There was unanimous a(ireement that service performed by the City Administrator has been outstanding in all phases of his responsibility. Comments were also exchanged regardi.nct the salary spread of 121 to 15% which traditionally separates a Chief Executive Officer and Department licr.d s in {tovernm(.n t . There now exists a 4 z., spread in the .case of our City Administrator. Because of this, the Committee members were inclined to suggest a significant compensation increase as well as increases in expense allowances based on C.P.I. ftowever, we respectfully recommend for Council's consideration a compensation increase which equates to increases previously granted to Department Hz -,ads. in addition, for upgradinn retirer;ent gene its, the committee recommends the PUS contribution, auto allowance and fixed general expenses be treated as part or the City Administrator's salary a:hich could be paid out of Redevelopment for the, City Administrator's services as Executive Director. These recommendations, if approved by Council, could be accomi.)l i shed by passing the enclosed Resolution of Amendment to the present agree- ment between the City and the City Administrator. The Mayor's Committee respectfully recommends. a compensation increase of $318.00 per month (5?.) and restructuring of the basic employment contract to treat PERS, auto allowance and fixed gonera 1 expenses as salary from which PERS and all applicable withhold,riu taxes will be deducted. Thompson and conducted an evaluation of his perform;tnce after colic-. iting input from all Councilmembers. Because we are pleased with the manner in which Mr. Thompson performs his duties-, we are recom- mending a merit increase be given to him. FLASHING CAUTION LIGHTS - HEIL BETWEEN SPRINGDALE EDWARDS - REPORT RE UESTED FR IMZPT .The City Cler%, presented a communication and copy of a petition listing approximately 850°signatures of persons requesting flashing crossing lights nn Heil Avenue between Springdale and Edwards, together with a copy of a communication from Spring View School requesting same. On mot"ion•by Bailey, second.MacAllister, Council directed staff to bring back A report on April 6, 1981 regarding two flashing caution lights, one. for each crosswalk, on Heil Avenue between Springdale and Edwards Streets. The motion carried unanimously. IC AGREEMENT WITH CITY ADMINISTRATOR - APPROVED On motion by Bailey, second Mandic, Council approved an agreement between the City and new City Administrator Charles Thompson. The motion carried by the following roll call vote: AYES: Pattinson, Thomas, Finley, Bailey, MacAllister, Mandic NOES: None ABSENT: Kelly PD STATISTICS RELATED TO BEACHWALK Councilwoman Finley requested a report from the Police Department regarding the number of.calls related to traffic and parking problems in the Beachwalk area. The Chief of Police.stated that such statistics are not available geographically at the present time; however, he would begin gathering information beginning now and present a report to Council in thirty days. APPOINTMENT - MEADOWLARK AIRPORT BOARD - TUPF'ER I� On motion by MacAllister, second Bailey, Council appointed Thomas S. Tupper to the Meadowlark Airport Board. The motion carried unanimously. P('TA MEETING - 3L12181 Councilman MacAllister stated that there would be a Public Cable Television Authority breakfast meeting at Brewster on Thursday, March 12, 1981. STREETLIGHTS ON MAIN STREET Councilman MacAllister stated that he had been barraged with letters from concerned citizens voicing their fear that the old street lights on Main Street vm re to bo replaced.
