereby made cognizant of the fact the work de- scribed in these Special Provisions wi11 necessitate full coopera- tion with public utility and private concerns bracing, relocating, and/or protecting facilities which are adjacent to or within the improvement areas. Thy contractor .shall contact each company or party so involved in order to schedule operations in the least interfering manner. Underground facilities shall be exposed by the contractor prior to commencing excavations or operations which could cause damages. Costs involved in relocations requested by the contractor to facili- tate his work will be borne by the contractor. The major companies having facilities in the area are Southern California Edison, General Telephone, Southern California Gas Company, and various municipal facilities. SECTION VI+. SAFETY REQUIREMENTS Each contractor, by submitting a bid for this project, shall be responsible for understanding and comply:zg with Assembly Lill 2765 which added Section 6422 to the Labor Code. Due to plan revisions and field conditions found to exist, the following change orders have been required to modify the work. Change Order No. 1 - Revise storm drain elevations to avoid conflict with existing General Telephone underground facilities. No change in contract price. Change Order No. 3 - Purchase and install 54" storm drainpipe to connect existing stone drain system to new construction when found to be short of expected location. Some of the property owners consented to the dedication and plans reflected the street improvements. In some cases dedication was not made and full street improvements were not shown in such locations on the plans. Subseluent to the approval by the City Council of the plans and specifications several property owners have volunteered to dedicate for street right of way in exchange for improvements out to and including curb and gutter. In order to accomplish the objective of increasing the development of industrial pro- perty, we should accept these offers. The locations are on the east side of Gothard, a distance of 300 feet beginning 295 feet south of Slater Avenue, and also on the east side 200 feet com- mencing 340 feet north of Slater Avenue. The cost for this additional work will amount to $7,000.00 and can be financed out of Gas Tax funds. Also, there will be $10,000 available for this additional work from Lenny Lindborg in conjunction with a Conditional. Use Permit for the Tennis Estates. All pavement markings shall conform to the standards of . the applicable portions of State of California Department of Transportation Maintenance Manual., Chapter Y.VI, "Pave- ment Delineation," as amended. Sandblasting shall be coordinated with installation of new pavement markings to provide continuous, non -conflicting guidance to public traffic. Traffic stripes and pavement markings shall be removed from the pavement surface by sandblasting. The engineer may direct the contractor to accomplish the removal opera- ' -ions by the "wet nozzle" method, if, in his opinion, a traffic hazard exists. Sand deposited on the pavement as a result of removing traffic stripes and markings shall be removed as the work progresses.
