_ !f Dept. ID PW 14-065 Page 1 of 2 Meeting Date: 1012012014 CITY OF HUNTINGTON BEACH REQUEST FOR. CITY COUNCIL ACTION MEETING DATE: 10/20/2014 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Fred A. Wilson, City Manager PREPARED BY: Travis K. Hopkins, PE, Director of Public Works SUBJECT: Approve and authorize execution of Professional Services Contract with Geoscience Support Services, Inc. to provide geohydrologic engineering services to develop a Groundwater Master Plan, and approve appropriation of funds Statement of Issue: Staff is seeking City Council approval to contract with Geoscience Support Services, Inc. to provide geohydrologic engineering services to develop a Groundwater Master Plan. The Groundwater Master Plan is needed to determine and maintain the groundwater supply sources to meet water demand for the City. Financial Impact: $450,000 is available from the undesignated Water Fund (506) fund balance. Recommended Action: A) Appropriate $450,000 from the undesignated Water Fund (506) balance to Water Production System Improvements Account No. 50691028.82100; and, B) Approve and authorize the Mayor and City Clerk to execute the "Professional Services Contract Between the City of Huntington Beach and Geoscience Support Services, Inc. For General Geohydrologic Engineering" in an amount not to exceed $400,000. Alternative Action(s): Direct staff to request proposals from other engineering firms. Analysis: Per the current Capital Improvement Program, staff is in need of assistance from a geohydrologic consultant to develop a Groundwater Master Plan (GMP). The objectives are to first assess the salvage life of all of Huntington Beach's groundwater wells, and then to plan future needs of new and replacement wells. Through a qualified selection process in 2013, the Orange County Water District awarded Geoscience Support Services, Inc. a contract to provide geohydrologic engineering services. Staff recommends retaining services from Geoscience Support Services, Inc. through the Interagency Agreement Procedure, consistent with Municipal Code 3.03.08(b). The cost for GMP is estimated to be up to $400,000. Water Production System Improvements program in the amount of $450,000 was approved for this current year Capital Improvement Program budget and now needs to be appropriated. This difference of $50,000 is to fund other engineering tasks pertaining to water production. 14-51- Item 4. - I Dept.
