SUBJECT: SURPLUS SCHOOL SITE MASTER PLANIYOUTH SPORTS NEEDS
ASSESSMENT CONSULTANT AGREEMENT
Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s)
Statement of Issue: City Council approved Heimberger Hirsch as a consultant to analyze
surplus school sites, youth sports and recreation space needs for the community on April 1,
1996. Council needs to approve an amendment to the current consultant contract with
Heimberger Hirsch to include the new scope of work.
Funding Source: Not Applicable
Recommended Action: Approve the amendment and authorize the Mayor to sign this
amendment to expand the existing consultant contract with Heimberger Hirsch for park
design services to include the scope of services to analyze surplus schools, youth sports
and recreation space needs for the community.
Alternative Action[s]: Reverse April 1, 1996 decision to hire Heimberger Hirsch to
perform this needs study and not move forward.
Analysis: On April 1, 1996, City Council approved $28,600 from the Park Acquisition and
Development Fund to be used to analyze surplus schools sites, youth sports and recreation
spaces needs for the community. This study will include a recreation master plan for the
city. The city will be reimbursed $12,600 of the $28, 600 by the school districts.
The city has been working with the Huntington Beach Union High School, Huntington Beach
City, Ocean View, Westminster and Fountain Valley School Districts on youth sports and
park issues as they relate to citywide recreational open space including closed school sites.
City Council determined that a consultant was required to evaluate existing facilities and

analyze current and future needs of the community. Such study will be especially useful as
closed schools are being considered for residential and commercial. use. Such adaptive re-
use of schools would result in the loss of community open space and could impact a
considerable number of youths who participate in organized sports as well as individual
neighborhoods that utilize school sites for neighborhood parks. City Council has previously
approved the consultant and funding. The City Attorney has indicated that an amendment to
the consultant's agreement is required for this additional scope of work.

RQUEST FOR COUNCIL ACTIN
MEETING DATE: April 1, 1996
DEPARTMENT ID NUMBER: CS 96-015
Analysis: The city has been working with the Huntington Beach Union High, Huntington
Beach City, Ocean View, Westminster, and Fountain Valley school districts on youth sports
and park issues as they relate to citywide recreational open space including closed school
sites. It -was determined that a consultant was required to evaluate existing facilities and
analyze current and future needs of the community. Such study will be especially useful as
closed schools are being considered for residential and commercial use. Such use could
result in the loss of community recreational space and could impact a considerable number
of youths who participate in organized sports as well as individual neighborhoods that utilize
school sites for recreational open space.
A committee of school district and city representatives prepared a task list for the Request
for Proposal and forwarded it to Council for approval to solicit bids on November 20, 1995.
The proposals were received January 30, 1996. The school district/city committee reviewed
the proposals and recommended the selection of Heimberger-Hirsch. (See attached matrix
of consultant fees.) Heimberger-Hirsch has an existing contract with the city to provide
consulting services; therefore, a new agreement will not be necessary if Council approves
Heimberger-Hirsch.
The issue of joint payment of the consultant was presented to the City Council at the time
that permission was solicited for sending out the RFP. At that time, it was suggested that
the city match funds with the school districts for consultant work relating to closed schools.
This is still the recommendation of the committee; that the school districts and city split
50150 the cost of Task 1 and Task 3. Since Task 2 takes the process one step further to
complete the citywide Recreation Master Plan and is essential to the process for the city,
this fee should be paid solely by the city. The Recreation Master Plan is required in the
General Plan and completing it now would be cost effective for the city.
Task 1 $19,000
Task 3 5.100
TOTAL $24,100
(School District share $12,0501City share $12,050)
Task 2 (Recreation Master Plan) $ 4,500
12,005_0
TOTAL CITY COST $16,550
The committee feels that the above is a fair and equitable way to assign costs. In addition,
an analysis by an outside, neutral consultant will be considered unbiased and acceptable by
the general public, school districts, city, and youth sports groups. All parties will provide
information and data but the committee felt that a neutral party must review and present the
data.
It should be noted that this study was originally estimated at a cost between $80,000 and
$100,000 because of all the field data collection required. By utilizing representatives from

each of the school districts and the city as a field data research team, the majority of this
data collection such as evaluation of parks and school sites has greatly reduced the ultimate
cost of the study to only $28,600. The committee recommends approval of the consultant
and sharing of the costs by the school districts and city. The impact of this study and its
recommendations will be felt for the next ten to twenty years in the community.
The Park Acquisition and Development Fund is being recommended as the funding source
for the consultant. Utilization of this fund will result in the postponement of the Ellis/Golden
West Park acquisition. It is unknown if these oil lots will be available for purchase by the
city this year. Staff feels that the surplus school site master plan/youth sports needs assess-
ment must be completed now to plan for current and future recreational open space needs
within this community.

facilitator is being requested as part of the project to assist in identifying and -explaining the
issues and recommendations to the public.
The Request for Proposal is presented in three sections or alternatives. Each alternative is
divided into tasks. Proposals from consultants should also be submitted with the costs
listed for each task in each of the three alternatives. This will enable the city and school
districts to decide if all, or part, of the proposal will be considered. One reason this
approach is being taken is due to the limited funds available for this study.

Proposal for
Consulting Services to Evaluate School Sites, Youth Sports, Parks and Recreation Open Space
Dear Mr. Engle,
On behalf of HeimbergerlHirsch & Associates Inc. we are pleased to submit our proposal in response to
your consideration of our firm to provide professional services. Our firm's principals, staff and sub -
consultant have reviewed the project requirements and are confident we possess the experience and
expertise to develop a comprehensive report.
We are very enthusiastic about providing professional services to the City of Huntington Beach and will
endeavor to furnish the finest quality services possible, paying strict attention to all project needs and
requirements. Patrick L. Hirsch, landscape architect and president of HeimbergerlHirsch & Associates
Inc. will serve as principal in -charge and will be directly responsible for all aspects of the project. The
management techniques developed by HeimbergerlHirsch & Associates Inc. on projects similar in scope
will ensure a smooth and concise exchange of ideas between the City, School District, interested
community members, user groups and the consulting team. This interaction of ideas will establish a
realistic and workable solution that will serve as a guide for future park development.
10 9
The consultant team for the project will consist of Heimberger/Hirsch & Associates Inc., as prime
consultant responsible for project coordination, obtaining and reviewing all city and school districts'
documents and sites, documenting existing park and school facilities, develop ideas and schematic plans
for future park and school development, conducting all project meetings and developing all written reports
and project data. Dr. Gene Lamke, Chair for San Diego State University Department of Recreation,
Parks and Tourism will review all current and proposed recreational requirements for neighborhoods,.
sports groups and city with respect to park open space, recreational activities and school closures. Mr.
Brent Marchetti of Marchetti & Associates will provide light level scans for proposed sports facility
lighting. This information will be critical if lighted sports activities are proposed on school or city property
to satisfy all environmental considerations.
Through the planning process, the consulting team will address the issue of site constraints, number of
youth in sports, location of parks and schools in city, school closures, development and recreational needs
of the neighborhood, existing utilities, current land use and proposed facilities, environmental conditions
and considerations, logistics of park and school site with respect to population and user groups, park
safety, vandalism, development cost, project phasing and maintenance operation and costs. Creative
solutions to each issue will be developed through the use of established values and design standards
culminating in a realistic and workable program.
We look forward to working with you and your staff. Thank you for your time in considering our team
and please call should you have any questions.
Respectfully,

PROJECT HISTORY
In 1990, HeimbergerlHirSch & Associates worked with Calmark Development Company on a proposal to
develop the surplus acreage at Ocean View High School. During our service to Calmark, we were requested
by Mr. Christopher Skiff of Calmark Development to meet with Mr. Tom Duchene and the Board members of
Rancho View Little League to formulate a master plan for a potential sports park on a vacant parcel of land
within Central Park. Toe proposed closure and development of Rancho View School would mean the
elimination of the current little league fields.
The Sports Park master plan was developed through a series of meetings between the School District, City
Staff, Calmark Development Company and Rancho View Little League Board members. Upon completion,
HeimbergerlHirsch & Associates presented the master plan to the Park and Recreation Commission and
City Council for review and comment.
Although the idea of a city owned and operated sports complex won unanimous support from all parties, a
source for construction funds and a final location could not be agreed upon. Since 1990 HeimbergerlHirsch &
Associates has prepared sevesati atilecnatws masw plans fcs the City at vaftus tzcaftns, but a final
location and source for construction funding have not been finalized. Preparing the Needs Assessment Report
for the City and School Pistrict may answer these questions and give direction and meaning to everyones
hard work.
RELATED EXPERIENCE

Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions, Attachments:
STATEMENT OF ISSUE
There is a need to renew landscape architectural service contracts with three providers.
RECOMMENDED ACTION
Authorize the Mayor to execute the landscape architectural service agreements with
Purkiss-Rose r.s.i., Nuvis, and Heimber r-Hirsch.
ANALYSIS
For the past three years, the city has been working with three landscape architectural
firms to provide design services for beach and park projects. The three companies are
Purkiss-Rose r.s.i., Heimberger-Hirsch, and Nuvis (formerly Cardoza DiLallo Harrington).
In past years, the city has utilized one company for this purpose. There currently are more
projects on line that require such services, and the city found that it received competitive
prices by utilizing three firms instead of one. There are also many times when the city re-
quires landscape architectural services for preliminary designs and estimates in prepara-
tion of bringing a project on board. By having a contractual relationship with three land-
scape architectural firms, the city can expedite the project by getting cost estimates and
preliminary design work completed without having to use a bid process on each individual
project.
The city originally utilized a formal bid process to select these firms. All three firms have
agreed to continue with the same fee schedule as in their original contracts. Staff has been
extremely satisfied with the firms' design skills, conscientiousness, expertise and overall
working relationships. Therefore, staff is recommending that the city contract with these
firms for an additional three years.
