However, I asked my deputy to affix the deed acceptance that Council authorized the clerk's office to use since 1974 and which cites the resolution authorizing the clerk's office to accept property on behalf of the city. Also we have one for the Agency. The Dept advised my deputy it wasn't needed, that there was one attached. What it was was Dave Webb, City Engineer accepting on behalf of the city. As I was on the phone and EDD was in a bind I told Rebecca OK - (as at least my name was on the attest - as attesting to Dave's signature. I had Rebecca sign as Deputy City Clerk attesting, with my name printed above. Jennifer, l am training all new staff members, and I train them that deeds are accepted on behalf of the city by a Deed Acceptance Form which in turn relates to a Council Resolution. That they can give these forms to the City Attorney's Office or other departments in order to put a deed together. When a department head signs as being authorized to accept deeds on behalf of the city, with no resolution or special council action that gives authority, it confuses the training I am providing. It is not a matter of territory and wanting to do all the paper work, it is a matter of wanting documents to be OK and people to know why they are signing documents. I would like to provide a supply of blank deed certifications that your attorney's could attach to documents - either agency or council versions. Would you like that? Please let me know. Condition 3b required that the applicant dedicate 2.5' of the back portion of their lot for alley purposes, remove the deteriorated asphalt portion of the alley and reconstruct it per city standards. Condition 3c required the applicant to make any necessary upgrades to the existing water service. With the dedication and enlargement of the alley, a new one -inch water service was required. In addition, a $1350.00 Traffic Impact Fee is due. The Stipulation of Lien will permit the owner to defer the construction of the required improvements until August 1, 1997 so as to reduce the financial hardship on this startup business.
