(5) Sanctions for Noncompliance: in the event of the enntractor's noncom- pliance with the nondiscriminatiun provisions of this contract, the State Highway i)epnrtment shall impose such tontract "netion% as it or the Bureau of Public Bondy may det,•rinine to be appropriate, including, but not lir.:ited to, (a) withholding of payments to the contrartor under the contract until the contractor complies, antl or (b) cancellation, t:rmination or suspensicin of the contract, in whole or in part.
