grant deed to subject property to GRANTEE prior tc presentation of

the City Council authorized the City Administrator's Office to pro-
teed with acquisition of downtown property identified by the attached

map from proceeds of the sale of City owned proporty, attached herewith
is an Agreement between, the Redevelopment Agency of the City of Hunt-
ington Beach and John L. Henricksen azid Jewell Henricksen implementing
this actio),.
The Planning Commission at its meeting of April 20, 1976, made a finding
of conformance with the General; Plan on the proposed downtown property's
acquisition.. The property identified in the attached Agreement is des-
ignated as specialty commercial on the Land Use Element of the Master
Plan and therefore has been determined by the Planning Commission that
acquisition for a public parking lot would be in conformance with the
permitted uses of this designation.
We have recentlyconcluded the sale o� the Occ-anview Fire Station property
p P
located on Beach Boulevard south of Warner Avenue and the proceeds have
been deposited in Account H221-Civic Improvement Account
An Addendum to the Agreement for Sale of Real Proparty has been attached
which provides for the grantor to assign to the Redevelopment Agency his
exis log lease with Golden Coast Laboratories and Huntingto-, Beach Lab-
oratories for parking lot purposes. This lease currently provides for
a monthly rental fee 0f'$50.

Health and. Safe y Code Section a_'600 provides that a Redevelop-
meat Agency may accept financial assistance from any public or

private source to purchase real property.
Health and Safety Code 33601 provides that the'agenev may borrow

money from any public agency and may comply with the conditions
of the loan. This Means it may pay interest on the :arms borrowed.
Health and Safety Code 33620 provides that the City Council may
establish a Redevelopment Revolv,.ng Fund to be kept in the t:zreas_
ury of the community. Section 33621 states that the Courcil may
gppropriate money to the Redevelopment Revolving, Fund by majority
ante. Sect. ~n 33623 provides that by resolution and on two-thirds
vote ref the City Council, money lay be paid over to the Agency
trust fund for the acquisition of real property in any project
area
Health and Safety Code 33625 provides that the Redevelopment Re-
vol.ving Fund c$ah be abolished by the Counell when it is no longer
needed and the honey transferred baek to the general fund.

in order to 4ccomplish this, it iV necessary to establish; a

California Health and Safety Code:

MONEY TO THE REDEVELOPMENT REVOLVING FUND FOR
THE ACQC17-TTION OF CERTAIN REAL PROPERTY �

WHEREAS, the Redevelopment Agency of the City of Huntington
Beach desires to purchase certain real property within the Down-

town Redevelopment Project Area; and
The City Council by resolution has established the Redevel-

opmert Revolving Fund for use by the Redevelopment Agency for
the acquisition of Parcels within project areas and for other
purposes; and
The Redevelopment Agency desires to have appropriated to
sa;d fund the sum of ONE HUNDRED THOUSAND DOLLARS ($100,000),
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Huntington Beach hereby authorizes the Mayor and Cl,_rk to
execute the contract attached hereto as Exhibit r'A" which sets
forth the terms and conditions upon which the Redevelopment. Agency
will receive an appropriation of ONE HUNDRED 'THOUSAND DOLLARS
($10U,000) and the requirements for repayment of principal and
interest on same
BE IT FURTHER RESOLVED that the Council hereby appropriates

CITY has agreed to furnish to AGENCY such funds as
required by AGENCY to meet the termz of said agreement with

r states that a "Redevelopment Revolving Fund" may be established
In the treasury of a community for a.se by a functioning.-edevel-
opment aRrenay; and "
Thf Redevelopment Agency of the City of HL:j,ti.ngton Leach is
desirous of establishing such a fund for the acquisition of real
property in any project area, and the clearance, aiding in
relocation of site occupants and preparation of any project area
for redevelooment,
NOW, THEREFORE, BE IT RESOLVED by the Cite Council. of the
City of Huntington Beach that it hereby establishes the "R'edevel-
opnent Revolving Fund" wit.,1n the city treasury for the use of
