STATEMENT OF ISSUE:

RECOMMENDATION:
1. Authorize tho Mayor and City Clerk to execute the agreement between the Oranga
County Environmental Management Agency (OCEMA) and City.
2. Authorize the transfer of $11,400.00 from Unappropriated Surplus to Account
Number 415662, Equ!pment, Data Processing, for tho purchase of the required
software and hardware to Implement the system.
ANALYSIS:
As a result of growth management activity and awareness In tho community, a
transportation model disrussion between the two ugencles began In fall of 1989. Those
discu3slons have resulted in a work statement and agl'eernent which will permit the
OCEMA TrL'nsportation Planning staff to create and support a "windowed" segment of
their existhig regional traffic. model as the basis for the Huntington Beach model.
Working together with staff personnel from the Community Development and Public
Works Department, the model will be refined to permit analysis of existino conditians an:
proposed changes, both to the street system and to the land uses it serves.
To assure that the system and the model are compatible, and that they serve the
maximum usefulness, the county staff has recommended use of a particular program to he
used by both agencies, as well as a hardware configuration for the system. The attached
schedule shows the various elements of the system and their cost. 1'hd computer to
operate the system was purchased as part of the Police/FIre group purchase to take ,Y
advantage of the cost savings available. A complete "work station" will be assembled to
take advantage of the software capability to analyze alternatives and to update the mc6el
when new Information Is available.

SCOPE OF VORK
The following Scope of. Work describes the proposed Huntington Beach/Orar:ge
County Transportation Analysis Model. A task force consisting of the City,
and County staff plus representatives of citizen interest groups is being
established to provide monthly input into the process. `
TASK A: Define Study Area
Objectives
1. To determine the primary study area boundary (focused area).
2. To determine the overall project study area boundary.
Activities
1. EMA/TP and the City will define the precise boundary for the primary
study area; essentially, the entire city cf Huntington Beach.
2. EMA/Transporta.tion Planning (TP) . and City reprasekatives will
establish an -outer boundary (secondary area) for the model, keeping in
mind the interaction of the primary study area with respect to
OCTAM-II. As a general rule, approximately ninety percent:. `' all trip
ends Interacting with the primary study area should be included in the
modeling area. Also, the boundaries should conuider what works best
in the modal: natural boundaries, freeways; etc.
