Hall' & Foreman Inc:.: is presently designing the Gothard/Talbert storm drain and it would be a savings to the City to have Hall & Foreman design the sewer main in conjunction with. the storm drain project. Recommended Act:1'in' Aut or1ze fiat & )Foreman, Inc. to design the sanitary sewer main in conjunc- tion with their existing agreement with the City for a fee not to exceed $4,560.00. Analysis The City owns and maintains a sewer lift station at Talbert avenue and Redondo Lane at a cost of approximately $7,000/year. This station could bea abandoned if a gravity sewer system is constructed parall�U with the Gothard/ Talbert storm -drain project.. In the City's Sewer Master Plan, which is currently being finalized: by Lowry & Associates, it is recommended that the City construct this bypass sewer main and eliminate the Talbert lift station.. The estimate for the construction of the project is $90,000. Since Hall & Foreman, !no. Mngineer ng Consultant) is designing the storm drain system, which includes providing drainage easements with both the property owners and the railroad, the alignment and survey,, the drawing of pans;, cost estimates, specifications, etc., it would be an excellent oppor- tunity to have the sewer system designed ,and coordinated at the same time.` li this was to be designed at a later time, it would probably cost an addi- tional $25,000.r'0. The City could then construct the sewer and storm drain under the same contract and save additional. money because the two systems will be constructed in parallel: trenches, constructed by the same contractor and constructed `at a time when the existing properties are not improved. on December 7, 1978, the City entered into a professional, service agreement with Hall & Foreman, Inc., to design the Gothard/TeJbert storm drain. Due to the current :orkload, the City engineering staff cannot prepare the construc- tion plans and specifications at this time. Recommended Actions Authorize a Request for Proposals (RFP) from consulting enginE�rs for the preparation of plans and specifications for the Gothard/Talbert storm drain. Analysis. - The line across the Family Home Builders Inc. property was not included in the previous request for engineering services because, we were not aware the owner could provide an alignment.. Since this alignment can now be provided and since it is a part, of the Piaster plan system, itshould be included in the request for engineering services. Family Homf: Builders Inc. will be required -eo pay $7.2,000 in fees (18 acres x $4,060 ,nur a:;re) upon development of the property. The owners of much of this undeveloped land are anxious to improve -their properties, but are awaiting the construction of the City's master planned storm drain. The existing master plan drainage facilities are also shown on the enclosed map with the downstream point of ronnectk-n being the 54 inch. RCP at Gothard Street. Studies conducted in 1966 indicated that a storm drain should be extended easterly from Gothard Stree` to Speer Avenue and nlso southerly along the railroad tracks to Talbert Avenue and then easterly on Talbert Avenue. The exact alignment of these facilities has not been determined and depends upon the future development of the area. A review of the various alternative sizes, types and locations of drainage facilities proposed, using the City's design criteria of maintaining a ten year frequency flow within the street. The design should provide 100 year flood bevel protection to existing .structures. Also recommend an alignment for the drainage system explaining the criteria used in determining this alignment. 3. Issuer Construction of the Gothard/Talbert storm drain is now needed to provide for advancing industrial development in the Gothard: industrial corridor and also to alleviate flooding .of several properties along Gothard Street. Due to the current workload, the City engineering staff cannot prepare the construc— tion plans and specifications at this time. Recommended Action: Authorize a Request for Proposals'(RFP) from consulting engineers for the preparation of plans and specifications for the Gothard/Talbert storm drain. Analysis: The line across the Family Home 'Builders Inc.. property was not included in the previous request for engineering services because we were not aware the owner could provide an alignment. Since this alignment can now be provided and since it is a part of the Master Plan system, itshould be included in the request for engineering services. Family Home Biii lders Inc. will be required to pay $72,000 in fees (1' acres x $4,000 per acre) upon development of, the property. Bruce Greer, pointed out that there was $160,000 in the budget for 1977--78 for a storm drain from Speer Avenue to Gothard Street. That would be a portion of the subject project for the preparation of plans and specifications. This project was not designed nor constructed, therefore, there is no dupli- cation. Storm,water runoff from presently developed properties in the Gothard/Talbert drainage area is utilizing available capacity in the existing drainage facilities.
