WITNESSETH:
WHEREAS the CITY has received a grant fros;i the Or&nge County hlanpowei, ,
Cra fission (C NLMISSIM) through the United Str,tes Department of Labor, Em-
ployment and Training Administration, under Titles II-D of the Comprehensive
8imployment and Training Act(CETA) Amendments of 1978, as .trended
(P, L. 95-•524 r hereinafter referred to .is the ACT.
WHEREAS, CITY has met the qualifications for program operations of the
COMNISSION ros.arencing on the 1st dray of October 1980, and ending on the 30th
dad{ of September, 1981, and is trilling to provioe for the terms and condi-
tions as set forth.
WHERFJ6, CITY has a need for suppu.•t services and training services to

fully implement such terms and conditions;

WNEREA5, DISTRICT has the vrganization, facilities and staff to provide
such services in behalf of the grant and the CITY;

Subject Agreement is submitted to City Council as an Administrative vehicle to allow our x
purchase of CETA mandated training services from the Coast Community College
District. Approval of this contract would continue the practice established during the �
1980 fiscal year wher; the City originally contracted for CETA mandated services with the
Coast Community Collage District.
Federci ri gutations mandate that an amount equal to 20 percent of the CETA I1-D grant
be buteted for training. k.n amount equal to 5 percent of the grant is an allowable
charge J or support services. When the City Council established the gront for `ascal year
1981, they encumbered funds in the accounts to meet these purposes. Payment to the
Coast Community College iistrict will be dlrect(y fromCETA funds funneled through the
'City of Huntington Beard`.. There will be no City funds involved nor any City liability for
these amounttr.
In summation, this Agreement fority Council approval is merely a vehicle to reimburse
the college district for training and support services mandatedb�� *he F'aderal CETA
regulations. The funds have already been budgeted and earmar'ea for this type of
expenditure by the City Council.

Program during the Fe4ral fiscal year 1981. (October 1, 1980 through September 30, 1981) The
Subcontract Agreement, when executed, will appropriate 20b, 329 of CETA Title II-D
funds to the- District for training and services.
Recommendation

Federal CETA regulations mandate that 20% of the Title 11-D grant funds be :used for training and

budget for FY-81 and already approved by City Council'. There: are no City funds involved';
Tim district has ptrovided training and services for the City's CETA Public Service Employment
Program since May 1, 1980 in ciecordance with the terms and conditions set forth in the FY-60
Subcontract Agreement. The execution of the FY-81 Subcontract is required to continue i
receiving the training and service., provided by the District. Payment to the District will be j
