ANALYSIS: The following is 'a summary of the contract costs and a discus;ion of the contract changes: Original contract bid $8672633.50 Addition to contract bid items 283673.80 Change order amount 183'158,44 Total $914,465,74 All final contract bid items are paid on actual field measure quantities as installed. Street widening and median island improvements were added to the contract to complete the street upon relocation of the office building by the Huntington Beach Company. By prior agreement this relocation was not scheduled until 1982 and the contract Alas bid without these improvements. Change orders were issued during the project to relocate or remove underground pipelines found to conflict with the new street grade; to place stamped concrete to complete the median island on Yorktown at Goldewest; to place a compacted fill from available material for future street improvements at McCallen Park; to perform the miscellaneous work required. The work has been satisfactorily completed in conformance with the plans and specifications and the project is recommended for acceptance. RE-CMINIENDATION : Approve the plans and specifications for the improvement of Yorktoti•m Avenue and Seventeenth Street and authorize the call for bids upon receipt of approval from the County of Orange. ANALYSIS: In 1978,, based on a resolution of request from the City, the improvements at Yorktown Avenue were included in the Orange County Arterial Highway Financing Program (AHFP). This Ci"y-County project will. construct Yorktot,m Avenue from Main Street to Delaware Street on a new alignment as established by a previously adopted Precise Plan. Right-of-way for this project was acquired under AFIFP Project Number 703. Th(- street improvements to be constructed include curbs and gutters, street paving, median curbs, median landscaping and irrigation., street lighting and conduit installation -tor future traffic signals. In addition to street improvements, master planned sto-rni drain, sewer and water facilities will be constructed. An underground utility district has been established by the Council in conjunction with this project. The Edison Company and General Telephone Company will be placing underground facilities along with a relocation of a major gas line by the Gas Company. Constructing Yorktoi,m on a new alignment and grade together with the numerous items of work and major relocations and installation of utilities will require the closure of Yorktown to through traffic during the construction period. Some incom►enience to the motoring public, the Civic Center operation and the Orange County 'Transit District can be expected. measures are incorporated into the project design to minimize this incon= venience. The closure of the street will allow a savings in both the construction time and the construction costs. Approximately 20 spaces will be lost along Yorktown Street and 14 spaces will be lost in the parking lot. To provide comparable parking, Seven- teenth Street between Utica and Yorkto►,m will be utilized. To eliminate the five -way intersection at Lake Street, Seventeenth Street will be peimanently closed at Yorktown.
