21: the location of the CENTER; and

1�,HEREAS, it- is "in the mutual and best interest of the '
Orange County Transit District and the City of Huntington i
Beach to cooperate in conducting a location study for a trans-
portation center in the city; and
The Orange County Board of Supervisors and the Orange County
Transportation Commission have approved the -funding for the location
study, design and right 'of way acquisition for the tz-ansportat-ion
center through the Federal Highway Administration' s Federal Aid
Urban Program. '
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Huntington Beach that it hereby approves the agre .anent attached
hereto and made apart }�crcoz', and directs the I'�ayor and City Clerk
to execute saine.
PASSED AND ADOPTED by the City Council of the City of Hunting-

STATEMENT OF PROBLEM:
A study is necessary to determine the .location of the
.Transportation :Center which has been approved as a .,Federal
Aid Urban '.(F .A:U . ) Project . The Orange County..;Transit
District in cao eration with the Citywillconduct the
study in accordance «ith the terms and conditions of the
Cooperative Agreement .
RECOMMENDED ACTION:
Adopt a resolution approving the execution of the Locn.tion
Study Agreement with the Orange County Transit District .
ANALYSIS :
In January, 1974 the* NCity Council adopted Resolution
A Tier,. 3834 which supports the concepts, expressed in the
Planning Commission `„Resolutions 1133 and 1134 . These, .
Resolutions contained several recommendations -for public
transit -including the development of a Multi-Modal Trans-
p_ortation. Center . In May. of 1974 the Department of Public
titi'orks siibmitted to the County a . project proposal for
funding x.under r,the Federal Aid Urban Program . Subsequently,
the` Orange. County Board of Supervisors and the Orange i
County. Transportation Commission have approved the funding
for the location study, design , and right-of-omy acquisition
through the F .A .U . Program .
ALTERNATIVES
It is the consensus of all involved agencies that a location
study is necessary . The only alternatives„that exist would
be the selection of the lead agency to conduct the study.
