Y HUNTINGTON BEACH, a municipal corporation, hereinafter referred to as CITY .. and DOUGLAS CAMPBELL COMPANY hereinafter referred to as CONTRACTOR, RECITALS: WHEREAS, in accordance with the provisions of California Labor Code section 1773, the Director of the Department of In- dustrial Relations shall determine the general prevailing rate of wages applicable to the work covered by the contract; copies of the latest general prevailing wage determinations are on file in the office of the City Clerk and made a part hereof. Council .fiction is required to approve these plans and specifications and authorize city staff to advertise for bids. Also, the Fire Department requests a reallocation of the $291,000 previously allocated to the Joint Powers Fire Shop, to the Lake Station project. Recommendation: 1. Approve the plans and specifications as prepared by the architect and direct the city staff to advertise forbids. 2. Appropriate $291,000 from the Capital Outlay Fund for the Lake Fire Station project. Analysis The present Lake Fire Station has been condemned and the City must demolish Lhe building within 18 months. A new fire station site has been acquired at Lake and 5th Street. The plans and specifications for the new station hive been prepared and the staff is ready to proceed with the bidding'process. The Coastal Commission Application has teen submitted and will be up for approval on Augustll. The bid opening is programmed for September4 and will be submitted for Council approval on September 15. This time frame will meet the HCD money allocation commitment of September 20. Money for the project is an issue, as the new station criteria calls for a slightly smaller station than the existing Gothard Station and the use of cheaper building materials. Air conditioning and other features have been eliminated to cut costs. The Gothard Station cost $275,000 in 1971 to construct, and this station is estimated at $977,0000 ' s, w ' APPROVAL OF PLANS AND SPECIFICATIONS LAKE FIRE STATION Page 2 July 25, 1980 The estimated breakdown costs are: $829,000 for construction, off -site street improvements $18,000, on -site improvements $51,000, plans and fees $64,000 and $15,000 for tests and inspections. The actual cash funds available for the project are: $335,000 from HCD Funds and $291,000 from the Capital Outlay Funds which have been set aside for a .joint Powers Shop project which is not materializing; this totals $626,000. The current Lake Station property value is $540,000 when split into nine buildable lots. Funding Source: $335,000 from available HCD Funds as authorized for this purpose and $291,000 from the Capital Outlay Funds previously allocated to the Joint Powers Fire Shop and the Wance, as required, from the sale of the existing Lake Station property (current estimated value $540,000). Alternatives: Bring the existing Lake Fire Station into full code compliance of the Seismic Safety Ordinance within 18 months and correct all other housing and structural deficiencies.
