SECTION 3-11 CHLORINATION OF COMPLETED PIPE LINE
Before being placed in service, all new water distribution systems, or extension
to Existing, systems, or any valved section of such extension or any replacement in the
existing water distribution system shall be chlo•.inated with Dry Hypochlorite or
approved alternative mcl.hod.
1. Dosage
The minimum dosage a: calcium hypochlorite powder containing 70 percent available
chlorine shall be one poutid fGr cacti 1,680 gallons of water pipe rapacity treated;
chlori-, -yielding compounds other_ than calcium hypochlorite powder may, on approval of.

After lines have been flushed out, samples shall be taken of the water in the
lines by the Orange County Health Department for a bacterial analysis, in accordance
with A.W,W.A, Specifications$ The contractor, At: his expense, shall provide all
necessary fittings for abova sampling.

4. Chlorinrtion Repeated if Necessary
In the event that the bActerial analysis in the opinion of the WaterSuperinten-
dent proves unsatisfactory, chlorination shall be repeated by employing acceptable
alternative procedures until a satisfactory condition of tha water within tl-e pipe is
establisher. The water department will bear the expense of this second or sub-
sequAnt chlorinAtion3.
SECTION 3- 12 WORK ON RAILROAD RIGHT OF WAY
Where applicable, the city will apply for the permit or easenent to cross or
parallel the tracks within a railroad right of wry. The contractor shay, pay for
any inspections by the railroad and shall furnish aaiy bonds required by the railroad.
Work shall be done in conformance with Che direccions from the railroad permit and
Job inspector. If a base is required the casing shall be of the size Gnd tupe as
called for on the plains and the pipe shall be installed in accordance with the pipe
manufacturers installation guide,
SECTION 3-13 WORK ON STATE HIGHWAY RXHT OF WA7
Where applicable, the city of 'luntington Beach will secure the permit
for a mei.ntenance of the Water System from the State of California, Division of
Highways. The contractor will be required to apply for the actual permit to construct.
The Contractor, shall subrait to the Division of Highways, (along with the appli-
cation) , a duplicate copy of his performance bond to the City and dup.ltcate certifi-
cates of :insurance. The contractor will be held responsible to pay for any and all
tests or inspections required by the State. The requirements of the permit will be
available to all biding contractors and a duplicate of the permit will be furnished
to the successful contractor. The contractor Shall be held responsible to follow each
of the directives of the permit and any instructions by the local State Inspector.
The local officL of the State Division of Highways shall be notified by the contractor
at least 24 Hours prior to ;ny con;;truction. The contractor may expect the .following
to be requitedg
a. Earth shoulders and ditches to be returned to prior condition
and compacted to 90%1 and soil and compaction tests will be
required.
b. Existing paved private drivewey3 to be saw cut ind replaced
with 4" asphalt concrete paving over compacted native soil
as the existing paving material directs
c. Existing, paved wtree4 intersections and paved shoulders to
be saw cut and replaced over 95% compacted soil , with 4" asphalt
concrete over 8" untreated rock boas.
The report of the director of Public works to the City Council regarding final
completion will be dependent upon the contractors performance of the State raquirs..
ments an well as those of the City contract.

d. Trench beckiill shall be made with material having A sand equiva-
lent of 30. Where native material will not meet this requirement,
the contractor shall load, haul , and dispose of all excavated
materials; and import suitable material at no additional cost to
the proj2c t, unless s.tparate provision is made on the proposal. to
compensate for this work and materials.
ARTICLE IV SPECIFIC WORK TO BE PERFORMID 1INDER THIS CONTRACT
SECTION 4-01 GENERAL
The work to be done consists, in general, of the installation of asbestos
cement water mains, fire hydrants, and the performance of all eppurtenent work
including but r.ct limited to, pavement removal, excavation, hackfill, compaction,
and repaving of the trench areas.
fhe work to be done under this contract shall comply vith the foregoing
specifications and with the standard specifications of the State of California,
Department of Public Works, Division of Highways, dated July 1964, insofar as the
same may apply, and shall also comply with the following Special Provisions.
The term "State Standard Specifications", when herein after used, shall be
interpreted as meanie and being synonymous with the Standard Specifications of the

State of California, Department of Public Works. Division of Highways, dated July, 1964.
In case of conflict between the ,specifications, or the State Standard Specifi-
cations, and these Special Provisions, the special provisions shall take precedence
over and be used in lie.i of such conflicting portions.
SECTION 4-03 PLANS
The work to be done under this contract shall comply with the Improvement Flans,
and said Plans fur a part of the contract document and are on file in the office of
the Director of Public. Works. The contract documents shall consist of the following
listed items
1 . Improvement Plans,
2. Applicable sheets of the City of Huntington Beach Standards,
3. Specifications and Special Previsions,
4. Specified manufacturers details and installation instructions ,
5. Fropossal .
6. The contract and/or agreement.
7. The corktractor' a bonds and insurance certificates.
B. Requirements oaf the necessary permits from other public agancies.

SECTION 4-04 TESTING
The testing cf Any materials or of any portion of the job under construction
shall be at the option of t►ie Director of Public Works or hia authorized agents. The
contractor shall furnish, without charge, any materials requested for test'ng in
accordance with Section 6 of the State Standard Specifications. The contractor shall
also, provide acces„ to Any area of the job for testing purposes and shall furnish,
without cost, anv assistance necessary to perform the testing. The charges for the
testing will be paid by the City of Huntington Beach, except for State required
compaction tests. The contractor shall notify the Director of Public Works of the
readiness of any phase of any construction to be tested and rhcll nest proceed with
any subsequent phase of work until the results of the test are known and approved.
SECTION 4-05 INSPECTION
The contractor shall recognize the Director of Public Works of the City of
Huntington Beach as the Project Engineer who shall lie in charge ,)f and authorize the
inspection of the project. The contractor shall provide access at all times to any
area of t;ie project for in,, pcction purposes and shall furnish, without cost, any
assistance necessary to complete requited inspections. A forty eight hour notice
shall be given prior to commencing the project, and during construction the contractor
shall give due notice, satisfactory to the inspector, of Lhe readine^a of any phase of
construction to be inspected and shall not proceed without approval.
SECTION 4-,)6 CONSTRUCTION DETAILS
1 , Clearing and Grubbing:
Clearing, and grubbing shall consist of removing all objectionable material from
the right of way or parking lot limits, and shall be done in accor.d9•nce with Sections
16-1.01 to 1.04 of the5tate Standard Specifications. This work shall be considered
to be those items of objectionable material removal not described in Schndula A of
these spacial provisions.
2. Waterinst
Watering shall consist of furnishing and applying all water required for the
aompacting of original ground, embankment material, bane material, and for laying dust
saured by gr►•ding operations, and shall be done in accordance With Sections 10-1. 10,
and 17-1.02 of the State Standard Specifications and shall include the development of
the water supply.
The contractor shall make arrangements with the Huntington Bea.:h water Department
for locations to get construction water. Payment for water and the method for
measurement must be arranged for prior to taking any water from tht Huntington beach
syatow. Any fire hydrant used for service must be supplLsd with an approved eddy
valve and inspected by the Water Department before actual use Final .acceptance of
the project will be held up until the Director of Public Works has confirmation, from
the Water Superinteadent, that the contractor has made payment for all water supplied
from the city system.

3. AsOha 1 t Ca oncre to Pavement Removals
Asphalt concreto,. pavement removal, as indicated on the impruv3mant plifinn, ahal.l
be removed from We job site and disposed of in accordance with Section 15 and 7-1. 13
of the State Standard Specificationa<. Removals which occur adjscent to pavements
which are to remain In place, shall be porformed to a neatly trimmed saw-cut edge.
The contractor will b., allowed to Elect s two step process, first by malting an initial
rough cut by machinery or pavement breakers and second t.y performing the saw cutting
immediately prior to laying down the planned asphalt concrete work.
4. Structure Excavation and Backfills
Structure excavation and backfill shall consist of the excavation of trenches for
pipes and other facilities covered under these special provisions, and for the furni-
shing and placing and compacting backfill meteriul, around such structures as directed
by the Ergineer, and shall be done in accordance with Section 19-2 and 19 of the
State Standard Specifications.
5. Sand in placer
The contractor is hereby advised this is in effect an alternate or addendum bid.
The contractor shall request the State Inspector to test and rule on the possibility
of the native trench naterial passing the State permit backfill requirement. If
native material is suitable, the contractor shall backfill , compact, test, and perform
the pavement replacements specified, thus deleting the sand item.
If native material is found unsuitable; the contractor shall load, haul, anC
dispose of all excavated materials; and shall import send backfill, which will meet
State permit requirements, place in the trenches, compact, and perform the. paving
replarenaents specified.
6. Aggregate Bases
Class 3 aggregatu base shall conform to the provisions for Class 2 aggregate
base 1-�" maximum as specified in Section 26 of the Standard Specifications and these
Special Provisions.
At least 65 percent, by weighty of the material retained on t.ae No. 4 sieve
shall havA at least one fractured face as determined by 'test Method No. California
205.
Class 1 aggregate base 3/4" maxim= site, conforming to the require enta of
Section 7.6-1.02A of the Standard Specifications may be substituted for Class 3 aggregats
base as specified above.
The Revalue requirement will not be waived as provided in Section 26-1.023 of
the Standard Specifications.
The provisions of Section 26-1.035 of the Standard Specifications ere supaerseded
by the followings

At the time aggregate base ie spread, it rn hava a moisture content
sufficient to obtain the required compaction. Such acoisture shall be
uniformly distributed throughout the material .
7. Prime Coats
Prime coat shall consist of furnishing and applying a prime coat of liquid
asphalt to the surface of the, aggregate base, and shall be done in accordance with
Section 39 of they State Standard SpecificdU ons. The material placed shall be liquid
asphalt of Grade hIC-250, and shall be applied at the rate of 0. 20 gallon per square
yard or as directed by the Englneer.
8. Paint Binders
Paint binder shall consist of furnishing and applying a paint binder of asphaltic
emulsion to the surface of all existing pavement to be resurfaced, to all vertical
surfacss of existing pavement and construction joints, and to the surface of the first
course of asphaltic concrete to be placed ender this contract. in the event both
lifts, cif asphalt concrete are placed on the same day, then that area will not. require
the application of paint binder to the new surface of the .first course. All ,applica-
tions of paint binder shall be placed in accordance with Section 39 of the State
Standard Specifications. The material placed shall be the mixing type emulsion and
the bituminous base for the omulsior shall be paving asphalt of grade 60-70, and shall
by applied at the rate of 0. 10 gallon pew square yard or as directed by the Director
of Public 'corks.
9. Asphalt Concretes
Asphalt concrete work shall consist of ;Furnishing, spreading and compacting
asphalt concrete ir. conAZOTMaMe Witt) the lines, grades, and dimensions shown on the
plans, and shall be done in accordance with Section 39 of the State Standard Specifi-
cations.
The material placed shall be type B asphalt concrete using paving asphalt of
85-100 penetration as a binder in conformance with Section 92 of the State Stands-_d
Specifications.
All three and four inch thicKness asphalt concrete shall be laid in two courses
of equal layars. The grading for the travel lance asphalt concret shall be 3/4"
maxirm in, medium.

Seal coat work shall consist of furnishing and Applying a seal coat of bituminous
binder without screenl,ngs and shall be applied in accordance with Section 39 and 37 cf
the State Standard Specifications. The =tarial plated ,shall bo a mixing types emulsion
of Grade SS-1, and shall be applied at the rage of 0. 10 gallon per square yard or as
directed by the Director of Public Works.

11. Fire Hydrantst
Fire hydrants shall be as previously specified and in accordance with Hunting-
ton Beach Standard Drawings.

Hot tApa shall be performed using fittings and valves as previously specified,
in accordance with the best worlurtanlike standards of the industry, and under the
super7ision of the Water Superintendent.
15. Finishing, Roadway:
Finishing roadway work shall consist & final cleanup of the job of ill rubbish,
excess materials, temporary structures, and equipment and other similar cleanup or
grading work and shsll be done in accordance with Section 22 of the State Standard rb
,specifications.
lb. Water Valves to be adjusted y Grade:
Water valves to be adjusted to grade shall coisiat of tying out the valves,
removing and storing OF frames, covers and cans until the asphalt paving is carnpleted.
After the asphalt concrete paving is completed, and prior to the seal coat application,
the valves shall be relocated, brought to grade using: as small and neat an excavation
as possible., patching the remaining void with the same mix of asphalt concoete as
specified fo:, the street surface replacemanca.
The water valves to be installed under this contract shall be brought to grade �
as specified abova, however, payrtnent therefore shall be included it the cost of either �
the valve, gain:, or system tr which they are appurtenant.
17. 'traffic lontrol t
This work shall consist of providing for, and maintaining provisions for public
traffic through the construction area at all times, and such provisions shall be in
accordance with Sections 4.1.04, 7•.1.099 7-1.095, and 7.1. 12 of the State Standard
Specifications, with exception of the payment provisions, in acco:dance with the
following spacial provisions, and in accordance with the permit from the 5tats Divia =
of Highways,
All construction signing shall ba in acsordencs with Section 41.09 of the State
Standard Specifications which refer to the current Manual. of Warning Signal lights,
and Devices for use in performAnce of Work Upon Highways issued by the Department of
Public Works, Divisions of Highways, State of California.

At the City Council meeting of March 3, 1969, appvoval. was granted
to p•srticipa'te In the construction of the water main in Cameron Street,
with the cities share being, $5,000.00. Condisco Incorporated, the other
participant, has not been able to finance their project as yet.
Construction of this line must be; expedited to furnish bath domestic
water and fire protection to residents now depending on a soon to be
abandoned mutual water well. It is, therefore, recommended that the
entire project be financed from the water fund with the cost estimated
at $121300.00.
Transmitted her,.,:ith are plans, specifications, resolution adopt-In&
the prevailing rate of wagest and the notice inviting sealed bids to
construct water moan and appurtenances in Cameron Street from Nieman
Avenue to Slater Avenue.
It is recomendO that your Honorable Body opprovea the plans and
specifications, adopt the resolution, and instruct the Clark to publish
