Your firm is invited to submit a proposal. P The purpose of the storm drain is to eiiminte a flooding condition that occurs whenever a medium to heavy rain falls on the area. Public and private property damage has cost the City and the properly owners large surns of monr for repairs and maintenance. In order to alleviate the flooding at the low point of the d, `irage area the first pha3e of the proposed master planned storm drain must be constructed from the ocean outlet to Orange Avenu 5 The selection of the consultant for this project will be based on the following; b 1. Familiarity and prior experience with this type of project. 2. Ability of the consultant to complete the work and have plans and specifications heady to adverilsa for bids by aeptember 1, 1981. the s ope of the work to be p<,rformed by the consultant will include,' ut is not limited to, the following; I. A hydrology study of the ent ire tributary area kind a review of the existing drainage system to determine: the extent of the existing deficiency. 2. Prepare a storm drain olignment study to determine the best routing and alignment of the facility from the ocean outlet to Orange Avenue and a ti Request for Proposals -2- Aprii 17, 1981 3. Process and obtain all necessary permits and erlsfements for the construction of the Phase I construction. This includes the Coastal Commission and State of California. 10. RECaNVENDATIONc Approve additional fee, not to exceed $11,000.00, for the eesign of Phase II of the project by Hall and Foreman, and authorize and approve payment of $3,294.00 for extra design and drafting 'work on Phase I. ANALYSIS: We have nou received the necessary rigbt-of-way from the State of California Idecreation and Pa--)-- Department, and Phase I is now ready for hid. Considering current construc- tion.ate ,,,terial prices, the Phase I1 portion of the work could be included at very low cost, resulting in a substantial net savings compared to doing two separate projects. The inconvenience and discomfort of local residents 'would also be reduced by one-half (only one construction activity period in the neighborhood), the consulting firm. of Hall and Foreman, engineers, for Phase I, were requested to submit time and cost estimates foz extending their efforts to include phase 11. They have re- sponded with a cost -estimate not to exceed $11,000.00 to complete ,both the preliminary and final design. The design time required would still allow the project to be adver- tised in time to complete construction prior to the normal rainy season. The consultant was required to perform design and drafting, work not originally Considered in the Phase I proposal.. A special desiltation structure design was done, as well as extra work pertaining to a special sewer siphon design necessary to accomodate the new section of the OCSD Coast Trunk S%cer. Vle will be reimbursed for the work on the sewer siphon by the Sanitation District. On February 17, 1981, the City Council allocated $500,000 of 7th year ,HCD funds for the construction of the 13th 4'treet storm dram in tf�e downtown area. This area has a history of flooding of private and f public property costing the property owners and the City large sums of money for repairs and maintenance. In order to construct the first Phase of the storm drain, a drainage study and storm drain, design zs needed.
