related to ocean engineering services
Financial Impact
The City's FY 2014/15 Capital Improvement Program (CIP) Budget was adopted on September 2,
2014 and totals $42 8 million (All Funds) for approved projects citywide Each approved CIP
project has a budget containing sufficient funding for design, environmental, engineering,

budget, as needed As such, no additional funding is required by this action

Analysis
On January 26, 2015 the City advertised a Request for Qualifications ("RFQ") for On -Call
Engineering & Professional Consulting Services Proposals were requested and submitted in
compliance with Chapter 3 03 of the Huntington Beach Municipal Code Seventy eight (78)
1677CAJ Cr -t C' Item I I . - I
Dept ID PW 15-032 Page 2 of 2
Meeting Date 7/20/2015
proposals were received for the following eight categories of Civil Engineering services, Water
Engineering, Development Plan Checking and Entitlement Review Services, Civil/Sewer
Engineering, Geotechnical and Materials Testing, Traffic Engineering, Survey, Ocean Engineering,
and Architectural Services In accordance with qualifications based selected procurement per the
Federal "Brooks Act", State SB 419 and the City of Huntington Beach Municipal Code Section 3 03
"Professional Services" the Public Works Department established a review board Each firm stated
their engineering category of expertise with their proposal, and proposals were then evaluated and
ranked by eight (8) review boards established by the Public Works Department At a minimum the
top three (3) firms were selected for each category to increase opportunity for competitive
proposals for future projects from qualified on -call consultants
The three (3) contracts recommended in this request for council action (RCA) are for support staff
for the design and construction of the capital improvement projects related to coastal features such
as beaches and sea walls These services have historically been utilized to supplement City staff to
meet annual CIP goals, as an extension of staff and/or to provide required expertise for unique
projects It is anticipated that these services will be required based on past years Each project is
evaluated on a case by case basis to determine if these as -needed contract services are
necessary Other categories and groupings of On -Call consulting services will be brought to the
City Council separately for approval
The City's Capital Improvement Program ("CIP") is approximately $42 8 million in Fiscal Year
2014/15, and exceeds $52 million with continuing of funds for projects approved from previous
years Typical design and construction support cost from use of consultants on a CIP project can
vary between ten (10) to twenty (20) percent of total costs for a CIP project Therefore, it is
practical to conservatively assume minimum annual consultant costs would be around $5 million to
the City for total CIP projects, or approximately $15 million over the next three (3) years
Some of the typical projects for ocean on -call design services include,
• Bluff top erosion and stabilization
• City Beach and harbor beaches sand replenishment
• Harbor Dredging analysis and general support
• Coastal Commission expertise
• Pier design and maintenance
With the City bordered by the Pacific Ocean, local residents and tourists are drawn to the beaches
during all seasons The City is responsible for the preservation and enhancement of our existing
beaches to continue beneficial use by the public This preservation work is a joint effort between
the County of Orange and all coastal cities and is a specialty service Therefore, three (3)
consultants were selected to meet projected workload over the next 3 years The anticipated need
for ocean engineering services is $1,050,000 over the term of the contract, or an annual average of
$350, 000
Public Works Commission Action: Not required

' The City of Huntington Beach will certainly have an excellent slate of consultants eager to
take on the tasks described in the SOQ. What makes Moffatt & Nichol the right choice is:
' • You get a firm that is the right size —large enough to not rely on availability of one or two
key individuals, yet small enough that you get a very personal service;
' • You get a partner that takes ownership of our assignments, and see ourselves as an
' extension of your staff;
II
On -Call Engineering & Professional Consulting Services I Ocean Engineering
• You get a "one -stop shop" —since we provide the full range of coastal engineering services
in-house, we do not need to rely on other firms to meet the broad spectrum of services
which are appropriate for an ocean engineering on -call contract; You get a teaming partner
with strong positive relationships with the various regulatory agencies in the coastal zone
based on mutual respect and professionalism —this can really help get through the
entitlement process; and
• In summary, you get quality work that meets or exceeds your goals and needs, with no
surprises.

Understanding & Methodology
The City of Huntington Beach requires the services of an ocean engineering firm. Ocean
engineering projects may include dredging, beach nourishment, shoreline protection, coastal
structures and harbor facility design, repair and reconstruction, plus technical support for various
coastal studies and coastal zone management activities. Our understanding of these types of
projects is summarized below.
Dredging
Moffatt & Nichol has completed dredging for projects totaling more than half a billion
cubic yards and ranging from incidental quantities as small as 5,000 cubic yards up to port
backland creation involving 26 million cubic yards (the largest such land creation project in the
United States, to date.) Many of our dredging projects have included permitting, Long Term
Management Strategies, and/or construction documents and many have also involved high -end
numerical hydrodynamic and sediment fate modeling.
Beach Nourishment
Moffatt & Nichol knows beach nourishment from planning through entitlement, public
outreach, preparation of construction documents and construction management. We have also
successfully identified sand sources and funding opportunities for clients. Beach nourishment
provides a soft solution to coastal erosion and related storm damage, and opportunities for
public recreation. Beaches are valuable economic engines at the local, state and federal level,
and serve as the best antidote for predicted rising sea levels.

Bolsa Chica Wetlands Restoration Final Design, Huntington Beach, CA. Conducted the tidal
flood hydrodynamic modeling with the RMA2 model for wetland habitat, a 350-ft wide tidal
inlet, and bridge designs; developed flood shoal management plan; performed bridge scour
analysis with HEC-18 methods; prepared a bridge hydraulic report reviewed by the Caltrans;
' designed tidal inlet, jetties, water level control structures for connections between the Full
Tidal Basin and Muted Tidal Basin, and the pre -filled ebb bar. Dr. Jin also performed studies and
calculations of wave setup in the jetted inlet, sea level rise at project site, wave attenuation in
' the jetted entrance, wave run-up and overtopping over the levees, riprap and revetment
protections.
' Bolsa Chica Wetlands Restoration Preliminary Engineering Inlet Studies, Huntington Beach,
CA. Task manager for tidal and river flood hydrodynamic, water quality and sedimentation
modeling for a coastal wetlands restoration. Dr. Jin used RMA4 water quality model to predict
' the residence time, total coliform levels, and heavy metal concentrations under various storm
events for each of the proposed conceptual design alternatives. The predicted contaminant
' constituent levels in the wetlands and coastal waters were compared with water quality criteria
of the California Ocean Plan and the National Toxic Rules. She also performed a tidal hydraulic
modeling study to estimate the effects of tidal muting associated with ebb bar and flood shoal
' formation on the newly created salt marsh habitat. In addition, Dr. Jin performed the tidal ebb
bar and flood shoal formation studies. The results were used in the maintenance dredging
requirement and frequency studies, as well as in the shoreline morphology studies.
' Port of Long Beach Mega -Terminal Tsunami Impacts Study, Long Beach, CA. Assistant project
manager who configured a numerical model to perform hydrodynamic modeling of the detailed
' tsunami propagation into the Ports from the local sources, and performed all aspects of
numerical modeling by using the MIKE21-BW (Boussinesq Wave) model to predict the water
levels and velocities in the port. The model predicted maximum water levels in the deck areas
' to assess the potential overtopping, and maximum current velocities to assess impacts of
tsunami to the navigation. In addition, the MIKE21-HD modeling was performed to predict
flooding areas and water levels in the Port of Los Angeles area. The purpose of the project is to
' conduct a study of potential local earthquake and landslide tsunamigenic sources and their
potential impacts to the ports.
' Huntington Beach Urban Runoff Investigation and Oceanographic Studies, Huntington Beach,
CA. Task manager who performed hydrodynamic and water quality numerical modeling by
using the MIKE21, a two-dimensional, fully dynamic, depth -averaged hydrodynamic and
constituent transport model suite. Tasks included collecting data for conducting the numerical
modeling, identifying the data gap and the data required for calibrating the models, calibrating
the MIKE21-NHD model to the measured tidal elevations and currents, and calibrating the
' MIKE21-NAD model to the dye track data. The calibrated model was then used in replicating
the conditions in the summer of 1999 to analyze the problem and narrow down the potential
sources. The project involved quantifying ocean circulation and water quality conditions along
the coast in the vicinity of Huntington City and State Beaches as part of this investigation.
