Project Manager City of Huntington Beach 2000 Main Street Huntington Beach, CA 92648 ` RE CivicStone Proposal (Revised) — Rehabilitation Loan Program Dear Ms King On January 13 2006 we submitted a proposal to administer the Rehabilitation Loan Program for the City of Huntington Beach Since that time additional clarification and a request to have our fees based upon a not to exceed" amount have necessitated that our proposal be modified CivicStone Inc offers a competent, thorough and efficient management approach to the City of Huntington Beach's Rehabilitation Loan Program 1 believe the City of Huntington Beach has a long track record of assisting residents and offers a great program that will benefit still many more residents within the community of Huntington Beach I trust that you will find our response thorough and thought provoking Thank you for this opportunity 1 look forward to hearing from you soon Sinc rely Adam B Eliason President 1 d f'E`xGch,fB CivicStone, Inc 357 W REHABILITATION LOAN PROGRAM have prepared a response to the RFP based upon CivicStone s philosophy that we should be paid for the work completed on a performance basis To have a consultant administer this program on an hourly basis is like opening the City's checkbook to how much this process may cost To have a consultant be paid on a per loan basis is really not fair if there are a lot of inquiries that don't translate into loans or applicants that cancel at some point in the process Instead, a phased system of progress payments seems to be fair to both the City of Huntington Beach and the approved consultant SCOPE OF SERVICES SCHEDULE OF SERVICES & ESTIMATE OF BUDGET For clarification purposes I have listed my Scope of Services along with the applicable schedule timing and budgeted fee schedule in the table below I found this table format to be easy to read and the most comprehensive manner in which to display my management information PHASE PHASE SCOPE OF SERVICES FEE NUMBER NAME Phase 1 Initial Contact This phase includes the initial contact with the applicant $90 answering any questions on the phone as well as mailing out an application package Phase 2 Application This phase occurs once the application is returned It $510 Review includes reviewing and underwriting the application based upon the program guidelines it includes requesting additional information and/or working with applicants to properly complete the application if an applicant meets the approval guidelines then the necessary documents will be prepared for applicant signature Phase 3 Inspection This phase includes meeting with the homeowner and $1 210 Report preparing a list of items to repair or improve It includes preparing a floor plan and a contractor bid package It also includes before photos This phase also includes coordinating and paying for all necessary environmental testing and clearance Phase 4 Contractor In this phase a Bid Package will be sent to general $730 Selection contractors selected by the applicant This will also include verifying contractor eligibility according to the Program Guidelines Once the general contractors have responded CivicStone will work with the applicant to select a general contractor CivicStone will also prepare /969 e.' ora-XA B City of Huntington Beach Rehabilitation Loan Program January 13 2006 Page 2 all of the necessary paperwork between the contractor City and applicant that is required before a Notice to Proceed will be issued Phase 5 Pre This Phase will provide a pre construction conference to $384 Construction be held at the applicants home between CivicStone the Conference applicant and the general contractor Phase 6 Progress During the course of construction the general contractor $897 billed Payments/ will submit a request for payment for all or partial work after last Change completed Requests for payment will be prepared inspection Orders inspected verified and submitted to the City for payment to the general contractor Phase 7 Project Final inspection of the property will be completed Upon $585 Completion inspection approval by the applicant and CivicStone a Nonce of Completion will be issued All applicant information will be updated into a paper file as well as a computer database After" photos will be included into the file Based upon the above fee schedule, the maximum 'not -to -exceed" amount per loan shall be Y4,406 DEFERRED LOAN PORTFOLIO It is the understanding of CivicStone that the City of Huntington Beach desires to have their deferred loan portfolio managed by an outside company It is our understanding that this work involves working with applicants and their assignees to clear any debt obligations with the City That work includes preparing the Demand Letter coordinating the signatures for reconveyance and verifying there is clear title If the City prefers to work with a separate company for this service or to continue to do this work by themselves it would acceptable to CivicStone For these services, CivicStone will charge a fee of $285 per loan NOTINCLUDED This fee schedule and proposal does not include services for rental rehabilitation projects CivicStone can bill these projects on an hourly basis or prepare a separate proposal similar to the above phased schedule at a later date when more information about that process is provided This fee schedule and proposal does not include any services to market and outreach the program into the community This fee schedule and proposal does not include services for any loan servicing on the City s amortized loan program We anticipate that will remain the responsibility of an outside company that CivicStone will work closely with All other work outside of the phased Scope of Work will be billed on an hourly basis I anticipate it will be necessary to have my Project Manager Construction Specialist and myself meet with staff to review the existing program and provide a smooth transition into a new 19age 3ofExb City of Huntington Beach Rehabilitation Loan Program January 13 2006 Page 3 contract This training time is not part of the work stated above and will be billed on an hourly basis If for any reason the City of Huntington Beach requests additional time outside the Scope of Services outlined above CivicStone will bill on an hourly basis plus mileage and expenses The billing rates are as follows Adam Eliason Principal s billing rate is $130 per hour Celina Lopez Protect Manager's billing rate is $85 per hour Hany Jacoub Construction Specialists billing rate is $85 per hour Paid on Performance The CivicStone Fee Schedule is divided into Phases which provides advantages to both the City of Huntington Beach and CivicStone CivicStone will only bill the City for the actual work completed by Phase Consequently, if an applicant proceeds to the Phase labeled Contractor Selection and decides not to continue on the Program CivicStone will only bill the City of Huntington Beach to that part of the applicants progress This potentially offers a significant savings to the City of Huntington Beach because CivicStone s philosophy has always been paid on performance We are confident in our abilities to properly manage the Rehabilitation Loan Program and are certain our paid on performance" philosophy will prove to our mutual benefit Scope of Repairs/Improvements. The Scope of Repairs document used by the general contractors to bid projects plays an integral role in the success of the entire program If the Scope of Repairs document is unclear and left to interpretation everyone is unhappy The homeowner is unhappy because they didn t get what they thought they should The general contractor is unhappy because the homeowner won t release payments and complains all the time The consultant is unhappy because they are always playing referee between the homeowner and the general contractor and the City is unhappy because everyone is complaining The CivicStone Scope of Repairs document is thorough and addresses key areas that are common misinterpretation traps The CivicStone Scope of Repair document includes 1 a floor plan of the home 2 a summary and comprehensive narrative of the work to be completed 3 photos of the home 4 suggested permits needed 5 quality and quantity of materials 6 and in some cases instructions regarding the proper installation We at CivicStone have found that this kind of attention to detail insures a smooth operating program ea ,V 4-P&;t b '13 City of Huntington Beach Rehabilitation Loan Program January 13
