The total cost Change Order No. 2 n e the trench; therefore, the contractor unsuitable soil from the bottom of the material in order to properly install of the change order is $1,222.20. Change Order No. 2 involved the deletion of the final layer of asphalt paving over the storm drain trench on Trudy Lane. The City's Street Maintenance Division was planning to resurface all of Trudy Lane and the incorporation of the trench Paving into the Trudy Lane resurfacing resulted in a higher quality asphalt surface. The ::redit to the City for the deletion of paving on Trudy .Lane was $3,738.02. r' !.�Ppro ano U • Request for Council Action May 29, 1979 Page 2 Change Order No. 3 This change order was issued for three reasons: (1) Contract bid item 12, "Provide Temporary Water Service," was deleted because it was determined, after the water main was uncovered, that the water services were not affected. The deletion of the bid item amounted to a credit of $1,000.00; (2) while excavating for the construction of a catch basin, the contractor discovered a water service that interfered with the catch basin. The water service was then rerouted around the catch basin at an extra cost of $110.34; (3) a sewer line not shown on the plans was discovered during construction. The contractor was required to do extra work to support the sewer line because of its close proximity to the storm drain line. The contractor was compen- sated $379.34 for this work. Change Order No. 4 The City's maintenance division discovered 2 damaged concrete cross gutters in the vicinity of the storm drain project. Since the storm drain contract included the replacement of several cross gutters at attractive unit prices, it was determined to be in the City's best interests to have the storm drain contractor repair the additional cross gutters. The additional work amounted to $3,944.00 and was paid for with maintenance funds. Change Order No. 5 It was Necessary to extend the time of completion for this contract from March 20, 1979 to May 16, 1a79, due to inclement wcather and wet trench conditions during the winter. Recommended Ac (:i.on : Reject all bids, authorize the modification of the plans and specifications and readvertisement for bids. Analysis: Bids were received on October 6, 1978 and are listed below in order of dollar amount. 1. A & A Construction $488,421.75 (corrected) 2. Falcon Construction $539.450.00 The low bid is approximately 27% higher than the City's estimate of $385,000. The high bids received resulted from rising construction costs and a busy construction industry. In order to obtain some relief from the upcoming rainy season, it is proposed that the bids be broken down into four phases. This modification will allow the City Council to have the option to (1) award a contract within the limits of the approved estimate ($385,000) or (2) include additives to further com- plete the project this fiscal year using Gas Tax funds not specifically approved for the project. Alternative: Award the contract. This would mean some other project must be delayed. Funding Source: Gas Tax Funds. Tax 'funding dran'projects; to`design these is available for the: -construction of -two needed storm however, there is insufficient staff time within which projects. RECOMMENDED ACTION: Authorize the`Purchasing,Officer to retain the services of consulting engineers to design. the appropriate facilities for storm water flood protection at '(1); Michael :Drive from, Came. on .Street `to the flood control channel east "of.4efferson Street, arid. (2) Trudy -Woodstock from Shields Drive on the south to. Christy Drive on the north. ANALYSIS: The Michael Drive 'aind Trudy -Woodstock areas have been harrassed for years i s by local 'storm water flooding. Oi:her areas, too, are .subj"ect to storm M. water flooding. :For this reason,�priorities were established and various projects completed accordingly. It is evident that'present staff will not have the time to design the two projects.in question. Ironically,, ,Gas Tax funding,can be used to construct these projects and is -available now. The. obvious answer is.to "farm out" the; professional design in order to'construct the necessary improvements to protecu these neighborhoods f::om storm water flooding during the next winter season. The cost,for professional services to�design both projects i`s estimated at $50,004 to $70,060. 1. ALTERNATIVES: Continue utilizing our Existing priority listing of storm drain projects. Staff will complete the designs as time permits. This would mean that both.Michaei Drive and Trudy -Woodstock would not be completed prior to the next winter 'season .
