Hopkins, PE, Director of Public Works SUBJECT: Approve and authorize execution of a three year Professional Services Contract in the amount of $900,000 with Enterprise Automation to provide on -call engineering services for the Public Works Utilities Supervisory Control and Data Acquisition (SCADA) Systems Statement of Issue: Submitted for City Council approval is a professional services agreement with Enterprise Automation to provide on -call services for the Public Works Utilities Division Supervisory Control and Data Acquisition (SCADA) systems. Financial Impact: Funding in the amount of $175,000 for the current fiscal year is included in the Water Fund Administration Account 50685801.69365 ($150,000) and Sewer Service Fund Wastewater Account 51185201.69365 ($25,000). Funding for the remaining two years of the three-year contract will be requested in subsequent budget submittals. Recommended Action: Approve and authorize the Mayor and City Clerk to execute the "Professional Services Contract Between the City of Huntington Beach and Enterprise Automation for On -Call Engineering Services for Water and Wastewater SCADA Systems." Alternative Action(s): Deny approval of the Professional Services Contract Analysis� The City's SCADA systems monitor and control the water, storm water and wastewater systems. The consultant will provide as -needed programming and engineering services related to managing and maintaining the SCADA systems for a three-year term. These services include design and programming assistance with SCADA reports, on -going security updates and periodic security audits, implementation of SCADA system virtualization, system functional upgrades, and other tasks as required. A Request for Proposal (RFP) was released by the City's Fiscal Services division of the Finance Department on March 24, 2016. The bid, number 2016-0324, was released electronically through the PlanetBids system (www.planetbid.com) for maximum distribution to interested parties. While the RFP was viewed by numerous individuals, the only bid received was from the current vendor for these services, Enterprise Automation of Irvine. Enterprise Automation is a certified Wonderware Item 15. - 1 HB -240- Dept. ID PW 16-036 Page 2 of 2 Meeting Date: 7/18/2016 (the software utilized for the SCADA system) integrator. This was a vendor requirement noted in this and previous RFPs. The last RFP issued in 2013 yielded only three qualified firms. Established in 1998, Enterprise Automation is a local Orange County company offering all phases of control systems integration. Services include: SCADA Configuration; Data Network Design, Testing, Startup And Training; O&M Documentation; MES Systems; Design Consultation; Specification Development; Panel Design; and PLC Programming. Enterprise Automation has a local facility which is able to house the City's SCADA system in a virtual server room for offsite testing and backup for disaster recovery. Staff has been very satisfied with their performance over the last three-year contract. Environmental Status Not applicable Strategic Plan Goal: Improve quality of life Attachment(s): 1. "Professional Services Contract Between the City of Huntington Beach and Enterprise Automation for On -Call Engineering Services for Water and Wastewater SCADA Systems" PROFESSIONAL SERVICES CONTRACT BETWEEN THE CITY OF HUNTINGTON BEACH AND ENTERPRISE AUTOMATION FOR ON CALL ENGINEERING SERVICES FOR WATER AND WASTEWATER SCADA SYSTEM THIS AGREEMENT ("Agreement") is made and entered into by and between the City of Huntington Beach, a municipal corporation of the State of California, hereinafter referred to as "CITY," and ENTERPRISE AUTOMATION, a CALIFORNIA CORPORATION hereinafter referred to as "CONSULTANT." WHEREAS, CITY desires to engage the services of a consultant to as needed programming and engineering services related to managing and maintaining the water distribution and wastewater SCADA systems; and Pursuant to documentation on file in the office of the City Clerk, the provisions of the Huntington Beach Municipal Code, Chapter 3.03, relating to procurement of professional service contracts have been complied with; and CONSULTANT has been selected to perform these services, NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows: SCOPE OF SERVICES CONSULTANT shall provide all services as described in Exhibit "A," which is attached hereto and incorporated into this Agreement by this reference. These services shall sometimes hereinafter be referred to as the "PROJECT." CONSULTANT hereby designates Josh Riley who shall represent it and be its sole contact and agent in all consultations with CITY during the performance of this Agreement. 2. TERM; TIME OF PERFORMANCE Time is of the essence of this Agreement. The services of CONSULTANT are to commence on �,�L[ L y �(�, 20 (the "Commencement Date"). This Agreement shall automatically terminate three (3) years from the Commencement Date, unless extended or sooner terminated as provided herein. All tasks specified in Exhibit "A" shall be completed no later than 3 years from the Commencement Date. The time for performance of the tasks identified in Exhibit "A" are generally to be shown in Exhibit "A." This schedule may be amended to benefit the PROJECT if mutually agreed to in writing by CITY and CONSULTANT. In the event the Commencement Date precedes the Effective Date, CONSULTANT shall be bound by all terms and conditions as provided herein. 4. COMPENSATION In consideration of the performance of the services described herein, CITY agrees to pay CONSULTANT on a time and materials basis at the rates specified in Exhibit "B," which is attached hereto and incorporated by reference into this Agreement, a fee, including all costs and expenses, not to exceed Nine Hundred Thousand Dollars ($900,000). 5. EXTRA WORK In the event CITY requires additional services not included in Exhibit "A" or changes in the scope of services described in Exhibit "A," CONSULTANT will undertake such work only after receiving written authorization from CITY. Additional compensation for such extra work shall be allowed only if the prior written approval of CITY is obtained. 6. METHOD OF PAYMENT CONSULTANT shall be paid pursuant to the terms of Exhibit "B." agree/ surfnet/professional sves mayor 2 of I I 10/12 7. DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS CONSULTANT agrees that title to all materials prepared hereunder, including, without limitation, all original drawings, designs, reports, both field and office notices, calculations, computer code, language, data or programs, maps, memoranda, letters and other documents, shall belong to CITY, and CONSULTANT shall turn these materials over to CITY upon expiration or termination of this Agreement or upon PROJECT completion, whichever shall occur first. These materials may be used by CITY as it sees fit. 8. HOLD HARMLESS CONSULTANT hereby agrees to protect, defend, indemnify and hold harmless CITY, its officers, elected or appointed officials, employees, agents and volunteers from and against any and all claims, damages, losses, expenses, judgments, demands and defense costs (including, without limitation, costs and fees of litigation of every nature or liability of any kind or nature) arising out of or in connection with CONSULTANT's (or CONSULTANT's subcontractors, if any) negligent (or alleged negligent) performance of this Agreement or its failure to comply with any of its obligations contained in this Agreement by CONSULTANT, its officers, agents or employees except such loss or damage which was caused by the sole negligence or willful misconduct of CITY. CONSULTANT will conduct all defense at its sole cost and expense and CITY shall approve selection of CONSULTANT's counsel. This indemnity shall apply to all claims and liability regardless of whether any insurance policies are applicable. The policy limits do not act as limitation upon the amount of indemnification to be provided by CONSULTANT. 9. PROFESSIONAL LIABILITY INSURANCE CONSULTANT shall obtain and furnish to CITY a professional liability insurance policy covering the work performed by it hereunder. This policy shall provide coverage for CONSULTANT's professional liability in an amount not less than One Million Dollars agree/ surfnet/professional Svcs mayor 3 of 11 10/12 ($1,000,000.00) per occurrence and in the aggregate. The above -mentioned insurance shall not contain a self -insured retention without the express written consent of CITY; however an insurance policy "deductible" of Ten Thousand Dollars ($10,000.00) or less is permitted. A claims -made policy shall be acceptable if the policy further provides that: A. The policy retroactive date coincides with or precedes the initiation of the scope of work (including subsequent policies purchased as renewals or replacements). B. CONSULTANT shall notify CITY of circumstances or incidents that might give rise to future claims. CONSULTANT will make every effort to maintain similar insurance during the required extended period of coverage following PROJECT completion. If insurance is terminated for any reason, CONSULTANT agrees to purchase an extended reporting provision of at least two (2) years to report claims arising from work performed in connection with this Agreement. If CONSULTANT fails or refuses to produce or maintain the insurance required by this section or fails or refuses to furnish the CITY with required proof that insurance has been procured and is in force and paid for, the CITY shall have the right, at the CITY's election, to forthwith terminate this Agreement. Such termination shall not effect Consultant's right to be paid for its time and materials expended prior to notification of termination. CONSULTANT waives the right to receive compensation and agrees to indemnify the CITY for any work performed prior to approval of insurance by the CITY. 10. CERTIFICATE OF INSURANCE Prior to commencing performance of the work hereunder, CONSULTANT shall furnish to CITY a certificate of insurance subject to approval of the City Attorney evidencing the foregoing insurance coverage as required by this Agreement; the certificate shall: agree/ surfnet/professional Svcs mayor 4 of 11 10/12 A. provide the name and policy number of each carrier and policy; B. state that the policy is currently in force; and C. shall promise that such policy shall not be suspended, voided or canceled by either party, reduced in coverage or in limits except after thirty (30) days' prior written notice; however, ten (10) days' prior written notice in the event of cancellation for nonpayment of premium. CONSULTANT shall maintain the foregoing insurance coverage in force until the work under this Agreement is fully completed and accepted by CITY. The requirement for carrying the foregoing insurance coverage shall not derogate from CONSULTANT's defense, hold harmless and indemnification obligations as set forth in this Agreement. CITY or its representative shall at all times have the right to demand the original or a copy of the policy of insurance. CONSULTANT shall pay, in a prompt and timely manner, the premiums on the insurance hereinabove required. 11. INDEPENDENT CONTRACTOR CONSULTANT is, and shall be, acting at all times in the performance of this Agreement as an independent contractor herein and not as an employee of CITY. CONSULTANT shall secure at its own cost and expense, and be responsible for any and all payment of all taxes, social security, state disability insurance compensation, unemployment compensation and other payroll deductions for CONSULTANT and its officers, agents and employees and all business licenses, if any, in connection with the PROJECT and/or the services to be performed hereunder. 12. TERMINATION OF AGREEMENT All work required hereunder shall be performed in a good and workmanlike manner. CITY may terminate CONSULTANT's services hereunder at any time with or without cause, and whether or not the PROJECT is fully complete. Any termination of this Agreement by CITY shall agree/ surfnet/professional svcs mayor 5 of 11 10/12 be made in writing, notice of which shall be delivered to CONSULTANT as provided herein. In the event of termination, all finished and unfinished documents, exhibits, report, and evidence shall, at the option of CITY, become its property and shall be promptly delivered to it by CONSULTANT. 13. ASSIGNMENT AND DELEGATION This Agreement is a personal service contract and the work hereunder shall not be assigned, delegated or subcontracted by CONSULTANT to any other person or entity without the prior express written consent of CITY. If an assignment, delegation or subcontract is approved, all approved assignees, delegates and subconsultants must satisfy the insurance requirements as set forth in Sections 9 and 10 hereinabove. 14. COPYRIGHTS/PATENTS CITY shall own all rights to any patent or copyright on any work, item or material produced as a result of this Agreement. 15. CITY EMPLOYEES AND OFFICIALS CONSULTANT shall employ no CITY official nor any regular CITY employee in the work performed pursuant to this Agreement. No officer or employee of CITY shall have any financial interest in this Agreement in violation of the applicable provisions of the California Government Code. 16. NOTICES Any notices, certificates, or other communications hereunder shall be given either by personal delivery to CONSULTANT's agent (as designated in Section 1 hereinabove) or to CITY as the situation shall warrant, or by enclosing the same in a sealed envelope, postage prepaid, and depositing the same in the United States Postal Service, to the addresses specified below. MODIFICATION No waiver or modification of any language in this Agreement shall be valid unless in writing and duly executed by both parties. 19. SECTION HEADINGS The titles, captions, section, paragraph and subject headings, and descriptive phrases at the beginning of the various sections in this Agreement are merely descriptive and are included solely for convenience of reference only and are not representative of matters included or excluded from such provisions, and do not interpret, define, limit or describe, or construe the intent of the parties or affect the construction or interpretation of any provision of this Agreement. 20. INTERPRETATION OF THIS AGREEMENT The language of all parts of this Agreement shall in all cases be construed as a whole, according to its fair meaning, and not strictly for or against any of the parties. If any provision of this Agreement is held by an arbitrator or court of competent jurisdiction to be unenforceable, void, illegal or invalid, such holding shall not invalidate or affect the remaining agree/ surfner/professional Svcs mayor 7 of 11 10/12 covenants and provisions of this Agreement. No covenant or provision shall be deemed dependent upon any other unless so expressly provided here. As used in this Agreement, the masculine or neuter gender and singular or plural number shall be deemed to include the other whenever the context so indicates or requires. Nothing contained herein shall be construed so as to require the commission of any act contrary to law, and wherever there is any conflict between any provision contained herein and any present or future statute, law, ordinance or regulation contrary to which the parties have no right to contract, then the latter shall prevail, and the provision of this Agreement which is hereby affected shall be curtailed and limited only to the extent necessary to bring it within the requirements of the law. 21. DUPLICATE ORIGINAL The original of this Agreement and one or more copies hereto have been prepared and signed in counterparts as duplicate originals, each of which so executed shall, irrespective of the date of its execution and delivery, be deemed an original. Each duplicate original shall be deemed an original instrument as against any party who has signed it. 22. IMMIGRATION CONSULTANT shall be responsible for full compliance with the immigration and naturalization laws of the United States and shall, in particular, comply with the provisions of the United States Code regarding employment verification. 23. LEGAL SERVICES SUBCONTRACTING PROHIBITED CONSULTANT and CITY agree that CITY is not liable for payment of any subcontractor work involving legal services, and that such legal services are expressly outside the scope of services contemplated hereunder. CONSULTANT understands that pursuant to Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for agree/ surfnet/professional svcs mayor 8 of 11 10/12 CITY; and CITY shall not be liable for payment of any legal services expenses incurred by CONSULTANT. 24. ATTORNEY'S FEES In the event suit is brought by either party to construe, interpret and/or enforce the terms and/or provisions of this Agreement or to secure the performance hereof, each party shall bear its own attorney's fees, such that the prevailing party shall not be entitled to recover its attorney's fees from the nonprevailing party. 25. SURVIVAL Terms and conditions of this Agreement, which by their sense and context survive the expiration or termination of this Agreement, shall so survive. 26. GOVERNING LAW This Agreement shall be governed and construed in accordance with the laws of the State of California. 27. SIGNATORIES Each undersigned represents and warrants that its signature hereinbelow has the power, authority and right to bind their respective parties to each of the terms of this Agreement, and shall indemnify CITY fully for any injuries or damages to CITY in the event that such authority or power is not, in fact, held by the signatory or is withdrawn. 28. ENTIRETY The parties acknowledge and agree that they are entering into this Agreement freely and voluntarily following extensive arm's length negotiation, and that each has had the opportunity to consult with legal counsel prior to executing this Agreement. The parties also acknowledge and agree that no representations, inducements, promises, agreements or warranties, oral or otherwise, have been made by that party or anyone acting on that party's behalf, which are not embodied in this agree/ surfnedprofessional svcs mayor 9 of 11 10/12 Agreement, and that that party has not executed this Agreement in reliance on any representation, inducement, promise, agreement, warranty, fact or circumstance not expressly set forth in this Agreement. This Agreement, and the attached exhibits, contain the entire agreement between the parties respecting the subject matter of this Agreement, and supersede all prior understandings and agreements whether oral or in writing between the parties respecting the subject matter hereof. 29. EFFECTIVE DATE This Agreement shall be effective on the date of its approval by the City Council. This Agreement shall expire when terminated as provided herein. STATEMENT OF WORK: (Narrative of work to be performed) The consultant will provide the City of Huntington Beach as needed programming and engineering services related to managing and maintaining the water distribution and wastewater SCADA systems. Services will include but not limited to: • Design assistance with SCADA system reports and programming thereof. • Ongoing security updates and periodic security audits. • Assist the City with the virtualization of all servers and client infrastructure using VMware ESM. • SCADA system functional upgrades. • PLC programming with Unity Pro based Modicon M340 PLCs. • Ongoing equipment optimization, monitoring and maintenance. • Guidance regarding software upgrades. The City will furnish a scope of work request for each project assigned. The consultant will in turn provide a task order outlining the tasks and estimated fees for said project. Hourly Rate CONSULTANT'S fees for such services shall be based upon the following hourly rate and cost schedule: B. Travel Charges for time during travel are not reimbursable. C. Billing 1. All billing shall be done monthly in fifteen (15) minute increments and matched to an appropriate breakdown of the time that was taken to perform that work and who performed it. 2. Each month's bill should include a total to date. That total should provide, at a glance, the total fees and costs incurred to date for the project. 3. A copy of memoranda, letters, reports, calculations and other documentation prepared by CONSULTANT may be required to be submitted to CITY to demonstrate progress toward completion of tasks. In the event CITY rejects or has comments on any such product, CITY shall identify specific requirements for satisfactory completion. 4. CONSULTANT shall submit to CITY an invoice for each monthly payment due. Such invoice shall: A) Reference this Agreement; B) Describe the services performed; C) Show the total amount of the payment due; D) Include a certification by a principal member of CONSULTANT's firm that the work has been performed in accordance with the provisions of this Agreement; and E) For all payments include an estimate of the percentage of work completed. Upon submission of any such invoice, if CITY is satisfied that CONSULTANT is making satisfactory progress toward completion of tasks in accordance with this Agreement, CITY shall approve the invoice, in which event payment shall be made within thirty (30) days of receipt of the invoice by CITY. Such approval shall not be unreasonably withheld. If CITY does not approve an invoice, CITY shall notify CONSULTANT in writing of the reasons for non -approval and the schedule of performance set forth in Exhibit "A" may at the option of CITY be suspended until the parties agree that past performance by CONSULTANT is in, or has been brought into compliance, or until this Agreement has expired or is terminated as provided herein. 1 Exhibit B 5. Any billings for extra work or additional services authorized in advance and in writing by CITY shall be invoiced separately to CITY. Such invoice shall contain all of the information required above, and in addition shall list the hours expended and hourly rate charged for such time. Such invoices shall be approved by CITY if the work performed is in accordance with the extra work or additional services requested, and if CITY is satisfied that the statement of hours worked and costs incurred is accurate. Such approval shall not be unreasonably withheld. Any dispute between the parties concerning payment of such an invoice shall be treated as separate and apart from the ongoing performance of the remainder of this Agreement. 2 Exhibit B EXHIBIT "B" Payment Schedule (Fixed Fee Payment) 1. CONSULTANT shall be entitled to monthly progress payments toward the fixed fee set forth herein in accordance with the following progress and payment schedules. 2. Delivery of work product: A copy of every memorandum, letter, report, calculation and other documentation prepared by CONSULTANT shall be submitted to CITY to demonstrate progress toward completion of tasks. In the event CITY rejects or has comments on any such product, CITY shall identify specific requirements for satisfactory completion. 3. CONSULTANT shall submit to CITY an invoice for each monthly progress payment due. Such invoice shall: A) Reference this Agreement; B) Describe the services performed; C) Show the total amount of the payment due; D) Include a certification by a principal member of CONSULTANT's firm that the work has been performed in accordance with the provisions of this Agreement; and E) For all payments include an estimate of the percentage of work completed. This fee proposal has three purposes: • First is a list of projects that EA and City Staff have planned. • Second is an estimate for one of the projects. The estimate included is intended to satisfy the RFP request to show engineering labor hours breakdown by employee billing classification as this estimate is a good representation of a typical project for EA. The project's associated Scope of Work is available to the City upon request. • Third is some basic information about EA's rates and a specific discount being offered. Following is a list of projects based on ten-year master planning activities carried out between EA and City SCADA staff. The projects primarily focus on improving serviceability and reliability through standardization and updating obsolete SCADA components. 1. Water Production M340 Implementation (Flood Station)(See estimate attached) • Goals: move away from customizing proprietary engine controllers which are no longer supported by the manufacturer 2. Waste Water Lift Station Replacement and Remediation • Goals: replace the MultiTrode MultiSmart pump station managers with Schneider Electric M340 PLCs and Magelis OITs 3. Reporting • Goals: improve the existing reporting system to allow data correction in one location, fix issues regarding data consistency, and reduce generation time 4. Water Production SCADA Replacement • Goals: improve the reliability of the ArchestrA and InTouch based Wonderware platform, document and implement a set of SCADA standards 5. Refer to Appendix B: The City currently utilizes Wonderware System Platform at the core of its SCADA system and is pursuing a comprehensive implementation of Schneider Electric Modicon PLCs for logical control. The City requires programming and engineering services to accomplish the following: Replace the Water Production Archestra and InTouch system with a uniform, reliable, and specification -based Wonderware platform 2. Design and program a SCADA reporting system which will provide a central database where manual corrections can be made, so that multiple users can run consistent reports; the reporting system should also reduce the time it takes to create / run reports 3. Enterprise Automation believes that the City's needs, as specified by this RFP, are two- fold; a need for general ongoing support as well as a need to execute specific projects. The following subsections describe each type of need, what it means for the City, and how Enterprise Automation's standard approach meets those needs. 2.1 S uppoirt Cont[rac is The City currently has ongoing needs for security updates and audits, software upgrades, equipment optimization, monitoring, and maintenance. Enterprise Automation typically provides the following services as part of an engineering support contract and has been providing these services to the City since 2013. Under this proposal, the specific deliverables and services provided by Enterprise Automation, under an annual maintenance and support contract, would continue to be addressed with the City on a year-to-year basis but, at a minimum, would address the following categories: 2.1.1 Security updates and audits As part of any new SCADA system development or system upgrade, Enterprise Automation follows a proven strategy of establishing a Windows Server Update Services (WSUS) server which enables a more efficient management of the distribution of updates and hotfixes released by Microsoft. During the 2013 project "EA13CHB079 COHB Platform Virtualization" Enterprise Automation successfully implemented a WSUS server on the City's platform. Since then, as part of their regular maintenance procedures, WSUS updates have been executed no less than twice a year. As a best practice, Enterprise Automation deploys the updates to a test platform, which closely resembles the City's virtualized platform, for validation prior to deployment to the production system. 2.1.2 Software upgrades and manufacturer support Enterprise Automation monitors the City's SCADA software vendors for new version releases, patches, and service packs. After a period of prudent evaluation and testing on their test platform, Enterprise Automation advises the customer when upgrades should be deployed. Enterprise Automation then works with the customer to deploy those upgrades; this includes monitoring and validation after the upgrades are deployed. As a best practice, Enterprise Automation will also ensure that a fall back plan is specified to ensure that the system can be recovered to a stable condition, if an update has unexpected effects on the system. Due to the mission critical nature of the system, EA recommends maintaining manufacturer's support on an annual basis. Examples include: • Dell server next day business support • Wonderware technical support (System Platform, Historian, etc.) • VMware vCenter Server technical support • vRanger technical support This wide variety of components and manufacturers results in a complex annual renewal schedule, which require a systematic schedule and reminder system to manage successfully. Under the FY14/15 support contract, EA successfully implemented the electronic Mantis tracking system to fulfill this need. Enterprise Automation would continue to maintain and update this system as a part of our support services. 2.1.4 Scheduled maintenance Enterprise Automation will provide scheduled maintenance on the SCADA system to ensure components including PLCs, OITs, servers, virtualization software, networking devices and other components not specifically excluded are properly maintained. This would include inspecting any alarm and event logs for problems, confirming correct operation, installing any firmware updates necessary, and updating system documentation as may be required. Over the past three years, EA has performed these services no less than twice a year. 2.1.5 Urgent Support As outlined in the FY15/16 Support Contract between the City and EA, urgent support (24x7) will continue to be provided as follows: 1. Phone support will be provided as the first tier of support. 2. Remote support and diagnosis will be provided where necessary and for problems could not be resolved through phone support. Note: A remote access connection to the facility will be required to enable this type of support. 3. On -site support will be provided by Enterprise Automation engineers as needed and when phone and remote support options have been exhausted. Included with the support contract is a contact procedure with information for three engineers, one architect, and an emergency afterhours answering service. A master plan also sets long term financial expectations and ensures that each project undertaken is consistent with the overall goals. Enterprise Automation has worked with the City to develop a financial master. EA will continue to work with City personnel to further develop the master plan. 2.2 Fr1011-'(t M1lMdc) )oIy Since the RPF does not detail any specific tasks or projects, this proposal does not contain a defined "project schedule" or "description of specific tasks [EA] will require from City staff' as requested in section 4 of the RFP. In their place, the contents of this Project Methodology section should give the City a thorough understanding of what to expect if they were to engage EA under the On Call Engineering Services contract. For every project, Enterprise Automation employs a standard procedure for assessing project risks and developing a thorough proposal, which defines baseline deliverables and assumptions. This section discusses the components of EA's core methodology, which is applied to every EA project and is reflected through our proposals. 2.2.1 Project scope The project scope is a cornerstone of the project that sets expectations for both Enterprise Automation and the City through a detailed description of deliverables and the proposed path to accomplish those deliverables. This document also includes any initial design requirements, project assumptions, and risks. It is critically reviewed to ensure the highest probability of project success and customer satisfaction. 2.2.2 Project estimate The project estimate provides the City with a clearly defined set of high level tasks required to deliver the project, along with the man-hours required for each engineering level to complete that task and its associated cost. 2.2.3 Project management Enterprise Automation assigns a dedicated project manager to each project. This is the first point of contact for the City. EA attempts to have a single PM manage all City projects. For a given project, the project manager develops a detailed project schedule based on the tasks identified in the project estimate and scope. The project manager assigns tasks, tracks the progress of the project against the project schedule, and prepares the project status reports. The project manager also ensures that all hardware, software, and other services, as may be required for the project, are procured to meet project scheduling deadlines. The PM will contact the City main point of contact a minimum of once every two weeks via phone or email for project status updates, unless instructed otherwise. During the kickoffs EA and the City will establish the expectations and coordinate the execution plan for the project (e.g. contacts, assumptions, responsibilities, risks, key team members, etc.) The internal kickoff and client kickoff are key factors in establishing trust and open communications between all team members (City and EA). 2.2.4 Analysis and design For each project, Enterprise Automation typically conducts an analysis to ensure a thorough understanding of the current and proposed designs. EA then develops the designs and proposed solutions. This may include the creation of functional specifications, network design documents, panel designs, flowcharts, and sample screens and object templates as needed. 2.2.5 Workshops As necessary, mostly during the analysis and design phase, Enterprise Automation will facilitate workshops with the City to review and discuss proposed designs and plans. Completion of this phase ensures that any details of the final deliverables of the project are clarified and documented early in the project. This provides the City and Enterprise Automation with clear decisions to assure total project fulfillment and satisfaction upon completion. The general goals of the workshops are to: 1. Transfer knowledge between Enterprise Automation and the City 2. Demonstrate product feature sets to the City 3. Present designs to the City and solicit feedback 4. Collaborate on the design of system elements where both Enterprise Automation and City expertise is required 2.2.6 Test platform Enterprise Automation currently has a test platform at their office in Irvine, which consists of City owned server and PLC hardware, along with all software required to replicate the City's on -site configured SCADA system. On a project -by -project basis, Enterprise Automation will modify the test platform to aid in the design, development, and testing phases of that particular project. 2.2.7 In-house testing and Factory Acceptance Testing (FAT) After development, this phase ensures that the programs, configurations, and panel designs are thoroughly tested prior to deployment. Testing is taken extremely seriously by Enterprise Automation since the success or failure of an industrial automation project directly correlates with the amount and quality of testing performed during that project. After a detailed set of ITCs (Inspection Test Checklist) has been developed and approved by the City, Enterprise Automation carries out internal testing at its office. Testing typically lasts from one day to multiple weeks depending on the size of the project. All test results are recorded and signed by the performing engineers. Any non-conformance issues are documented, corrected, and then re -tested. The Lead Engineer and/or Project Manager assigned to that project must sign off on internal testing before deployment can begin. All test results are available to the City on a per -request basis. For high risk or large scale projects, Enterprise Automation may also host a Factory Acceptance Test (FAT) with the City at their office. FATs are designed to allow the City the opportunity to review EA's testing process and get some hands-on experience with the final product after design workshops and prior to deployment. The City must sign off on the FAT before deployment can begin. 2.2.8 Deployment, startup, and commissioning After in-house testing and FAT are complete, Enterprise Automation will schedule the deployment, Site Acceptance Testing (SAT), and final commissioning with the City. This would include collaborating with other contractors as necessary, installing any SCADA components including hardware and software, preparing test documentation and on -site testing, startup, final Site Acceptance Tests (SAT), and final project acceptance. When necessary, Enterprise Automation will provide work orders so that City employees or subcontracted parties can perform labor not covered under the project scope. Deployment planning is taken very seriously at Enterprise Automation. Years of experience have proven that change orders, deployment delays, and commissioning mistakes are guaranteed to happen when planning is not stressed. Therefore, the City should expect larger than typical budgets for this phase of a given project. 2.2.9 Training As necessary and as identified in the scope of a project, Enterprise Automation will conduct operator training. This will include preparing training laptops, presentations, and training manuals as needed to provide the training, either in-house or on -site as may be required. 2.2.10 Final closeout During this phase, Enterprise Automation will compile all relevant documentation and present it to the City, usually in an electronic format. I Irvine, CA Enterprise Automation Role: Systems Integrator In 2013 Enterprise Automation was engaged by BBraun to upgrade their sterilizer control system, and add additional sterilizers to the system. The System Platform, InTouch, Historian, Active Factory, Wonderware Information Server, SSRS, and InBatch software all needed to be upgraded and in certain cases, made redundant. The entire SCADA system needed to be transitioned from a physical server environment to a virtual environment using VMware ESXi. The virtual environment included environments for development, quality assurance, and production. A total of 66 VMS were created for this system. The project also included fixing numerous bugs and upgrading the screens and reports. Many of the screen objects were transitioned to ArchestrA graphics, and the general look and feel was upgraded. The SSRS reports were heavily modified to incorporate bug fixes and many of the quality assurance requests. All of this work was completed in 2014 and Enterprise Automation has worked with BBraun to continue adding sterilizers to the system.
