The primary objective of this project will be to bring about a reduction in the injuries due to traffic collisions invrilving bicy-cles within the city, try classro= presentations in ti:e elementary schools aimed at bicycle safety. 7be project will create a bicycle safety tex- n. which will work in c onjurxtion with the elaw-ntary schools, giving classro= instruction to the children with emptk-3sis on safe riding and accident -producing violatiors. It is the goal of the turn that through education, a reduction of collisions will occur. Potential benefits to the community are expected to take the form of a 5-percent reduction in the number of city--%•ide accidents involving bicycles, and a aan=mitant reduction in the number of injuries. It is also anticipated that by educating the children rWatding the rules of the road at an early age, it will result in safer drivers when they reach the proper age. The objective of this project is to reduce by 5 percent the number of youngsters being injured and killed as a result of bicycle/motor vehicle traffic collisions. This objective will be met by having a uniformed police officer give a bike safety program focusing on causes, effects, and means of preventing said accidents. The program will be given in the classroom to small groups during school fours. The evaluation of the effectiveness of this program will be evidenced by the aforementioned minimum 5-percent reduction of bicycle/-otor vehicle collisions. + .` SCHEDULE A MaCT rIESCRIPTION m I. BACKGROUND A. General Characteristics The City of Huntington Beach is a municipality with the law enforcement duties being carried out by the Chief of Police and a Department of 193 sworn officers. This iM a coastal conmmity of Southern California in the County of Orange. It is composed of 31.4 square miles of land area encompassing recreational, commercial, industrial and residential uses. The city has the responsibility of eight miles of recreational beach, a large recreational And residential harbor, a 250-acre regional park, as well as one of the larger commtimity colleges in Southern California. The population of lkmti.ngton Beach is 172,813, with seasonal inf hues raising the figure to in excess of a quarter of a million. We have approximately 18,100 students attending the 39 elementary schools, four junior high schools and seven private schools. Ours is a fair climate which facilitates a great amount of recreational activity, with bicycling being very popular both as a sport and as a favorite means of transportation. .. B. Streets and Highways There are 362 miles of public roadways within the City of Mmtington Beach. F..rther, there are two state highways and one interstate freeway within the city jurisdiction. All of the above streets and highways serve our estimated 87,000 bicyclists, with no limitations of road use ;~.her than the freeway. 2. PROBID4 IDENTITY Bicycle traffic collisions and enforcement are a major problem for the City of Huntington Reach, with :32 injury accidents involving bicyclists reported in 1981. In July, 1972, the iiuntington Beach Police bicycle safety tnit began operations, being the first of its kind in the state. The unit had a three -fold objective: 1. Reduce the ntrnber of bicycle accidents causing death and injuries. Z. Educate the public, particularly local school children, watt respect to bicycle safety and state and local laws pertaining to the safe operation of hikes. 3. Attempt to aid ir,, prevention of bicycle thefts by pro-moting rieycle licensing and registration within the city. By December, 1972, contacts included approximately 17,880 people, which brought the bicycle accidents down by neatly one-third, while other cities u-cre experiencing devastating 100- and ZOO -percent increases. lfuntington Beach had something that other cities needed: A proven successful bicycle safety;cnforcement/educational program that was actual l l), saving lives and rcduc ing injuries. With the adoption of Proposition, 13 in 1978, funds were no longer available to continue the program and so it fell by the wayside :pith a lot of work still to be done. There are always new kids to educate. The only portion Mat was salvaged was the Saturday class which r:as mandated for youngsters 14 years and under who received bicycle citations. This class was funded through bicycle licensing revenue and vas restricted to our city residents. in June, 1979, traffic court judges began sending young bicycle violators to this class from other cities, and allowing a class registration fee. Further, in April, 1980. a registration fee was being charged for all of those in attendance, .f� raven liuntington Beach residents wno had had no such charge to date. { -2- c-7,,'-r-1 mp . TART 1— Item SCHEDULE A PROJECT PE.sCRSPTIM These charges will allow the class to continue until July, 1982, at which time funds will run out. 4. PROTECT OBJECTIVEES The goals of this project, simply stated, are to reduce the nunber of bicycle accidents, deaths and injuries occurring in Huntington Beach. This will he accomplished by educating the public, particularly local school children, with respect to bicycle safety and state and local laws pertaining to the safe operation of hikes. Insomuch as we have not had an in -classroom educational bicycle program since 1978, we will be able to measure the effectivenesF, of this project at the end of the 1982/1983 school year in June of 1983. We can compare the nirnher of accidents and citation in 1979, 1980 and 1981 with the amount of accidents and citations which occurred during the same time span after the implementation of the project. The bicycle accidents will he reduced by a minimum of 5 percent. 5. KMIOD OF PROCEDIIRI: In ovder to meet the objectives and goals of this project, the thmtington Beach Police Department will follow the below listed steps and phases. Phase I Develop and train a two -man team who will ,h?re the responsibility of: A. Coordinating the project with supervision of in-house administrators. 8. Each presentation will take 30 minutes and will be done in the classroom. and directed toward one class at a time in order to ensure student understanding. 1. The presentation will deal with the areas and situations that cause accidents. 2. Equipment requirements and maintenance. 3. hiding attitudes. 4. A photo presentation showing the result and damage done in bicycle accidents. 5. Chalkboard diagrams showing causative situations. 6. Distribution of handout material. D. The project will be designed so that all elementary and junior high school students (18,653) will have the benefit of it. rFMOD OF EVALUATION The 1kintington Beech Police Department currently maintains records which will reflect hike accidents, violations observed (PCFI, and citations issued for three consecutive past years. Comparison of the same periods for three years past will show a decline of at least 5 perccnt in all areas measured after implementation of the project. The two team members will maintain these comparisons and formally docu;Wnt the results on a monthly basis showing the correlation and decline as stated, for a one-year period. S rATD� P.f l" OF INTENT We are convinced that this Project will be a success .and, therefore, will significantly save lives, reduce the nLrber of hicyclists iniured, and the amount of property damaged. It is the intent of the fhmtington Beach Police Department to continue the Bicycle Safety Program as part of an ongoing operation based on funds available. To this end, we have a vigorous bicycle enforcement program. However, due to a lank of funds, we have not been able to maintain an educational program.
