Westminster shall prepare plans and specifications for the widening and improvements on portions of Bolsa Avenue and Goldenwest Street. Z. Westminster shall prepare plans and specifications for the traffic signal modifications at the intersection of Balsa Avenue and Goldenwest Street, new traffic signals at Bolsa Avenue -and Victoria Lane and traffic signal modifications at Bolsa Avenue and Edwards Street. Huntington Beach and Westminster shall have the right of approval of said plans and specifications. 4. After approval by Huntington Beach, Westminster shall advertise for bids using the same procedures it used in making its public bird for a new pubti. work within the City and award it to the lowest responsihic bidder. 5. Westminster shall be in charge of the construction. 6. The cost of the street imorovements shall be the responsibility of the City within which said portion of street improvement is located. 7. Any controversy or claim arising out of or related to this agreement or 1 to the interpretation, breach or enforcement thereof shall be submitted to three (3) arbitrators, one being the Orange Road Comissioner, County of Orange, or an engineer member of his staff, and the remaining two (2) to be chosen by the respective cities or by an engineer associated with the public Works Gapartment er a municipality. :Any decision made by the ma;crity of said arbitrators shall be final, binding and conclusive. �i 12. The City Council and the Board of ,Supe visors shall adopt resolu- tions allocating the additional funds prior to advertising for bids. The request for additional allocations shall fallow the procedures as set forth in the AHFP Procedure Manual. (d) Final adjustments of Project coats will be made on the Basis of the County )w percent, the City percent on eligible itoms in the Contract. (e) Final adjustments of project storm drain costs will be made on the basis of matching funds up to a maximum of fifty percent (50%) of the total cost of eligible .terms; that. is, County par.'ticipatkon r.hall not exceed a. maximum of twenty-five percent (25%) of the total cost of eligible storm drain construction. (f) It is the intent of the parties hereto to comply with all applicable rulew regarding the expenditure of State Gas Tax Funds. This was caused by a number of factors. First, the existing pavement which was to be capped had large variations in section and in order to achieve a desirable travel surface, additional A.C. was used to to fill local depresrtons. Secondly, because of unusually heavy truck traffic, the existing pavement showed evidence of failure which t as not apparent when the field investigation was made by the Soils Lab. This necessitated removal and replacement of large areas not initially included in the design, Third, maintenance of traffic flow required a deviation from normal operation which resulted in a thicker depth of A.C. in one travel 1 � ne because A.C. was used to bring the lane up to the level of the adjacent: existing pavement : ather than have traffic di,iving on compacted base. The project required close coordination of a number of agencies because of construction of a flood control box culvert and the development of a major shopping center on the north side. The work, in spite of the complexity of the overall project, proceeded in an orderly fashion and resulted .i n a unusually fine completed facility. CONTRACTORS PERFORMANCE The contractors performed in a very capable manner, coordina:iov their i;ark, and with a mi nin. um disruption of traffics requirements. This report concerns the improvement of Bolsa Avenue, a major h i ghway , between Edwards Street .and Glol den West Avenue. This project requires the relocation of the existing Orange County Flood Control District CO-4 c_ channel to the north to allow sufficient width to pro- vide the proposed street improvement. The O.C.F.C.D. in conjunction with the property owner on the north side of Bolsa Avenue (Sears) , plan to construct a tri - p7o reinforced concrete box to replace the present earth -lined open channel. 2. The AHFP portion of the project includes a r a. Modification of the existing traffic signals at Edwards Street and at Gol den West Street. b. Installation of a traffic signal at Victoria Lane. c. The improvement of Bolsa Avenue to provide a mimi- mum of three travel lanes in each direction. Cer- tain improvements will be exchanged for voluntary right-of-way dedication by the adjoining property own s rs . B. The proposed work is located in the Cities oHuntington: Beach and Westminster. The City boundary lies approxi- mately on the ultimate centerline of Bolsa Avenue. 11 . PRESENT ROAD 1. Bolsa Avenue is now partially improved to ultimate. On the South side, which lies within the City of Huntington Beach the street is fully improved except for a 460 foot section. near Golden West Street. In this area the street has 24 feet of existing oavinq. The Ma- terials Laboratory has determined that the existing pave- ment South of centerline will require capping. 2. North of centerline, the existing pavement extends 24 feet with an earth shoulder adjoining. This existinq pavement will also require capping. Some work is proposed on Edwards Street north of the intersection, includinq the extension of the existinq triple box culvert under Edwards Street to allow the ultimate curb return to be constructed. Edwards Street is a Secondary highway with 2 exi s tinq northbound lanes north of Bolsa Avenue and with ultimate imorovement South. A left turn island is oroposed for Colden nest Street, South of dol sa Avenue.
