Conservancy has already awarded the City a $$5,000 grant for this
project. Staff has solicited proposals from engineering ronsttl.--
tarts to prepare the engineering reports, Working plans and
Spec-'fications necessary for the construction of the accessways
and is recommending the selection. of 14o'hle, Perry and Associates
to do this engineering work.,

Approve the se3oction of Mobl.e, Perry and Associates to pre -pare
tie engineering report, plans and specifications necessary for
the construction of the accessways proposed for Bolsa Cbica Beach.
An important part of the blufftop park will be the construction of
five accessways between Stb and Goldenweust Streets using funds
granted to the Czty by the California Coastal Conservancy. Do -
tailed engineering plans and ,spec fi:cations must be developed
prior to _actual 4:=structi.on. Staff, :in corm ultration with the
Conservancy, felt that such engineering work could be accomplished
most: expeditiously by using outside consultants funding fe:r suet

letter -form design report and preliminary cost estimate on all projects

access projects. Representative projects are as follows:

City staff. We are very cognizant of the fact of the stringent- fiscal

activities, and we are therefore very mindful of the City`s desires to
have projects designed that will be not only functional for the partici-
pants and environmentally acceptable, but economically feasible from a "4

Mr. Hazlett with the support of office personnel, has developed the Survey
Division into a first rate organization that employs the latest technology in
field surveying. The Survey Division purchased all field and office equipment
in which Mfg. Hazlett has received specialized training in the use of the
11 equipment to ensure efficient service to the client.
Mr. Hazlett, prior to joining MPA was a Party Chief with the City of Orange for
seven years.. His duties with the City involved the responsibility for running
one of the field crews. Typical duties comprised such; items as vertical and
hori;wntal control,, topographical survey and construction surveying.
Prior, to this position, Mr. Hazlett had a Jab as Instrument Man and Chainman
for several governmental agencies in Canada inhere he learned the basis of
