Statement of Issue:
Pursuant to City Council approval of December 71 1987, bids were received
on December 22, 1987 for purchasing of traffic signal controllers, cabinets
and hardware for various locations.
Recommendation:
1. Accept the low bid submitted.by Computer Service Company and authorize
the Mayor and City Clerk to execute an appropriate contract in the
amount of $175,475.00.
2. There will be no anticipated "incidentals" on this project.
Analysis:
On December 7, 1987, the City Council approved the plans and specifications
for purchasing of traffic signal controllers, cabinets and hardware for
various locations. Bids, as summarized below, were received and opened
on December 22, 1987.

Statement of Issue:
Outdated and insufficient traffic signal controllers, cabinets and hardware have.
prompted Public Works staff to develop specifications for purchasing of said
material for various locations.
Recommendation:
City Council approve the specifications for this project and authorize the Department
of Public Works to advertise for bids for purchasing of traffic signal controllers
and hardware.
Analysis:
ongoing deterioration of traffic signal cabinets, controllers and hardware at
various intersections call for immediate replacement of this equipment.
The specifications for this project have been reviewed by Public Works staff
and are ready for bidding. This phase of the project calls for purchasing
of new cabinets, controllers and hardware to operate these intersections
effectively and efficiently. The second phase of the project will install
the purchased equipment. The estimated cost of this phase of the project is
approximately $175,000.
Funding Source:
Sufficient unencumbered revenues are available in Gas Tax Account #747080,
"Traffic Controllers" to cover the cost of this project.
Alternative Action:
Postpone advertising at this time.

It is understood and weed that the approximate quantities shown in the foregoing proposal schedule are solely for
the purpose of facilitating the comparison of bids and that the contractor's compensation will be computed upon the basis
of the actual quantities in the completed work, whether they be more or less than those shown barein at the unit prices bid
in the proposal schedule.

Notice is hereby given that the City Council of the City of Huntington Beach, California
will receive sealed bids for the purchasing, testing and delivery. of traffic signal controller
cabinet, controller, underground service and hardware for various locations in the City of
Huntington Beach, California in accordance with the plans and specifications and special
provisions on file in the office of the Director of Public Works. Documents will be
available on December 8, 1987. A charge of $15.00, not refundable, will be required for
each set of specifications and accompanying drawings.

In accordance with the provisions of Section 1773 of the Labor Code, the State of
California, Director of the Department of Industrial Relations shall determine the general
prevailing rate of wages, applicable to the work to be done; copies of the latest general
wage rate determinations are on file at the office of the City Clerk and the office of the
Director of Public Works of the City of Huntington Beach, California.
Flans and specifications, together with proposal form, may be obtained at the office of
the Director of Public Works, City Hall, Huntington Beach, California.
No bid will he received unless it is made on a blank form furnished by the Director of
Public Works. The special attention of prospective bidders is called to the proposal
requirements, set forth in the specifications, for full directions as to the bidding.

The above quantities are approximate only, being given as a basis for the comparison of
bids, and the City of Huntington Beach does not express or by implications agree that the
actual amount of work will correspond therewith but reserves the right to increase or
decrease the amount of any class or portion of the work, as may be deemed necessary or
expedient by the Director of Public Works.
All kids will be compared on the basis of the Director of Public Works estimate of the
quantities of work to be done.
Substitution of securities for any monies withheld by the. City to insure performance shall
he permitted in accordance with provisions of the California Government Code, Section
4590.
Each bid shall be- made out on a form to be obtained at the office of the Director of
Public Works, Development Wing, 2000 Main Street, Huntington Beach, California; shall
be sealed and filed with the City Clerk at the Civic Center, Second Floor Administration
Building, 2000 Main Street, Huntington Beach, California, on or before 2:00 P.M. of
December 22, 1987, and shall be opened by a committee composed of the City Clerk, the
City Attorney and Director of Public Works or their authorized representative and the
results of said bidding will be reported tothe City Council of said City of Huntington
Beach at their regular meeting to be held on Monday, the 4 th of January , 1988, at the

In compliance with the "Subletting and Subcontracting Fair -Practices Act' being Section
4100-4113 of the Government Code of the State of Callfornia, and any amendments
thereto, each bidder shall set forth below the name and location of the place of business of
each subcontractor who will perform work or labor or render.'s'erv,ice to the prime
contractor in or about the construction of the work or improvement In an amount in excess
of one—half (1/2) of one percent (196) of the prime contractor's total bid, and shall further
set forth the portion of the work which will be done by each. subcontractor. Only one

If the contractor fails to specify a subcontractor for any portion of the work to be
performed under the contract, he shall be deemed to have.agreed to perform such portion

designated in the original bid shall only be permitted in cases of public emergency or

By submission of this proposal, the contractor certifies:
I. That he is able to and will perform the balance of all work which is covered in
the above subcontractor listing.
2. That the City will be furnished copies of all sub —contracts entered into and
bonds furnished by subcontractor for this project.
STANDARD SPECIFICATIONS
Except as hereinafter provided, the provisions of the latest Edition of the "Standard
Specifications for Public Works Construction" (Green Book) published by Building News,
Inc. 3055 Overland Avenue, Los Angeles, California 90034, and all amendments thereto,
adopted by the Joint Cooperative Committee of Southern California District and
Associated Contractors of California; hereinafter referred to as Standard Specifications,
are adopted as the "Standard Specifications" for this project and shall be considered as a
part of these Special Provisions.
Where specified, the specified editions of "Standard Specifications" and "Standard Plans"
of the State of California, Business and Transportation Agency, Department of
Transportation, shall apply. If no date of publication is 'specified, the most recent edition,
as of the date of publication of the Notice Inviting Bids for this contract, shall apply.
PART 1
GENERAL SPECIAL PROVISIONS
The following additions are made to the "Standard Specifications." If there is a conflict
between the Standard Specifications and these additions, these additions shall have first
precedence.
1-2.1 Definitions
(a) AGENCY The City of Huntington Beach, California also
hereinafter called "CITY".
(b) BOARD The City Council of the City of Huntington Beach,
California.
(c) CONTRACT
Documents including but not limited to the proposal

forms p-1 through p-5, Standard Specifications,
General Provisions, Special Provisions, Plans, Bonds,
Insurance, Contract Agreement and all addenda
setting forth any modifications of the documents.
(d) ENGINEER
The administrating officer of the City of Huntington
Beach or his authorized representative.
(e) BIDDER
Any individual, co -partnership, association or
corporation submitting a proposal for the work
contemplated acting directly or through a duly
authorized representative.
(f) LEGAL ADDRESS
The legal address of the Contractor shall be the

special provisions.
(i) STATE CONTRACT Chapter 3, Part 5, Division 3, Title 2 of the
Government Code. The provisions of this act
and other.,, applicable laws, form and
constitute a part of the provisions of this
contract to the same extent as is set forth
herein in full:
1-3.1 Abbreviations
O.C.E.M.A. Orange County Environmental Management Agency.
2-1.1 Award of Contract
The City reserves the right to reject any and all ,Proposals. The award of the
contract, if it be awarded, will be to the lowest responsible Bidder whose
Proposal complies with all the requirements prescribed by the City.
2-1.2 Execution of Contract
The contract shall be signed by the successful Bidder within ten (10) working
days after award, and be returned together with the contract bonds, to the City
Clerk's office. Work shall commence within 10 working days after the contract
has been fully executed. No Proposal shall be considered binding upon the City
until the contract is executed by the Contractor and the City. The contract
time shall start on the date specified in the "Notice to Proceed", issued by the
City.
2-1.3 Failure to Execute Contract
Failure to execute a contract and file acceptable bonds as provided herein
within the time specified ' for the applicable contract category shall be just.
cause for the cancellation of the award and the forfeiture of the proposal bid
bond.
2-4.1 Return of Bid Bond
Within ten (10) days after the award of the contract, the City of Huntington
Beach will return the bid bonds accompanying the proposals which are not to be
considered in making the award. All other bid bonds will be held until the
contract has been finally executed, after which they will be returned to the
respective bidders whose proposal they accompany.

Competency of Bidders and Payment for Plans and Specifications
Plans, Special Provisions and Proposal forms will be issued only to those
contractos who can qualify as competent bidders. A charge will be required for
the taking out of plans, none of which will be refunded to any bidder.
Schedule and Commencement of Work
Prior to the start of work, arrangements will -be, made for a meeting between
the Contractor and the Engineer. The purpose of this meeting is to coordinate
the activities of the Contractor within the limits of this contract, and review
scheduling. The Contractor shall submit for approval by the Engineer a
complete schedule showing the number of working days required to complete
the project.
The contract time shall commence on the date shown on the "Notice to
Proceed", which will be issued by the City.
Liquidated Damages
Section 6-9 of the Standard Specifications for Public Works Construction shall
be modified with respect to the dollar amount of damages per day. The daily
sum due per day for each consecutive calendar day in excess of the time
specified for completion of the work shall be as follows: .

Payment for the furnishing of all labor, materials and equipment necessary to
perform all work indicated on the plans and described in these specification and
Special Provisions shall be included in the contract unit prices bid for the items
listed on the Proposal, and no additional compensation will be allowed.
Compensation for items of work shown or described, but not listed on the
proposal, will be considered to be included in the prices bid for listed items.
Final Payment
The Engineer shall, after completion of the contract, make a final estimate of
the amount of work done thereunder and the value of such work, and the City of
Huntington Beach shall pay the entire sum found to be due after deducting
therefrom all previous payments and all amounts to be kept and all amounts to
be retained under the provisions of the contract. All prior partial estimates and
payments shall be subject to correction in the final estimates and payment.
The final payment shall -not be due and payable until after the expiration of
thirty-five (35) days from the date of recording a Notice of Completion.
It is mutually agreed between the parties to the contract that no certificate
given or payments made under the contract, except the final certificate of final
payment, shall be evidence of the performance of the contract, either wholly or
in part, against any claim of the party of the first part, and no payment shall be
construed to be an acceptance of any defective work or unacceptable materials.

10-2 Proposal Form
All Proposals must be made upon blank forms to be obtained from the office of
the Director of Public Works at the Civic . Center, Huntington Beach,
California. The Bidder shall submit his Proposal on the form furnished turn.
Proposals submitted on forms other than the one issued to the Bidder will be
disregarded.
All Proposals must give the prices proposed both in words and numbers, of
which words will prevail over numbers, and must, be signed by the Bidder with
his address and telephone number. If the Proposal is made by an individual,
firm or partnership, name, post office address and telephone number must be
shown. If made by a corporation, the Proposal must show the name of the state
under whose laws the corporation was formed, and the names, title, and
business addresses and telephone numbers of the President, Secretary and
Treasurer.
10-3 Proposal Bid Bond
All bids shall be presented under sealed cover and shall be accompanied by cash,
a cashier's check, certified check, or bidder's bond made payable to the City of
Huntington Beach, for an amount equal to at least ten percent (10%) of the
amount of said bid, and no bid will be consideredunless such cash, cashier's
check, certified check, or bidder's bond is enclosed therewith.
10-4 Withdrawal of Proposals
Any bid may be withdrawn at any time prior to the hour fixed in the Notice To
Contractors for the opening of bids, provided that a request in writing,
executed by the Bidder or his duly authorized representative, for the
withdrawal of such bid, is filed with the City Clerk. The withdrawal of a bid
shall not prejudice the right of a Bidder to file a new bid.
10-5 Public Opening of Proposals
Proposals will be opened and read publicly at the time and place indicated in
the Notice To Contractors. Bidders or their authorized agents are invited to be
present.
10-6 Rejection of Proposals Containing Alterations, Erasures or Irregularities
Proposals may be rejected if they show any alterations of form, additions not
called for, conditional or alternative bids, incomplete bids, erasures, or
irregularities of any kind. Any mistakes and their subsequent corrections shall
be initialed by the Bidder. The right is, reserved to reject any or all Proposals.
10-7 Disqualification of Bidders
More than one proposal from an individual, a firm, a partnership, a corporation,
or an association under the same . or different names will not be considered.
Reasonable ground for believing that any Bidder is interested in more than one
Proposal for the work contemplated will cause the rejection of all Proposals in
which such bidder is.interested. If there is reason for believing that collusion
exists among any or all bidders, any or all Proposals may be rejected. Proposals
in which the prices obviously are unbalanced may be rejected.

Part 2
CONSTRUCTION METHODS
A. General Description of Work
The work to be done, in general consists of: Purchasing, testing and delivery of
traffic signal controller cabinet, controller, underground service and hardware
for various locations and furnishing all labor,. materials, tools, equipment and
incidentals necessary to perform the said work: All work shall be completed to
the satisfaction of the Engineer.
13. Additions to Standard Specifications
307 Street Lighting and Traffic Signals
307-1 General
Section 86 of the Standard Specifications and Standard Plans dated July, 1984
of the State of California, Business and Transportation Agency, Department of
Transportation, shall apply.
The following additions are made in the above referenced State Standard
Specifications. If there is a conflict between the said State Standard
Specifications and these additions, these additions shall have precedence.
307-1.1 General
The General Requirements and Special Provisions of the first section of these
Special Provisions shall apply to this schedule.
307-2.0 Installation of Traffic Signal and Lighting System
307-2.1 General Requirements
307-2.1.0 Application of Standard Specifications
Unless specifically modified or deleted by these Special Provisions, all portions
of Section 86, "Signals and Lighting," of the State Standard Specifications,
which are relative to the work to be done, shall apply.
All references of the type "Section 86- " refer to the specified section of
State Standard Specifications.
307-2.1.1 Description
The description of the work shall conform to Section 86-1.01 of State Standard
Specifications and these Special Provisions.
The work to be done consists in general of purchasing, testing and delivery of
traffic signal controller cabinet, controller, underground service and hardware
for various locations.

307-2.1.2 Requlbtions and Code
All electrical equipment shall conform to Section 86-1.02 of the State Standard
Specifications and these Special Provisions.
307-2.1.3 Equipment List and Drawings
Equipment list and drawings of electrical equipment and material shall conform
to the provisions in Section 86-1.03, "Equipment List and Drawings" of the State
Standard Specifications and these Special Provisions. A list of all equipment
and material to be used on the job shall be submitted to the Engineer
forty-eight (48) hours prior to the pre -job conference.
307-2.1.4 Warranties. Guarantees and Instruction Sheets
Manufacturers' warranties and guarantees furnished for materials used in the
work and instruction sheets and parts lists supplied with materials shall be
delivered to the Engineer prior to acceptance of the project.
The Contractor shall include, as part of the equipment list to be provided under
Section 3 07 of these Special Provisions, information setting forth the warranty
or guarantee period associated with each item to be supplied as part of the
work to be done under this schedule.
307-2.1.6 Scheduling of Work
Work shall be scheduled in conformance with Section 86-1.06 of State
Standard Specifications and these Special Provisions. Contractor shall
submit work schedule to the Engineer forty-eight (48) hours prior to the
starting of work.
307-2.1.8 Definitions —
The definitions contained in Section 86-1.015 of State . Standard
Specifications shall apply only to work to be done under this Schedule.
307-2.2.11 Service
Electrical service installation shall conform to Section 86-2.11, "Service",
and these Special Provisions.
The service equipment (white in color) shall be typed II B mounted on side of
the controller. Install Type II Photoelectric control with provisions inside
the service cabinet for mounting the photoelectricunit.
The service equipment shall be provided with a method of securing the
enclosure utilizing a padlock. With a City -furnished padlock in place, it
shall not be possible to force entry into the enclosure by hand without the
use of tools.
307-2.3 Controllers
Controller, complete with cabinet and all required detector amplifiers,
connecting cables, load switches and other,.,equipment, will be furnished by
Contractor.
Contractor shall furnish and install a type 90 Micro Processor Intersection
Controller Unit Assembly. The controller shall be Computer Service
Company T 1. latest model or approved equal, conforming to Caltrans
standard specifications with all harnesses and hook-ups per N.E.M.A.
requirements. The controller shall be equipped with time base coordination
feature. This feature shall be integral to, the microprocessor unit in the
software.
The controller shall have the following features:
1. Ability to program the minimum green interval from the keyboard as
follows:
a. Initial green interval plus one extension, or
b. Initial green interval exclusive of extension interval.
2. Ability to program .from the keyboard,a minimum and a maximum for
the yellow and all red intervals.
3. The detector inputs shall be provided in a manner that the following
functions can be programmed from the -keyboard:
a. Extension time
h. Delay time
C. [detector disconnect
4. Ability to read from the keyboard display the volume count for a
minimum of 24 hours for each detector input.
The convenience receptacle shall have ground -fault circuit interruption as
defined by the Code. Circuit interruption shall occur on 6 milliamperes of
ground -fault current and shall not occur on less than 4 milliamperes of
ground -fault current. Contractor shall provide a conflict monitor which
meets N.E.M.A. requirements, TS-1-1983. The monitor unit shall be EDI
Model SSM-12L or approved equal.
The Contractor shall arrange to have a signal technician, qualified to work
on the controller and employed by the controller manufacturer or his
representative present at the time the equipment is turned on.
Contractor shall furnish controller and cabinet (white in color) and shall
connect all conductors and cables installed by him per the manufacturers'
instructions and plans provided with the cabinet. Contractor shall arrange
for the connection of controller unit detectors and other equipment in the
cabinet.

307.2.4.1 Emergen—y Vehicle Preemption System
The Contractor shall furnish and install Emergency Vehicle Preemption
System per these special provisions:
The preemption unit shall be 3 M Model 262 Discriminator Module or
approved equal.
The Contractor shall furnish and install two modules per intersection. I -he
modules shall be rack -mounted in the controller cabinet. The mounting
ricks shall be detector systems or approved equal.
307-2.8 Payment
Payment for the installation of traffic signals and street lighting shall be
made as described in Section 86-8, "Payment" and these Special Provisions.
Siqnalization and Lighting: Construction of traffic. signal ization, lighting
and controller shall be paid for at the contract lump sum price bid per each
intersection listed on the proposal and shall include full compensation for
furnishing all labor, materials and equipment necessary to put in complete
working order the system as specified.

The equipment manufacturer or supplier shall deliver and unload the
specified items at a test facility at the direction of the City Engineer.
Equipment shall be delivered by supplier, from test site to the City siqnal
lab located at 7514 Garfield Avenue, Huntington Beach.
SECTION VII. Equipment List
Each proposal shall he accompanied with a list of equipment to be
supplied. This list shall indicate the following. equipment information for
each separate unit provided as part of this contract:
1. Manufacturer
2. Physical dimensions
3. Rated capacities
4. Characteristics
5. (guarantee/warranty period
SECTION VIII. Manufacturers Data
Upon contract award, the equipment manufacturer or supplier shall submit
to the City, for their approval, three (3) copies of the followinq.
informnt ion:
1. Shop drawings with all dimensions and pertinent data.
2. Installation drawings indicating all electrical and mechanical
connections.
3. Installation instructions.
4. Electrical and mechanical schematics.
5. Operations and Maintenance Manual (See Sec. 307-10.2.5.1(c).

307- 10.1.1 General Requirements
1 he controller assemblies shall conform to Section 86-3.10, "General
Requirements", and these Special Provisions.
The list of control priorities shown in Section 86-310A, "Control
Priorities", is amended by the addition of the words "Monitoring Device"
between the words "Flashing" and "Railroad Pre-empter".

Testing shall conform to Section 86-2.14, "Testing", and these Special
Provisions.
Testing will be paid for by the Contractor. Testing shall be performed by
Computer Service Corporation. No substitutes will be accepted.
Transportation to and from testing site shall be the Contractor's
responsibility. Testing facilities are located at 2230 Oranqethorpe Avenue,
Fullerton, CA, 441-0261. Contact Dennis Dieter.
The Contractor shall notify the City fifteen (15) days prior to date of
availability of controllers for testing.
307-10.2.0 Equipment - Special Provisions
307-10.2.1 Detectors
Vehicle detectors shall conform to Section 86-5, "Detectors", and these
Special Provisions.
Vehicle detectors shall be as indicated below:
All loop detection amplifiers shall be single channel.
Vehicle detector amplifiers shall be Detector Systems Type 813-A or
approved equal.
307-10.2.2 Controller Cabinets
Controller cabinets shall conform to Section. 86-3.0, "Controller Cabinet",
apol these Special Provisions. Cabinet seams shall be continuous welded.

The rain tight, screened vent holes described in the sixth (6) paragraph of
Section 86-3.07, "Controller Cabinet" shall not be provided. All controller
cabinets shall be supplied with louvered vents with a glass fiber air filter as
described. Cabinet door drain holes shall be provided per the engineer.

Labels on controller(s) and detector(s) shallcorrelate controller phase
designations with phase designations shown on the plans. Steel or metal
load switch bay shall be provided. The contractor shall supply the City
with a reproducible copy of the cabinet drawings.
307-10.2.3. Auxiliary Equipment
Auxiliary Equipment shall conform to Section 86-3.08, "Auxiliary
Equipment", and these Special Provisions.
307-10.2.4 Components
Components shall conform to Section 86-3.09, "Components", and these
Special Provisions.
307-10.1.1.1 Equipment to be Supplied (per instruction)
The Contractor shall supply traffic signal controller(s), in a fully wired
Type "P" cabinet, complete with load switches, sixteen (16) vehicle
detector amplifiers, conflict monitor (32 channel), and all appurtenant
equipment necessary to operate eight (8) phases of traffic signals. All the
equipment supplied shall conform to the pertinent portions of Section 86 of
the Standard Specifications and to these Special Provisions. The following
equipment shall be supplied configured for shelf. mounting:
