Daniel,ian: Associates was retained to design and prepa--e plans and: specifi-
cations for the construction of the semi -Mall on Main Street:. Their
original contract was based on an houxl.y rate not to exceed $29,000.00,

perform additional work not originally covered under their agreement.
The extra work involved conpiying with �unant cip�ted requirements of
CALTRANS and State bepartment of Parrs acid Recreation and for redesigning
a portion of the project at the request of City :-t a,ff in order to provide
a more effective parking arraagemeot tar the first block adjacent to
P.C.R., Danielian Associates originally reo ested $8,460.27, but the staff

parking; landscaped isla-ids at intersections and mid -block; street: furniture

and to assist in preparation of contract plans.

construction improvement plans. At this time it is
anticipated the field survey will include;

Highway and Orange Avenue.

design.
E. Prepare the final preliminary plan utilizing an outline
of recommendations for the landscape treatment of the site,
indicating planting masses, paving techniques, street
furniture and general .circulation pp"_terns (vehicular and
pedestrian).
F. Provide architectural renderings and accompanying site
plans of design alternatives at 1" - 10' scale.
G. Prepare revised and updated coat estimate for all land-
scape improvements..
Task 4. 'Preparation of Plans, spetifitati,ons and Lngineers Cost Estimates
A. Prepare 11 _ 201 base maps to be reproduced for preparation
of the various improvement plans,
B. Prepare improvement plans fqr 14ain Street conforming to the
approved roncept plan. The improvement plans will consist
of plan(s) showing intersection construction, drainage improve-
mentsimprove-
mentsi street lighting, island construction and sidewalk
treatment.
C. Prepare irprovement plans for median reconstruction in Pacific
Coast Ri.gttway betveen Main Street and Sixth Street and for the
construction of a riew access to the beach parking lot opposite

D. 'Prepare plans for the installation of a tiaff'c signal at the
Intersection of Pacific Coast Highway and. Fifth Street and for
the modifications to the traffic signal at Pacific Coast High-
way and Main Street.

H. Planting plan - Locate and identify all items of plan material
to be used and any existing material to be used and any exist-

The time schedule shows data collection, field surveys and the traffic
signal plan for .Pacific Coast Highway at 5tb Street commencing on May 5, 1980.
Assuming 30 days for preparation and approval of the theme and design concept
for Main Street, the initiation of the improvement plans would commence on
Jrune 1, 1980 except that the modification of the median on Pacific Coast
Highwayand the access n the beach parking lot can be started on May-19s 1980.
It is anticipated that the various improvement plans as they are completed
wtill be, submitted to the City for plan check and review. Assuming no delays
by CALTRANS and/or review by the: City, we would anticipate the contract plans
and sp4tifica'tions assembled for advertising for bids by the middle of August,

The City Council approved the proposed semi -mall concept for the downtown
care area and directed staff to implement the project as soon as possible.
Major emphasis of the project is architectural treatment of the street-
,sra_>e on Main Street which is beyond normal staff expertise.
Recommendation:
,Authorize the retention of professional consultant to prepare the construc-
tion plans necessa);y to implement the Main Street semi -mall concept.
Analys i .s .
In order to establish the proposed Main St. semi -mall concept, the installa-
tion of various architectural treatments is being planned. The conceptual
design, therefore, is the key to establishing a good project. This type
of conceptual design is beyond the capabilities of current staff and can
best be provided through the retention of a consultant. The use of a
consultant would also be needed in order to meet the proposed project timing
as outlined on the attached chart.
