Wilson, City Manager PREPARED BY: Paul Emery, Deputy City Manager/Interim Community Services Director SUBJECT: Conduct a public hearing and adopt Resolution Nos. 2011-30 and 2011-31 authorizing Staff to apply to the California Department of Transportation for a Federal Transit Administration Section 5310 Program Grant and to execute and file all Certification of Assurances, Contracts, and Agreements Statement of Issue: There is a need to conduct a public hearing and adopt a resolution to accompany the application for a California Department of Transportation 5310 Grant for the purchase of four replacement vehicles for the City Senior Transportation Program. Additionally, there is a need for the City Council to adopt a second resolution permitting staff to execute and file all certifications of assurances, contracts, or agreements or any other documents required by the Department on behalf of the City. Financial Impact: No funding source will be needed, as this grant cycle is fully funded through the California Department of Transportation FTA Section 5310 Program Grant. Recommended Action: Motion to: A) Adopt Resolution No. 2011-30, "A Resolution of the City Council of the City of Huntington Beach Authorizing Staff to Apply to the California Department of Transportation for a Federal Transit Administration Section 5310 Program Grant" to purchase four accessible vans to transport elderly for the "Surf City Seniors on the GO!" senior transportation program; and, B) Adopt Resolution No. 2011-31, "A Resolution of the City Council of the City of Huntington Beach Authorizing Execution of Documents Required by California Department of Transportation for Grant Funds Available for Capital Transportation Projects Pursuant to Section 5310 of the Federal Transit Act." Alternative Action(s): Do not adopt resolutions applying for and authorizing execution of documents for a State Department grant to purchase vehicles for the Senior Transportation Program. H -13 - Item 9. - 1 REQUEST FOR COUNCIL ACTION MEETING DATE: 5/2/2011 DEPARTMENT ID NUMBER: CS-11-005 Analysis: The City of Huntington Beach has an opportunity to apply for a Federal Transit Administration Section 5310 Program Grant to purchase four replacement vans for the city of Huntington Beach "Surf City Seniors on the GO!" senior transportation program. This acquisition of vehicles will not increase the size of the City's fleet, but will be used to replace four vehicles that each exceed 100,000 miles. A public hearing must be conducted and a Council -adopted resolution must accompany the grant application. Additionally, a second Council adopted resolution is needed to authorize staff to execute and file all certification of assurances, contracts or agreements or any other document required by the Department of behalf of the City of Huntington Beach. The FTA Section 5310 grant will allow the city to replace older senior transportation vehicles with newer and more efficient vehicles. These vehicles will meet an increasing need to transport senior citizens to and from their residences to locations within the Huntington Beach community. The "Surf City Seniors on the Go!" transportation program transports seniors to doctor's offices, shopping centers, social services, and the seniors' center. Staff and volunteers provide approximately 3000 trips per month to city seniors. The City currently works with several different funding sources for the ongoing operation of the program, but is in need of this FTA 5310 funding to update the transportation fleet. Notification of grants will be awarded will be in September of 2011. If the city is successful in obtaining FTA 5310 funds, they will not be responsible for providing any matching funds. The Cal Trans grant will fund $176,000 for the purchase of new vehicles, which is 100 percent of the cost of the vehicles. Environmental Status: N/A Strategic Plan Goal: Maintain and Enhance Public Safety — by providing non -emergency medical/other transportation for older adults. Resolution 2011-31, "A Resolution of the City Council of the City of Huntington Beach Authorizing Execution of Documents Required by California Department of Transportation for Grant Funds Available for Capital Transportation Projects Pursuant to Section 5310 of the Federal Transit Act" Item 9. - 2 HB -140- H -141- Item 9. - 3 RESOLUTION NO. 2011-30 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING STAFF TO APPLY TO THE CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR A FEDERAL TRANSIT ADMINISTRATION SECTION 5310 PROGRAM GRANT WHEREAS, the Federal Transit Administration, through its Section 5310 Program, provides capital grants to nonprofit organizations and qualifying public agencies for the purchase of accessible vans, buses and related equipment to meet the transportation needs of the elderly and physically challenged; and The City of Huntington Beach ("City"), through its Department of Community Services, maintains an on -going program of transporting elderly and physically challenged persons to and from their residences to such places as doctors' offices, shopping centers and stores, social services offices and the City's senior center ('Senior Transportation Program"); and There is a need for the City to obtain newer and more modern transportation vehicles in order to continue with this very important program; and The State Department of Transportation, with local assistance provided by the Orange County Transportation Authority, administers the above -described federal transportation grant program; and A public Bearing was held by the City Council on May 2, 2011, at which time all interested persons were invited to speak on the subject; and Prior notice of the date, time and specific purpose of said public hearing was published by the City in a newspaper of general circulation at least 30 days prior to the date of the public hearing; and Prior to the date of the public hearing, City staff sent a contact letter to private, nonprofit transportation providers informing them of the date, time and place of the public hearing, as well as the right to be heard; and No private, nonprofit transportation agencies are readily available to provide the services provided by the City through its Senior Transportation Program; and The City desires to apply to the California Department of Transportation for a Section 5310 Program Grant in order to buy four (4) vans for its Senior Transportation Program, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: The Director of Community Services or his/her designee is hereby authorized to submit a grant application to the California Department of Transportation, under the Federal Transit 11-2791.001159638 Resolution No. 2011-30 Administration Section 5310 Program, to obtain funds for the purchase of four (4) vans for use in the City's Senior Transportation Program. WHEREAS, the U. S. Department of Transportation is authorized to make grants to states through the Federal Transit Administration to support capital projects for non -urbanized public transportation systems under Section 5310 of the Federal Transit Act (FTA C9070. I F); and The California Department of Transportation (Department) has been designated by the Governor to administer grant funds under Section 5310 for transportation projects for the elderly and disabled; and The City of Huntington Beach desires to apply for the grant funds to permit operation of paratransit service in Huntington Beach; and The City of Huntington Beach has, to the maximum extent feasible, coordinated with other transportation providers and users in the region (including social service agencies). NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: I.
