WHEREAS, Bolsa Avenue and Edwards Street is r:n the boundary lint of the
cities of Westminster and Huntington Beach, and the intersection of Edwards
Street and MarVista Drive is on the boundary line of the cities of Westminster
and H+intington Beach; and
Through study, an interconnected traf'ric signal is warranted at the
intersection of Edwards Street and MarVista Drive; and
At meetings and conferences heretofore and between the cities, through
their staffs, it has heen orally agreed between the cities that a traffic
signal should be constructed since it is for the benefit of both cities,
NOW THEREFORE, in consideration of the covenants and conditions herein
contained, the parties hereto agree as follows:
1. Westminster shall prepare -glans and specifications for the new
traffic signal at E&,,ards Street and MaxVista Drive, and traffic
signal interconnect modifications at the intersection of L:Ilsa
Avenue and Edwards Street.
4. Huntington Beach and Westminster shall have the right of approval
of said plans and specifications.
3. After°approval by Huntington Beach, Westminstehall. advertise
for using the same procedures it used in making its public
bids for a new public work vithin the City and award it to the lowest
responsible bidder.
4. Westminster shall be in charge of the construction.
5, The cost of the traffic signals shall be paid by the parties hereto
in the following proportion:
Edwards and MarVista Drive and Interconnect Modifications at Bolsa
Avenue and Edwards Street
Huntington BeP,-h - 34.4%
Westminster & Sears Roebuck - 65.6%
6. Engineering, inspection and other miscellaneous applicable cots
shared on a pro rata basis as established in Item, 5 of this :Agreement.
7. Huntington Beach will pay its p,-oportionata share upon completion
of the construction contracts.
£.. Upon completion of the installation of the signals, maintenance of
same shall be nerformed by Westminster. The cost of said maintenance

Westminster - 65.6%
Huntington Beach. - 34.4%
9. Each party hezeto pledges its full faith and credit to pass said
necessary resolution and take proper legal steps to perform and to
effect this agreement.

for financial participation in the construction of a traffic signal at
Edwards Street and Mar Vista Drive necessitated by anticipated traffic
to be generated by the Sear's Shopping Complex in the northeast quadrant
of Bolsa Avenue and Edwards Street, for a total cost of $34,500, of which
$12,000 will be the City's share; and authorized the Mayor and City Clerk
to execute same an behalf of the City.

SPECIAL PROVISIONS
SIGNALS AND LIGHTfNG
DESCRIPTION — Furnish all materials, supplies, labor, equipment, tools,
transportation, and services and install complete and in satisfactory working
order traffic signal and highway lightinc at the intersection of Edwards Street
and Mar Vista Drive, The work shall be accomplished in accordance with the
provisions of the City of Westminster and the City of Huntington Beach
Standard Plans and Specifics*ions; the State of California, Division of Highways,
Standard Specifications, Section 86, Signals and Lighting, and Standard Plans
in effect on the date the project is advertised; and these Special Provisions.
BEGINNING OF WORK --Contractor may complete all underground instal-
lation at any time. However, Contractor shall not set poles, signal heads, or
controller ;:rail ali material is available.
EQUIPMENT LIST AND DRAWINGS— Equipment list and drawings of
electrical equipment and material shall conform to the provisions in Section
86 — 1.03, Equipment List and Drawings, of the Standard Specifications and
these Special Provisions.
The controller cabinet schematic wiring diagram and intersection sketch shall
be combined into one drawing, so that; when the cabinet door is fully open,,
the drawing is oriented with the intersection.
FOUNDATIONS — Foundations shall conform to the provisions in Section
86 — 2.03, Foundations, of the Standard Specifications and these Special
Provisions.
Portland cement concrete shall conform to Section90 — 10, Minor Concrete,
of the Standard Specifications and shall contain not less than 470 pounds of
cement per cubic yard, except concrete for pile foundations shall contain not
less than 564 pounds of cement per cubit: yard.
Oast -in -drilled -hole concrete pile foundations shall be used for Type XIX signal
sttiandards.
CONDUIT — Conduit shall conform to the provisions in Section 86.— 2.05,
Conduit, of the Standard Specifications and these Special Provis'sc is.
Non-metallic type conduit shall not be used.
CONDUCTORS AND MIRING — Conductors and wiring shall conform to
the provisions in Section 86 — 2.08, Conductors, and Section 86 — 2.09,
Miring, of the Standard Specifications and these Special Provisions.
The epoxy insulated spring connector type splice and splice insulation
specified in Section 86 — 2.09D, Splicing, of the Standard Specifications
shall not be used on this project.
Conductors shall be spliced by the use of "C" shaped compress?on connectors
as shown or the`pfans. - r
FUSED SPLICE CONNECTORS -- Fused splice connectors as specified in
Section 86 -- 2.095, Fused Spice Connectors, of the Standard Specifications
will not be required.
BONDING AND GROUNDING — Bonding and grounding shall conform to
the provisions in Section 86 — 2.10, Bonding and Grounding, of the Standard
Specifications and these Special Provisions.
Grounding jumper shall be attached by a 3/16 inch or larger brass bolt in the
standard or pedestal and shall be run to the conduit, ground rod, or bonding
wire in adjacent pull box.
Grounding jumper shall be visible after cap has been poured on foundation.
SOLID-STATE TRAFFIC ACTUATED CONTROLLERS —Solid-state
traffic actuated controller units, cabinets, and auxiliary -iquipment shall
conform to the provisions in Section 86 — 3, Controllers, of the Standard
Specifications and u.ese Special Provisions.
Type 90 controller units shall be capable of operating a minimum of phases
in a single controller .unit frame. Type 90 controllers for 5-phase through
.8-phase operation may utilize one or two controller unit frames. The Type 90
controller unit modules for 2 through 8 phases shall be identical and inter-
changeable within the individual manufacturer's Type 90 controller unit frames.
Integral detector sensor units shall not be provided.
Solid-state swri, , drig devices shall conform to the following;
The switching device shall utilize zero -point switching, with turn -on at the
zero voltage point, + 5 degrees, and turn-off at the zero current point,
± 5 degrees, of the power line sinusoid. Zero voltage turn -on is not required
during the first half -cycle of line voltagY during which the input signal is
applied,
A low-level signal (saturated NPN transistor, 0 to 2.0 volts, DC) � .A be

During normal operation (no circuit or one circuit energized), the switching
device shall not utilize more than 20 milliamperes from a + 15 to + 24 volt
DC source. The load switch shall not apply more than 30 volts, peak, to

Construction of the switching device shall be such that personnel inserting
o,: removing modules will not be exposed to live parts. Hand pulls shall be
provided.
A reed relay, rated for at least 10 million operations, may be used in the
input portion of the switching device.
The switching device shall mate with the socket shown on the platys. The sockets
shall be mounted in a California Standard. Load -Switch Rack. A California
Standard Load -Switch Flack is available for inspection at the Division of Highways
Materials and Research Laboratory at .5900 Folsom Boulevard, Sacramento.

will accept a switching device.
The Contractor shall arrange to have a signal technician, qualified to work on
the controller, present at the time the equipment is turned on.
COORDINATION EQUIPMENT — In the controller cabinet at the intersection
of Bolsa Avenue and Edwards Street, install the equipment necessary, including
a two -function encoder for use with telephone lines, to accomplish the following:
a. sense the beginning of phase B (Edwards Street) green at the intersection '
of Bolsa Avenue and Edwards Street; and
b. transmit this information to a decoder in the controller cabinet at the
intersection of Edwards Street and Mar•Vista Drive.
In the controller cabinet at the intersection of Edwards Street and Mar Vista Drive,
install the equipment necessary, including a two -function decoder for use with
telephone lines, to accomplish the following:
a. receive information from an encoder in the controller cabinet at the
intersection of Bolsa Avenue and Edwards Street; and
b. hold the phase A4 green, if being displayed, for a pre-set duration. If the
phase A4 green is not being displayed at the beginning of the pre-set
duration but begins during the pre-set duration, the please A4 green shall
be held for the remainder of the pre -,,at duration.
PROGRAMMED ViSiBILITY TRAFFIC SIGNAL HEADS -• Programmed visibility
traffic signal heads shall conform to the provisions in Section 86 — 4,08, Programmed
Visibility Traffic Signal Heads, of the Standard Specifications and these Special Provisions.

Lamps shall be furnished by the Contractor.
No background light shall be visible between the backplate and the heads or between
head sections.
DETECTORS — Detectors shall conform to the provisions in Section 86 -- 4.05,
Vehicle Detectors, of the Standard Specifications and these Special Provisions.
The fifth paragraph of Section 86 -- 4.05B(3), Sensor Unit Construction, of the
Standard Specifications is amended to read:
All pilot lights and meters shall be mounted on the front panel of the sensor
unit or the s nsor power source assembly. Input power shall be fused.
Capacitors or inductors necessary for'oop tuning shall not be mounted external to
the loop detector sensor unit.
The loop lead-in from the field terminals in the cabinet to the sensor unit shall be a
twisted pair,'
Loop detectors in left -turn fades shall not detect any vehicle in adjacent lanes. Size
of individual loops may vary from that shown on the plans. The number of sensor
units and lead-in cables required to achieve the sPe+cified detection shall 1 a installed.
Separate magnetometer control units shall be provided for each approach.
A separate channel shall be provided for each lane.
The external function switch permitting the magnetometer control unit to
operate in either a presence or a pulse mode will be required.
PEDESTRIAN SIGNALS — Gas tube type pedestrian signals shall conform
to the provisions in Section 86 — 4.07, Pedestrian Signals, of the Standard
Specifications and these Special Provisions.
Pedestrian signals shall be Type B.
Type B signals maj,• use alternative tubing configurations if letter strokes
have a brightness level and uniformity equal to the specified configuration.
A 1%-inch deep eggcrate type screen and mounting frame of 0.020-inch
minimum thickness 3003 H14 aluminum allay or polycarbonate plastic
shall be provided to cover the words DONT and WALK.
The vertical spacing of the horizontal members shall be Y2 inch starting
approximately Y4 inch above and ending approximately % inch below the
DOW and WALK legends respectively. The vertical members shall be
spaced horizontally from Y4 inch left of the legend area to % inch right of
the legend area at'h inch intervals, or may be placed approximately `/a inch
left and right of each vertical stroke of the DONT legend,

structural strength.

The screen and frame shall be anodized flat black or may be finished with
fiat black enamel as specified in Section 91 — 4.01, Enamel, Traffic Signal
Lusterless Black, of the Standard Specifications. Said enamel shall be
applied in the shop at the Contractor's expense.
Alternate methods may be substituted for the above screening providing the
results are equal to or superior to those obtained with the above specified
screens as determined by the Engineer.
HIGH PRESSURE SODIUM VAPOR LUMINAIRES— Luminairesshall
confor-n to the applicable portions of Section 86 - 5.01 and Section 86 — 5.02
of the Standard Specifications except that high pressure sodium vapor shall
be substituted for mercury vapor. Light distribution shall be USASW ES type
medium, semi -cutoff, Type III CIE Typecon cutoff. Lamps shall be high
pressure sodium vapor, 400 nominal watts producing approximately 45,000
lumens with a minimum average sated life of 14,000 hours.
Luminaires shall be equipped with glare shields.
All luminaires shall be equipped with integral ballasts wired for 120 volt
operation.
PAYMENT — Payment for signals and lighting shall conform to the provisions
in Section 86 — 7, Payment, of the Standard Specifications and these Special
Provisions.
The contract lump sum price or prices paid for signals and lighting shall include
highway lighting at intersections in connection with signals only.
