Huntington Beach, California 92646
Attn: Mr. Scott Smith
Subj: Proposal for Consulting Services: Analysis of Winter Sand Dike Operation at
Sunset Beach
Dear Mr. Smith:
Moffatt & Nichol (M&N) presents this proposal to the City of Huntington Beach (City) to analyze
the practice of erecting the winter sand dike at Sunset Beach. The proposed scope of work, fee,
and schedule are presented below.
Scope of Work
1. Visit the site to observe conditions.
2. Collect and review existing pertinent data (e.g., beach profiles, topography, wave data),
talk to existing and former County staff, and review the existing dike building approach.
3. Address the following questions/issues:
A. Determine the dike elevation versus effectiveness (trade-off of height versus
vulnerability), and its needed length.
B. Which way should the City push sand (landward from the sea or seaward from
land, or laterally) to create the dike?
C. What is the overall effectiveness of the dike?
1. Is it effective as it is presently constructed to repel high tides and waves
with no change needed?
2. Is it even necessary considering the existing rear dune presently in place
along the homes?
D. How effective is the existing rear dune at protection?
E. If there is no dike at Sunset Beach, but Surfside erects one, what is the effect on
Sunset Beach?
1. Should there be a wing at Anderson Street to deflect waves to the sea?
2. Or should there be a wing at 22"d Street instead, or both?
Mr. Scott Smith
City of Huntington Beach

4. Address other potential issues that may come up during the study with concurrence by
City staff.
S. Write a white paper that renders an opinion for the layperson of what to do and why,
assuming they have never done it before, and present it to the City.
Estimated Fee
The proposed work can be completed for a fee not -to -exceed $10,000 without written
permission from the City prior to any additional work. All work will be billed on a time and
materials basis per the attached rate schedule.
SCHEDULE
This work is estimated to be completed within three months from receipt of Notice -to -Proceed.
Thank you for the opportunity to assist the City with this effort. Please call me at our Long
Beach office at (562) 426-9551 with any questions or comments.
Sincerely,
MOFFATT & NICHOL
