Cook, Director of Public Work Subject: Acceptance of Service Agreement CIT Suterr*nt of Imis, Ricornmendation, Analysis, Funding Source, AtternetWe Actions, Attachrnants: Statement of Issue: The California Department of Transportation is requesting a service agreement with the City to test and certify controllers for the ongoing H.E.S. traffic signal projects (Adams @ Magnolia, Warner @ Edwards). Recommendation: Approve the attached service agreement for testing and certification of controllers as part of original plans and specifications. Analysis The City Council has previously approved the selection of consultants to design plans and specifications for the modification of existing traffic signals at said intersections. The design includes the upgrading of Edwards and Warner from two phases to eight phases which includes protected left -turn phases. The design for Magnolia and Adams includes left -turn lanes and overhead left -turn indica�ions. In addition, the City Council previously approved the plans and speci- fications for this project. The City Council has also approved the Public Works Department to advertise for bids. The City has received approval on this project- from the California Department of Transportation, since CalTrans administers all Federal funds used for highway purposes. WHEPXASI CITY contemplates improvements at the intersections of Warner Avenue at Edwards Street, and Alams Avenue at Magnolia Street; in particular, modifying traffic signals and channelization, hereinafter referred to as "PROJECT,-" and CITY has requested and STATE is willing to furnish engineering services for said PROJECT provided all coats incurred by 'X*TATE on behalf of CITY are borne at the expenrie of CITY; NOW, THEREFOPX, in consideration of the covenants and conditions herein contained, the parties hereto agree as follows: I. Prior to commencement of engineering work by STATE personnel, STATE shall establinh a special accourst to accixmulate all related expenses and charges fc7 all work performed on behalf of CITY pursuant to this Agreement. 2. Immediately following execution of this Agreement, STATE chall submit to CITY, billing in the amount of nine hundred ten dollars ($910) which figure represents CITY's advance deposit to finance the total estimated cost less anticipated Federal reimbursement of engineering services to be performed by STATE on behalf of CITY pursuant to this Agreement. CITY sball deposit w'th STATE, within fourteen (14) days of receipt of billing therefor, the advance deposit of nine hundred ten dollars ($910). Upon completion of the engineering services, STATE shall furnis'.i CITY a final detailed statement of the actual accumulated costs, identifying actual hours worked and related expenses in connection with the services provided pursuant to this - 2 - 4: Xq*4a kjw rtr 1A . t-tl JK j V Alf'" 410 Agreement. Upon receipt of the detailed statement and billing therefor, CITY shall reimburse STATE promptly, any amount over and above funds depa::.ited by CITY as defined hereinabove, -quired to complete CITY'S cost pur5uant to thin Agreement. Actua3 cost to CITY for work performed by STATE on behalf of CITY will be determined upon completion of all such work and, final accounting of ull related charges, and shall be a rum of the following: a Salary costs computed in accordance with STATE's standard accounting procedures. b.
