PREPARATION OF A MASTER PLAN OF SEWERS

Ci The City of Huntington Beach is accepting proposals for the
preparation of a sanitary sewer master plan for City maintained
sewerage collection and trunk facilities. Your firm is being
considered for :.'his project.
The City,of Huntington Beach for the last several years has
peen experiencing very rapid growth. In dealiAg with this
growth- the City staff has found it difficult to keep pace with
the planning needed for the ordel,ly -oxpan,,ion of the City's
sewerage system. This, combined with the fact that prior
Master Plans have now become outdated, points to the 'need for
comprehansive study of the existing sewage system a;id
development of a Master Plan to elimi�iate existing deficlencies
and provide for sewage collection in vre-as Ito be developed in
-he future.,
The selection of a consultant for this project will be based on
the following:
1. Fo;miliarlty and prior experience with this type of
assignmont.
2. Abili - y of the consult,,.nt to compl -te the work and

work as identified in this request for proposals should make
reference to the appropriate tasks.

It is anticipated that the scti ' pe of the work to be performed by

The preparation of a sewer facil;ties map of the
entire City using City furnIshed V - 2001 "Use of
Property Maps" as the base paps. (See accompanying
sample Use of Property Map.) The City s present sewer
facilities map isat a scale of I" = 1001 and each map
covers only a 1/4 section. In addition, these maps
were never completed and have not b!jen updated to show
iiew facilities for over five years, it is desired
that the info.mation on the present facilities 'map ve
confirmed as to location f-om other City -records and
then transferred to tpie new facilities map. Also, all
sewer facilities not shown on the old maps shall be
placed on the now maps.

sewer facilities map.

Consultant shall furnish necessary manpower to
retrieve needed information frum City records and plan
files a!:d during this phase of the assignment,
consultant staff may occupy a drafting table within
city Hall.
` 2.. A yield monitoring program shall be instituted that
measures sewage generation and peak factors in
accordance with !and uses and zoning as specified by
thtr Departments of Planning and Public forks. That
purpose of the monitoring program is tc identify
factors that may be distinctive: to the sewage
generation within this City. After completion of the
monotaring, consultant shall compare the results with
;generation and peaking factors utilized by the Orange
Count' Sanitation District and other agencies.
Consideration shall be give to possiba.e ground water
infiltration. The monitoring locations, equipment and
metbodology- shall, be approved by 'he City prior to
beginning the monitori g program.
Upon completion of the monitoring Program, the

consultant stall recommend to the City appropriate

Inadequate lines shall be ranked relative to the
probability of deficiency due to present :and
anticipated wastewater flows based on the Land Use
Element.. Recommend alternate interim routings to take
advantage of unused capacities in other lines to defer
Major capital improvement expenuitures. Develop a
capital improvement program inclu ing estimates of
costs to relieve existing deficiencies. It is
imperative that this task; be completed by Xouembei 1,
1978. Program shall be compatible with ultimate suer
system developed in Task No. 4 and also be compatible
with ctrangp County Sanitation ,district Number 11 and 5
Master Pla.as .
4. Using ,generation rates established in Task No. 2,

and City supplied Laild Use Element, zoning maps,

Although the professional services required for this project

will not be awarded based on competitive bidding, it is desired
that your fee be included with your proposal. Huntington Beach
has preferred to retain consultants on an hourly basis up to a
