REQUEST FOR PROPOSAL

SECT'"N
A. The preparation of plans,specifications and cost estimates foe thelmodif!cation
of existing traffic signals, street channelization and construction at the
following locations:
1. Brookhurst @ Adams
2 Goldenwest @ Warner
B. The plans shall be drawn with ink on standard linen sheets furnished by the
CITY. The forma;, tables and construction notes shcll be in accordance with
standard city practice.
C. The plans shall include additional sheets necessary to show any changes in
delineation, pavement markings and traffic signs.
D. Funding for these projects will be from the Hazard Elimination Safety
Program. The plans and specifications shall accordingly conform to applicable
state and city standard plans and specifications, and as directed by the City
Engineer.
E. Upon approval of the PS &E and contract documents, 7-5 copies shall be
furnished to the city for bidding purposes.
F. All work shall be under the direction of a registered professional engineer or,a
licensed traffic engineer.
Ste. Final PS &E shall be complete within 45 working days from the date of
notification, *o commence work.
SECTION 11 - PROPOSAL FORMAT AND CONTENTS
A. Proposal shall be in written form,type and should be as concise as possible.
B. The proposal should describe the consultants method and resources to perform
the work including, but not limited to, the consultant's previous experience,
resumes of supervising personnel, availability of work force, and a time
schedule breakdown.
C. The proposal fee can be in the form of a cost plus fixed fee containing a "not lu
exceed" fixed amount provision; or it can be in the form of a lump sum.
Sufficient detail shall be provided in order to estimate the proposed fees.
D. The proposal shall not include any pre-contractuol expenses as part of the
proposed fee in response to this RFP.
E. The consultant shall include in his proposal any changes to the proposed
agreement as outlined in the statement of work. `
F. The proposal shall include alternative solutions for improvements.
SECTION III -SELECTION! PROCEDURE
A. The proposal should include the consultants most favorable terms and
conditions since the selection may be made without discussions with any
respondent to the RFP.
B. Selection of the consultant will be based on criteria which is identified but not

Traffic Engineer will conduct such interviews in order to further evaluate the
proposals.
D. Upon selection of the Consultant, a contract shall be executed within IS

STATEMENT OF ISSUE-
The:City of Huntington''Beach has previously been awarded funds from the California
Department of Transportation Hazardous Elimination Safety Fund. The City Council has
approved the advertising of the Hazardous Elimination Study project. Bids were opened on
April 20, 1981.
RECOMMENDATION:
Accept the proposal submitted,by Greer and Company,Traffic Engineers, on,a hourly rate not
to exceed $3,900.00 plus printing cost, and authorize the Mayor and City Clerk to execute the
.*attached consultant agreement on behalf of the City.
