Secretary — Treasurer agree'formslprofserv10 t5/Ot-A I I APPROVED AS TO FORM: 7 City Attorn REVIEWED AND APPROVED: City Administrator (only_ n- contracts $50,000.00 and over) EXHIBIT A I SCOPE OF SERVICES Project Assumptions The following narrative will clarify the Scope of Services shown on the following pages to describe the advisory services for the City of Huntington Beach Community Services Department's development of a new senior center complex. The scope of services shall cover the successful completion of the following tasks: 1.0 Background Review and Community Outreach To assure that the groups and individuals involved are franchised into the planning process and that their ideas, issues, and concerns are effectively addressed in concept development planning, consultant will meet first with city staff and next with city staff and Council on Aging (COA) Board members to further develop an understanding of the city's objectives. City staff will coordinate these two meetings, and agendas will include review of any available background information for the project, which has been previously developed. In addition, staff will develop a comprehensive list of the interest groups that are the key stakeholders in the project, and will coordinate a third meeting with consultant to meet with representatives of those groups to better understand their project -related issues and concerns and asses how well the needs of these groups are currently being satisfied through the existing facilities/services. 2.0 Assess Market Factors Identify potential commercial uses that could generate revenue to help support a new facility. Particular consideration should be given to evaluating potential market support for community -oriented event/function space as part of a new center. Make a conclusion based on the research undertaken as to the city's needs/opportunities in relation to senior facilities and event space. 3.0 Review Best Practices of Community/Senior Facilities and Services Work with city staff to evaluate the operations of the city's existing center/senior services, and examine issues related to use patterns, service scope, programming, efficiency/and cost. Gather design and operational information from a minimum of eight (8) southern California community/senior facilities including the Brea Community Center, Cerritos Senior Center, Downey Senior Center, Fountain Valley Senior Center, Lakeview Senior Center in Irvine, and the Rancho Santa Margarita Intergenerational Center. With the information gathered: develop a comparative assessment of potential concept alternatives; formulate recommendations that address a good portion of the operational and service deficiencies identified in the market research, discussing the options available to the city; and, provide a compendium of resource materials that considers both design and operational issues, which would be a valuable guide in planning for a new facility. Prepare a set of design and operational criteria for a new center that addresses the current and future needs. 4.0 Formulate Preliminary Concept Plan Using information developed in the previous items, evaluate a minimum of six (6) locations for the new center facility as identified by city staff. Also, identify potential layout, uses, and square footage within the building. Lastly, provide and overall site plan including building location on site, potential outdoor recreational amenities, event programming space and parking area. 5.0 Financial Analysis of the Development Program Based on the information developed during completion of Items 1 through 4, prepare proforma financial analysis for the agreed upon concept. Coordinate with project architect/engineer and/or other design consultants, in order to arrive at preliminary lump sum development cost estimates for the project. Using historical operating information along with other market data, develop income and expense assumptions for each major program element and the project overall. To measure the estimated financial performance of each alternative, a five-year proforma financial analysis should be prepared down to net income before debt service. 6.0 Prepare Final Report Upon completion of Items 1 through 5, prepare a final report for the project, which contains: 01 The findings of the community outreach effort, including any suggestions on how issues/concerns raised by various project stakeholders might be addressed in the final redevelopment plan for the center. Using the materials + developed in the previous tasks, work with staff and the COA to .prepare the necessary material s✓proposals to support an effective fundraising effort for the project. In addition, assist the COA and the City in researching potential funding sources, and remain available as necessary throughout the course of fundraising activities, r as a technical resource. r This eighth item is optional and at the discretion of the city 8.0 Provide besign Services Cost Estimates r Provide a floor plan .and overall site layout including r grounds and parking. r r r r r r EXHIBIT #B Y L O 3 w e O e y :P a u o d u FEE SCHEDULE W H Item 1.0 Background Review T W.
