Scope. of Services
GENERAL UNDERSTANDING OF THE CITY'S NEEDS
Civic Solutions, Inc. proposes to" offer professional planning services related to entitlement
processing to the City of Huntington Beach. We commit to maintain the same high level of
quality service to the City of Huntington Beach as we have for all of our clients over the last 15
years. This proposal willaddress the qualifications to provide the scope of services.
Civic Solutions, Inc. will offer a talented team of professional planners to the City of Huntington
Beach as directed to meet the specific needs of 'the City. All of our staff have extensive
experience working in municipal planning departments, and "possess a proven track record of
quickly acquiring a working knowledge of a city's codes and procedures. Our planners are able
to add value to the organization in which they are helping as they seamlessly fit into the daily
operations. Our staff will be able to Work effectively with the requirements of CEQA and the
City's dev"elopment codes, standards and guidelines. Every member of our team has"
outstanding people skills, works well with each other, the public and other City. staff and
consultants.
Our staff serves numerous municipalities in California. We are experienced in learning and
_applying .development codes. similar to the City of Huntington Beach. We have the unique
insight. of having worked in Orange County for the last 15 years and have a thorough
understanding of the region as well as the unique needs of Huntington Beach. This will allow us
to transition into Huntington Beach's operations with very little interruption to the City or burden
on the City's staff..
It is intended that our staff review, edit and refine the Specific Plan prepared` by FORMA,
prepare the environmental' assessment using various EIRs related to the project and process
the General Plan Amendment and Local Coastal Program Amendment following the annexation
for the project. For this to be successful, the following elements must be present:
Outstanding Customer Service and Public Relations: This means a focus 'on
responsiveness, fair and courteous treatment to everyone, communicating complete,
reliable information to the public, and consistency in the treatment given to all who do
business with the City.
Public Interest the Primary Focus of Service: The consultant staff must have a "public
sector" orientation to their work, never forgetting that policies and standards established
by the City Council must.govern all 'transactions. While zoning regulates some citizens,
others are protected by it. The planner must'be able to work with both interests equally,
clarifying and explaining the benefits of the adopted standards. -
Technical Competence: The City's planning and land use regulations including CEQA,
the. LCP and the City zoning ordinance require a high level of technical capability.
Experienced planning professionals with a background in these areas will minimize the
time required learning and implementing the City's process for entitlements. .
City of Huntington,Beach 4 Civic Solutions, Inc.
• Work Well with City Staff: All city planning requires constant interaction with other
disciplines and departments. When two departments differ on approach to an issue, the
planning case manager must be able to work out the matter such that the applicant is
not caught in the middle, or left to contend with conflicting views. The ultimate aim is to
work constructively with other City staff to the end that the City speaks with one voice
and has only one position.
• City Hall Presence: In order for planning services to be user, friendly, the consultants
must be readily available to interact with the public. All meetings should be conducted at
City Hall, and adequate coverage for office hours must be respected at all times. Our
staff will work in City offices as assigned maintaining consistent office hours. We also
have offices in the City of Fullerton and the City of San Juan Capistrano that will be used
for our staff in the event that off -site work is necessary.
• Meet City Performance Standards Without Close Supervision: Consultant staff must be
able to consistently meet Departmental standards, including deadlines, quality of work
products, courtesy and accessibility, accuracy of reports and information given to the
public, and responsiveness.
• Efficient and Cost Effective Public Service: All work in a public agency must be cost
effective. Productivity standards must be high, with a system of accountability that
ensures that the cost of hourly rate work does not become disproportionate to its value
to the community.
