RECITALS

WHEREAS, the CITY OF HUNTINGTON .BEAM desires to engage the
services of an engineering consultant to provide an analysis and
recommendations on how to improvn the irrigation system at Central
Park; and
CONSULTANT has been selected to ,perform said services,
NOW, TEILREFORE, it is agreed by CITY and CONSULTANT as
foilowsf;
1. WORK STATE.4ENT
CONSULTANT shalt. provide all engineering services as
described in the document entitled Request ;for Proposal; Central
Park Irrigal;iort System Study (hereinafte` referkad to as Exhibit
"A'",) as supplemented by the letter of July 25, 1983, entitled
Central Park;. Ir :ia!j on System Study, (hereinafter referred to as
Exhibit '*B",) ohich iaC`- respectively incorporated iato :his '!
t,` greAexment by this reference. Said engineering services
(hereinafter referred to as "PROJECT") shall include, but not be
limited to surveys, invest igationµ'. consoltations and .advice, and '

CONTRACTOR shall not be required to provide the plans and
specifications mentioned in the second paragrai,�;: of the PSES
section of EAhibit `B."
CONSULTANT shall attend and assist in all coordination
meetings.
CONSULTANT shall designate a Project Manager who stall
r�tpres,ant it and be its sole contact and agent in all consultations t
with CITY during fulfillment of the terms of this agreement.

CONSUL'>ANT agrees that, all original drawings, reports,
both field and offices notes, calculations, maps and tither
documents, shall be turned over to CITY upon any termination of

the California Labor Code and all amendments thereto; and all
similar state or federal acts or laws applicable; and shall indem-
nify, defend and hold harmless CITY from and against all claims,

every nature and description, inc;ludinq attorney & :fees and casts
presented, brought or recovered against CITY, for or on account of

and employees, while acting within the scope of their duties

property damage of $300,000 per occurrence; and errors and

CONSULTANT'S insurance shall be primary. A certificate of all such
insurance policies required by this agreement shall be delivered to
' the City Attor tey prior to the commencement of atiy work and shall
be approved by her in writing. No such insurance shall be
cancelled or modified without thirty (30) days' prior written
notice to CITY.

6� INDEPENDENT CONTRACTOR
CONSULTANT is, and shall be, acting at all times in the
performance o this agreement as an independent contractor.

CONSULTANT shall secure at its expense, and be respon-ible for anu
and all ;payments of all taxes, social security, state disability
iris-rance compensations unemployment compensation and other payroll
deductions, for CONSULTANT and its officers, agents and employees
and all bu;iiness licenses, if any, in connection with the services

7. CITY STAFF ASSISTANCE

CITY shall assign a staff coordinator to work directly

8. PROVISION FOR PAYMENT
In consideration of the performance of the above

9. EXTRA WORK
In the event of au:thorixa,tion, in writing by the City
Engineer, of changes from the work as indlcateJ in Vxhibit "A" or
for other Written permission authorizing additional; work not
contemplated herein, additional compensation shall be allowed :for
suc)-? extra work, so long as the prior written approval of CITY is
obtained.
10. TERMINATION Of COLNTRACT
All, work shal1 be clone in a goodand workmanlike manner.
CITY may terminate CONSU��ANT'S services hereunder at any time with

Subject: Request for Proposal; Central Park irrigLt.son System Study
Gentlemen:

The City of Huntington Beach is soliciting proposals from qualified
engineering firms for a study and analysis/recommendations on how
to improve the irrigation system at the City's 190 acre Central Park
facility (see attached location map). Approximately 110 of the,190
acres are being serviced by the system, and an additional 110 acres
of land,;caped improvements, requiring irr.gation, will be added to
the park, thereby increasing the park size to roughly 300 acres.
The present system consists of two on --.site wells, a g'anite lined res-
ervoir pond, a pump station facility with two 60 horse power constant
speed electric motors,one 50:,.p. constant speud electric motor and
automatic irrigation controllers. Water is pumped, upon demand, from
the wells into the pond. When the automatic controllers are activated,
one,, two or all three pump station motors (depending a?on System pr.es-
%ure) withdraw the necessary water directly from -the pond. The systen
is not dependable, is insufficient about 5J% of the time and has proven
to be costly (i.e., pump statioRi motors continue to burn out), there-
fore, the City is seeking recov aendations on hove to improve the system. rr r
Specific issues whip:_h should be addressed include:
1. What is cauaing the motor pump burnou'.s and how can it be correc°cea
2. How can the pump station motors be operated to allow for more flexi
bility?
3. Would there be an advantage in replacing the electric motors with
natural gas engines?
4, gow can the: suction side of the pump station be protected from
drawing trash; alga:', pliant life and other disrupting materials?

6. Is there a need to brand a roofed, ground level water storage tark

A. Analyze size and condition of existing intake structure,
reservoir and controls related to them.
B. Analyze the existing pump station, pressure reducing valves,
by-pass valves and -City water system with relationship to
overall irrigation system operation.
C. Analyze existing pump control circuitry and make recommends-
tions that will provide for consideration of pump sequencing
with relationship to flaw without causing pump motor burn--
oet, through the addition of a flog sensing valve. Control
circuitry should also be capable of providing for emergency
shut -down in case high pressure occurs, low crater level
occurs, or excessive flow occurs. Hate: Initial investiga-
tion indicates that major modifications in the pump control
circuitry and addition of fail-safe protection of the pump
station will he required.

ing reservoir fill lines.

ANALYSIS:
T e existing irrigation syntea at the City's 190 acre Central Park facility
is not dependable and is costly to maintain.. Therefore, pursuant to
Chapter 3.03 "Professional Services" of the Municipal Code, engineering
services for a study, and subsequent plans/specifications, on how to improve
the system were solicited from professional engineering firms.
Eased on an analysis of content and costs, the proposal submitted by D. D.
Pagano, Inc. is staff°s recommendation for approval. Cost of the services,
tot to exceed $14,050,00, include a study%afialysis of the existing system '
