NOW . TEEI?UOPE, in conaid.erettion of ti1e coveriantej and vgr•ecments herein
contained, being done ar►-3 performed by the parties hereto, it is hereby agreed
as follows:
I. By my signature hereunder, e_s Contractor, I certify that J ram aware
of the provisions of Section 3700 of the Labor Code: which require every emplo'Ter
to be insured .g9 inst liability for aorkm-ril s compensation or to undertake
self-insurance in ncc.or,,iu ice with the p.ovisions of that code, and I will comply
with ouch provioions bailer%: com;aencing the parfoirnnauce of the work of this
contract.
11. Conti-actor agr. �-cs to rece:Il ve and accept ate full compensation for
fur-nishing al]. materialu and for doing till the work contemplated and embraced
in this agreement, the total bid. amount Contractor submitted in his Proposal
Which wus accepted by the City Council. A copy of said Proposal is attached
hereto and incorporated herein by reference end made a part hereof. Contractor
further agrees that said payment by City shall include all payments for all
loss or damage arising out of the nature of the work aforesaid , or from the
action of the ellMenti, or from any unforeseen difficulties or obstructions
which may arise or be encountered in the prosecution of the work until its
acceptance by the City, and for all riskn of every description connected with
the work; also for all e-cpenses incurred by or in consequence of the suspension
or d3.seontinuance of wont and for well and faithfully completing the work,
and the whole thereof, in the manner and according to the pl.ana and specifica-
tion+s, and the requi.remento of the Engine►�r under them.
III. City agrees with the said Contractor to employ, and doers hereby
employ, they said Contractor to provide the materials and to do the work
according to the terms and ccnditione herein contaiijrtd n,lui referred to, for
the prices aforesaid, and hereby contracts 'Co pay the same at f.he time, in
the manner cad upon, the conditions as set forth in the general eauiremento
and the &aid parties+ for themselves, their heirs, executors, administrators,
euccessose and as sig u , do hereby agree to the full performance of the covenar+ts
herein contained.
IV. It is further expressly agreed by and between the parties hereto
that should there be any conflict between the terms of this inatrv.ment and
the bid or proposal of said Contractor, then this instrument shall control
and nothing herein shall be oonsidered an an acceptance of the seaid terms
of acid proposal conflicting herewith,

All materials furnished by the contractor unless otherwise provided, shall be
new and unused, of standard quality and approved by the Water .superintendent. All
material not covered by these specifications must be -aproved by the water

For the safety of the water supply of the City of Huntington Beach it is impera-
tive and essential that the City of Huntington Beach take no risk in awarding the
contract to any contractor or person, that is not eminently qualified, through past
performance in similar work and reputation to aceoaaplish the intent of the plans and
specifications.
ARTICLE 11. MATMIAL
SECTION 2-01 PIP&
Pipe shall be asbestos cement conforming to the standard specifications for
asbestos cement water pipe, Class 150 (unless otherwise shown on the plans) of the
Amer,icar_ Water Works Association No. C 400-53 T or its latest revision. Pipe ends {
shr.11 be step machined so as to provide automatic anC separation without the use of
mechanical spacers. Pipe couplings shall be "RIMG TIT111 or approved equal. Rubber
sealing rings shall be solia in cross section and furnished by the pipe manufacivrer.
Maxiuum compression of the rubber ring shall not exceed 50% of the thickness of the
rubber ring nor shall It be less than 20% of the diametrically apposed side.
SECTION 2-02 SPECIALS AND FITTINGS
Shs11 be either A.W.W.A. Class D or short body Class 250, with ends tb accome-
data type of piping used. Fittings for use with asbestos cement pipe shall have
machine finished and connections With both the ring groove and the interior of the
bell machine finished to the tolerance specified by the pipe m.eswfacturer. All cast
iron fittings shall be cement lined in accordance with American Standard Specification
A 21.4-1939. The lining shall have a minimum thickness of nne-eighth inch.
Fittings shall be free of blow holes and castings shall ba smooth and clean.

SECTION 2-03 GAT& 'VALVU
Shall be in accordance Frith A.W.W.A. C 500-59 or its latest tevislon, iron::
body, bronze mounted parallel seat, solid bronze double disc, bottom wedging, yort-
rising stem with "0" ri:g seals, two inch square operating nut and shall open left.
Valve ends shall acc to type of piping used. Valves for use with asbestos c anent
pipe shall have machine finished and connections with both the ring groove and the
interior of the bell machine finished to the tolerance specified by the pipe manufac-
turer. Stem shall be "EVERAUR" , "NI-VU" or proven equal, !paving a certified tensile
strength of not Iasi than 60,000 P.S.I. , a yield of not less than 30,000 P.S.I. and
an elongation of not less than 15% in 2 inches. 'Cast bars for above requirements
shall be cut from the thrust collar area of the stem after heat treating, forging and
machining. Stem collars shall be cast i tergrally with the steam.
Manufacturer shall employ a positive permanent method of identification in the
field without dia-assembly that the valve atera is "EVERM" or proven equal.
Stem nit shall be solid bronze.
Wedge; blocks and hooks shall be solid bronze and be so designed as to allow
the gates to function properly when water pressure is exerted from either or both
directions. All valves 12" and smaller shall be suitable for working pressure of
200 P.S.I. All valves shall have manufacturers name, working pressure and date, cast
in plain letters on the body of the valve.
SECTION 2-04 FIRE HYMUNTS
Shall be Rich, East Bay Hydrant Greenberg, Jones or approved equal. hydrant
stems are to be of "G" metal, "NI-VEE", "EVERDUR" or proven equal, Nozzle caps shall
be furnished with rubber washers. installation to be as par City of Huntington Beach
Water Department Plan, No. 605. Hydrant burys shall Le cement lined in accordance with
American Standard Specification A21. 4.1939.

Shall be Red Brass i.e. , Capper 85%, Tin 5%, Lead 5% and Zinc A. Installation

ARTICLE III
CONSTRUCTION DETAILS
SECTION 3-01 INSPEcrioNS
1. General
City inspection shall be provided for each job. It shall be the duty of the
inspector to see that the contractor complies with all city plans, specifications,
rules and regulations. The contractor shall call the Water Department not later than
noon of the day prior to the day that inspection is desired.
2. field Inspection
All pipe and accessories shall be laid, jointed, tested for defects and for
leakage with pressure and chlorinated in the manner herein specified in the presence
of the Water Superintendent or his authorized agents, and subject to their approval.
3. Disposition of Defective Material

All material found during the progress of work to have cracks, flaws, or other
defects will be rejected by the Water Superintendent, and the contractor shall
promptly remove from the site of Work such defective material.
SECTION 3-02 CONTRACTOR' S RESPONSIBILITY FOR MATERIAI,
1. _ Responsibility for Material Furnished by Owner
The contractor' s responsibility for material furnished by the owner shall begin
at the point of delivery by the manufacturer, or owner, and upon acceptance of the
material by the contractor. The contractor shall examine all material furnished by
the owner at the time and place of delivery, and shall reject all defective material.
Any defective material furnished by the owner and not rejected by the contractor, and
discovered prior to final acceptance of the work, will be- replaced with sound material
by the owner and the owner will furnish such additional material and supplies as may
be necessary to install such replaced material; tue contractor, however, shall remove
the defective material and install the replaced material at his own expense, furrii»
shing all of the labor and facilities necessary to complete the work tc the satis-
faction of the Water Superintendent.
2. Replacement of DamazedMaterial
Any material furnished by the owner that becomes damaged after acceptance by the
contractor, shall be replaced by the contractor at his own expense.
3, Responsibility for_Safe Storaae
The contractor shall be responsible for the safe storage of material furnished
by or to him. and accepted by him, and intendent for the work, until it has bean
incorporated in the completed projact.

SKCTION 3-03 HANDLING PIPIT AND ACCESSORIES
1.:. �.
Cast iron pipe, fittings, valves, hydrants, asbestos-cement pipe, and other
accessories shall , unless otherwise directed, be unloaded at the point of delivery,
hauled to and distributed at the site of the project by the contractor; they shall at
all times be handled With care to avoid damage.
2. At Site of-Work
In distributing the material at the site of the work, each piece shall be un-
loaded opposite or near the place where iL is to be laid in the trench.
3. Pipe Kept Clean
The interior of all pipe, fittings, and other accessories shall be kept free
from dirt and foreign matter at all times.
SECTION 3-04 ALIGNMENT AM GRADE
1. General
All pipe shall be laid and maintained to the required lines and grades; with
fittings, valves, and hydrants at the required locations; and with ,points centered
and spigots home; and with all valves and hydrant stems plumb.
7. Protecting Underground and Surface Structures
Temporary support, adequate protection and maintenance of all underground ac d
surface utility structures, drains, sewers, and other obstructions encountered in
the programs of the work shall be furnished by the contractor at his own expense ;
under the direction of the Water Superintendent.
3. Deviations Occasioned by other Utility► Structures
Wherever existing utility structures or branch connections leading to main sewer
or to main drains or other conduits, ducts, pipes, or structures present obstructions
to the grade and alignment of the pipe, they shall be permanently supported, removed,
relocated, or reconstructed by the contractor through cooperation with Che owner of
the utility, structure, or obstruction involved. In those instances where the re-
location or reconstruction is impracticable, a deviation from line and grade will be
ordered, and the change shall be made in the manner directed.
4. Deviation with Water Superintendent' s Consent
No deviation shall be made frc:m the required line or grade except with the
written consent of the Water Superintendent. Should the requested deviation require
additional pipe or fittings, additional compensation shall be allowed therefore.

The City shall have examined available records for the location of existing
pipet$ valves, or other underground structures, which locations are indicated on the
glans. 'the contractor shall have the responsibility to verity these locations and
protect these structures and any other structures found in progress of work whether
of record or not. Should the City require subsurface explorations other than those
pertinent to the execution of the contract; the contractor, upon written order of the
Water Superintendent, shall make all explorations and excavations for such purpassa;
and the Water Superintendent will allow extra c wspensetion therefore.
6 Depth of Pipe Cover
All pipe shalt be laid to the following minimum depthat For pipe diameters of
4" to B" - a depth of 36 inches of pipe cover; for pipe diameter of 10" - a depth of
42 inches of pipe cover; for pipe diameter of 12" a depth of 48" inches of pipe
cover; and for pipe diameter of 1411 and greater - a depth as designated on the plans
but not to be less than 46 inches of pipe cover. The depth ihall be measured f-om
established street: grade or the surface of the proposed permanent improvement to the
top of the barrels of the pipe.
SECTION 3-05 EXCAVATION AND PREPARATION OF TRENCH
1. Trench
The trench shall be dug to the alignment and depth required and only sr far in
advance of pipe laying as the Water Superintendent shall permit. The trench shall be
so braced and drained that workman may work therein safely and efficiently. It is
essential than the discharge from pumps be led to natural drainage channels, of to
s �orm drains.
2. Width
The trench width may vary with and depend upon the depth of trench and the
nature of the excavated material encountered; but im any case shall be of ample width
to permit the pipe to be laid and jointed properly and the backfill to be placed and
compacted properly. The minimum width of unsheeted trench shall be 24 inches; and
for pipe 10 inches or larger, at least one foot greater but not move than do feat
greater than the no intl diameter of the pipe. Variations in these specified trench
widths shall be allowed only consent of the Water Superintendent.
Pipe Foundation
The trench, unless; otherwise specified, shall have a flat bottom conforming to
the grade to which the pipe is to be laid. Any part of the trench excavated below
grade, as a result of negligence of the contractors shall be corrected with approved
material, placed and compacted in layers under the direction of the Wacer Superintend-
ent. When the bottom uncovered to sub-grade is soft and to the opinion of the Water
Superintendent$ cAnnot support the pipe, a further depth ord/or width shallba excava-
ted and refilled to pipe foundation grade as required$ or rather neeass$ as directed by
the Water Sup(;rintendant, shall be adopted to assure a firm foundation for the pipe and
extra conq)ensstion 0411 he allowed therefore. Wherever necessary to prevwt cavitg$

and bracing are used, the trench width shall be iocrossed accordingly. Trench sheeting
shall rwmin ire place until the pipe has been laid, tested for defects mind repaired
if necessary, and, the earth around it compacted to a depth of two (2) feet over the
top of the pipe.
4. barricades. Guards and Safety provisions
To protect persons from injury and to avoid property damage, adequate barricades,
construction signs, torches, red lanterns and guards as required shall be placed and
maintained during the progress of the construction work and until it is safe for
traffic to use the trenched highway. Whenever required, watchmen shall be provided
to prevent accidents and extra c"ennation sill be allowed therefore. The rules and
regulations of the local authorities, rules of Industrial Accident Commission of tits
State of California, respecting safety provisions shall be observed.
5. Flow of Drains and Sowers Maintained.
Adequate provisions shall be made for the flow of sewers, drainm and water
courses encountered during construction, and the structures which may have been
disturbed shall be satisfactorily restored upon completion of the Work.
6, FruEerty protection
Trees, fences, poles, and all other property shall be protected unless their
removal is authorised; and any property damaged shall be satisfactorily restored by
the contractor.
7. Interruption of Water Service
No valve or other control on the existing system shall be operated for any
purpose by the contractor Without approval of the Water Superintendent; and all
consumers affected by such operation shall be notified by the contractor at least
one hour before the operation and advised of the pTobablae time when the service will
be restored,
SECTION 3-06 P'REPAAATION OF TRENCH BOTTOM AND LAYING ASSESTOS Cb:AENT PIPE
1. Trench bottoms
The trench bottom shall be prepared for the laying of pipe and fittings in
accordance with the acceptable and recommended procedures outlined in th, pipe
manufacturers Installation guide.
2. General
Proper implements, tools, and facilities satisfactory to the Water .Superintendent
shall be provided and used by the contractor fur the safe 4nd efficient execution of
the work. All pipal fittings, valves, hydrant* and aecessorlos shall be caretkilly
lowered into the trench by means of derrick, raypesp ar other ruitable squipmAent iti ,
such manner as to prevent dr:,Vge to pipe and fittings. Under no eircumstanceu rhall
pipe or accessories be dropped or dumped intw the trench,

The pipe and accessories shall be inspected for defects prior to lowering into
trench. Any defective, damaged or unsound pipe shall be repaired or replaced.
4. Pipe Kept.Clean
All foreign mattar or dirt shall be xemovsd from the interior of pipe before
lowering into position in the trench. Pipe shall be kept clean by means approved by
the Water Superintendent during and after laying.

All asbestos-cement pipe shill be handled, assembled, and bedded in accordance
with the instructions in the pipe manufacturer's installation guide. Any deviation
from the procedures outlined in this manual shall be approved by the water Superin-
tendent.
6. floating Pipe
Whenever water is excluded from the interior of the pipe, adequate backfill shall
be deposited on the pipe to prevent floating. Any pipe which has floated shall be
removed from the trench and be relaid as directed by tLe Water Superintendent.
7. Unsuitable Conditions for Join_tina Pipe
No pipe shall be laid in water, or when in the opinion of the Water Superinten-
dent the trench conditions or the weather are unsuitable for such work.
SECTION 3-07 Slpl°TING VALVES, VALVE BOXES, FITTINGS AND BLOW-ONES

valves as may be designated shall be set in masonry valve pits with the wrench nuts
readily sccassi.bla for operation throughout the manhole opening. ptts shall be
conatructed in a manner that will permit minor valve repairs and to afford protection
to the pipe from impact where it pas*es through the pit Nails.
3. Thrust !!locks
Chrust blocks shall be applied at bandag valves and toes, and where changes in
pipe diameter occur at rsducats or in fittings. Thrust block beaTing surfaces shall
be calculated from the directicns and tables in the pipe manufacturer's installation
guide and any special directions of the Water Suparintendent.

SUCTION 3-05 HYDROSTATLC TUTS

by testing the main line and the services at the same time. Or by testing the main
line and then retesting after the services have been connected. The entire system
need not be tested at the same time. portions of any valved section may be tested
separately as permitted by the Inspector.
2. Pressure DuriDA Test

Unless otherwise specified by the Water Superintendent an average hydrostatic
prassurea of 150 pounds per square inch for a period of three hours shall be used its
the following manner.
The line shall be completely filled with water at least 24 hours before testing.
The pressure shall be built up by means of a pump to 160 pounds per square inch. The
pressure shall be t1lowed to drop to 140 pounds per square inch before being pumped
back to 160 pounds per square inch. The pressure at the start and end of the test
shall be 160 pounds per square inch. The pump, pipe connection and all necessary
apparatus shall be furnished by the contractor.
3. _ _8Me11ing. Air. before Test
Before applying the specified test pressure, all air shall be expelled from the
pipe. To accomplish this, taps shall be made, if necessary, at points of highest
elevation, and afterward tightly plugged.
4. Examination Under PresaLre
Any cracked or defective pipe, fittings, valves or hydrants discovered its
consequence of this pressure test shall he removed and replaced by the contractor
with sound material.
S. Permissible Leakage
No pipe installation will be accepted until the leakage for individual joints
shall be .020 gallons per joint, per 3 hours, per inch of pipe diameter at 150 pounds
per square inch. Tests shall be made only after completion of partial baekfill. The
pipe joints shall remain exposed until completion of the hydrostatic test. Test shalt
include all services to property lime. Should any test of a section of pipe litre
disclose joint leakage greater than that permitted, the contractor shall at his Min
expense locate and repair the defective joints until the leakage in whithin psmitted
allowance.

Selected backfill material free from rock or boulders shall be deposited in the
trench simultaneously on both aides of the pipe for the full width of ripe trench and
to an elevation of at least 6 inches above the top of the barrels of the pipe g inches
or less in diameter, and not lass than 6 inches above the horizontal center line of
pipes with diameters 12 inches or larger, leaving the joints exposed for examination
during the pre3sure test specified. The backfill material shall be moistened if
