Michelson Revised on: 08/25/2003 Page 1 of 1 MICHELSON LABORATORIES, INC. STANDARD OPERATING PROCEDURE ML-FLD-04 BACTERIOLOGICAL SAMPLE COLLECTION OF PIPELINE WATER Referenced Method Standard Methods, 19th Ed. Part 9060 AWWA Standards Section 3, 3-10.03.5 Scope and Application This is a detailed list of instructions for aseptic collection of distribution water samples from a pipeline sample location. Samples can be collected from hydrants, hose bibs, water valves, or any location identified by the city inspector. The hydrant would be the first choice if an option is available. Prior to sample collection the pipeline contractor is responsible for final flushing to remove foreign material and to ensure the chlorine residual is less than or equal to the existing distribution system. SAMPLING INSTRUCTIONS BACTERIOLOGICAL - PIPELINE WATER Coliform and Heterotrophic Plate Count 1. The micro sample container is a sterile plastic wide mouth bottle containing sodium thiosulfate to neutralize residual chlorine. DO NOT RINSE OUT THE THIOSULFATE. 2. Clean the sample site (hose bib, valve, hydrant) with 50:50 chlorine solution. Open the valve and let water flush for 1 - 2 minutes (one -minute minimum) prior to sampling. This flush time may be dictated by the onsite inspector, adjust time as necessary. 3. Use a waterproof ink felt marker to identify the client and sample location on the sample container label. 0 0 SOP No.: ML-FLD-04 Authorized by: G. Michelson Revised on: 08/25/2003 Page 2 of 2 MICHELSON LABORATORIES INC. 4. Slow down water flow and collect a sample of water for chlorine residual. Measure total and free chlorine residual for the presence of disinfection. Pipelines must be flushed until chlorine residual is less than or equal to the distribution system level. If the chlorine residual is greater than the distribution system then notify the contractor that additional flushing is necessary before samples can be collected. 5. Based on site conditions (leaking sample tap/valve, dirt/foreign material present) or if required by inspector, the sample surface area can be disinfected again with the chlorine spray and the bacteriological sample can be collected after a short contact time. t 6. Flush again to rinse off chlorine disinfectant then slow water flow down to prevent splashing. Use disposable latex gloves when removing the sample container cap and hold cap upright without touching the inner surface with fingers. DO NOT SET CAP DOWN. 7. Hold sample bottle near the bottom and let the water flow into the bottle without touching any other surfaces. Fill the bottle to within 1/2 inch of the top or to tfa inch above the 100ml mark. DO NOT OVERFLOW. Replace the cap immediately 8. Record the date & time of collection and chlorine residual measured on the field data sheet or Chain -of Custody. Document the sample collector's initials, exact sample location and any field comments as appropriate. 9. Measure additional field parameters (temperature, etc.) when requested. r Z 10. Place sample containers into the ice chest with frozen blue ice and maintain below 100C during transportation to laboratory. Samples should be received by laboratory within 4 hrs of sample collection and stored at 40C until examined. Note: Other field disinfection techniques include isopropyl alcohol solution and propane flame. MICHELSON LABORATORIES, INC. 0 FREE CHLORINE RESIDUAL SOP FOR: CITY OF HUNTINGTON BEACH -' The City of Huntington Beach has both chlorine and/or chloramines present as disinfectants in their distribution system. The presence of chloramines in the distribution system will interfere with the free chlorine residual test. In the presence of chloramine, free chlorine residual does not exist. The method we use, HACH DPD-Free, turns pink/red if free chlorine is present. The following modification to the free chlorine residual field test will compensate for chloramine interference. • Add Free -Chlorine reagent powder from foil pack to tube or 25ml bottle • Cap and turn over to mix (should take 1-2 seconds) • Look at color change, if any, and observe if it is stable or continuing to change color from pink to red • Record a Free -Chlorine residual if the color appears within 1-2 seconds and is stable (does not continue to get redder) • Record a <0.1 (less than detection limit) for Free -Chlorine if the color is pink after 1-2 seconds and continues to get redder (a gradual slow color change) This indicates the presence of Chloramine and Free - Chlorine will be ND or not detected. Note: The term "Flash Test" or "Flash Free -Chlorine Residual" is inaccurate and confusing since the color change is not immediate (less than '/2 second). It still takes at least 1 full second for the Free -Chlorine color to develop. The most Important characteristic of this test Is the stability of the pink/red color. If it is a true Free -Chlorine residual, the color will develop. in 1-2 seconds and will not gradually get redder. Scr 10/01/03 • Michelson Laboratories, Inc. Subject to agreement otherwise, CONSULTANT will be held to charging no fees on travel time to or from Huntington Beach. 3. Automobile expenses are limited to the IRS standard business mileage rate. All other travel expenses must be approved in advance by CITY in writing. Requests for approval shall be submitted at least fourteen (14) days in advance, to allow for reduced transportation fares. Meals are not billable to CITY, without prior written consent of CITY. C. Billing 1. All billing shall be done monthly in one -tenth -hour (0.10) increments and matched to an appropriate breakdown of the time that was taken to perform that work and who performed it. Minimum billing charges are unacceptable. CONSULTANT shall only charge for actual time spent. For example, minimum of 0.2 hours for phone calls or 0.4 hours for letters is unreasonable unless that is an accurate measure of time spent. 2. Each month's bill should include a total to date. That total should provide, at a glance, the total fees and costs incurred to date for the case or matter. 3. Telephone, cellular phone and postage charges are billable at actual cost. A copy of all service bills/costs should accompany the billing for each single item that exceeds Seventy -Five Dollars ($75.00). The fee for the sending or receiving of facsimiles shall not exceed Twenty-five Cents ($0.25) per page. CITY will not pay a fee or agMdf0rm5lexB-hourly feellOil 3/03 EXHIBIT B Hourly Payment 0 0 EXHIBIT "B" Payment Schedule (Hourly Payment) charge for telephone calls or facsimiles to CITY. Photocopier costs should be no more than the actual cost of duplication, or Ten Cents ($0.10) per page, whichever is less. 4. CITY will not pay for secretarial time or secretarial overtime. CITY will not pay for secretarial tasks or tasks that should be subsumed into CONSULTANT's overhead. For example, time spent for faxing, mailing, arranging for messengers and calendaring are not acceptable charges. 5. CITY will not pay for word processing charges. This includes per page or hourly charges. 6. CITY will not pay for billing or discussion of bills. If CITY has questions about billing or needs additional information on bills, that is not a chargeable event; CONSULTANT should respond without charging CITY for the time required. 7. CITY appreciates when CONSULTANT has researched an issue previously and uses that research on the, present case. CITY has retained CONSULTANT because of its past experience. CONSULTANT shall not charge CITY for work it has done and billed another client for in the past. 8. Delivery of work product: A copy of every memorandum, letter, report, calculation and other documentation prepared by CONSULTANT shall be submitted to CITY to demonstrate progress toward completion of tasks. In the event CITY rejects or has comments on any such product, CITY shall identify specific requirements for satisfactory completion. 9. CONSULTANT shall submit to CITY an invoice for each monthly payment due. Such invoice shall: A) Reference this Agreement; B) Describe the services performed; C) Show the total amount of the payment due; D) Include a certification by a principal member of CONSULTANT's firm that the work has been performed in accordance with the provisions of this Agreement; and E) For all payments include an estimate of the percentage of work completed. Upon submission of any such invoice, if CITY is satisfied that CONSULTANT is making satisfactory progress toward completion of tasks in accordance with this Agreement, CITY shall approve the invoice, in which event payment shall be made within thirty (30) days of receipt of the invoice by CITY. Such approval shall not be unreasonably withheld. If CITY does not approve an invoice, CITY shall notify CONSULTANT in writing of the reasons for non -approval and the schedule of performance set forth in Exhibit "A" may at the option of CITY be suspended until the agmelforms/exB-hourly fee/10113/03 EXHIBIT B 2 Hourly Payment 0 EXHIBIT "B" Payment Schedule (Hourly Payment) parties agree that past performance by CONSULTANT is in, or has been brought into compliance, or until this Agreement has expired or is terminated as provided herein. 10. Any billings for extra work or additional services authorized in advance and in writing by CITY shall be invoiced separately to CITY. Such invoice shall contain all of the information required above, and in addition shall list the hours expended and hourly rate charged for such time. Such invoices shall be approved by CITY if the work performed is in accordance with the extra work or additional services requested, and if CITY is satisfied that the statement of hours worked and costs incurred is accurate. Such approval shall not be unreasonably withheld. Any dispute between the parties concerning payment of such an invoice shall be treated as separate and apart from the ongoing performance of the remainder of this Agreement. agree/formsrexH-hourly feel 0/13/03 EXHIBIT B 3 Hourly Payment Mr-Ak.r' (_-,h FEE SCHEDULE PARAMETER UNIT COST TASK B & E (weekly bacteriological monitoring) Michelson field services personnel will collect forty (40) samples per week for analysis of the following. • Coliform bacteria by Presence -Absence (Colilert) $ 6.50 • Heterotrophic Plate Count 2.50 • Chlorine residual (field DPD analysis) 2.25 TASK C & D (new construction and pipeline samples) Michelson field services personnel will collect and analyze Bacteriological samples as needed: • Analytical unit cost same as Task B & E • Field service labor rate $45.00/hr • Mileage $0.50/mile TASK F (source water samples) Michelson field services personnel will collect and analyze Source water samples as needed: • Analytical unit cost same as Task B & E • Field services (15 sites per week) $74.00 TASK G (trihalomethanes) Michelson field services personnel will collect sixteen (16) THM samples quarterly and analyze by: • Trihalomethane by EPA 524 $35.00 • Field services (no charge when collected with Micro samples) ADDITIONAL TASKS Non -routine Field Services: $45.00/hr (weekends, holidays and weekdays after 6:30 pm and before 6:30 am) 10/24/2003 2:21 PM 9,17148471067 002 P v L-1-.
