The police Department has been Contacted by representatives of the L,agtuza Beach and Stanton police Departments, requesting that we provide their departmen;,s ziith a motorcycle maintenance program. lde presently have one mechanic assigned to motorcycle repair and maintenance.. 'This mechanic provides service for ZD Huntington Beach ,Motorcycles and by agreements with the cities of Fountain Valley, Seal Beach and Westminster, pLoirides maintenance and repairs to another 13 motorcycles in those three cities This Mechanic spends approximately three -charters of his time providing main- tenance to motorcycles. The other one -quarter of the time he assists the other mechanics on repairs to police ;vehicles. The agreements with these three cities has been operative:: since 1977. Those cities pay the City of Huntington $22 per hour for motorcycle maintenance. We also sell motorcycle parts to those cities at retail cost, which ue purchase wholesale. . 1he Police Department has found it increasingly difficult to properly maintain our fleet of 125 passenger police vehicles. This is primarily due to two factors, (1) In 1978, we had a total of five mechanics. We now have four mecb?.nics. This was a result. of Propost.t on 13 cutbacks. (2) The fleet of vchicl_�s ha} grown from 105 in 1978 to 125 this year (1981). During this three -and -a -half year ,q -19, we ave adUR 20 vehicles to our fleet while at the same time have post one mechanic. 3, "There presently is i liability problem in providing motorcycle maintenance to tle other cities. The prese--. contract with the three cities does provide a Hold Harmless Agreement, which gives us some protection in tha event that the other cities' motomycles are damaged 1rhile on our premises. It also provides us the, agreement that those cities will nolt hold us liable in any suit or action_ i,tMch arises nett of Tarnishing service or parts. The City purchase a garage keeper's legal liability insurance ricer. This option has been investigated. An annual premium of $1,561 wili p7ovide us with the necessary liability protection to satisfy the City's liability mentioned in Issue 3. above. 3. The Police Deparirnent be authorized to hire a fulltime W-chanic, Rang: 250, at an annual salary of $16 ,2Z4, plus benefits. ANALYS i S : A study of the service provided to the three contract cities (13 motorcycles) during the past 15 months shows the following average costs; $44.85 Labor cost per motorcycle per month 13.08 Parrs cost per motorcycle per month $57.93 Total cost per motorcycle per month By increasing the labor cost by $3.00 per hour (to $25.00 per hour) and increasing our service to include Laguna Beach and Stanton (seven additional motorcycles), the following revenue is anticipated. Five contract cities (20 motorcycles) at $47.85 (labor cost per motorcycle per month) = $11,484.00 per year, plus $13.08 (parts' cost per motorcycle per month) _ ;3,139.20 per year. The total revenue from motorcycle maintenance program = a14,623.20 per year. If the Police Department is authorized to hire a mechanic, we can delete one student worker allocation, which is presently assigned to the garage for an anneal savings of $4,939.00. Program costs are as follows: One fulltime mechanic $21,400.00 per year Garage Keeper's Policy 1,%I.OU per year kmual Cost $22,961.00 Annual Cost $22,961.00 Revenue 19,562.09 rVmal 9eficit $ 3,399.00 At this time, it is not possible to show a nan-cost program. However, one should strongly consider the following advantages. i. Added liability protection through an insurance program. 2. The added efficiency (in both time and ekT:ertise) gained by the motorcycle na�,chanic being able to work on motorcycles fulltime__rather than automobiles partiime and motorcycles parttime. 3.
