Prior to the removal of Route 39 from the freeway and exp.essway system, there needs to be an evaluaticn of the effel:tiveness of the Super Street improvements once they are complete to insure that strategies adequately address the futi,. a circulvion needs along this important transportation ccrrid,. 3. The city needs to be assured, along with other cites along Beach Boulevard that the deletion of Route 39 from tha Freeway and E ressway System will not preclude any type of future funding opportunities that could be available to transportation Improvement protects along the Beach Boulevard Transportation Corridor. i 4. Ir. is Important to maintain the broadest possible planning optio.1 for the Beach ' Boulevard Transportation Corridor. While the possibility of a freeway appears to be unlikely it is important not to close optlows prematurely. in the 1960's Route 39 was designated on the stag freeway master plan as a Nture freeway. Caltrans proceeded to acquire properties for freeway right-of-way 'du,•ing the early 661s. In the late 1960's and early 19701s, Route 39 was removed from the state 20 Year Construction Plan of freelvaus and much of the property originally purchased by Caltrans for right-of-way use for the freeway was surplused and sold. The decision not to include Route 39 in Caltraas '20 Year Construction Plan wws based on concerns rated by local governments and the availability of sate funding.
