SUBJECT: Natural Gas Service to the Terry Park Recreation
Building; CC-301
STATEMENT:
The Southern California Gas Company requires that the City
enter into a contractual agreement prior to the installation of
an extended gas service line to the new Terry Park Recreation.
Building.
RECOMMENDED ACTION:
Approve the contract- and authorize the Mayor and City Clerk
to sign on behalf of the City.
ANALYSIS:
The Terry Park Recreation Building presently under construction
requires the installation of a gas service line. Due to the setback
of the building, the length of gas set -vice line required is greater
than the Southern California Gas Company w.11 install at their cost.
The- additional length of gas service line will be installed at the
cost of the park contractor, however, the Southern California Gas
Company's policy requires that a contract agreement be entered into
between the owner and the gas company to establish respective
responsibilities.
FUNDING SOURCE:
Cants for this installation will be paid by J. B. Crosby Companyt
the park contractor, as specified in the project documents.

walk-through gate. Chis was agreed to in a meeting with Robinwood L_ttle

Parks and Human .services, 'dorm ':earthy. This originally was a field change
order. The work was completed but, apparently, the paperwork was lost or
misplaced betwean Engineering and this department. The work has been cc.-mpleted

Statement of issue
Eight change ordershave been issued, increasing the subject- contract price
from $1,390,000 to $1,431,488.10. The City Council has approved change
orders 1, 21 3 and 8 for $39,272.3Z and authorized an increase in the
contract price accordingly. Approval. is needed for change orders 4 thru 7.
Recommended Action
Approve change orders 4-7 totaling $2215.73, and authorize this increase
in the contract )rice .
f Analysis
In July, 3.977, the sic parks contract was awarded to J. B. Crosby Co., Inc.
for the bid price of $1,390,000. Added to this amount is $41,488.10 for
r the cost of eight changes orders. The total price to date, therefore, is -'
S1,431,488.10. 'Four of these change orders have been approved by the �.
City Council; change orders 1,2,3, for $30,519.35 on February G, 1978'
and change order No. 8 for $8753 on June 19, 1978.

Statement of Issue
Curb and gutter needs to be installed on Graham St. adjacent to Marina
Park to provide for a bike trail being constructed as part of the
' Marina Park project. A street improvement project which would have
installed the needed curb and gutter has been postponed due to utility
relocation delays.
Recommendation
Approve a change order to the Six Parks Contract; CC-301 in the amount
of $8753.00 For the installation of concrete curb and gutter and a street
light conduit on Graham Street.
Analysis
,{ Marine Park is now under construction as one of the parks in the Six
Parks Contract; CC-301. Included in the park construction project is
the installation ofparkway sidewalk along draharn St. which is needed to

complete a bike trail system connecting to Marina High School.

There is a need for additional work at the Terry and Marina Park sites
due to unsuitable soil conditions, requirements of the Uniform Building

j Code and prior agreements with the Huntington Beach Union High School
District.
RECOMMENDED .ACTION:
Approve Change Orders 1, 2 and 3 which .increase the $1,390,000 contract
by $30,519.35.
ANALYSIS:
In July of 1,977 Cash Contract No. 301 was awarded to J. B. Crosby Inc.
for the construction of b parks. During construction, conditions were
uncovered which necessitate additional work on the part of the contractor.
Expansive�.soil conditions were encountered at the Marina and Terry Park
sites requiring additional concrete thickness and reinforcement in several
. of the large concrete play areps to prevent the slabs from cracking and
lifting.
Also included in the 6 parks contract is the remodeling for recreational
use of an existing building located at the Terry Park site. Additional
structural remodAl.ing not originally shown on the plans is required 'due.

to;.the expansive soil conditions and requirements of. the Uniform Building

A ortion of the Marina High School Athletic Field is incorporated into

a change in the type of irrigation backflow protection device is required.

requited to satisfy the above conditions.

to contract, $1,179.00.

Plan discovered to be :inconsistent in rega*ds to treatment of

15. Approval of rock base compaction for areas added by this
change order will be determined by the project inspector
in lieu of testing requirements as specified. Sub-bas,. for
all court areas to 'processed uniformity and to be at optimum
moisture. No cost change for '-his item.
As testing costs are being paid by the contractor, additional
test cost would be due contractor. Should testing be required
by project inspector for these areas, test costs will be paid
by City. Moisture requirement for sub base necessary for
treatment of expensive soil.

Footing added for water barrier adjacent to graded drainage
flow line due to presence of expansive soils.
2. Construct 17 l.f.± block retaining wall per plan sheet T-31
10-3-17; lump sum = $460.00.
Wall required upon revision of park grades by park architect
due to field conditions.
3. Re -grade area per plan sheet T-3, 10-3-77 plan. Lump sum
$5,750.00.
Grading revised by park architect to eliminate poor drainage
situation and to meet grades of planned facilities. Corrective
measures that were required were not discovered during grading
operation. Contractor had to re-enter site and accomplish this
work.

factory. The project was estimated to cost $1,307,180.00 and the

During June, 1974, the City Environmental Review Board
reviewed the environmental documents for these park sites and

On June 18, 19741 the City Council authorized the hiring
of.Recreation hand Planners, Inc. of Placentia to design improve-
ments at various park sites throughout they community.
Transmitted herewith are the project plans, specifications
and Notice inviting Sealed Bids for the construction of five (5)
neighborhood parks.
The parks included in this contract and their estimated
costs are as follows:

During June 19741 the City Environmental Review Board reviewed
the environmental documents for these park sites and determined that
they were exempt from CEQA since they were an ongoing project.
It is recommended that the City Council approve the plans and
specifications and instruct the City Clerk to publish the Notice
Inviting Sealed Bids.

The bids for the subject project were received on April 25,
1977, reviewed and found to be in excess of the estimate.
The estimate for the project was $448,500.00. The bids
received are listed below:
1. Harman B. J. Glad Construction Co. $518,619.00
2. Industrial'Turf $587,960.00
Of the eight park contractors obtaining plans, only the two
bids were received. The park architect and the City Recreation
and Parks Department will re-evaluate the project.for a possible
recesi m. Upon completion of the evaluation the project will
be prtAdented to the City Council for re -advertisement.
It is recommended 'that the City Council reject all bids for
this project.
