Analysis: The City Council at- their July 3, 1978 meeting approved a request to construct a sewer in Main St. frcm Garfield to Beach Blvd. and in Beach Blvd. from Main St. to Slater Ave. (Exhibit A). These sewer lines were being proposed to eliminate overloading of existing sewer facilities in the area as outlined in the 1977 Master Plan Sewer study prepared by Keith and Associates. 71hey were also apparently being proposed to solve inner districting problems between Orange County Sanitation Districts 3 and 11; the boundary between these Districts falls within project area. The City Council also discussed this matter at several subsequent meetings after thei.>: July 3, 1978 action. On Sept. S, 1978 the Council reaffirm their approval of the original project, but agreed not to award a contract until after Oct. 17, 1978 (Exhibit B). This was to allow, time for a decision on the aligmrent of the Coast Trunk Sewer, which could have affected the proposed project. Further review of the records indicates that the project, as originally proposed, was not advertised for bids because of the time of year (Christmas season, 1975') and pending preliminary results of the more cam.rehensive study of the Master Plan of Sewers. The final results of the Sewer Master Plan prepared for the City by Lowry and Associate in- dicates that the originally proposed Mari St. sewer is noi needed, but that the portions of the Beach Blvd. sewer between Main Street and Talbert is surcharged and needs to be relieved. Exhibit C is a summary of the reacsmnded sewer projects fran the -Laary a Associates study, which will appear before the Planning Conmi.ssion Feb. 1980. The proposed project currently under review by the Council provides the Beach Blvd. relief line identified in the Lowry and Associate study. As far as funding is concerned, she stated that the City's Master Plan of February 17th indicates that an agreement could be made with the Sanitation District for sharing the funding, which should, in her opinion, be pursued. At the meeting of July 17th the City Council voted to reconsider the ratter. No further vote has been taken. Recommended Act:an: Reaffirm the authorization for advertisement for bids for the Beach/Main Sanitary Sewer Project with condition that award will not be W.--de until October 17, 1978 (at which time the State Coastal Commission expects to render ,a decision on the coast trunk sewer) . Analysis: The Cite Council asked whether outside funding sources may be available for the project. The attached letter confirms prior verbal notice that County Sanitation District No. 3 (in which district the proposed line is located) cannot finance the line. The criteria for a trunk line which is spaced at approximately a two-mile interval in a north-sL;uth direction in that District is as follows quoted from the District letter dated Aug. 25, 1978: "The criteria established for the trunk sewers was that they were to serve more thaii one local sewering entity and that the drainage area encompass at least 3,000 acres." The subject line does not meet either criteria. Further, based on our experience in obtaining Federal funds such as Housing and Com- munity Development Funds, local projects will not be approved if there are local funds available for the project. There was some question as to the actual need of the line. Most of the land in that sewer drainage area is served by a trunk line owned by County Sanita- tion District No. 11. This line is presently at 90% capaci , and request.; for further tin -ins to it will be examined very closely by 4he County Sanita- tion District as well as this office. If the coastal trunk sewer project is not approved by the S. tate Coastal Commission, the Sanitation District has advised the City that an alternate inland route would be required for the coastal trunk sewer.
