A G R E E M E N T
This Agreement by and between CITY Of WESTMINSTER, a Municipal
Corporation of the State of California, hereinafter ri-ferred to as
r
°44EST;11NSTER", and CITY CF HUNTINGTON 3EACH, a Municipal Corporation of the
State cf California, hereinafter referred to as "HUNTINGTON BEACH".
W I T N E S S E T H
WHEREAS, Bolsa Avenue, 'Goldenwest Street and Edwards Street are on
the boune,iry line of the cities of Westminster and Huntington Beach; and
1-e intersections of Boise Avenue at Goldenwest Streit, Solsa
Avenue at Victoria Lane and Bolsa Avenue at Edwards Street are on the boundary
line of the cities of Wc:stminst,�r and Huntington Beach; and
Certain portions of Bolsa Avenue and Goldenwest Street are unimproved;
and
Through study, street improvements and traffic signals are warranted
at the above indicated locations; and
At meetings and conferences ha,etofcre and between the citii-.s,
through ¢!-•sir staffs, it has been orally agreed between the cities that street
improvements and traffic signals should' be constructed since it is for the
benefit of both cities,
NOW THEREFORE, in consideration of the covenants and conditions
herein contained, the parties hereto agree as follows:
1. Westminste; shall prepare plans and specifications for the widening
and improvements on portions of Bolsa Avenue and Goldenwest Street.
2. Westminster shall prepare plans and specifications for the traffic
signal modifications .at ti;-: intersection of Bolsa Avenue and Goldenwest
Street, new traffic signals at Balsa Avenue and Victoria Lane and traffic
signal modifications at Bolsa Avenue.-, and Edwards Street.
3. Huntington Beach and Westminster shall have the rinht of approval of said
plans and specifications.
4. After approval by Huntington Be.ac! , Westminster shall advertise for bids
using the same procedures it used in making its public bid for a new public_
work within the City and award it to the lowest responsible bidder.
5. Westminster -,hall be in charge of the construction.
6. The cost of the street improvements shall be the responsibility of the
City within which said portion of street improvement is located.
7. The cost of the traffic signals at the varioL. intersections shall be
paid by the parties hereto In the ft,,-01owirg proportion:

8. Engineering
, inspection and other misc_llareous applicable costs shared
on a,pro rata basis as established in Items 6 and 7 of this Agreement.
Said costs are not to exceed the amounts ai'.owed by the Orange County
Arterial Highway Financing Program.
g. Huntington Beach will pay its p:-oportior.ate share upon completion of
the constrLction contracts.
10. Upon completion of the installation of the signals, maintenance of same
shali be perfurmed by Westminster. The roost of said maintenance shall
be prorated bet%eeen the cities following the same schedule as the
installal.ion of sz0d- signals.
11. Any controversy or claim arising out of or related to this agreement or
to the interpretation, breach or enforcement thereof shall be submitted
to three (3) arbitrators, one being the Orange Road Commissioner, County
of Orange, or an engineer member of his staff, and the remaining two (2)
to be chosen by the respective cities or by an engineer associated with
the Public, Wo'rks Department of a municipality. Any decision made bj the
majority of said arbitrators shall be final, binding and conclusive.
12. Each party hereto pledges its full faith and credit to pass said necessary
resolution and take proper legal steps to perform and to effect this
agreement.
IN WITNESS WHEREOF, Westminster has caused its corporate name and
sear to be hereunto affixed by its Mayor and attested by its City Clerk thereto
authorized, and Huntington Beach has caused its, corporate name and seal to be
hereunto affixed by its Mayor and attested by its City Clerk t'iereto authorized,

PROJECT REPORT
C I. GENERAL
I. This report concerns the improvement of Bolsa Avenue,
a major highway, between Edwards Street and Golden
West Avenue. This project requires the relocation of
the existing Orange County Flood Control District CO-4
G channel to the north to allow sufficient width to pro-
vide the proposed street improvement. The O.C.F.C.D. �
in conjunction with the property owner on the north
side of Bolsa Avenue (Sears), plan to construct a tri-
ple reinforced concrete box to replace the present s�
earth-lined open channel .
2. The AHFP portion of the project includes: �
a. Kodi,ication of the existinv traffic signals at
Edwards Street and at Golden West Street.
b. Installation of a traffic signal at Victoria Lane.

c. The improvement of Bolsa Avenue to provide a mimi-
mum of three travel lanes in each direction. Cer-
tain improvements will be exchanged for voluntary !
right-of-spay dedications by the adjoining property
0 owners.
3. The proposed work Is located in the Cities of Huntington
Beach and Westminster. The City boundary lies approxi-
mately on the ultimate centerline of Bolsa avenue,
II . PRESENT ROAD
1. Belsa Avenue is now partially Improved to ultimate. i
On the South side, which lies within the City of
Huntington Beach the street is fully improved except
for a 460 foot section near Golden West Street. In this
- area the street has 24 feet of existing paving. The Ma-
terials Laboratory has determined that the existing pave-
ment South of centerline will require capping.
North of centerline, the existing pavement extends 24
feet with an earth shoulder adjoining. This existing
pavement will also require capping.
2. Some work is proposed oc Edwards Street north of the
intersection, includlnq the extension of the existing
triple box cultert under Edwards Street to allow the
ultimmte curb returin to be constructed. Edwards Street
3 is a Secondary highway with 2 existinq northbound lanes
north of Bolsa Avenue and with ultimate Imurovement
South. A left turn Island Is or000sed for Golden West �
>w Street, South of Solso Avenue. Soo bodification is
proposed north of Soisa Avenue to allots a right turn

City's entitlement of Orange County's G4s Tax money to the City

' The City of Huntington Beach ARFP #585 project for the con-
struction of street improvements in Bolsa Avenue between Edwards
Street and Goldenwiest Street was accomplished in conjunction with
the City of Westminster AHFP #586. The City of Westminster acted
as lead &gency for these two projects.
The total cost for AHFP #585 was $101,596.80 of which the
City of Huntington Beach has paid Wea;tm2inster $55,294.72 from
City Gas Tax funds. The mining $46,302.08 is the County's
share of AHFP 0585, and is due and payable to the City of WestWnster.

REMARKS
During the course of construction there was a considerable increase
in the amount of asphaltic concrete used, over the initial estimate.
This was caused by a number of factors. First, the existing pavement t
which was to be capped had large variations in section and in order
to achieve a desirable travel surface, additional A.C. vas used to
to fill local depressions. Secondly, because of unusually heavy truck
traffic, the existing paversant showed evidence of failure which was
not apparent when the field investigation wal made by the Soils Lab. �
This necessitated removal and replacement of large areas not initially f
Included in the design. Third, maintenance of traffic flora required j -
a deviation from nornal operation which resulted in a thicker depth �
of A.C. in one travel lane because A.C. was used to bring the lane up
to the level of the adjacent existing pavement rather than have traffic iAM
driving on compacted base. J
The project required close coordination of a number of agencies because
of construction of a flood control box culvert and the development of
a major shopping center on the north side. The work, in spite of
the complexity of the overall project. proceeded in an orderly fashion
and resulted in a unusually fine completed facility. do-,
