authorized by the AGENCY shall be invoiced aeparately to
AGENCY. Such Invoice shall contain all of the information
re uirei under r-,ir;dgraph 6Cj, and in addition shell list the hourn
expended anC. 1,'aurly rate charged for such Line. Such invoices
shall be approved by AGENCY if the work perforned is in accordan'ce
with the extra work or additional services requestedi and if
AGENCY 'is satisfied that the staten-:2riL of hours workhd and costs
incurred is accurate. Such approval shail not be unreasonably
withheld. Any dispute between the parties concerning payment of
such an invoic6 shall be treated as separate'anC apar.t from the
ongoing performance of the remainder of this Agreement.
7. DISPOSITION OF PLANSj. ESTIMATES AND OTHER DOCOMENTS
CONTRACTOR agrees that all materials prepared hereunder#
including all origi.i8l drawingsp designs# reports, both field and
office notesjo calculations# maps and other documentse shall be
turned over to AGENCY upon termination of this Agreement or upon
PROJECT completilons whichever shall occur first. In the event

RECOWf[ENDATION:
Staff recommends that the Agency appropriate $50,000 for appraisals of Driftwood
sf
Mobilehome Park and Pacific Trailer to Initiate the Waterfront project.
ANALYS.IS:
On May 15, 1987 the Robert L. Mayer Corporation served notice to the tenants of the
Driftwood Mobilehome Park, of an Intent to close the park. The new development
proposed for this site will ultimately encompass 45 acres bounded Huntington -Ctrppt on
the west, Beach Boulevard on the cast, the extension of Walnut Avenue on the north and
Pacific Coast Highway on the south. The project as currently proposed will be a
mixed -use development consisting of 4 hotels, a health and tennis club, a retail
commercial complex and high -density residential units. The first development phase, If
approved, is scheduled to begin construction In November 1988.
The Driftwood tenants which will be relocated dur. to the conversion of the Park, will be
offered several options under the Relocation Assistance Plan including a buy-.dut or their
coach at In -park value, or relocation to a mobilehome park to be constructed by the City.
Based upon the expected time table for construction of the project, which may
necessitate the relocation of tenants as early as November 1988, staff Is recommending
that funds be appropriated for appraisal of 235 units In the park and approximately ten

$50,000.
