The construction method to install storm drain facilities on Talbert Avenue
at the Southern Pacific Railroad was changed to allow an open cut excavation
with the railroads approval and deletes the contract pipe jacking item.

Change Order Number 2 :
30" storm drain was installed at deeper grade to clear existing Telephone
Company conduit.

Change Order Number 3:
Install conduit for future street lights in Gothard, north of Ellis. Conduit
was an obligation of the City by prior agreement and installed prior to place-

The original project estimate of $939,000.00 was increased to $959.000.00 when additional
modifications to the Talbert/Beach traffic signal was required by the State and a grater
main lateral was added.
In reviewing the bid the major item of increase over the estimate was asphalt concrete, up
33% over our last project-. As eight bids vere received and facing continuing increases in
all items of construction, award is recommended.
Drainage funds for the portion of Gothard/Tal-bert storm drain being built by this project
0 RCA - CC-248 and CC-412 2- 0 Febrtia 21 1980
were budgeted from available District Number 9 funds, however, a prior request for an .
appropriation had not been made and is being done at this time.
The project locations and descriptions are listed below
Talbert Avenue between Gothard Street and Newland Street, AHFP Number 719. The improve-
ment inclu es curbs and gutters, street paring, drainage facilities, sewer facilities,
water facilities, traffic signals at Gothard and traffic signal modifications at Beach.
Warner Avenue 300' west of Goldenwest to 1100t east of Goldenwest and Gold►vrnvest Street -
Warner to 6001 south. Street widening at Ocean View High School. The proposed improve-
ments include curbs and gutters, sidewalk, bikeway and street paving.
Graham Street Edinger to 1000' north at Marina Park. The proposed improvements include
cur s angutters, median islands and street paving.
Graham Street south of Heil Avenue at the City oimed Sims Grove. Proposed street improve-

Analysis-:
A number of street, improvement sites have been caTbi.ned together in one contract to
realise an advantage in unit price costs experienced in a larger project.
The Talbert Ave. prcject following a resolution of request from the City was included in
the Orange County Arterial Highway Financing Program (AHFP) as project No. 719.
The Goldenwest, Warner, Graham, Gothard and Palmdale projects were previously bid but due
to.the disqualification of the low bidder were not awarded.
The project locations and descriptions are listed below:
Talbert Ave. between Gothard St. and Newland St. The proposed improvement includes curbs
and,gutters, street paving, drainage facilities, sewer facilities and traffic signals at
Gothard.
Warner Ave. 300' west of Goldenwest to 1100± east of Goldenwest and Goldenwest St.
Warner to 600' south. Street widening at Ocean View High School. The proposed �rovements
include curbs and gutters, sidewalk, bikeway and street paving,
Graham;St. - Edinger to 1000' north at Marina Park. The proposed improvements include curbs
and gutters, median islands and street paving.
Graham St. - south of Heil Ave. at the City owned Sims Grove. Proposed street improvements
include curb and gutter, street paving and sewer and water laterals.
Edinger Ave. at Gothard and Gothard St. at Edinger and north of Ellis. Proposed sidewalk
construction.
Palmdale St.- south of Warner.
