This need becomes more critical each month with the ever increasing number of ex -cons and probationers taking up residence in the beach ce~1nur,i.t:i.cs. It is incumbent upon the local co=unit:, bath pu`.,lic and private agencies to Marshal their effor in a unified front for the rehabilitation of v%--cons. The co.,.munity colleges are the obvious core for such an ambitious program, since the facilities are readil; available and the cc-mwercial and bu loess co=unity looks toward the college for direction and.a trained labor pool. Evaluation will be a continuous process. Sa.:-tplrinb rates will be taken at least every four months to Jetermine the percentage reduction of. recidivism between the ex -cons who participate in the pro - prim as against thoze who do not. Such otatlst.ical evaluation will be established for the local ro=unity, the region as well as the stata. Budget ?narrative PERSONNEL SERVICES As presented herein, the staff team will consist of three full time positions, and thirty-three: part time positions of "ex -con" assistants. All salary levels are based upon the pay rates for portions in established public and privacP agencies requiring similar competent skills. Individual salary rates and burdens are based on the percent of time each person will be involved directly in the project operation. The Golden West College staff team will be led by a Director who is the Assistant Registrar and Financial Aid Officer at Golden West College. .. Supportive services will be provided by the "ex -con" assistants. The Assistant Director will be responsible for coordinating the camnunity facilities, private services, industrial and commercial enterprises, and training requirements. Research and evaluation will be provided by staff members of the Golden West College as an in -kind service to evaluate program effectiveness and will work with the program director to assist in provid- ing periodic program reports. Supportive clerical assistance will be obtained from the executive secretary. The detailed job descriptions are found on pages lb and 17. Task descriptions for respective work assignments ,ire found in Methodology. TRAVEL Mileage expenses are based upon the requirement to provide supportive field services to the ex -inmate population under enrollment in the program, as well as coordination with interfacing public and private agencies in various scattered geographical points in the county. Standard .county -wide reimbursement figures are used. Additional travel is anticipated by the program staff to selected state and local penal institutions and meetings specifically related to the program and has been estimated based on actual travel costs. A total of three trips will be.made to Sacramento for two persons each for the purpose of program coordination and discussion with the Bureau of Criminal Statistics. SUPPLIES AND OPERATING EXPENSES These expenditures include the basic costs for office supplies and for comm=ications with the client/families throughout widely scattered regions of Orange County. Office site facilities will be required for housing the staff. The cost of facilities is calculated on the basis of 4,371 square feet of space at 45 cents per square feet. Problem Statement .The recidivism rate in Region T is ever increasing and is rapidly Approaching the national average of between 70% and 80%. This results in a continuing cycle of human tragedy, staggr•ing law enforcement and rehabilitation costs, and a perpetuation of crim- inality in our society. This high rate of repeat crimes provides ample evidence that, traditional rehabilitation efforts have largely failed to change criminal behavior and, as importantly, have failed to provide adequate protection for innocent victims of those "failures'.'. A. Nature, Scope and Degree of the Problem For the past five years crime has been on the increase in Southern California beach communities, much of which is related directly or Indirectly to drug abuse. In 1971 and 1972 approximately 16,958 adults and juveniles were arrested in the city of Huntington Beach alone (other statistics of beach communities are listed in 32B). These in- creasL_s also reflect an increase in the number of individuals who are currently on probation, parole or who have completed their sentence and labeled "ex --cons". It is estimated as many as 2,000 or more indi- viduals who are listed as probLtionees, parolees or ex -cons are resid- ing in the beach communities. The severest impact is to those indivi- duals who have completed their sentences, and are labeled "ex -cons". In analyzing the problem, it appears that the first fey weeks and months after a man or woman is released from prison are the most critical since 95% of parole violations occur during the first year of release. According to parole agents and ex -convicts, failures during this period are frequently due to: 1. Lack of a job with resultant family difficulties. 2. Little knowledge of, or opportunity for, Job skills develop- ment programs. 3. Alienation from family, friends, and a community which labels him as a habitual criminal. 4. State legal restrictions, especially those relating to licen- sure. D. Statistical Background Orange County is the second most populous county in the stater with approximately 9% of the population residing hers,. The population has increased :significantly over the past ten years; however, crime is in- creasing at a faster rate than the population as indicated in the fol- lowing figures: (See Figure 1) 33. Approaches Considered A Severalapproaches were considered and were rejected in part because they dial not meet the critical need of integrating the clients Into the community. These other concepts will be utilized as compli- mentary assets to the total project: -12- 1. S'tnrt a program of correspondence courses in conjunction with the various penal. institutions for residints of the beach com- munities. The concept has merit, but the client it, still in the prison environment, and adjustment to community lL : is lacking. 2. Provide visitation teams from the community, made up of college faculty, students and members of the community, to discuss program planning with prospective clients. This idea has cellent merit and has been favorably pndorsed by the members of the community, however this would only serve as a prelimin- ary step in introducing the client to the opportunity of real rehabilitation, and integration back into society. B. In the Spring of 1971, Golden West College implemented "Count Me In", a specialized pilot program to assist probationers and ex -convict. with employment, family counseling and educational services. Last year several client/students completed the program and are now working in the community and leading successful lives. The Orange County Depart- ment of Parole and the California Parole Department have highly endorsed the concept and have referred the inital clients to the project. C. As stated in B above., Golden West Community College initiated a very small concept in 1971, and since that time has been able to pre- pare a multi-phr.se community action program that has involved city and county governments, Seventh Step Foundation (an ex -convict organ- ization) parole and probation departments, ministerial associations, the judiciary, county prosecutors, Chamber of Commerce, police depart- ments, etc., and a variety of individuals (many who are ex -convicts). Since Golden West is the central core of such a nulti-facet operation, it is the only logical agency for conducting this program. D. Golden West Community College hag the resources readily available for basic educational and vocational training, and in addition, the college faculty has training in the social and psychological sciences for professional counseling to the client/student. Since this program is community oriented, it can change its programs and remain flexible with the joL needs of the surrounding industrial and commercial enter- prises. E. Refer to Problem Statement #32A and B. There are as many as 600 people living in Huntington Beach who are currently on probation and, in aJdition, as many as 300 individuals in West Orange County who tyre on ucrive parole. As many as 70% of active parolees violate conditions of parole and/or commit additional crimes for which they return to prison. The cost borne by the state is approximately $6200 per inmate per year, or if the figures of 70% times 300 times 6200 are valid, the Cost for just the community area is approximately $1,302,000/yr. This dollar figure can be doubled when the costs of arrest, trial and in- vestigation are added. Additional costs can be attributed to the above, when considering the losses accumulated by the victims and the insur- ance companies, which is again paid by the total community. _13.. s- 34 (A). Project'bbjectives 1. Available resources of other agencies within region T (facilities and per- sonnel) relevant to a region -wide project are to be tabulated and incor- porated prior to completion of the pilot project. 5. An evaluation of effectiveness is to be provided to determine optimum referrals and dispositions for participants in program. This evaluation is to be in a suits?:le form for subsequent project definition. This evaluation will be completed and submitted one month prior to completion of the project. 6. The frequency and magnitude of occurrences for maladjustment are to be determined upon completion of a survey within first six months of project's initiation. 7. Ptoject findings are to be suamarixed for use in other related rehab- ilitation feasibility projects or demonstrations. B. An analysis of subject and information flow to be provided upon project completion for overload in employment, mental health, and incarceration. (B). Cost Effectiveness rate and characteristics are determination of community recidivism resulting iii re - The basic alternative is to leave conditions as they are, with the resultant aka --rocketing costs in money for apprehension, trial and incarceration. And still the recidivism rate increases. The program as envisioned by Golden West College is highly cost effective in that if only 60 client/students complete the program per annum, it will represent a savings of at least $744,000. per annum to the taxpayer with an initial investment of under $90,000. In addition, 601new taxpalers instead of tax -users represent a significant incentive. -14- s- a 35. Methodo"lagy 'A. the Golden West Community College is in an ideal position to serve as a consolidating force both philosophically and geographically. In the.fi,rst year effort of a three --year project it will provide needed capabilities and services to clients who are ex -convicts residing in the beach area. It is anticipated that by the end of the third year's efforts, local community support will be obtained to continue effective support of activities deemed beneficial In retrospect. This program is considered directly related to both state and regional goals as it is intended to provide for "reducing crime." by providing real rehabilitation criteria and reducing recidivists, which Is in direct accordance with Law Enforcement Assistance Administration goals. Specific attention is directed to 1973 Orange County Regional Plan Sections II 6 III. Effectively, this area deals With the require- ments to develop maximum rehabilitative effectiveness. The program will be staffed by professionals ::ho have had extensive experience dealing with "ex -cons", and who have established a basic rapport with them. The fact that the staff Will be housed in the College Community along with the "ex -con" assistants will improve its identification of the problems and needs of the client/students. It is anticipated that this will lead to the development of additional innovative approaches to the management concepts of the rehabilitation process. C. The Director of the program is a rormer probation officer and coor- dinator of the drug program in Los Angeles county. tie possesses a Master's degree in Sociology and served as an assistant professor in Sociology, teaching courses in Juvenile Delinquency and Sociology. He is currently a member of the Advisory Board of the Drug Prevention Program of Huntington Beach and the Orange County Criminal Justice Council. The Director will serve to: 1. implement the program developed by the community employment program committee; 2. interview ex -convicts and probationers to assess skills, interests, financial needs, etc.; 3. match potential employees and employers; 4. monitor the progress of each job placement; 5. continue contacts with potential employers. The Assistant Director/Guidance Specialist Will coordinate the project at the. California institution for Women and the Huntington Beach project. For the California. Data available in college records showing socioeconomic status will be analyzed. C. The data collected on the student/clients will be submitted to the Computer Center of the Golden West Community College, which :rill be subse- quently reduced by computer. Such datas as lined below wi" be tabulated: 1. Per cent reduction of local area recidivism 2. Number who seek assistance and make contact: with the college 3. Number who complete their course of study 4. Percentage of ex -convicts who are successfully supporting them- selves 5. Relevancy of program objectives to ex -convicts' real life styles 6. Quantity and quality job skills acquired by the special students D. Types of records to be maintained (Refer to items C2 through C6 above) E. The staffing for evaluation of the program will be voluntary, and it will be contributed by members of the faculty who are trained professionals in the social and psychological statistical evaluations, utilising the College's Computer Science Center. 38. System Impact. A. The recidivism rate in California results in a continuing cycle of human tragedy, staggering law enforcement and rehabilitation costs, and a perpetuation of criminality in our society. This high rate of repeat crimes provides amplc evidence that traditional rehabilitation efforts have largely failed to change criminal behavior and, as importantly, have failed to provide adequate protection for innocent victims of those "failures." This program is designed to assist individuals to develop basic skills, enhance their self-image, and prepare them for short/long terra voca- tional training. Individuals who take advantage of this program experience Will be better prepared for social and vocational success. The rate of recidivism in our local area will be reduced. Readjustment opportunities for ex -convicts and probationers in the community will be enhanced. The cost to the state is $6200 per inmate per year, which creates an additional cost to the local corraunity in providing for the convict's family; these costs will be minimized through this program, And, in many cases, quite possibly eliminated. 39. The Orange County area, including both incorporated and unin- 6 corporated territory, is in need of a new ultra high frequency coordin6- 7 ted law enforcement communications system to facilitate the detection and g prevention of crime. 9 B. Funds may be available from the California Criminal. Justice 16 Council, Sacramento, California, in the form of a grant to permit -'the cre-- 11 ati'on,�of such system through the bodies ;which administer such grants. 12 C. Applications for grants for law enforcement purposes must be 13 made through the Orange County Criminal Justice Council and must be made 14 jointly on behalf of. the County of Orange and the cities therein, and a 15 grant contract is effective for 12 months only. 16' D. The California Government Code, Section 6500 et seq. autho- 17 rizes the joint exercise by agreement between two or more local public 18 agencies of any power common to them, and the County of Orange and the I 1 behalf of all parties hereto by the Chairman of County's Board of 2 Supervisors; 3 2. For purposes of the grant application, contract, and for 4 administration of the program in the event it is approved, the Auditor- 6 Controller of the County of Orange is authorized to act as fiscal 6 officer, and the Orange County Director of Communications shall act 7 as project director. , 8 3. Prior to the submission of the Action Grant Proposal, County 9 will provide City with its estimates of the equipment needs of City 10 for*City's beneficial participation in the system, together with the 11 estimated cost thereof, and City shall by resolution designate the 12 equipment and services it desires to acquire, and obligate itself 13 to pay that proportion of the cost thereof as determined by the grant..
