C'ENERAL - Furnish complete preliminary and filial design, construction inspection and con�ract documents to include plans and specifications for subject projects. The work shall include, but not be Limited to, the following: A. 'Land use study that will consider design criteria inte- grated with probable private development, park there: and characters. B. Spatial rela'"ionships and grouped activity areas. C. Access, circulation, parking and pedestrian systems. D. Operational plan�_i.ng to accommodate ease of maintenance. E. Provision of all consulting services, including civil engineering, utilities, irrigation and topography incorporation. This work will be accomplished as described below: The work to be performed by EDAW has been separated into two basic groups; A. OVERALL SITE STUDIES E . SPECIFIC PARK PROJECTS �- Six separate park development projects have been identified: 1. Redwood Tank Area 2. Amphitheater 3. Nature Center 4. Group Picnic Area 5. Lighting 6. Talbert Avenue Entrance (this item has been subst.t tuted as recommended by Norm Worthy) TASK 1. OVERALL STUDIES EDAW will provide 'a land u.3e atudy which considers. EXHIBIT "All o Probable private development by a concessionaire on Golden. West. o The relationship of existing park uses to probable private development. o Consideration of design, development criteria for prob- able concession area and operation to allow for the integration of the private development with the existing park theme and character. o Access, circulation, parking requirements, and Pedes- trian systems o Review and suggest potential linkages and design uriteri for linkages to the potential Bolsa Chica County Regional Park. 0 operational_ planning for ease of maintenance. TASK 2: SPECIFIC PARK PROJECTS In an effort to further define the work to be performed, the work tasks for each of the six separate park development projects are identified below: Task 2A: Redwood Tangy Area EDAW will provide the: following: a. Preliminary plan which integrates the Redwood Tank Area into the park which will include: o Walkway location. o Landscape recommendations with tree locations, shrub and ground cover areas, and lawn areas. o Evaluation and recommendations for the use/r,rmoval/ disposition of the Redwood Tank, o Stream location and design from Redwood Tank Area to "cofferdam" area. Q Preliminary cost estimate. b. Revif i of preliminary plan; and estimate with the City for pproval. -2- c. Final landscape construction, documents for the Rerlwood Tank. Area will be prepared upon approval of the prelim- inary plan and estimates by the City. Suggested re- visions, additions or deletions of the preliminary plan. will be incorporated into the final landscape con- struction documents which will ` include o Demolition plan o Walkway plan s o Landscape plan o Irrigation plan ci Stream plan/details and well/pump reconfiguration #_atails o Construction details, as required o Cost estimate o Specifications Task 2B: Amphitheater EVAW will provide the follow.-: a. Preliminary study which will identify the most appro- priate siting and design for the amphitheater.and the cost. b. Finalconstruction documents for the Amphitheater will be prepared following approval of the preliminary plan and cost estimate by the City. Preliminary plan which will identify: o Location and design of the "Re --cycling" Stream 7 o Locat-inn and. design of the parking R and access from Golder, West o Tree planting program and recommendations o Location and design of interpretive tools including: observation towers, boardwalk, and .interior display o Preliminary _cost estimate b. Final landscape construction plans will be prepared following approval of the preliminary plan and esti- mate by the City. Suggested revisions, additions or deletions to the preliminary plans will be incor- perated into the final landscape c;onstructie� documents which will include o Location, plan layout and details for -"Re -cycling" k Stream o Location, plan layout and details for parking lot a Landscape planting plan o Observation tower plans, elevation and details o Boardwalk plans, elevation and details o Plans and details as required for interior displays o Cost estintate, a Specifications .'ask 2D: Groin Picnic ;area EDAW will provide the following: a. Preliminary plan involving: o Determination of the optimum location for the group picnic shade sttuct=v.. Factors which will in- fluence the location includes i -4— Access for service Proximiay to restroom and utilities Vehicular drop-off zone location Compatibility and relationship to concessions' I operations 'Visual and aesthetic considerations o Analyze and roview suitability and compatibility of available group picnic shade structure plans with existing park character and make recommendation for use as is, modifications, or develop new plans o Determination of most cost-effective solution fo.I increasing parking capacity of "Marina" parking lot to provide parking for group picnic area, includinc recommendation for linkage of the parking lot and group picnic area for access and service o Prelimiminary cost estimate b. Final construction documents will be prepared based upon approval of preliminary plans and cost estimates by the City. Suggested revisions, additions or dele- tions to the preliminary plans will be incorporated into the final construction documents which will include.- 0 Group picnic shade structure location o Group picnic shade structure plans, elevations and details (existing plans, modification to existing plans, or new plans as determined from preliminary plan analysis above) o Parking lot location, plan layout and details o Access walks, plan, location .and details as determined o Landscape and irrigation modification plans details o Cost estimate 0 Specifications qF Task. 2E: Lighting System - EDAW will provide the foj,lowing: a. Evaluation of existing lighting system. Based upon City suggestions and report on lighting deficiencies at Huntington Central Park, EDAW will evaluate the exis- ting lighting system. Factors whic-'z will be reviewed with the City Police and Park-. Department include o Existing levels of light intensity o Level of light intensity requa n Potaitial for modification o.' lighting system to meet the lighting if'i.y--ensity required, and vandal -proofing o Determination as to the type and location of addi- tional lights, if required o Costs b. Final construction plans will be prepared as determined and based upon approval by the City of the evaluation of existing lighting system. The plans and specifica- tions would detail the type, locatiun and wiring re- quirements for additional lights, or necesca.ry modi- fications to the existing system. 'bask 2F: Talbert Avenue EDAW will provide the following: a.Preliminary plan for -the development of the Talbert Avenue entrance to Huntington Central Park Factors which will infl,ue ice tk.e design include o Circulation from surrounding development o Access to the park o Existing Marina parking lot: o Other recreation uses a Linkages to the potential 7Bolsa C,h .ca Park o Aesthetics e Ability to use Talbert Avenue Right; -of -way for park user parking —g_ Is The preliminary plan and cast estimate will descvibe the recommended treatment of the Talbert Avenue entrance and. costs. b. Final construction plans will be prepared based upon approval of the prelimip,_ary plans and costs. Suggested revisions, additions or deletions will be incorporated into the final construction plans which would include all plans, details and specifications to clearly define the work to develop the Talbert Avenueentrancework as determined. NOTE: For purposes of clearly describing and defining the Scope of Work, construction documents for individual park development of each of the. projects have been describdd separately. EDAW will develop a coordinated set of construction plans, details, specifications and bid documents which will define the work to be performed at Huntington. Central Park, and allow the City to obtain bids :For all continuing development under one contract. All construction documents will be prepared in a manner consistent with the requirements of the City for format and content, and will. be prepared to meet the requirements of Standard Specifications for Public Works Construction, 1076 edition, and other codes as determined IT. COST LIMITATIONS Design of the park and ancillary structures provided will have a cost limitation of $287,000.00 roughly dispersed as: A. Additional lighting - $50,000.00 E. Additional-walkways/bikeways, removal of water tank - $45,000..00 Construction of rustic amphitheater - $22,000.00 D. Construction of group picnic shelter at Huntington Lake - $50,000.00 B. Nature Center development - $60,000.00 F. Talbert Avenue Parkin, - '$60,000.00 M . PROJECT DESCRIPTION AND SCOPE A. Vi. PROGRESS REPORT AND SCHEDULES _ Submit a progress report every month during the term oZ' the contract 4ndicating the percentage.of completion and a brief description of the wcc accomplished. Final Submittal: 1.0 sets of plans and specifications. /pm -9 EXHIBIT "B" SCOPE OF WORK TO BE ACCOMPLISHED SENIORS' RECREATION CENTER LANDSCAPE ARCHITECTURAL SERVICES Z. GENERAL Furnish working drawing, -•ecifications, con- struction inspection, and contract documents for subject planned project. (See plan provided by the Department of Recreation, Parks and Human Services.) This work will be accomplished as described below: The EDAW Scope of Work will be concerned with three major areas. These will include a review and evaluation of the proposed development plan, presentation of preliminary con- struction document concepts, and preparation of final construction documents. A. Review & Evaluation of Proposed Development Plan The proposeC development plan, prepared by the City, will be reviewed and evaluated to determine the exact extent and detail that may be required in -the construc- tion documents. This review and evaluation will in- clude, but not be limited to, factors such as: o Relat unship and compatibility of proposed park uses with one another o Feasibility of -utilizing and/or modifying existing on -site electrical system for Seniors' Recreation Center use (i.e., lighting) o Surrounding x.�ehicular and pedestrian circLlation o Relationship of proposed park usos to surrol•.ndinq land use Based on this review ai,nd evaluation, it will be possible to identify special problems, opportuxiities, and the feasibility of incorporating more cost-effec-tive or improved chan,7es. n set of recommendations will be prepared, aC for any improvements found to be signif_ . visit. B. Review Any Recommendations and Proposed Development th City Based upon the findings of the above work, a review will be held with City Staff and any representatives of the community that are deemed necessary for input and approval prior to the development of construction docu-- ments. This will serve to clarify the exact nature and character of the expected development so that construc tion documents will reflect this expectation. C. Preparation of Construction Documents The construction document phase will include prepara- tion of all plans, details, specifirations,.cost esti- mates, and bid documents necessary to enable construction bids by contractors to be made. This work shall be coordinated and reviewed with the Department of Recrea- tion, Parks and human Services, Department of Public Works, and the City Administrator's Office so that appropriate approvals can be obtained, TT. COST LIMITATION - Design of the park and ancillary structures to a cost limitation of $96,000.00. ITT. PROJECT DESCRIPTION AND SCOPE A. IV.STANDARDS - Work shall be in a-cordance with the require- ments of the City Lepartmen of Public Works and applicable building codes. V. APPROVALS - Working -drawings s will be coordinated with the Department of Recreation, Parks and Human Services, Depart j ment of Public Works and the City Administrator's Office, + securing approval at the time of submission of the design development stage. V1 PROGRESS REPORT AND SCHEDULE Submit a progress report every month during the term of the contract indicating the percent -.age of completion and brief description of the Work f accomplished.
