DOLDER, Fire Chie SUBJECT: FIRE DEPARTMENT FILE SE VER REPLACEMENT Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachments) !A - Statement of Issue: Should the City complete the relocation of its fire dispatch services to Metro Cities Communications Center which includes connecting all Huntington Beach fire stations, training center and shop to fire administration, city hall and other Metro Cities agencies? This connectivity requires the replacement of the existing fire department file server and the purchase of additional hardware and software upgrades. A formal bid process identified Centric Resources, Inc. as the best vendor to provide these services, at a cost of $123,891. Funding Source: The estimated annual savings to the City of Huntington Beach resulting from the relocation of dispatch services to Metro Cities is $175,000. At the time of the relocation, it was anticipated that approximately $142,162 would be necessary to complete the transition. Therefore, the first year's savings to the City was reduced to $32,838 and the remainder of the savings was added to the fire department's FY96197 operating budget to ensure the completion of the project. No additional appropriation is required since all funds identified for this project ($123,891) are currently budgeted. . a� ,C� CPuJI� Recommended Action: Motion to approve and authorize the Mayor o execute a professional services contract with Centric Resources, Inc. in the amount of $123,892, including waiver of the thirty -day notice requirement for cancellation of Worker's Compensation and waving the separate additional insured endorsement for sixty days. Alternative Action(s): Do not approve the contract with Centric Resources, Inc. to complete the relocation project. �'k MEETING DATE: 07/07/97 DEPARTMENT ID NUMBER: FD 97-009 Analysis: The relocation of fire dispatch services to the Metro Cities Communications Center in June 1997, resulted in an annual net savings of $175,000 to the City of Huntington Beach. These savings were immediate, with the exception that in the first year (FY 1996/97), the overall savings of $175,000 was reduced by $142,162 to fund necessary costs for completing the transition. One component of the transition to Metro Cities is to provide communications links between all Huntington Beach fire stations, Metro Cities Communications Center and all Metro Cities agencies. The backbone communications network, which is the frame relay lines that' physically connect all locations, has been installed and is operational. All fire department computer hardware was upgraded, and Windows 95 software was installed to provide the TCP/IP communications protocol necessary to communicate over the frame relay network. Other software that allows Huntington Beach computers to talk to the host computer in Anaheim has been installed and is operational. The unfinished portion of the communications component is to connect the fire stations, training center and fire shop to city hall using the existing backbone network. To do this, the fire department's four (4) year -old file server must be replaced to handle the additional workload. Additional hardware and software must be purchased to allow electronic mail messaging between the six (6) Metro Cities fire departments, as well as to the rest of the City of Huntington Beach. A second file server, which will handle all fire department records, will be connected to the main server so that firefighters at the stations can retrieve and view stored records such as occupancy records, permits and completed incident reports. The communications link from the fire stations to fire administration will also improve the overall efficiency of the department. All fire department administrative forms will be created on the computers and will be sent electronically rather than hand carried from the fire stations to city hall. Incident records from the previous dispatch computer system will be converted to the new data base server and stored with incident information being generated by the Metro Cities dispatch computer system. All incident and inspection records will be stored in the same software format, on the same computer, and will be accessible from any fire department computer throughout the City. Due to the specific technical expertise required, the existing workload faced by the City's Informations Technology Division, and because of the immediate need of the server replacement, it was decided to contract with an outside agency. The outside contractor would be able to immediately 'provide the specific technical expertise required, plus all elements of the file server replacement which include: network design, hardware and software procurement, system installation, transition from old server to new, development and implementation of security measures, staff training and network administration support. FD97-009 -2- 06/27/97 7:58 AM MEETING DATE: 07/07/97 DEPARTMENT ID NUMBER: FD 97-009 After completing a formal bid process, the fire department has selected Centric Resources, Inc., a MicroAge partner, as the desired vendor. Attachment 1 is the contract developed by the Huntington Beach City Attorney's office for this project and the required Certificates of Insurance provided by the vendor, Centric Resources; Attachment 2 is Centric Resource's response to the Request for Proposal that was issued by the City and which describes all services to be performed by the vendor. The total cost for all elements of the project (hardware, software and services) is $123,891. Insurance: Centric Resources, Inc. has complied with all the City's insurance requirements with two exceptions: The first exception is that a ten-day notice would be provided for cancellation of Worker's Compensation instead of the City's thirty -day notice requirement. Because of the project's technical nature, work can be stopped immediately and the shorter notice period would have no significant impact. The second exception is that the separate insurance endorsement would be provided within sixty days while the project proceeds. In the meantime, the Certificate of Insurance, contained in Attachment 2, does name the City of Huntington Beach as an additional insured. Also while the project continues, Centric Resources has agreed to delay all City payments until the separate insurance endorsement is received. Because timing of the project is critical and the exceptions are minor, staff recommends that the City immediately proceed with the contract. TO PROCURE HARDWARE AND PROVIDE SERVICES TO REPLACE FIRE DEPARTMENT FILE SERVER THIS AGREEMENT, made and entered into this ?fl, I day of 1997, by and between the City of Huntington Beach, a municipal corporation of the State of California, hereinafter referred to as "CITY", and CENTRIC RESOURCES, INC., a California corporation, hereinafter referred to as "CONSULTANT." WHEREAS, CITY desires to engage the services of a consultant to procure hardware and provide services to replace Fire Department file server in the City of Huntington Beach; and Pursuant to documentation on file in the office of the City Clerk, the provisions of HBMC-Chapter=3.03 relating to procurement of professional service contracts has been complied with; and CONSULTANT has been selected to perform said services, NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows: WORK STATEMENT CONSULTANT shall provide all services as described in the Request for Proposal, and CONSULTANT's proposal dated May 21, 1997, (hereinafter referred to as Exhibit -"A"), which is attached hereto and incorporated into this Agreement by this reference. Said services shall sometimes hereinafter be referred to as "PROJECT." CONSULTANT hereby designates John Gooley, who shall represent it and be its sole contact and agent in all consultations with CITY during the performance of this Agreement. 2. CITY STAFF ASSISTANCE CITY shall assign a staff coordinator to work directly with CONSULTANT in the performance of this Agreement. 3/k/PCD/Crntrid6110/97 3. TIME OF PERFORMANCE Time is of the essence of this Agreement. The services of the CONSULTANT are to commence as soon as practicable after the execution of this Agreement and all tasks specified in Exhibit "A" shall be completed no later than three (3) months from the date of this Agreement. These times may be extended with the written permission of the CITY. The time for performance of the tasks identified in Exhibit "A" are generally to be shown in the Scope of Services on the Work Program/Project Schedule. This schedule may be amended to benefit the PROJECT if mutually agreed by the CITY and CONSULTANT. 4. COMPENSATION In consideration of the performance of the services described herein, CITY agrees to pay CONSULTANT a fee not to exceed One Hundred Twenty Three Thousand, Eight Hundred Ninety One Dollars ($123,891). 5. EXTRA WORK In the event CITY requires additional services not included in Exhibit "A," or changes in the scope of services described in Exhibit "A," CONSULTANT will undertake such work after receiving written authorization from CITY. Additional compensation for such extra work shall be allowed only if the prior written approval of CITY is obtained. 8. METHOD OF PAYMENT A. CONSULTANT shall be entitled to progress payments toward the fixed fee set forth herein in accordance with the progress and payment schedules set forth in Exhibit "A". B. Delivery of work product: A copy of every technical memo and report prepared by CONSULTANT shall be submitted to the CITY to demonstrate progress toward completion of tasks. In the event CITY rejects or has comments on any such product, CITY shall identify specific requirements for satisfactory completion. Any such product which has not been formally accepted or rejected by CITY shall be deemed accepted. 2 3WKD/Centric/6/14/97 C. The CONSULTANT shall submit to the CITY an invoice for each progress payment due. Such invoice shall: 1 } Reference this Agreement; 2) Describe the services performed; 3) Show the total amount of the payment due; 4) Include a certification by a principal member of the CONSULTANT's firm that the work has been performed in accordance with the provisions of this Agreement; and completed. 5) For all payments include an estimate of the percentage of work Upon submission of any such invoice, if CITY is satisfied that CONSULTANT is making satisfactory progress toward completion of tasks in accordance with this Agreement, CITY shall promptly approve the invoice, in which event payment shall be made within thirty (30) days of receipt of the invoice by CITY. Such approval shall not be unreasonably withheld. If the CITY does not approve an invoice, CITY shall notify CONSULTANT in writing of the reasons for non -approval, within seven (7) calendar days of receipt of the invoice, and the schedule of performance set forth in Exhibit "A" shall be suspended until the parties agree that past performance by CONSULTANT is in, or has been brought into compliance, or until this Agreement is terminated as provided herein. D. Any billings for extra work or additional services authorized by CITY shall be invoiced separately to the CITY. Such invoice shall contain all of the information required above, and in addition shall list the hours expended and hourly rate charged for such time. Such invoices shall be approved by CITY if the work performed is in accordance with the extra work or additional services requested, and if CITY is satisfied that the statement of hours worked and costs incurred is accurate. Such approval shall not be unreasonably withheld. Any dispute between the parties concerning payment of such an invoice shall be treated as separate and apart from the ongoing performance of the remainder of this Agreement. 3 3AJPCD/Cen1rid6/1 U/97 0 0 7. DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS CONSULTANT agrees that all materials prepared hereunder, including all original drawings, designs, reports, both field and office notices, calculations, maps and other documents, shall be turned over to CITY upon termination of this Agreement or upon PROJECT completion, whichever shall occur first. In the event this Agreement is terminated, said materials may be used by CITY in the completion of PROJECT or as it otherwise sees fit. Title to said materials shall pass to the CITY upon payment of fees determined to be earned by CONSULTANT to the point of termination or completion of the PROJECT, whichever is applicable. CONSULTANT shall be entitled to retain copies of all data prepared hereunder. a. INDEMNIFICATION AND HOLD HARMLESS CONSULTANT hereby agrees to indemnify, defend, and hold and save harmless CITY, its officers and employees from any and all liability, including any claim of liability and any and all losses or costs arising out of the negligent performance of this Agreement by CONSULTANT, its officers or employees. 9. WORKERS COMPENSATION CONSULTANT shall comply with all of the provisions of the Workers Compensation Insurance and Safety Acts of the State of California, the applicable provisions of the California Labor Code and all amendments thereto; and all similar state or federal acts or laws applicable; and shall indemnify, defend and hold harmless CITY from and against all claims, demands, payments; suits, actions, proceedings and judgments of every nature and description, including attorney fees and costs presented, brought or recovered against CITY, for or on account of any liability under any of said acts which may be incurred by reason of any work to be performed by CONSULTANT under this Agreement. CONSULTANT shall obtain and furnish evidence to CITY of maintenance of statutory workers compensation insurance and employers liability in an amount of not less than $100,000 bodily injury by accident, each occurrence, $100,000 bodily injury by disease, each employee, and $250.000 bodily injury by disease, policy limit. 4 3/k/PCD/Cent ic/G/10/97 10. INSURANCE In addition to the workers compensation insurance and CONSULTANT's covenant to indemnify CITY, CONSULTANT shall obtain and furnish to CITY the following insurance policies covering the PROJECT: A. General Liability Insurance A policy of general public liability insurance, including motor vehicle coverage. Said policy shall indemnify CONSULTANT, its officers, agents and employees, while acting within the scope of their duties, against any and all claims of arising out of or in connection with the PROJECT, and shall provide coverage in not less than the following amount: combined single limit bodily injury and property damage, including products/completed operations liability and blanket contractual liability, of $1,000,000 per occurrence. If coverage is provided under a form which includes a designated general aggregate limit, the aggregate limit must be no less than $1,000,000. Said policy shall name CITY, its officers, and employees as Additional Insureds, and shall specifically provide that any other insurance coverage which may be applicable to the PROJECT shall be deemed excess coverage and that CONSULTANTS insurance shall be primary. Under no circumstances shall said abovementioned insurance contain a self - insured retention, or a "deductible" or any other similar form of limitation on the required coverage. B. Professional Liability Insurance. CONSULTANT shall acquire a professional liability insurance policy covering the work performed by it hereunder. Said policy shall provide coverage for CONSULTANT's professional liability in an amount not less than $500,000 per claim. A claims made policy shall be acceptable. 5 34L/PCD/Ccntric/6/10/97 11. CERTIFICATES OF INSURANCE: ADDITIONAL INSURED ENDORSEMENTS Prior to commencing performance of the work hereunder, CONSULTANT shall furnish to CITY certificates of insurance subject to approval of the City Attorney evidencing the foregoing insurance coverages as required by this Agreement; said certificates shall: 1. provide the name and policy number of each carrier and policy; 2. shall state that the policy is currently in force; 3. shall promise to provide that such policies will not be canceled or modified without thirty (34) days prior written notice of CITY; 4. and shall state as follows: "The above detailed coverage is not subject to any deductible or self -insured retention, or any other form of similar type limitation." CONSULTANT shall maintain the foregoing insurance coverages in force until the work under this Agreement is fully completed and accepted by CITY. The requirement for carrying the foregoing insurance coverages shall not derogate from the provisions for indemnification of CITY by CONSULTANT under the Agreement. CITY or its representative shall at all times have the right to demand the original or a copy of all said policies of insurance. CONSULTANT shall pay, in a prompt and timely manner, the premiums on all insurance hereinabove required. 12. INDEPENDENT CONTRACTOR CONSULTANT is, and shall be, acting at all times in the performance of this Agreement as an independent contractor. CONSULTANT shall secure at its expense, and be responsible for any and all payment of all taxes, social security, state disability insurance compensation, unemployment compensation and other payroll deductions for CONSULTANT and its officers, agents and employees and all business licenses, if any, in connection with the services to be performed hereunder. 13. TERMINATION OF AGREEMENT All work required hereunder shall be performed in a good and workmanlike manner. CITY may terminate CONSULTANTS services hereunder at any time with or without 6 31klPCDICentrid6I10197 I 0 cause, and whether or not PROJECT is fully complete. Any termination of this Agreement by CITY shall be made in writing, notice of which shall be delivered to CONSULTANT as provided herein. ,14. ASSIGNMENT AND SUBCONTRACTING This Agreement is a personal service contract and the supervisory work hereunder shall not be delegated by CONSULTANT to any other person or entity without the consent of CITY. 15. COPYRIGHTS/PATENTS, CITY shall own all rights to any patent or copyright on any work, item or material produced as a result of this Agreement. 16. CITY EMPLOYEES AND OFFICIALS CONSULTANT shall employ no CITY official nor any regular CITY employee in the work performed pursuant to this Agreement. No officer or employee of CITY shall have any financial interest in this Agreement in violation of the applicable provisions of the Califomia Govemment Code. 17. IMMIGRATION CONSULTANT shall be responsible for full compliance with the immigration and naturalization laws of the United States and shall, in particular, comply with the provisions of the United States Code regarding employment verification. 19. LEGAL SERVICES SUBCONTRACTING PROHIBITED CONSULTANT and CITY agree that CITY is not liable for payment of any subcontractor work involving legal services, and that such legal services are expressly outside the scope of services contemplated hereunder. CONSULTANT understands that pursuant to Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for CITY; and CITY shall not be liable for payment of any legal services expenses incurred by CONSULTANT. 20. ATTORNEY'S FEES In the event suit is brought by either party to enforce the terms and provisions of this agreement or to secure the performance hereof, each party shall bear its own attorney's fees. Q HBFD File Server Migration roject Executive Summary •RFP #97-0404 Response Revision C Centric/MIS is pleased to provide this proposal to the Huntington Beach Fire Department (HBFD) in response to the File Server Migration Project RFP. Centric/MIS believes that because of our experience serving clients such as HBFD, combined with our local and national capabilities, broad service offerings, extensive inventory, multi -vendor technical capabilities, financial stability, and quality client service, we are well positioned to satisfy HBFD requirements. Centric Resources (Prime Contractor) is responding through the MicroAge Infosystems Services (MIS) branch structure. Centric/MIS combines a wide variety of resources available, and this combination of local and national strength will be focused on meeting HBFD's specific requirements to ensure total satisfaction. To ensure that the project is successfully implemented Centric/MIS will manage the project through a dedicated account team assigned to HBFD throughout the entire life of the project. Based on information received thus far, the Centric/MIS team will consist of a minimum of 4 dedicated seasoned professionals serving in the capacity of account support, project management, and engineering and technical support. Centric/MIS is located at 4 Hutton Center Drive, Suite 570 Santa Ana, and is well within the one hour driving time to respond to HBFD emergencies located at 2000 Main Street, Huntington Beach. The Centric/MIS National Account Team will have at our disposal the resources of the MicroAge Infosystems Services global network, as well as the strategic partnerships that have been established with firms such as IBM, Hewlett Packard, Compaq, and HBFD's chosen leasing Provider. Using industry standards as guidelines we will continually work with HBFD management and users to tailor service -level standards to meet specific on -going operational requirements. The key to the success is effective management of the overall program and of the individual functions involved in the process. Our team recognizes this due to years of experience. A transition team will be assembled and dedicated to evaluate and make recommendations on how to structure the support plan HBFD. This team includes people who will direct the efforts in all aspects of our solutions and be responsible for interfacing with HBFD team as well as any displaced vendors. Centric Resources, Inc. 4 HBFD File Server Migration roject 2.0 PROJECT UNDERSTANDING 2'.1 Current Environment •RFP #97-0404 Response Revision C SITES: HBFD Administrative Office, seven (7) or eight (8) fire stations, a regional training center, a Metro Cities Communication Center, and a mechanics fire shop. USERS: Each of the remote sites has from two (2) to six (6) workstations per site, with approximately 55 total users at the remote sites per day. There are about 140 total users at the remote sites. The workstations are connected to a Novell file server through 10 base T cable. PRINTERS: Printing from each workstation is through print queues on the Novell server that are re -directed to local printers connected to workstations running Novell R-Printer. (16 different printer types are utilized through -out the H13FD Civic Center to be connected to the server). FILE SERVER: AST 486 with Novell Netware 3.11 to provide basic file and print sharing to the forty (40) workstations located in the Fire Administration office at Huntington Beach City Hall (HBCH). The server is also connected to the City's file server so that Calendar and Email functions can be shared between the two servers. SOFTWARE: Beyond Mail (2.0), On -Time (1.6), and Quick Mail. COMMUNICATION: HBFD currently uses Beyond Mail for email communications off the city's server. HBFD uses On -Time for calendar communication with the rest of the city (50-user Novell Netware version 1.6 on the fire department server) FRAME RELAY NETWORK: Metro Cities Communication Center provides emergency dispatch services. HB fire stations are currently using the frame relay network to communicate with Anaheim site, and the fire departments administrative office is currently connected to the Anaheim site. DESKTOPS: Gateway Pentium (133/166) using Win95. A few Pentium 75's and 90's of other brands. All desktops have been wired for connectivity. Desktops do not have connectivity software loaded. IS SECTION: HBFD does not have an internal IS section, but will assign specific staff members to work with vendor. MAIL FEATURES: Mail server is located on the city's Novell file server. Services are used by attaching to the Novell Server by mapping a drive and executing Beyond Mail. FIRE MED: Recently purchased an NT Application Server with Hubs and Routers. Information will be passed from Anaheim to fire stations. (Server resides in Civic Center building). HBFD is also considering changing their email and calendar software. 3) disk storage requirement --records management system capable of handling 10 years of existing data. HBFD wishes to use the existing Frame Relay network to 3.4.3 connect its administrative office with the remote fire stations and city sites. Future upgrade to Windows NT workstations is possible and 3.5.3 should be factored into the overall network plan. HBFD has a great need for the archiving, storage and 3.4.3 retrieval of vital documents in a common server. HBFD has a critical issue regarding security. The server 3.4.4 design needs to be such that there is NO single point of failure and that problems are identified before they occur. HBFD has other servers and mainframes of vary operating 3.4.4 systems that they need to communicate with. Systems operation are required on a 24 hour per day, 7 days 3.4.4 a week. Email communications must be maintained with the rest of 3.4.6 the city with MS Exchange or similar product. Server will be brought up in parallel to the old server. 3.4.2 Critical work will be done after normal business hours. 3.4.2 Existing Novell security and network setup will be migrated 3.4.4 over to the NT environment. All FD workstations will be connected to the new NT 3.4.3 network. Remote workstations will be set up so that user data is 3.4.3 automatically stored on the server for backup purposes. 2.2.2 HBFD BID Expectations The following table illustrates HBFD BID expectations as identified in the, along with the applicable RFP response paragraph reference: EXPECTATIONSBID Bid will include any modifications/configurations necessary 3.4.3 to allow each workstation to connect to the NT server by way of the existing Frame Relay Network. As an extremely fast file and print server, Windows NT Server will allow HBFD to share information and access printers and other devices across the network. The NT Server is also a high performance operating system which will provide functionality and performance in a secure and stable environment. And because the NT server comes with built-in utilities, protocols, and services that HBFD will need for their network, it is both easy to administer and an exceptional value. The NT Server also includes licensing tools that will help HBFD track license usage. Microsoft SOL Server (Option) Microsoft SQL Server is recommended for the high-performance database management system for managing and storing HBFD's data, and it is designed specifically for distributed client/server computing. Its powerful management tools, built-in data replication, and open system architecture provide a superior platform for delivering cost-effective information solutions. The hardware as it relates to SQL Server is primarily concerned with system processors, memory, disk subsystem, and the network. At this time, the database application software is unknown; therefore Centric/MIS has recommended a mid -range server hardware platform to meet the anticipated HBFD's requirements. MS Exchange Server Microsoft Exchange Server is recommended for HBFD email requirements. Exchange Server is the email server with integrated groupware that [Hakes it easier to communicate. Exchange combines electronic mail, group scheduling, electronic forms, and groupware applications on a single platform that you can manage with a centralized administration program. It is the most reliable way to send email and access groupware over any network. Systems Management Server (Option) Systems Management Server is recommended as a solution for managing networked workstations. This solution includes software and hardware inventory, software distribution and installation, managing shared applications, helpdesk functions, remote diagnostics, and network and computer performance monitoring and troubleshooting. Server Hardware Hewlett Packard is the preferred hardware choice for all servers. The hardware platform will be designed to provide excellent performance and has plenty of expansion options for future growth. Server Applications On -Time Enterprise for Novell Netware 1.6 is currently being used on the HBFD existing file server. This software must be upgraded to an NT version. We recommend ON -Time Enterprise 4.0 WIN NT version. MS Client must be installed on all workstations. Licenses: For desktops accessing more than three of the BackOffice server applications, Centric/MIS recommends HBFD consider the BackOffice Client Access License. It gives each desktop access to any of the individual BackOffice applications running on any server in HBFD's organization. Due to the requirement that the BackOffice server license requires you to run all the BackOffice server applications on a single machine (server), Centric/MIS recommend you purchase individual product server licenses. (NT, Exchange, SQL, and if required SNA and SMS) Email To run Microsoft Exchange off the new NT server while maintaining compatibility with Beyond Mail, Centric/MIS recommends an MHS gateway software be purchased to be utilized between the two systems. Microsoft WIN95 comes with a version of Exchange Client (universal in -box) which does not include a gateway or directory synchronization. However, Centric/MIS recommends HBFD utilize `Outlook' or 'Microsoft Exchange Server Client', as the messaging system that has a gateway, directory synchronization, and other advance services. Manufacturer Support 3.3.1 Project Management Ensuring a successful engagement requires a multitude of disciplines and competencies. Although some of these disciplines may be more complicated than the others, none can really be considered more important than the others, for the simple reason that a failure anywhere along the chain will have a "domino effect" which will eventually impact every area of the project. For this reason, the true key to ensure a successful engagement is effective project management which can oversee and coordinate the activities of the team. The Project Manager selected for HBFD project will be a veteran of numerous Project Rollouts/Installations. This manager will be well versed in all aspects of such projects as HBFD, from product procurement to final installations. This manager will also be able to respond to the one hour driving time to accommodate HBFD's rapid response time. 3.3.2 Discovery and Planning The most critical factor in Discovery and Planning, particularly when dealing with remote sites. (fire stations), is knowing what to look for and what questions to ask. Our Technical Support Engineers, are experts in this area. The results of their expertise will be a realistic approach and a well-defined plan which will deliver the desired results to HBFD, on -time. The Technical support staff will also be able to respond to the one hour driving time to accommodate HBFD's rapid response time. 3.3.3 Platform Selection and Configuration The preferred system quoted in this response is a tier I system from a manufacturer who has a proven track record for reliability and technical excellence. The system selected will be custom configured at the 132,000 square foot, ISO-9001 certified Quality Integration Center (QIC) in Tempe, Arizona. This state of the art facility has the capability to load any type of software, including proprietary applications, from Images developed by the customer. These Images may be loaded from virtually any media, including hard drive, tape or CD-ROM. An additional advantage of using the QIC is the elimination of DOA product. We are a member of the IBM Presidents Club, a Microsoft Solution Provider, and a Lotus Notes Developer. In addition, MicroAge is the single largest customer for both Compaq and Hewlett Packard. We have assigned Manufacturers Representatives for all of these companies and OUT close relationships with them help guarantee our customers the highest level of manufacturer support. 3.3.5 Timeline The project manger is responsible for adhering to the already developed timeline for the project that reflects all of the tasks required for completion, deadlines for all project activities, and the individuals responsible for completing the work. This timeline may be updated and will be disseminated if necessary. The proposed timeline may be modified if a new migration methodology or new tasks or issues are identified during the design phase. 3.3.6 Change Control Centric/MIS acknowledges that most complex projects require changes as the project progresses. A change is considered anything not included in the original scope of work. The Centric/MIS project manager accepts changes submitted by H13FD designated project manager. All changes shall be thoroughly documented and tracked through a scope of work change order process. 3.3.7 Skill Transfer Centric/MIS consultants will assume the role of mentor to the HBFD staff. Centric/MIS will structure this project to transfer skill knowledge to the system manager and two other assistance as requested by HBFD. This approach provides HBFD with the knowledge and skills necessary to further develop and manage the planned upgrade. 3.4 Recommended Design Figures 2 and 3 illustrates Centric/MIS reconunended design for the NT/Exchange Server. 3.4.1 Site Preparation Due to IIBFD existing network design, minimal site preparation will be required to install an NT/Exchange Server platform. However, it is unknown if any further site preparation will be required to accommodate any additional servers. 3.4.2 Server Installations NT Server The new NT Server will be brought up in parallel to the old Novell server, and all critical work will be done after hours to eliminate user disruption during the installation. Centric/MIS will install an NT platform and migrate (70) workstations to MS Client. The NT server will be configured as a Primary Controller in the WAN and will provide file and print services to the remote offices (fire stations). Existing Novell File Server will remain operational until the NT server has been fully integrated with the HBFD network design, communication links are fully operational and reliable, and acceptance sign -off from HBFD, then the Exchange Server will be installed. Exchange Server The Exchange topology will need to be evaluated to determine how the sites within the HBFD - organization will be linked. The naming strategy will be formulated, facilitating identification of sites, servers, gateways, users, and all other Exchange objects. At this time, the systems management design has not yet been determined. 3.4.3 Migration from Old Novell Server to New NT Server The existing Novell server security and setup will be duplicated to the NT server. User ID's for existing users and all server data will be moved over to the new 1\T server. Passwords, group rights, group membership and file attributes for existing users and data will have to be manually re-created on the NT server. All new user ID's, group membership, printer connections, drive mappings etc. will be created at the time of server installation. Due to changes in operating system functionality, some changes may be made to enhance the server setup and aid in administration responsibilities. Additionally, the existing network security will be re -designed to meet the current HBFD needs. It is recommended that all user data be stored on the server for backup purposes. A user home directory will be setup for each user on the network. Workstation applications will be modified to automatically use the home directory to save data. HBFD will be able to communicate, via the network, with the other seven fire stations through out the city, as well as the fire training center, fire mechanics shop and the regional dispatch facility in Anaheim by way of a Dual Client Protocol Stack (MS Client and Novell Client). Note: NetBeui will only be used for the local clients if we utilize IPX protocol. Remote workstations will have an activity timer which will automatically log the workstation off if there is no activity for 30 minutes. (The time period may be adjusted at any time by the system administrator) The existing Frame Relay network should already be connected to the HBFD administrative office and with other fire stations and city sites. All fire department workstations (70) will be connected to the new NIT network by installing Microsoft Client for NT on each workstation. Additionally, network protocols must be utilized to communicate with the server. Based on our existing knowledge of the frame relay network and HBFD computing requirements, each workstation will be configured to use TCP/IP as the main protocol. ***Mail System only —if Global Resolution isn't resolved by the time this project kicks off, IPX and Novell client will be required on all workstations. Centric/MIS will install and configure workstations at no additional cost. HBFD's requirements identified so far: the network design to be such that there is no single point of failure; problems are identified before they occur; and to operate 24 hours per day, 7 days a week. Centric/MIS recommends HBFD purchase a redundant server and run a server mirroring software solution. MTM connectivity is desired by HBFD, therefore firewall protection will be required. Centric/MIS recommends that we discuss specific security requirements prior to selecting a firewall product. Other servers and mainframes of varying operating systems will need to be communicated with by HBFD. However, at the time of this response, there is not sufficient data to include in the design structure. 3.4.5 File Server Applications In order to maintain compatibility with existing Novell users of On -Time, version 4.0 must be installed. On -Time Enterprise 4.0 WIN NT version will be synchronized with On -Time Novell version by installing and configuring Gateway Services for Novell on the NT server. 3.4.6 Email Microsoft Exchange will run off the NIT server while maintaining compatibility with Beyond Mail by utilizing an MHS gateway. MHS would require a 486 DOS based system to run the gateway software configuration. Microsoft Exchange would be installed on the NT server with a MHS gateway option thus providing connectivity between the two systems. To connect Quick Mail to the NT server, an additional SMTP gateway will be required to be installed on each Quick Mail server. (There is no additional hardware or software required for this). The SMTP gateway also requires MTM connectivity. Implementing MTM services on the HBFD network will require a re-cngineering of the IP addresses for all routers and devices. Coordination with other current vendors will need to be involved to complete this phase of the project. _ 3.4.7 Printing All printer connections are currently being setup through windows. To ease in manageability and administration of the network, it is recommended that all printer connections be managed through the NT admifiistrator software. 3.4.8 Messaging Transport Mechanism (MTM) The requirement for the Messaging Transport Mechanism (MTM) has been defined to be the connectivity system between MS Exchange and Quick Mail for messaging purposes only. Additional Messaging Transport Mechanism requirements will need to be defined in the JAD Session or Discovery Phase. Server design utilizing the MTM connectivity system, and all necessary IP addressing schemes including DNS will be implemented on the server to connect compatible systems. Additional Hardware and connectivity to the MTM Service provider will be required with cost determined by needed band width. (i.e. 56K @ $400.00 per month or T-1 @ $2000.00 per month). To ensure a smooth transition after installation, all security and administrative details will be fully documented by the project team. 3.4.10 Environmental Impacts At this time it is not known if there is any external environmental impacts. Internally we foresee no impacts from services rendered or hardware provided by this project. 3.4.11 System Expansion Capabilities The server solution/recommended design will have the capability to grow by memory and disk space. The current server has 2 processors which will have excess capacity to handle the proposed solution. Memory is expandable to I gigabyte of RAM. Drive space can be expandable up to 54 gigabytes by replacing the five 2 gigabyte drives with 9 gigabyte drives. Each software package added may require one of these items expanded, dependent on the application type and server load. Microsoft BackOffice is a complete and extensive development platform for building business solutions. This integrated platform supports the full spectrum of data storage including a secure file system for files and web pages, a messaging store, and a relational database for structured data. It provides a unified security model, common administrative tools, systems management, replication, host integration and information query. 3.4.12 Licensing Microsoft's licensing model for the BackOffice family of products (WIIrt NT Server, Exchange Server, SQL Server, Systems Management Server, SNA Server, and the BackOffice server suite) will provide HBFD the flexibility to choose the licensing model option that best fits their needs. Microsoft's licensing model separates the Client Access Licenses from the server. The separate server and Client Access Licenses for the entire BackOffice family of server applications provides customers the flexibility to build any size deployment at a fair total solution cost. A complete BackOffice network requires at least one server license and as many Client Licenses as HBFD has connected machines. The Client Access license is not software. It is a legal document that gives the user the right to access the services of the server software. Microsoft BackOffice The BackOffice Server license requires all component products to be installed on one server and cannot be split among > 1 server. The BackOffice Client Access License licenses a single client computer and the component licenses cannot be si2lit among >I client com uter. Customers may acquire BackOffice Client Access Licenses to access standalone servers. In other words, a BackOffice Client Access License gives the client the right to access the services of all the BackOffice products, regardless of whether the server licenses for those products were acquired through a BackOffice Server license or the individual product server licenses. It can be used as a platform for server applications and for providing file and print sharing services to network clients. Microsoft SOL Server Enhancements for data warehousing include new online analytical query processing (OLAP) capabilities that allows a single query to return detail data and aggregates across multiple dimensions, simplifying information retrieval for analytical purposes. Server License and Client Access License for MS SQL Server is required for each computer that will be accessing or otherwise using the services of SQL Server. Microsoft Systems Management Server MS Systems Management server provides management of desktops hardware and software throughout the network. One or more servers centralize all information about connected PCs. Each PC that will be managed by the Systems Management Server needs client software and a Client Access License. (If acquiring a Systems Management Server server license, a WIN NT Server server license, and a SQL Server server license to run on the same machine, it is cheaper to purchase the BackOffice Server license. Microsoft Exchange Server A Microsoft Exchange software configuration includes the Exchange Server, client software, and a connector software. The customer may install the client software on any number of machines. However, a Client Access License is required for every machine that accesses the services of the Microsoft Exchange Server. Purchasing NT, Exchange and SQL Servers as individual product server licenses; the cost for the total Client Access Licenses would be $13,010.90. However, if you purchased the BackOffice Client Access License, the total cost would be $12,986.40. Cost savings to HBFD would be $24,50, If there is any inclination of HBFD purchasing a System Management Server, the cost savings then would be $2782.50. This phase will identify any final adjustments which need to be made to any of the plans or procedures developed in the discovery phase. Any alterations will be reflected in fixture revisions to the project plan. It is critical to remember that if the transition phase is to be useful, the entire process must be tested, and everything must be done exactly the way it will be in the field environment. Any deviations from this plan may result in additional project costs. 9.2 Payment Terms and Conditions 9.2.1 Billing Services (Hardware and Software) In general, MicroAge produces one invoice per shipment per day. Invoices include the billing and shipping address, PO#, BOL#, part numbers, product descriptions, quantity, price, extension, and serial numbers. Invoices are sent daily and statements are mailed on a monthly basis. In addition, MicroAge has established the functionality via various tools to accommodate the following: Custom/Summary Invoice: generated by PO, by date or by cost center. As long as MicroAge can capture key fields of data on sales orders, then summaries by field are possible. 9.2.2 Staff Billing (Labor Hours) Staff Billing will be submitted weekly for tracking purposes. Terms of payment for staffing for HBFD will he invoiced at the 50% project completion milestone for 50% of total payment due; at the 80% completion milestone for 30% of remaining payment due; and at the 100% project completion milestone for the remaining 20% payment due. 9.3 Payment MicroAge's standard terms are net 30 days. Any invoice unpaid beyond thirty (30) days after the invoice date will be subjected to late charge billed at 1.5% of the invoice total per month. SCOPE OF WORK The Huntington Beach Fire Department would like to replace its existing file server with a Windows NT Server using Microsoft Back Office Suite. In addition, the department would like to have server connections to all of its remote fire stations, training center site, and shop facility. The Huntington Beach Fire Department currently uses an AST 486 file server with Novell Netware 3.11 to provide basic file and print sharing to the forty workstations located in the Fire Administration office at Huntington Beach City Hall. This server is also connected to the City's file server so that Calendar and Email functions can be shared between the two servers. The City currently uses a software product called "Beyond Mail" owned by Banyan for its Email communications and the Fire Department currently uses this product off of the City's server. The City also uses a calendar product called "On Time". The Fire Department maintains a 50-user version of On Time for Novell Netware Version 1.6 on the fire department's server, which communicates with the rest of the City's calendars. The fire department must to be able to communicate, by computer, with the seven fire stations throughout the city, as well as to the fire training center and the fire shop also located in the city. In addition, communications is needed to the regional dispatch facility in Anaheim, and to the six other fire departments that are members of that regional center. Under the direction of the Central Net Operations Authority, the Huntington Beach Fire Department joined a seven -city regional communications center in Anaheim in June of 1996. The new Metro Cities Communications Center provides emergency dispatch services to each city through a Frame Relay network, which is also intended to allow communications between all of the fire stations and fire administrative offices of those seven (7) cities. Huntington Beach fire stations are currently using the Frame Relay - network to communicate with the Anaheim site, and the fire department's administrative office is currently connected to the Anaheim site. The Huntington Beach Fire Department wishes to use the existing Frame Relay network to connect its administrative office with the remote fire station and city sites. Page 1 of 11 Huntington Beach Fire Department Request for Proposal March 3, 1997 The preferred file server system upgrade is to a Windows NT environment, with capabilities of handling up to 200 simultaneous users and abilities to manage large amounts of data. In order to communicate with other agencies, the fire department is considering changing its Email and calendar software. Microsoft products have been evaluated to some extent, but the fire department would like input from the vendor. In any case, it will be necessary to maintain communications with the rest of the City, regardless of the Email and Calendar products that are decided on for the Fire Department. In addition to the administrative office, there are seven (7) fire stations, a regional training center and a mechanic's shop. Each of the remote sites has from two (2) to six (6) workstations per site, with approximately 55 total users at the remote sites per day. There are about 140 total users at the remote sites. Almost all of the fire department workstations are Gateway Pentiums (either 133 or 166) using Windows 95 on the desktop. There are a few Pentium 75's and 90's of other brands. A future change to Windows NT workstations is a possibility and should be factored into the overall network plan. The Fire Department has a great need for the archiving, storage and retrieval of vital documents in a common file server. In addition, there are other servers and mainframes, of varying operating systems, which the Fire Department needs to access or communicate with. Security of the Fire Department's server is a critical issue. Multiple layers of redundancy are also critical, as some of the Fire Department operations are 24 hours•a day, 7 days a week. The server design needs to be such that there, is no single point of failure and that problems are identified before they occur. The fire department does not have an Information Systems section, but will assign specific staff members to work with a vendor in the design, purchase, installation and implementation phases of this project. Be a licensed Microsoft Service Provider. Anticipate, as much as possible, all required hardware, software and labor required for this project. The fire department wants a vendor who will assume responsibility for accurately assessing the department's current hardware and software needs. Provide a network design that will provide several layers of fault tolerance and redundancy. This network is considered critical and should be designed without a single point of failure. Recommend hardware and software to the fire department. Upon approval by the fire department, hardware and software will be purchased. The City of Huntington Beach, who will retain ownership of the equipment and software, will make purchases. Provide coordination for the purchase, if desired by the department, as well as provide installation services for the hardware and software purchased. Provide an inventory list of all hardware and software purchased for the project, including name, manufadturer, model number, serial number and description. Provide all manufacturer documentation received with purchases. Specify site preparation requirements and identify costs associated with site preparation. Be available for immediate response in the event of an emergency. Vendor's office must be located within one (1) hour's driving time from Fire Department Administration, located at 2000 Main Street, Huntington Beach. Project management personnel and technical support personnel must be within the same distance for rapid response to emergencies. 24-hour availability for emergency response may be required. Coordinate with any other vendor currently represented in the existing fire department network. This includes City of Huntington Beach Information Systems personnel, Pacific Bell (for the Frame Relay), Volt Communications (Frame Relay) and Keystone Information Systems (Anaheim's computer software provider). Other vendors may be identified at the time of installation and cutover. Develop a network design and provide all of the set up for the server and all workstations. With fire department staff, Vendor will set up network work groups, printer groups, and assist staff with any other set up required. Program network security onto server and all workstations. Provide an outline of the proposed migration strategy. The Fire Department would like to have parallel application migration with little to no down time for existing users. Provide full documentation on all security and administration as well as documentation of the network design. Outline scope of training that will be provided to fire department administrative personnel on server administration, network design, network security, basic network administration, security measures and routine maintenance features. Recommendations for additional training should be included. Ensure that server hardware, software and all specified communications links are fully operational and reliable prior to the termination of any contract or agreement between the City of Huntington Beach and the vendor. These mail services are being used by the fire department by attaching to the Novell file server, mapping a drive and executing Beyond Mail off of the city server. The fire department would like to run Microsoft Exchange or a similar product on the new NT server. However, Email communications must be maintained with the rest of the city (running Beyond Mail on the city server) as well as establishing communications with other cities currently on the Frame Relay network who are running Quick Mail for Maclntosh computers. 9. SECURITY ISSUES It is anticipated that several cities and agencies will be communicating with the Huntington Beach Fire Department through the file server, and system security is critical. The proposed security system will allow the fire department to determine different levels of access by user, and will prevent unauthorized access to any system files or data files. Vendor will meet with specified fire department administrative staff to determine security needs. Once the security system is agreed on, Vendor will assist fire department staff in setting up security on the server and on workstations, where required. 10. MAINTENANCE Vendor will provide a maintenance agreement proposal for to include different pricing options for the following: On -site vs. Remote maintenance 24-hour/day, 7-day/week maintenance Monday -Friday, 8-5 maintenance costs, with hourly costs provided for responses of other times Hourly Time and Materials Hardware maintenance (supplemental to hardware vendor warranty) Immediate (1-hour) vs. Delayed (4-hour) response times Travel time, if included separately Routine File/Archive Maintenance Hourly rates for Systems Administration assistance (by telephone and/or site visit) Page 10 of 11 Huntington Beach Fire Department Request for Proposal March 3, 1997 17. A list of at least three references of similar projects within the past year. 7. A financial statement. 8.
